  • Short changed: Can China pay the bills?

    Amid reports and rumors of starving zoo animals and retirees not being paid their pensions, the chair of financially distressed China Evergrande Group, the world’s most indebted property developer, is now under “residential surveillance.”

    Call it house arrest – and as the Chinese property sector loses its mojo some 42,000 local governments are looking for money to pay off creditors.

    Evergrande chairman Hui Ka Yan, or Xu Jiayin, is under 24-hour police supervision and can neither leave his home nor receive guests without permission. He was once the richest man in China.

    In 2017, Hui Ka Yan had a net worth of US$42.5 billion, surpassing Alibaba founder Jack Ma and Tencent founder Pony Ma.

    Much of China’s prosperity – like Hui’s – probably now begs a question mark, and it’s not just the private property giants like Evergrande; it’s the tens of thousands of local governments that have built out and “modernized” China on what may be the speculative property bubble of all time.

    The court is out on the extent to which real estate accounts for China’s GDP – 25% to 30% by most reckonings – but the issue, in a new era of massive oversupply and low demand, is where the new equilibrium will settle.  

    Says Andrew Collier, managing director of Orient Capital Research, “China has to reduce the size of the property industry by about one-third, which is going to cause a lot of pain for homeowners, local governments and some banks.”

    Some analysts might describe that as an optimistic assessment.

    ‘Too big to resolve’

    George Magnus, Research Associate at the China Center, Oxford University says that debt is everywhere in the Chinese system, and the extent of it is difficult, if not impossible to evaluate.

    “Debts are lurking in public-private partnership projects – [there are] loans that are off balance sheet or off the books completely, and other local government fund raising schemes.”

    Anne Stevenson-Yang, founder and research director of J Capital Research describes it as “a very inexact science,” referring to the problem of ascertaining the depth of China’s countrywide debt.

    “A government may write a contract with a company to get a loan of, say, 100 million yuan,” Stevenson-Yang says, adding that it might be presented “as a land sale.”

    “There’s an understanding that the land will be turned back once the money is repaid, but that understanding may not be written down.”

    Adds Stevenson-Yang, “I think the problem is just too big to resolve.”

    An accurate measure of off-the-books debt would be a tall order, says Dexter Roberts, director of China affairs at the Mansfield Center at the University of Montana and a senior fellow at the Atlantic Council.

    “What we do know is that it is very large and growing,” Roberts says.  

    “Beijing does seem determined to avoid the moral hazard of bailing out local governments. The trouble with that is the indebtedness of local governments has become so severe that it is spilling over and affecting many regular Chinese as well, as is true with elderly who are seeing their pension payments delayed or civil servants who aren’t getting paid on time.”

    In short, the debt that’s weighing down the former Chinese growth juggernaut has to settle somewhere and it will be likely to fall on the heads of those least likely to be able to afford it.

    “The people of China,” says Stevenson-Yang.

    She adds, speaking on the question of how Beijing might approach the problem: “I have no idea what their plan is other than to hide head in sand. I actually think they are bureaucratically stuck.”

    Economist Michael Pettis commented in a tweet thread, on the social media platform now known as X, that it would probably be best if Beijing provides only temporary relief while forcing local governments to resolve the debt themselves.”

    The “extremely difficult bind” local governments found themselves in, with dwindling revenue that crimps ability to repay debts, was due to a confluence of factors, says Roberts. 

    “The pandemic lockdowns plus crackdown on the overleveraged property sector which was probably necessary but has been so damaging to the overall economy, plus the drop in incomes and the ability to spend brought on by the overall economic hard times.”

    Oxford’s Magnus says, “The central government has seemingly started sending inspectors in to get a proper picture of local government debt, and there is talk from finance pros and some policy people about debt swaps, under which expensive local government debt would be swapped for cheaper central government bonds.

    “This would, at best, buy a bit of time, but it’s just replacing debt with debt and doesn’t really solve the problem.”

    In the meantime, China’s private property giants – Evergrande, Country Garden and Vanke, among others, continue to reel in a market with no takers. Local governments that have indebted themselves on the basis of property assets that are now overvalued and will not be bailed out from on high are in a bind.

    “Emigrate,” said J Capital Research’s Stevenson-Yang when asked what she might do if she was running an indebted local government in China.

