  • Ondo Assembly denies suspending impeachment process against Dep Gov, Aiyedatiwa

    The Ondo State House of Assembly has denied stories that it had suspended the process of impacting Deputy Governor Lucky Aiyedatiwa.

    While describing the rumours as “some distorted news story”, the Assembly insisted that it will carry through the impeachment to a logical conclusion in order to determine the veracity or otherwise of what it calls the “monumental allegations of gross misconduct against the Deputy Governor.”

    A statement debunking the suspension of the process signed by the Assembly’s lawyer, Femi Emodamori on Saturday, stated that it had followed the impeachment processes as provided in the Constitution to the stage where the Chief Judge is required to constitute a 7-man panel to look into the allegations levelled against the Deputy Governor.

    Emodamori noted that the State’s Chief Judge had responded that he had received an ex parte order which the Deputy-Governor secured from the Abuja Judicial Division of the Federal High Court on 26th September, 2023, ‘restraining’ the judge from setting up the panel pending when the court would hear all the parties in the case to determine the merit of the application or the case filed by the Deputy-Governor.

    The House, however, said it was taking the necessary legal steps to “vacate the order and, or the entire suit at the Federal High Court”, in order to “untie the hands of the Chief Judge” and proceed with the impeachment to a logical conclusion.

    The statement reads:

    “Our Client, the Ondo State House of Assembly, has brought some distorted news story stating that it had suspended the impeachment of the State Deputy Governor, to our attention.

    “The House reaffirmed that it has not suspended the impeachment process as inaccurately reported, and will carry same through to a logical conclusion in order to determine the veracity or otherwise of the monumental allegations of gross misconduct against the Deputy Governor.

    “Impeachment is a constitutional process clearly outlined in section 188 (1)-(11) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), and our client has meticulously complied with all the stages leading up to the obligation placed on the State Chief Judge to set up a 7-man Panel to investigate the allegations, as stipulated in Section 188(5) of the Constitution.

    “The notice of allegations of gross misconduct was signed by 11 members of the House and presented to its Speaker on 20th September, 2023 in strict compliance with Section 188(2) of the Constitution, which requires at least one-third of the 26 House members to sign and present the notice to the Speaker. That is the first stage in an impeachment process.

    “The Speaker in turn served the notice on the Deputy Governor on 25th September, 2023, and also caused same to be served on all the other members of the House, in strict compliance with the same Section 188(2) of the Constitution which requires him to do so within seven days. That was the second stage.

    “The third stage, as stated in Section 188(3) of the Constitution, requires two-third majority of the members to pass a motion within 14 days after the notice of allegation(s) of gross misconduct was first presented to the Speaker, for the investigation of the allegation (s) and request the State Chief Judge to set up the 7-man Panel to investigate same.

    “Our Client meticulously complied with the said Section 188(3) of the Constitution. In fact, 23 out of its 26 members (more than the minimum two-third majority required) passed that motion on 3rd October, 2023.

    “Section 188(5) of the Constitution further states that after the motion is passed by the two-third majority, the Speaker should formally request the State Chief Judge to set up the Seven-man Panel.

    “The Speaker diligently complied with this on the same 3rd October when the motion was passed.

    “It was at this stage that His Lordship, the Honourable Chief Judge of Ondo State, replied the House, stating that he received an Ex-parte Order which the Deputy-Governor secured from the Abuja Judicial Division of the Federal High Court on 26th September, 2023, ‘restraining’ his lordship from setting up the Panel, pending when the Court would hear all the parties in the case to determine the merit of the application or the case filed by the Deputy-Governor.

    “For the avoidance of doubt, Section 188(10) of the Constitution clearly states that ‘the proceedings or determination of the House or Panel or any matter relating to such proceedings or determination shall not be questioned or entertained in any court’, and there are too many judgments of the highest courts in Nigeria affirming that no court has the jurisdiction to dabble into an impeachment process, as long as the House of Assembly complies with all the constitutional process.

    “The Honourable Chief Judge himself stated in his widely reported reply to my client, that his lordship was not unmindful of the above provisions of Section 188(10) of the Constitution and even quoted it verbatim.

    “His lordship however stated that as a Chief Judge, he would prefer that the Ex-parte Order, which his lordship believes ‘tied his hand’, should first be vacated or set aside. The Chief Judge obviously prefers to err on the side of caution.

    “The position of our client, therefore, and contrary to the inaccurate press report, is that in spite of their reservations about the position of the Honourable Chief Judge in the face of the clear provisions of Section 188(10) of the Constitution and the judgments of the appellate courts stating that no court has the power to question or entertain any matter relating to the impeachment, they would, for now, show sufficient understanding of the delicate position the Hon. Chief Judge has found himself, by promptly taking the necessary legal steps to vacate or quash the order and/or the entire suit at the Federal High Court, in order to untie the hands of his lordship and proceed with the impeachment to a logical conclusion.

    “The general public would recall that a similar suit instituted by the same Deputy Governor on the same subject matter at the Ondo State High Court was dismissed on 10th October, 2023 for constituting an abuse of Court process, following a preliminary objection which we filed on behalf of our client.”

  • Enugu govt approves completion of abandoned Int’l Conference Centre

    The Enugu State Government has approved the completion of the abandoned Enugu International Conference Centre (ICC) and expressed readiness to revamp other moribund facilities and structures in the state.

    The Commissioner for Culture and Tourism, Ugochi Madueke, made this known while briefing journalists on the outcome of a meeting presided over by Governor Peter Mbah at the Government House Enugu on Friday.

    The commissioner, who said the Enugu ICC would be a world-class venue in the entire South East region, noted that it would make Enugu an international city alongside its international airport.

