YESSO:GOVERNOR BENEDICT AYADE GIVES APPROVAL FOR PAYMENT OF COUNTERPART FUNDING

The Commissioner
for Youth and Sports, Comrade Asu Okang has stated that the Cross River State
Governor, Senator (Prof.) Ben Ayade has promised and given approval for the
payment of counterpart funding for all World Bank projects in the State.

Comrade Okang who
noted that Governor Ayade is poised to clear all outstanding counterparts
funding, made this known during an official visit by a Consultant of the World
Bank and a team from the State Operating Coordinating Unit of the Youth
Empowerment and Social Support Operation (YESSO) in his office.

The Youth and
Sports boss explained that Cross River State has a clear cut willingness and genuine
interest in the welfare of Youths and liberating them from Poverty through
empowerment, adding that the Governor Ben Ayade led administration is to the
plight of the youths and the total wellbeing of Cross Riverians.

According to him,
despite the near zero allocation of the State from the Federation Account as a
result of the backlog of loans inherited from the previous administrations,
Governor Ayade has ensured that workers salaries are paid as at when due,
knowing the trickle effect that the payment of salaries has on the economy. He
added that these challenges have made it difficult for the State to meet up
with its counterparts funding, which the Governor has addressed.

Comrade Okang
appealed to the World Bank Agencies to reduce their bottleneck policies in
handling these projects, noting that the processes are time consuming and
clamps down on the actual implementation of the project which in the case of
YESSO is long overdue.

He also called on
World Bank to look beyond the counterpart funding of State to genuine interest,
determination and willingness to carryout developmental projects, maintaining
that as people oriented as YESSO is, many States may not benefit from it if
they fault in their counterpart funding even when they have the poorest population.

Also speaking,
the Permanent Secretary of the Ministry, Mrs. Ninka Takon appreciated the team
for the visit while noting that such visits are expedient for assessment and
review of projects. She assured the team of the readiness of the Ministry to
ensure that there is a follow-up on the directives of the Governor to ensure
that the counter funds for YESSO are duly paid.

Mrs. Takon also
guaranteed that modalities would be put in place to provide a more conducive
office accommodation for staff of YESSO for effective service delivery.

Speaking,
earlier, the World Bank Consultant, Dr. Musa Mohammed informed that the visit
was to carry out a fact finding exercise to x-ray the actual situation on
ground as well as the pitfalls of the project, noting that this would provide
an opportunity to know what areas to fine tune for the success of the project.
He noted that the CR-YESSO would be debriefed after reports are compiled before
submission to the Federal Operating Coordinating Unit

Dr. Mohammed
explained that the most pressing of the issues to be addressed by the State
Government is counter funding, calling on the State to prioritize these
projects as they are meant to add value to the populace and ensure the
liberation of the poorest of the poor. He also appealed that operational issue
of staff as regards office space should be addressed for effectiveness.

The Cross River
State Coordinator, State Operating Coordinating Unit, Mr. Balinwo Ofegobi
informed that the YESSO programme came on board in 2013 and is to last till
2020, adding that the visit was to carryout a fact finding mission and midterm
review of the activities of YESSO to evaluate the programme and proffer
solution to identified lapses.