  • 11 Employees Of Lekki Night Club To Be Arraigned On Monday For Assaulting LASEPA Officials

    The Lagos State government has vowed to prosecute 11 employees of 10 POTS Night Club, Lekki, for assaulting officials of the Lagos State Environmental Protection Agency (LASEPA) and breaking the seal of LASEPA.

    The Commissioner for Environment and Water Resources, Tokunbo Wahab, spoke on Sunday, following the arrest of the employees of the nightclub.

    According to a statement by the Director of Public Affairs, Ministry of Environment and Water Resources, Kunle Adeshina, Wahab stated that they will all be arraigned before appropriate courts of law on Monday, along with the property owner, to “serve as a deterrence to others who might consider embracing such illegal options.”

    The nightclub was earlier sealed for environmental infractions, but the arrested employees allegedly removed the seal of LASEPA which was used to secure the premises between 11.11 am and 11.33 am on Saturday, following enforcement activities.

    “By 12.44pm when LASEPA operatives returned to the club, it had been reopened and back to business. Attempts to reseal the premises were violently resisted by the staffers, inflicting bodily harm on state officials, necessitating the call for reinforcement of security,” the statement added.

    Meanwhile, the premises of the nightclub has been resealed by the LASEPA after the State Task Force on Environmental Offences officers took the 11 arrested employees into custody.

    Senate President, Godswill Akpabio, has lamented the pain and hardship motorists plying the Lagos-Ota-Abeokuta expressway go through due to the deplorable condition of the road.

     

    Akpabio said he was stuck in traffic for over two hours on the road while going for the 2023 Yewa Cultural Festival held in Ilaro, Ogun State.

     

    The Senate President said this at the grand finale of the Yewa Cultural Festival in Ilaro in the Yewa South Local Government Area of Ogun State on Saturday, October 14, 2023.

     

    Akpabio, who was accompanied by 70 senators to the event, said he insisted on driving to the venue for him to have first-hand experience of what people go through on the road every day, adding that it took his team more than two hours to drive to Ilaro from Lagos.

     

    He added that the Senate will give the necessary support to the Ogun State Government on the reconstruction of the road and other deplorable federal roads in the state.

     

    He said: “He said: “When I was coming, I decided to pass through the Lagos-Abeokuta, Papalanto-Ilaro road to experience the pain you people are facing on the road.

     

    “I spent about two hours in traffic along Papalanto-Ilaro road because two tankers fell on the road. I really sympathise with you. I went through what you people are passing through on daily basis.

     

    “I am giving Governor Abiodun the Senate support in rehabilitation of these important roads.

     

    “I was determined to go through the road that you go through. Now, I have seen what you have been seeing. From today, I prophesy that your roads are done.

     

    “Yewaland has the greatest number of industries that local government can ever have in Nigeria, just five local governments.

     

    “Therefore, we recognise the need to use the best set of contractors to do your roads because of the wear and tear. I assure you that we will be working with our brother, Dapo Abiodun. Your lives will not be the same again.

     

    “The 10th Senate of the Federal Republic of Nigeria is going to get the list of things you want us to do here.”

     

    Akpabio, who was conferred with the chieftaincy title of ‘Fiwagboye’ of Yewaland by the Yewa Traditional Council, further called on youths in Yewaland and the state to stay off drugs and other fraudulent activities, assuring them that their lives would be better when they stayed clean.

     

    On his part, Governor Abiodun pleaded with the Senate to prevail on the Federal Government to transfer the reconstruction of the Lagos-Ota-Abeokuta Road to the state, saying it is import to the socio-economic development of the state.

     

    The governor said it took him three hours to drive from Abeokuta to Ilaro, noting that efforts made by the state to ensure the transfer of the road did not yield any positive results.

     

    Abiodun said his administration is currently concluding discussions on the reconstruction of the Abeokuta-Olorunda-Imeko and the Abeokuta-Iborro-Ilaro roads.

     

    He said: “I also want to announce to you that I am currently concluding discussions with the Minister of Works on the reconstruction of the Abeokuta-Olorunda-Imeko road and the completion of the Abeokuta-Iborro-Ilaro road. This will complement the Imasayi-Iborro-Ayetoro road.