    This, she said, would provide a major attraction for organisers of mega conferences and become a destination for tourists from across the globe.

    She added that the centre would not only create hundreds of jobs for the teeming youths in the state but also increase the state’s internally generated revenue, and she assured that the project would be completed by March 2024.

    The Enugu International Conference Centre, which would have been one of the legacy projects of former Governor Chimaroke Nnamani’s administration before leaving office in 2007, has been abandoned for the past 16 years.

    The centre has a 3,000-capacity auditorium, a 1,500-capacity secondary event venue, a dome with a 500-seat capacity, a shopping facility, a food court, and a recreation center with a mini amusement park, among other enticing facilities.

    On the controversy surrounding the Presidential Hotel Enugu, the State Commissioner for Information and Culture, Aka Eze Aka, reiterated that the hotel was not for sale and urged Enugu people to disregard the rumour of sales making the rounds by mischief makers.

    While maintaining that the 180-day deadline for the revival of the water project in the Enugu metropolis remains sacrosanct, the Commissioner for Water Resources, Felix Nnamani, said reticulation was still ongoing and called on the residents to report any fault identified around their areas to the ministry for onward actions.

    Mr Nnamani said that as the construction is still ongoing, the water supply to the areas that have been completed may be epileptic as the contractors test-run the project by switching on and off to identify areas that need attention.

    He urged the people not to panic whenever their water stopped flowing.

    While commending the state governor for his commitment to infrastructural development in the state, Gerald Otiji, the Commissioner for Works and Infrastructure, said the identified 71 roads in the urban areas, to be constructed, expanded, dualised, and rehabilitated in the first phase of the road project, would be carried out.

    He hinted that the roads would be completed by December and urged the residents not to panic whenever they saw heavy-duty trucks conveying equipment to their areas.

  • US sends warships, aid in show of force as Israel strikes back

    The U.S. is sending a group of warships to the eastern Mediterranean as Israel strikes back following a deadly holiday attack by Hamas militants that left hundreds dead.

    Defense Secretary Lloyd Austin said Sunday that following discussions with President Joe Biden, he directed the USS Gerald R. Ford Carrier Strike Group to the region. The group includes an aircraft carrier, a guided missile cruiser and guided missile destroyers.

    Austin also said that the Pentagon would be sending additional aircraft to fighter squadrons in the region to enhance deterrent efforts. He said the U.S. will be “rapidly” providing the Israeli military with additional equipment and supplies, including munitions, which will “begin moving today and arriving in the coming days.”

    This aid “underscores the United States’ ironclad support for the Israel Defense Forces and the Israeli people,” Austin said in a statement. “My team and I will continue to be in close contact with our Israeli counterparts to ensure they have what they need to protect their citizens and defend themselves against these heinous terrorist attacks.”

    Earlier Sunday, Secretary of State Antony Blinken said the U.S. was considering Israeli requests for additional military aid after the sweeping attack by Hamas.

    The U.S. also is looking into reports that U.S. citizens were killed or taken hostage and into whether Iran may have been directly involved in the surprise attack, though there’s no immediate evidence of that, he said in interviews with multiple U.S. networks on Sunday.

    “In this moment, we don’t have anything that shows us that Iran was directly involved in this attack, in planning it or in carrying it out,” Blinken said on NBC’s Meet the Press. “But that’s something we’re looking at very carefully, and we’ve got to see where the facts lead. But we do know that Iran’s had a long relationship with Hamas, long support.”

    A key question is how the U.S. could militarily help after the attack, which has killed more than 600 Israelis and prompted the country to formally declare it’s at war.

    Blinken cited a memorandum of understanding signed under former President Barack Obama to provide Israel with $3.8 billion a year in U.S. military assistance, suggesting that immediate action by Congress — where the House’s Republican majority is embroiled in an election for the chamber’s new speaker — might not be needed.

    “There’s a tremendous amount of aid and assistance already in the pipeline,” Blinken said on NBC. “At the same time, Israel has come to us and asked for some specific additional assistance.”

    Biden said Saturday he made it clear to Prime Minister Benjamin Netanyahu that the U.S. is ready “to offer all appropriate means of support” to Israel’s government and its people.

    “These are early days,” Blinken said on CBS’s Face the Nation. “Israel has to, first and foremost, ensure the security of its people in Israel, and then it’s determined to take steps to try to make sure that this doesn’t happen again.”

    On ABC’s This Week, Blinken put the number of Hamas militants who infiltrated Israel at about 1,000. At the same time, he called for Israeli restraint.

    “Whatever Israel does in Gaza, as always, we look to it to do everything possible to avoid civilian casualties,” though there’s “absolutely no comparison” to Hamas’ deliberate targeting of civilians, Blinken said on CBS.

    U.S. Republican lawmakers expressed confidence that aid to Israel has bipartisan support in Congress, even as the party battles over its leadership in the House after last week’s vote that removed Kevin McCarthy as speaker.

    Existing Law

    “Right now, the president has plenty of authorities under existing law to transfer a weapon or to provide mission planning or intelligence support to Israel,” Senator Tom Cotton, a Republican member of the Armed Services Committee, said on Fox News’ Sunday Morning Futures.

    Support could include supplies such as missile interceptors, artillery shells or small arms ammunition, Cotton said. It might also mean help with mission planning or intelligence support.

    Representative Jim Jordan, an Ohio Republican running for House speaker, said his first action, if elected to the post, would be to bring Israeli aid to the floor.

    “I want to give them what they need to win,” Jordan said on the Fox News show. “This is our great friend and great ally, the state of Israel. So I think that’s what’s front and center.”

