The Verdant Shear Rod can be purchased at the Lushgrove Island in the 2nd sea of Fisch for just 100,000 E$. Having spawned at the starter island, Waveborne, you must set sail in the north direction and reach these coordinates: XYZ= 1133, 105, -560, to reach Lushgrove.

Once you reach the island, go up the ledge, walk past the Shipwright, and you will find the Angler NPC. In front of the Angler, you’ll find another ledge leading to two small brown huts. Here, you will find the Merchant and another archaeologist NPC named Marla Fern. The Verdant Shear Rod lies beside Marla Fern and costs 100,000E$. So if you have the cash, press E and buy it.

The Verdant Shear Rod has really exceptional Luck. However, its other stats are not that great. Furthermore, this rod has a unique passive that gives a 10% chance of spawning a tree for 1 minute. This tree passive will cover the top of the fish with falling leaves and sprouting roots.
Fishing during this time gives a 10% chance to catch fish with three unique mutations: Mother Nature, Green Leaf, or Brown Wood. All of these Fisch mutations have 3x sale value. So, here are all the stats of the rod:

Best Enchants for Verdant Shear Rod in Fisch
Having bought the Verdant Shear Rod, you must head straight to the Keeper’s Altar to learn how to enchant the rod and cover up its weakness. The only thing that this rod lacks is the instant catching ability due to its bad Lure Speed, along with its bad Resilience.
Furthermore, you will require rods with high Resilience to complete the Lushgrove area and all other bestiaries in the second sea.