     

    “Mr Senate President, it took me three hours to get here from Abeokuta. I am sure it took you just as much to get here from Lagos because of the deplorable state of Lagos-Abeokuta Road. Mr Senate President, please help us with the Federal Government to transfer this road to us. This road is very key to our socio-economic economic development.”

  • Tinubu a master forger, lied about everything in life – Atiku

    The Peoples Democratic Party (PDP) presidential candidate, Atiku Abubakar, on Sunday took another swipe at President Bola Tinubu over the controversy associated with his academic records.

    The former Vice President was reacting to the interest generated by the discovery of his West African School Certificate (WASSCE) with the name ”Sadiq Abubakar,” among members of the All Progressives Congress (APC).

    In a statement issued by his media aide, Paul Ibe, the PDP candidate said his change of name was documented in an affidavit deposed to more than 50 years ago.

    Atiku argued that President Tinubu has lied about every aspect of his life, including his name, date of birth, education, and employment history, among others.

    The statement read: “It is on record that the change of name of the former Vice President reverting to Atiku Abubakar from Siddiq Abubakar is well documented in an affidavit dated 18th of August 1973, spanning over 50 years, is in the public domain.

    “The discovery of Tinubu’s records at the Chicago State University and the court-ordered deposition in the United States is only the tip of the iceberg that has been the litany of his forgeries and lies.

    “The attempt to drag Atiku Abubakar into the arena of forgery must be seen for what it is: an attempt to minimise the allegations of forgeries “In 1999, Tinubu lied under oath in his form CF001, which he submitted to the Independent National Electoral Commission that he attended St Paul’s Primary School, Aroloya, Lagos; Government College Ibadan, Chicago University and Chicago State University.

    “Through the discoveries of his records in the Chicago State University, we now know that Bola A. Tinubu forged a secondary school certificate of Government College Lagos, an HSC certificate from Cambridge University, and a transcript from Richard Daley College, which belongs to a female owner.

    “We also know, thanks to the discoveries, that the CSU, a few days to graduation in 1979, notified him of outstanding (or carry-over as it is known in Nigeria) pre-qualifying examinations in English, Mathematics and Comprehension, which never appeared on his transcript to have been retaken.

    “After his odyssey in falsifying educational qualifications, Bola A. Tinubu claimed in his 1999 affidavit to contest for the position of Governor of Lagos State, that he had a working experience with Arthur Anderson Accounting, Deloitte and Mobil Nigeria. It ends up that both claims on Arthur Anderson and Deloitte in the USA are false because his footprints are nowhere to be found in those corporations.

    “Like CSU, Deloitte denied ever knowing or having any Bola A. Tinubu in their employment. He has since stopped adding that to his official or public records since his exposure.

    “Curiously, handlers of this same Bola A. Tinubu have smuggled Adekunle, a middle name that magically popped up in his so-called National Youth Service Corps certificate into his Wikipedia on the 6th of October, 2023. This may yet be another indication of a master forger at work.

    “Yet, this same Bola A. Tinubu and his handlers want to confuse the public by making insinuations about what Atiku Abubakar is not.”

  • Bauchi, Gombe, Jigawa upscale fire emergency response ahead of harmattan

    The Bauchi, Gombe, and Jigawa governments have rehabilitated their fire service trucks to enhance response to fire disasters and other emergencies.

    Emergency response officials in Bauchi, Dutse and Gombe, who spoke in separate interviews on Sunday, said the measure was part of a comprehensive campaign against fire outbreaks during the harmattan.

    Ismaila Misilli, the spokesperson for Gombe Government House, said the state government had procured modern equipment for its fire service to enhance emergency response during harmattan.

    He listed the equipment as compound fumes for oil-related fires, rescue lines, safety kits, and uniforms.

    Mr Misilli said this had significantly strengthened the service’s capacity to effectively respond to emergencies and combat fire disasters.

    “Gombe State has state-of-the-art firefighting equipment and a well-trained workforce in the Fire Service.

    “The personnel are ready to respond effectively to fire incidents; the service has already activated its rapid response mechanism as harmattan approaches,” he said.

    Also, the Bauchi State Fire Service said it has initiated community sensitisation activities to create awareness of safety and preventive tips against fire outbreaks.

    The spokesman of the service, Mohammed Bature, said the campaign was being conducted in collaboration with the Fire Safety Community Development Service of the National Youth Service Corps.