  • INTERVIEW: Over 100 Criminals Disguised As Scavengers To Rob Abuja Residents Arrested In 3 Months — Odumosu, NSCDC FCT Commandant

    In this interview with THE WHISTLER, Olusola Odumosu, Commandant of the Nigeria Security and Civil Defence Corps, FCT Command, revealed that the Command under his watch has arrested over 100 criminals who mask themselves as scavengers. He provided insights into the reasons for increasing insecurity in the federal capital, including the direct impact of displaced bandits from Niger and Kaduna States on the security challenges in the FCT

    Odumosu mentioned the role played by scavengers known as ‘Babanbola,’ who according to him serve as informants for criminal elements within the nation’s capital. Nonetheless, he noted the determined efforts of security agencies to purge criminal elements and reinstate order in Abuja.

    Excerpts…

    Tell Us Your Experience Since Becoming the NSCDC FCT Commandant

    I would say that so far so good. When I was appointed as the Commandant of the NSCDC, FCT command, my Commandant-General, Dr Abubakar Audi, gave me his mandate, to come to FCT, to restructure, position, rejig, and revamp the operations and workings of the FCT command, which, of course, I was set to do.

    For me, I could say I hit the ground running. Coincidentally, we have a minister in the person of Barrister Nyesom Wike, CON, who is also a very experienced administrator, a man who had been at the helm of affairs as a state governor, who understands the intricacies of security and security management and enforcement.

    So, it was good, being a workaholic myself, now having a workaholic minister. It’s like being in an atmosphere where it is easy for you to fulfil your mandate especially when you have somebody who, you know, you are going to enjoy his support. And of course, when he came, he did not mince words. He told us exactly what he wanted, how he wanted us to collaborate with him, and sanitize FCT of any form of criminal tendencies and criminalities.

    And of course, he made it bold that those of us who are security operatives and service commanders should buckle up and ensure that we are on the same page with him, and God so kind, since then, we have been on top of our game, myself as a Commandant of FCT Command, NSCDC, the Commissioner of Police, as well as the Director of Department of State Security and the Commander Guards Brigade, four of us all together.

    We have been working hand in glove to ensure that we streamline our activities and work together, ensuring that we get a very good result. And I think so far, we have done well.

    Can You Provide An Overview Of The Current Security Situation In The FCT?

    In the last two weeks, we just concluded an operation code-named ‘Operation Sweep FCT’, and what that entailed was a joint operation which involved the civil defence, the police, the army, and the DSS, with the support of the Road Safety, the Abuja Environmental Protection Board, and the Vehicle Inspection Officers (VIO).

    The mandate given to us by the Minister is to sweep FCT, to ensure that we unravel all black spots within the FCT. We also discovered that criminals and miscreants have taken over most of the uncompleted buildings within the FCT and this, of course, is having a very negative Consequence because the criminals hibernate in those places, and in the wee hours of the night, they come out and that is when they come out to perpetrate all their nefarious activities.

    So, we were mandated to sweep all the various black spots within the FCT, including all those abandoned uncompleted buildings.

    We also go into various hideouts, the menace of scavengers popularly known as ‘Babanbola’ in the FCT. They have become a menace to the federal capital territory. They pretend to be scavengers, and they pretend to help in the disposal of waste, but in actual fact, that is not what they do, they are criminals.

    So, they take advantage of the fact that they get patronage from the public, and in most cases, they use that as an undercover to understudy the victim’s house and properties and all of that, and then they come back for you.

    Can You Mention Specific Security Challenges Prevalent In The FCT?

    Yes, one, we have had incidences of phone snatching, bag snatching, and knife attacks, then apart from that, we have had the destruction of critical assets, including infrastructure and public assets within FCT. You will observe that we’ve been contending with this issue of manhole cover thefts.

    Now from the intelligence that we have, most of these guys pretend to be scavengers. You see them with their carts pushing them across in the various places. But their real intent is to make a way with most of these manhole covers.

    In some cases, you see them sawing down street lights because the aluminium is valuable to them.
    That is why when I came, I ensured that we sanitized all the sensitive areas, if you go under bridges at night, you see most of these miscreants, they pretend to be destitute, they pretend to be homeless, and they sleep under the bridges. In actual fact, they are not homeless, they are criminals.

    Whenever it is dark, when everybody has gone, that is when you see them coming out to perpetrate their evil.

    Part of the strategies I adopted when I came was to ensure that I do 24-hour patrol, both day and night. Most especially at night, anytime from 12 o’clock, I give directive to my boys that anybody they find under bridges at such an ugly hour should be picked up because in actual fact if you are homeless, under the bridge is not an option for you to go and hibernate, and of course, for you to be able to sleep under the bridge you must be such a brave person because sleeping under the bridge at such an ugly hour is an unnecessary endangerment to you as an individual as you can be attacked. So, apparently for you to measure the Caliber of people you find under the bridges you know that yes, these are real hardened criminals and we pick them up.

    Most of them after investigating them we discover that they are not actually destitute. Most of them are not even homeless but they are criminals waiting for the wee hours of the night waiting for darkness to fall so that they can perpetuate their evils, and we are still picking them and I think if you go around now you find a minimal number.

    Can You Give Statistics Of The Arrests Made Since You Assumed Office?

    Well, precisely I assumed office on the 15th of August 2023 and between that time and now we have arrested close to 100 scavengers, miscreants, and vandals for different degrees of offences. We have those who claim to be scavengers and in actual fact, they are not scavengers they are criminals. We have those who were caught in the act while they were stealing and destroying public infrastructure, and we have those who have no traceable address, such people we often advise the government whenever that is discovered to relocate them to where they came from.