    He added that the campaign aligned with the service’s preparedness ahead of the harmattan, adding that “we are here primarily to protect the lives and property of the people”.

    According to him, the fire service will extend its outreach to motor parks, schools and other public places to sensitise the people on fire preventive measures, including during the harmattan.

    He said the service has three operational firefighting trucks while three others were being overhauled, with the Federal Fire Service providing backup during emergencies in the Bauchi metropolis.

    Similarly, the Federal Fire Service in Jigawa expressed readiness to contain any fire outbreak and other emergencies in the state.

    The command’s public relations officer, Jamilu Habibu, said they were on high alert ahead of the harmattan season.

    “This is because we have re-strategised our activities, especially on operational issues,” he added.

    According to Mr Habibu, the fire service personnel are up-to-date in handling the sophisticated fire fighting equipment recently provided by the federal government.

    “Our fire fighting appliances can fight fire in a single building at three different parts.

    “For instance, if there is a fire from the upper floor, downstairs and another part, we can respond to it at the same time,” he said.

    He said the service had deployed two units of firefighting facilities to Hussaini Adamu Polytechnic, Kazaure, and Dutse International Airport.

    “These units are a combination of FAAN, Federal and State Fire Service personnel that could help in fighting any fire outbreak in the state, especially in Dutse metropolis,” he said.

    The FSS spokesman in the state also said they were conducting community sensitisation activities to create awareness of fire safety.

    However, a civil society activist, Imam Adam, said there were very low public enlightenment activities to mitigate fire outbreaks at the grassroots.

    Mr Adam urged emergency agencies in the state to step up the campaign to curb indiscriminate bush burning resulting in fire outbreaks in rural communities.

    The world’s top professional cowgirls and cowboys are showing off their skills this weekend as the 24th annual San Bernardino County Sheriff’s P.R.C.A Rodeo returns to Glen Helen Regional Park.

    Rodeo-goers can enjoy bareback and saddle bronc riding, bull riding, steer wrestling, tie-down roping, barrel racing and team roping through Sunday, Sept. 24. The rodeo, which began Friday evening at the San Bernardino park, continues through the weekend. Gates open at 4 p.m. Saturday and the rodeo begins at 8 p.m. On Sunday, gates open at 2 p.m. and the rodeo starts at 6 p.m.

    At opening night Friday, attendees donned their best purple duds to “Take A Stand and Break the Cycle of Domestic Violence,” as the rodeo put a spotlight on domestic violence. The rodeo will support the nonprofit organization Man Up Crusade with a donation to a local domestic violence shelter, according to a news release.

    Other beneficiaries of this year’s rodeo include the Loma Linda University Hospital for breast cancer awareness and The Cannonball Memorial Run, which provides financial support to the survivors of officers killed in the line of duty nationwide.

    Rodeo guests can wear pink Saturday in support of breast cancer awareness and Sunday’s rodeo performance is dedicated to military and public safety personnel.

    Exactly two years ago, the Nigerian National Petroleum Company Limited began a coalition to end the menace of crude oil theft in the country.

    The partnership saw the Group Chief Executive Officer, NNPC Limited, Mele Kyari leading a delegation from the oil and gas industry to the Niger Delta to seek support for the protection of oil and gas installations in the country.

    Kyari who was accompanied by top officials of the NNPC visited the 21st Olu of Warri, Ogiame Atuwatse III; and the Pere of Gbaramatu kingdom, His Royal Majesty, Oboro-Gbaraun II and other respected traditional rulers in the Niger Delta.

    Before the commencement of the coalition in 2021, crude oil theft cost Nigeria around 470,000 barrels of crude estimated at $700m daily as of that time.

    A report by the Nigerian Extractive International Transparency Initiative had estimated that Nigeria lost 619.7 million barrels of crude oil valued at N25trn between 2009 and 2020.

    Since the coalition, Nigerians have started seeing results as crude oil theft and pipeline vandalism has reduced drastically.

    This has made the Nigerian oil and gas industry to achieve its highest crude oil and condensate output in nearly 18 months, with a production of 1.72 million barrels of crude and condensate in the month of September this year.

    This improvement is the result of months of collaboration with operators to co-create unique solutions to peculiar challenges, mainly evacuation issues faced by individual operators, stakeholder management, political will, and support from government institutions.