    What Are The Areas You’ve Identified With High Crime Rates In The FCT?

    Well, there are places that have been identified and which of course we are dealing with them but criminals will always devise means of beating security agencies to the game. Some of these places have been raided by my men, some with the joint task force because we have a joint task force where all the security operatives belong.

    The joint task force has been doing their work and has been raiding most of these places but I can tell you that within the city centre, a lot of criminal hibernations have been raided.

    I can get the names across to you. I’m still trying to get familiar with some of these difficult names, but we have areas where we have notorious activities of criminals which of course those places have been raided

    Some slums that we discovered are just hibernations for criminals and when we go there, especially under the ‘operation sweep FCT’, a combination of all agencies, and the slums are destroyed and that is why we have the men of the Abuja environmental protection board there with us whenever we raid and bring down the shanties and the slums. They set them on fire and the essence of that is to prevent them from regrouping and gathering because most times when you raid, the ones you can arrest you arrest, and once you can’t arrest you know maybe they are lucky to run away or something, and once you leave, they regroup.

    So, to prevent them from gathering we burn most of the structures that they can put together to reassemble their houses.

    What Are The Factors That Contribute To Crimes In The Identified Areas?

    One of the things we discovered is the fact that there is this ongoing raid in some states, for instance, Kaduna and Niger, you recall the incidents where bandits attacked the military and we lost a number of officers.

    The aftermath of that was a very serious onslaught on the various enclaves of the bandits and you know the minute they saw that the onslaught was on the high side and they were losing a lot of their men, apparently, there was a clearance operation, most of the bandits that managed to escape, escaped to a neighbouring state.

    And of course, Niger is bordering Abuja, the same with Kaduna so that is why we have the influx of those bandits running away from those hot spots where they have been raided and that’s why we have them in Abuja but of course, our operatives are not sleeping and that’s why we have been able to corner a lot of them and we are achieving results greatly but this is continuous.

    What Public Infrastructures Are Commonly Vandalised In The FCT?

    When public property is vandalized you know that it’s a chain effect, for instance, if street lights are installed in certain locations and by the time you’re coming back in a few months later, they are all gone, we all know the importance of street lights in our society especially when darkness has come because when an area is illuminated, it does not give room for criminals to hide under any guise and you can easily track or see anybody coming and all of that.
    So, it is a safety concern. The manhole covers have a significant role they are playing and now they are being removed not only that, but the electrical installations, the telecommunication cables, and installations which of course contribute to the daily survival of Nigerians.
    Imagine if the telecommunication is shut down for a whole day in this country, you know what the government is going to lose and the same thing goes for electricity and even the manhole covers for instance, it has led to a lot of defacing of the federal territory, many individuals are falling into pits because once the manholes are exposed when the covers are gone people may not even be conscious and road users, pedestrians who are walking on the road, especially in the night would not even notice that the manhole covers are gone.

    We’ve had cases being reported not once not twice not three times not four times of people falling into that pit, individuals and even cars so this calls for very serious concern, and one of the effects, whenever these things are vandalized or destroyed or taken away, you’ll be calling on the government to come and replace those items when the government is supposed to concentrate effort and resources on producing more because if government have installed street light in a particular location now it’s being done in phases, okay, we’re done in Gwarinpa and now we are moving to Maitama but before you get to Maitama your attention is drawn to the fact that the one you did in Gwarinpa is already gone.

    So, while you are thinking of advancing and the ones you are doing are gone you have to retrace your step so the cost of replacing those ones usually affects the cost of procurement of others because

    It’s like taking one step forward and 10 steps backwards and the truth of the matter is that as Nigerians, we all have a role to play because most of these criminal activities happen within areas where we can actually get information easily about the activities.

    Imagine a streetlight pole being sawed down, that period when that is taking place, one or two people could have sighted them. Could have alerted security agencies, and we could have called for our intervention. So, in most cases, we expect that everything should be put on the doorstep of security agencies, whereas security is everybody’s business.

    That’s why we oftentimes call on Nigerians for assistance with credible information, because those people doing this, are not ghosts.

    And some of them live among people. When you notice that this person is often coming home with items that are suspected to be government properties what are you doing about it? So that’s the situation.

    For instance, the manhole covers are one of the major challenges in the FCT and we have a lot of them being stolen, and the Babanbolas are actually the foot soldiers, they are the ones perpetrating crime then we have aluminium being stolen from street lights.

    Another thing that is often being vandalized is the aluminium protectors on bridges. If you go to most of these pedestrian bridges across FCT, you will see that the majority of the aluminium protectors, and the covers are gone. These people feast on this aluminium and sell them at ridiculous amounts of money to those who are in the business of melting irons. So, it’s a serious problem.

    How Are Enforcement Agencies Dealing With Illicit Drug Dealers In The FCT?

    Well, the joint operation by all the security agencies, which was codenamed Operation Sweep, was able to address major points where we have hard drugs being sold. We have a lot; we were able to raid a lot of parks and gardens. There are different spots where they were raided, all together in the operations. Anyway, this is joint, it’s not civil defence affairs, so I cannot tell you what it’s like.

    But for us, we were able to raid different motor parks in Abuja, several parks and gardens in zone 1, area 1, Utako, Jabi, and some parts of Asokoro, and then Wuse at the same time.

    We had intel about those places where there are sales of hard drugs, and you know, the convergence of the criminals, you who smokes and consume hard drugs we were able to raid majority of these places. And as we speak now, unless they regrouped yesterday, I want to believe those areas are already sanitized.

    Obviously, there are strategies put in place, it’s a continuous thing, you know, security concerns in FCT, as I said earlier, the minister is very supportive and is highly interested in ensuring that FCT is returned to its lost glory, he wants to ensure that the city is sanitized. And that is why we on our part, are not resting on our oars because he has given us a marching order and we have to toe that line.

    So, strategies are in place. It’s not something that can be achieved overnight, obviously, it’s something that is gradual. And as we do that, people will see the results, One of the major things we were able to achieve in the last operation which involved every agency, including civil defence, was this menace of one chance, where people are robbed while in motion. And with all these useless drivers who claim to be commercial drivers, but in the real sense, they are criminals.

    We discovered that a lot of vehicles that were used for such illicit operations would be disguised with a local plate number, meanwhile, they have foreign plate numbers underneath. And whenever, their unsuspecting victims enter, you see, even if you have written down the plate number, by the time they are in motion, they change the plate number to a foreign number, and they are untraceable.

    So, we’re able to clamp down on a lot of them. A number of vehicles have been seized in this operation, about 221 vehicles were actually seized, impounded, and arrested those that were engaging in this one-chance business. How do you explain having two plate numbers, for one vehicle, two different plate numbers, if you are not a criminal? So, we were able to launch, and we raided the parks, we conducted stop and search on the highways, and we ensured that anyone with questionable vehicle particulars, even, aside from those who even two plate numbers, different plate numbers, they were arrested.

    There is a serious collaboration between the security operatives. We have a very wonderful scientific
    relationship and synergy among all of us in the security ecosystem, and we interface from time to time.
    One issue of security, we also share intelligence amongst ourselves because, we are all working towards the same goal, which is security for all. And again, we are also interfacing with,
    the area council chairmen. for instance, I was with the Kwali area council chairman, you know, who received us today. And we deliberated on a lot of issues of security concerns, and we have been able to work out strategies,

    And so, most of the traditional heads, community leaders, I think the awareness is getting to them, that they need to support us, and we continue to interface with them on this, so we get to find
    out more stuff.

    What Are Some Of The Initiatives You Have Launched To Address Security Challenges Since Assuming Office?

    Well, I think there have been initiatives before now, but, you know, I just came on board. I’m just about one month plus. We have been able to come up with some plans and programs that will, involve and engage everybody concerned. But of course, I’m still keeping some things to my chest for now, and that’s on the part of NSCDC. But I want to believe that who is involved in the business of security, with the new dispensation of Mr. President and also with the effort of the FCT minister, I think everybody is on top of that game right now.

    Are There Policies In Place To Enhance Security Infrastructure And Surveillance Systems Within The FCT?

    Yes, there are policies put in place, part of the reasons why we exist. Security agencies are to ensure the protection of lives and property, and for us, in NSCDC, our core mandate is the protection of critical national assets and infrastructure, which of course we are doing our best to ensure that sanity is put in place.

    As I said, since I came on board, I reactivated my critical national asset and infrastructure unit and my operations unit and since I’ve come on board, we have been conducting 24-hour patrol, day and night patrol, which of course have been giving us results.
    We have the commandant-general who is also well grounded and is a security expert, and all the encouragement that we need and require to function optimally, we are getting it. So, I’m sure Nigerians will have a good day as time goes on.

    What Role Do You Think Technology Can Play In Improving Security And Surveillance In The FCT?

    We are in a scientific era, so there is no way you can say security is not effective or cannot be effective, you cannot shove it off with a wave of hand.

    There are a lot of things that could be done, CCTV cameras for instance, you know, if we have CCTV cameras all over the capital territory for instance, and will have a central control area, you know, that it will really reduce the efforts of security agencies in combating criminal activities, because what that means is that, in real-time, you’re able to detect criminal activities unravel it almost immediately as it’s unfolding and you can also nip it in the bud quickly.

    So, considering the issue of CCTV cameras, I think it’s very vital, and also the use of drones. Drones can be used for surveillance activities both day and night, this also reduces the cumbersome procedure and effort that security personnel have to engage in solving problems of insecurity. For instance, we have the menace of railway sleeper thefts, where they vandalize railway sleepers and cut them away.

    Now, in those areas where we have long stretches of railways, what is the number of personnel that we have, for instance, even if you say, okay, let us line up every member of the corps in the railway, it would not be enough.

    So, if we can engage the use of drones, it can travel, a long stretch, and for surveillance activities, at night it will not even be noticed.

    So, technology will definitely help in assisting security agencies in minimizing physical activities that will also help us in tackling the problem in real time.

    Are There Plans To Implement These Advanced Technologies Here In The FCT?

    Well, I am the FCT commandant for the NSCDC. I can only speak for myself and my organization. But, of course, with the body language, to an extent, I think I can still speak for the honourable minister. I may judge going by the body language of the minister within the short period of time that he took over and we have been interacting.

    He’s a very determined minister. And if I can tell that he is one person who is ready to engage and ready to take the bull by the horns and any matter of security concern that we have put before the honourable minister, I think he has not shoved anyone aside.

    He has taken them very seriously. So, I want to believe with the body language of the minister that I have seen he is going to surprise a lot of us, with innovations that will, renew our hope and also help to bring sanity to FCT and security will be assured.

    Can You Provide Any Information About Initiatives Aimed At Addressing Burglary And Petty Theft In The FCT From Your Own Agency?

    Yes, what I can only tell you is that We are strategically positioned to ensure that we rid FCT of all crimes and criminality. Our mandates in the protection of critical national assets and infrastructure still stand and we are not resting on our oars.

    We have a commandant-general who has supported us and is supporting us and, on our part, we are not going to rest until we have arrested all the miscreants and vandals who will not allow our critical assets to breathe.