    This improvement is directly attributable to the reopening of operations along corridors with a history of security challenges, the restart of production from facilities that have been shut down for extended periods due to evacuation challenges, the completion of Turn Around Maintenance (TAM) of some assets, completion, and hook-up of infill wells, and critical well intervention projects.

    Suspected armed herdsmen killed three people in Imatom village, Ukemberagya council ward in Logo local Government Area of Benue State.

     

    A community leader in the state, Joseph Anawa, who confirmed the incident to newsmen on Sunday, October 14, 2023, identified the victims as Tertsea Terkimbi Adagundu, Tertsea Mkposu, and Mimidoo Umburga.

     

    “These three young men were killed by Fulani militia herdsmen at Imatom village Square near Chembe, Ukemberagya, Logo Local Govt, Benue State, yesterday, Saturday, October 14, at about 9 p.m.,” he said. 

     

    “Their corpses have been deposited at the NKST hospital mortuary in Anyiin. All these renewed attacks and killings without any provocation are aimed at displacing the peasant farmers to pave the way for cattle to graze on their crops, which are yet to be harvested,” 

     

    Anawa also informed newsmen that the armed herdsmen had renewed their onslaught in the council area, chronicling the spate of Fulani herdsmen militia attacks since the beginning of September.

     

    “Recently, on Saturday, 3/9/23, at about 11 a.m., on Monday, Hembaku of Chembe village was accosted and killed on his cassava farm by Fulani herdsmen. His corpse is still lying at the NKST Anyiin mortuary,” he said. 

     

    “Five days later, on Friday, 29/9/23, at about 2 pm, two women from the same village (Chembe)—Mrs. Iember Ornguga and Dinnah Chembe—were macheted and badly wounded by Fulani marauders when they went to fetch firewood.

     

    “They were rushed to a medical facility by men from Operation Wilds Stroke station at Arufu, a nearby settlement, where they are recuperating

    “They are now receiving treatment at a medical facility in Iorza. The killing of these three young men happened yesterday, Saturday, October 14, at about 9 p.m.”

     

    He appealed to both state and federal governments to deploy security to the area.

  • Nigerian Troops Liberate 4 University Students During Gun Battle With Terrorists In Zamfara

    The students were abducted in their off-campus residence at Sabon Gida in the Damba area of Gusau Local Government Area of the state.

    Nigerian troops have liberated four students of Federal University Gusau (FUGUS) who were kidnapped by armed bandits on Saturday in Zamfara State.

    According to PRNigeria, a defence intelligence said that in a timely and swift response to distress calls, the troops of Operation Hadarin Daji immediately blocked all major exit routes and engaged the armed bandits.

     

    “The troops immediately mobilized and formed a blocking position at possible withdrawal routes which led to a heavy gun duel with the terrorists.

    “Troops’ superiority forced the terrorists to abandon the victims and flee. During the encounter with the terrorists, two of the students escaped while the two others – a male and female – were safely rescued by the gallant soldiers,” a source told PRNigeria.

     

    A spokesperson for Operation Hadarin Daji, Captain Yahaya Ibrahim, when contacted by PRNigeria confirmed the success of the rescue operation.

     

    “Pray for us; we are again under terrorists’ attacks,” one of the students of the school told SaharaReporters on Saturday night.

     

    SaharaReporters reported on Wednesday how terrorists invaded the university and stole all the medications found at the university clinic.

     

    SaharaReporters had also reported how some gunmen suspected to be terrorists kidnapped some students of the school weeks ago.

  • Lagos to prosecute Lekki nightclub staff for assaulting officials

    The Lagos State government on Sunday vowed to prosecute all the 11 staff of 10 POTS Night Club in the Lekki area of the state who assaulted state officials on duty.

    The state’s Commissioner for the Environment and Water Resources, Tokunbo Wahab, stated this in a statement issued by the Director of Public Affairs in the ministry, Kunle Adeshina.

    The commissioner also expressed disgust at the club workers’ decision to break the seal of the Lagos State Environmental Protection Agency (LASEPA).

    Wahab’s remark followed the arrest of the 11 staff of the nightclub for brutalizing the officials who had earlier sealed the premises for noise pollution.

    Those arrested by security agents were four men and seven women.

    He added that the staff would be arraigned in court on Monday along with the property owner to serve as a deterrent to others who might want to take such illegal action in the future.