    So, on our own part as NSCDC strategies are in place and we are working assiduously, I have reactivated all my various departments and units with these operations, just give us some time you will see a lot of differences and a lot of changes because we are out there. We have no other business than to protect the lives and property.

    Can You Share Some Of The Difficulties Or Challenges You Experienced Or Encountered In The Course Of Doing This Job?

    Well, the challenges are so obvious apart from the risk involved because sometimes most of the criminals are armed. They’re dangerous elements. Sometimes you have some of your men injured in the course of the operations and apart from those physical injuries we have logistic issues for instance we don’t have enough vehicles because Abuja is quite big and the capital territory is quite big.

    While we are concentrating on the city centres, we should also have vehicles and patrols and officers going into the hinterlands and suburbs as well. So, we’re just trying to manage what we have you know to ensure maximum results.

    One of the challenges we have is operational equipment such as operational vehicles, we don’t have enough, and we’re still looking up to the government to help us at least for day and night patrol. We don’t have enough vehicles that cover different areas at the same time and apart from that we need communication equipment, to work, gadgets and arms and ammunition too, because this is what will aid you in the course of trying to protect your fatherland, and also protect yourself because of the job.

    So, basically, major challenges have to be logistics and operational equipment and sometimes personnel as well, though we have personnel on theground going by the rate of population explosion that we are having in Abuja almost every day, you see people coming into Abuja in droves.

    So, personnel too, I know as time goes on government will be put, but in the meantime let’s just say that what we have we have been making use of but it can be better.

    How Do You Combine Family Life And Your Job?

    Well, I’ve been on this job for a while now, more than two decades and then I think I’ve had my family all those while so it’s something you’ve signed for and my family is already used to it you know, they know this is what I do and they are accustomed to it already, and I’m used to it as well you know we try to balance everything, you know to balance it, go to work have time for your family. Everything is about understanding.

    What Security Advice Do You Have For Nigerians?

    We have to support the government’s efforts for the Renewed Hope Agenda of Mr. President. The President has come up with that agenda to ensure that life is better for all if we can be patient with the government and then look at the various programmes and actions that they have in place for us.

    I think it’s just a matter of time. Just like the President will often tell you, when there is no pain, there is no gain. Most of these innovations and developments come with their own sacrifice, so it’s just a matter of time. And as far as security is concerned, people should go away from crime, though we understand that crime is part of, development and civilization.

    But then, it is more or less like being the problem of yourself, because when you engage in crime, you are pushing society backwards, whether you like it or not.

    So, we want to advise all criminally minded people residing within this country to turn a new leaf. But if they refuse to do that, we will come after them and we will deal with them according to the conditions of the law.

    Nigerian music star, Kizz Daniel has reacted to claims of being arrested in Ivory Coast for allegedly collecting money and refusing to perform. 

     

    The singer in a statement shared on his Instagram page stated that his agent signed a contract which had the clause “no money, no performance”. He further revealed that he agreed to fly in and perform, in spite of an excuse of “bank transfer delay” and a promise of receiving his performance fee when he arrives the country.

     

    Kizz Daniel also disclosed that he went ahead to perform despite not receiving his money, but had to stop after his team was attacked backstage. The singer also revealed that he was not arrested and has left the country.

  • Nigerian Police Arraign 51 Abuja Residents For Raising False Alarm ‘Over Missing Private Parts’

    According to the police in the state, the man was killed through excessive beating during interrogation in a bid to force him to admit the allegations against him.

    The Nigeria Police Force, Federal Capital Territory command has said it has arraigned no fewer than 51 persons in court for raising false alarm, after it recorded about 62 cases of alleged disappearance of male private parts in the FCT.

    The FCT Commissioner of Police, Haruna Garba, confirmed this while addressing newsmen at the command’s headquarters on Friday. He further revealed that the suspects were arrested and charged to court for misinformation and causing breach of peace in the FCT.

    SaharaReporters on Friday also reported that in Bauchi State, members of a quasi-security outfit killed a man, identified as Yohanna Abubakar, for allegedly stealing a male genital organ.

    According to the police in the state, the man was killed through excessive beating during interrogation in a bid to force him to admit the allegations against him.

    Meanwhile, the FCT police commissioner said the 51 suspects wrongly accused others of causing their private parts to disappear; leading to mob actions taken against those accused.

    The CP further called on residents of the territory to always cooperate with security operatives in a bid to ensure that the city was free of crimes.

    Garba stated, “The first case of male organ disappearance was first recorded in Gwagwalada on 21/09/2023. It has spread all over FCT whereby as of today we had a total of 62 cases reported.

    “51 suspects were charged to court for giving false information and inciting public disturbance. To this end, I want to reiterate my commitment and willingness to always work with you to defeat crime in all its forms in the Federal Capital Territory.”

    ABUBAKAR ABDULRASHEED reports on religious intolerance in south-west Nigeria, imposition of unconstitutional curfews that has led to violent clashes, and the call for establishment of a Ministry of Religious Affairs to stem the tide

    In Nigeria’s South-West region, which is often considered the safest, religious extremism has wreaked havoc, causing fatalities and stirring up tension among the citizens.

    Experts have said that religious violence will continue to pose a threat to the country’s security and peace, if action is not taken.

    According to the Armed Conflict Location and Event Data Project (ACLED), Muslim groups have remained the primary instigators of religious conflicts in the South-West States of Nigeria since 1998.

    The data added that most of the incidents were observed in Osun and Lagos States, which recorded the loss of lives and destruction of property.

    Religious Clashes in South-West Nigeria

    More Rituals, More attacks, religious clashes rife in South-West Nigeria

    Across all states of the South-West, religious clashes stemming from traditional festivals instigated severe violence that left many injured and dead.

    In Lagos, on 23rd August, 2022, a clash at Oko-Oba area between Oro worshippers and Christian faithful of the Truth and The Spirit Prophetic Church, claimed the life an Oro devotee, Akeem Adebisi.

    Just like Ilare, public announcement for curfew was made but the church went ahead to hold their night vigil. On learning about the church activity, the Oro worshippers including Adebisi invaded the church around 1:00am midnight and instructed them to leave the church but the christians declined, and that degenerated into a fight that cost Adebisi his life when a coconut was smashed on his head which resulted into continuous bleeding until he was pronounced dead around 4:00am while being taken to the Lagos State University Teaching Hospital for treatment after he was rejected by three other hospitals.

    On August 3rd, 2021, religious violence broke out between the Oro worshippers and the Muslims in Idiroko area, a border town of Ipokia Local Government Area of Ogun State.

    The Oro adherents were said to have imposed a 24-hour daylight curfew to celebrate the Oro festival but attacked Muslim faithful who were observing their evening prayer. Imposition of the curfew wa against a court judgment that nobody should impose daylight curfew anywhere in the LGA.

    Bola wasiu, a Muslim faithful was injured on the head by the Oro adherents for breaking the curfew and for coming out during the festival in daylight.

    Two years before the 2021 attack, the same mosque and a Christian group were attacked by Oro adherents for defying their self-imposed curfew on the Idiroko community.

    On 26th June, 2021, a gruesome attack by traditional masquerade worshipers on Muslim members of Qamarudeen Society of Nigeria, during an Isamic event in front of their mosque at Oluode Aranyin in Ita Olookan area of Oshogbo in Osun State, recorded 14 Muslims including children who sustained gunshot wounds and cutlass-inflicted injuries, the incident also claimed the life of Moshood Salawudeen, one of the association’s leaders.

    The violence was alleged to have been led by the custodian of the masquerade, Kayode Esuleke.

    Mr Esuleke was arrested and remanded along with three other traditionalists at the Correctional Centre, Ilesa, by the decision of the Osun State High Court, Oshogbo.

    The court presided over by Justice Ayo Oyebiyi, on September 22nd, considered granting the defendants bail in the sum of N10million with two sureties in like sum, but adjourned the final hearing to November 2.

    Multiple sources claimed that Mr Esuleke had been released.

    On 30th May, 2017, in Ekiti State, a violent clash occurred between masquerade worshipers and Muslims in Ikun community in Moba Local Government Area. The masquerade worshipers who were celebrating their Àjàgùnmàlè deity which must be held in silence attacked the Muslims who had converged at Ansar-ud-Deen Central Mosque to observe their prayer, and for allegedly calling for prayers, resulting in varying degrees of injuries and vandalisation.

    On 3rd May, 2017 in Oyo State, a religious clash happened between the traditional masquerade followers and Muslims in Kishi town in Oke-Ogun area and left 25 people injured.

    On 12th July, 2015, a religious pandemonium ensued when Iwo’s traditionalists attacked three churches in Ikoya in Okitipupa Local Government of Ondo State.

    The churches were invaded by the worshipers of a deity called Enimale with machetes alleging that the churches broke the curfew imposed to hold Iwo traditional festival.

    The attack on the churches which were holding their conventional Sabbath before the attack left two priests injured with damages recorded during the incidence .

    On 26th September, 2014, a similar clash happened when the Muslim group of Kamarudeen Muslim Society attacked a masquerade and its followers in Iwo, Osun State during the annual Egungun (Masquerade) festival.

    The man behind the masquerade, Ogundeji, was severely beaten and injured by the Muslim faithful during the attack while his regalia which he said were his lineage inheritance were burnt.

    On 10th September, 2023, a Muslim faithful, Yusuf Abdulraheem, an indigene of Iseyin in Oyo State with his family were attacked by Oro worshippers around 7:15pm while driving back to his residence in Isherin.

    In an interview with Mr Abdulraheem, he said the Oro curfew was not known to him, but that he bumped into their procession at Ilaro at Orita Jagun where the adherents faced him with machetes and other harmful tools and started stoning his car and broke the glass, while his second wife suffered high blood pressure due to the shock.

    “They stood to me and I heard them chanting their Oro, I was confused if I should just reverse or speed forward, but I thought if I go forward they can kill us as that is the act we’ve known them for.

    “But God took over my mind that I should reverse but I thank God no car was following from behind, though they also ran after us but I later escaped around the Oland filling station.”

    In the same Iseyin, the 2018 religious clash which alleged Oro worshipers to have attacked the Olokooyo Muslims at their mosque cost a 32-year-old Abdulwasiu his hand as identified by Mr Abdulraheem who claimed to be a brother to him.

    “His hand didn’t work up till today,” Mr Abdulraheem said of a similar attack in 2018.

    More religious clashes across Nigeria’s South-West stemmed from defying unconstitutional curfews that were always imposed by traditional worshippers during the Orò and other traditional festivals.

    While lawyers condemned the declaration of a curfew by any individual or group as unconstitutional and unauthorized, they argued that only the president of the nation can declare curfew in some parts or the whole nation and that not even the governor of a state except with a resolution supported by two-third majority of the House of Assembly can request the president to issue a proclamation of a state of emergency in the state.

    According to Section 305(3)(4) and (6) of the 1999 constitution, states that the President is the most authority to declare the state of emergency (curfew in this case) and by conditions of public safety as provided in the subsections.

    While the Section (4) provides for the state governors to request a proclamation of a state of emergency from the President within the conditions in the subsections (3).

    Religious clashes, a recurring decimal from intolerance calling for actions.

    In a 2017 report, Nigeria, in a 2015 analysis of 198 countries, was ranked among the four countries with the worst religious violence in the world, stemming from intolerance.

    Despite Nigeria’s Constitution providing for religious freedom, religious clashes are common, projecting violence that is gobbling up the peace of the country, while the government is yet to make strict actions to defend and uphold human rights using the constitution.

    The clashes, however, have intensified in Nigeria’s South-West, as the violence had spread through all the six states of the geopolitical zone.

    The clashes seem to be the price for the non establishment of a ministry that will be charged with religious affairs, as called for by many.

    The Emir of Kano, Aminu Bayero, in May, 2023 urged the Nigerian president, Bola Ahmed Tinubu, to establish the Ministry of Religious Affairs, that would be charged with regulating religious affairs, and promoting interfaith dialogues and peaceful coexistence in the country.

  • Six lives lost in Jos as faulty power line ignites homes

    A faulty power line of Jos Electricity Distribution Plc (JED) electrocuted eight persons at Kabong community in Jos North Local Government Area of Plateau on Saturday, killing six of them.

    The faulty line emitted sparks and electrocuted the victims in the various homes at about 3:00 a.m., just as it razed houses and shops in the community.

    Istifanu John, sole administrator of the Jos North Local Government Council, who visited the scene, described it as very unfortunate.

    He said the accident inflicted other losses on the state and called on the JED to fix all faults that might have triggered the nightmare.

    “This is pathetic because it is an avoidable situation. Those that lost their lives didn’t go anywhere to look for trouble; they died in their homes.

    “As a government, we are pained by this development. We call on JED to ensure that all faulty power sources are fixed to avoid this monumental loss in the future,” he said.

    Mr John condoled with the bereaved families and called on residents to be wary about their use of electric appliances.

    In his remarks, the spokesman of the traders association in the community, Solomon Odidi, said seven shops were razed.

    Mr Odidi blamed the incident on erratic power, supplied by the JED only at night.

    He commended the Plateau Fire Service for its timely response, which he said minimised the number of casualties and staved further damages.

    Mr Odidi appealed to the government to support the bereaved families and those whose properties were destroyed in the accident.

  • St. Louis County officer receives police Purple Heart

    A St. Louis County officer on Tuesday was awarded a police Purple Heart for his actions during a pursuit in January.

    Officer Cody Reider was severely injured in January as he chased a suspect who was running from him and another officer after a lengthy vehicle pursuit. As Reider attempted to cuff the man, the suspect pushed them both off the ledge of a 10-foot retaining wall.

    Reider landed on his head. He would later find out he had broken his back and neck and suffered a concussion.

    On Tuesday, he received the police version of a Purple Heart, an award given to members of the U.S. military who are killed or injured in service.

    “All I can say, Cody, is that I can’t believe you’re standing here,” Capt. Pete Morrow said Tuesday at the St. Louis County Police Commissioners meeting. “Those injuries, for most people, I think they would have been done. There’s a lot of mental toughness here, a lot of discipline in your comeback and in your recovery.”

    Morrow said Reider was out on Jan. 9 with a detective in West Florissant near Interstate 270 when they spotted a stolen car and tried to stop the vehicle. The car sped away, and they chased it.

    “So about three collisions later, the suspect vehicle ended up catching on fire … right around the airport,” Morrow said.

    Reider chased the suspect who ran from the car down a “heck of an embankment,” Morrow said. The officer closed the gap between him and the suspect, and then Reider tried to arrest him. But the man pulled him down, and they both fell over the wall.

    After they fell, Reider was able to keep the suspect from running while he called for help on the radio despite his injuries.

    The man was arrested and booked on a $1 million bond. Morrow said officers found two handguns and fentanyl in the backpack he was carrying.

    Several other officers were also honored during Tuesday’s meeting.

    Officers Nicholas Ullo and Nathan Potthoff received a chief’s commendation for their work earlier this year on MetroLink trains. In three months, the two arrested 33 people, including two homicide suspects and one carjacking suspect. They also recovered 24 firearms, 12 of which were part of federal prosecution.

    Two other officers, Neil French and Quintton Williams, were recognized for their actions in June 2022 when a U.S. postal worker was robbed at gunpoint.

    Lifesaving awards went to officers Darnell Wallace and Neil French, who on separate occasions performed CPR on people who would have otherwise died before paramedics could arrive.

  • We Won’t Tolerate Excuses For Non-Performance, FG Warns Discos

    The Minister of Power, Adebayo Adelabu, has warned electricity generating and distribution companies over the poor distribution of electricity to Nigerians.

    Adelabu made this known to Discos and generating companies during a meeting in Abuja on Saturday.

    This warning is coming barely a month after the national grid collapsed twice in 24 hours.

    In a statement signed by the Minister’s Special Adviser, Strategic Communication and Media Relations Bolaji Tunji, Adelabu said the meeting was to find a lasting solution to the issues surrounding power distribution.

    According to Adelabu, “We called this meeting to learn from you and the only way to salvage a bad situation is to understand the real issues on the ground.

    “Power is one of the most important things we need to energize the economy in terms of achieving the desired economic growth and Industrial development.

    ”The President has identified the power sector as a major driver of economic growth, therefore no excuse will be entertained for non-performance.”

    The minister also said that the meeting will become regular to create a stable and accessible environment that will enable discussions surrounding the generating, transmitting, and distribution value chain of electricity to be reviewed and decisions reached.

    He added that this development will make an impact in the power sector within two to three years.
