    Conjoined twins born in LASUTH have sadly died

    A set of conjoined twins, delivered by medical experts at the Lagos State University Teaching Hospital, LASUTH, are dead. The conjoined twins were delivered on October 5, at the Department of Obstetrics and Gynaecology, LASUTH, at an estimated gestational age of 33 weeks and six days.

     

    In an interview with newsmen, the Chief Medical Director, LASUTH, Prof. Adetokunbo Fabamwo, said although the set of twins died, their mother is doing well. 

     

    “The nature of their joining was so complex. They are joined from up to down, which is so complex. Moreover, they must have reached a certain age before they were separated. The first twins had congenital heart issues that weren’t compatible with life. When you have abnormalities like that, there are usually other abnormalities in the body. She was the first that died on October 15.

    When it happened, we quickly moved to separate them by assembling a team of multispecialty experts from LASUTH and other hospitals. However, before we could intervene, the second twins died today (October 16).”

  • Nigerian Government Budgets N26trillion For 2024, Debt Servicing To Gulp Over N8trillion

     

     

    The Federal Executive Council on Monday proposed the sum of N26.01 trillion for the 2024 fiscal year to be submitted to the National Assembly.

    The Nigerian government said it was working towards ensuring that the January to December budget circle was maintained and that the 2024 budget was passed and signed before December 31, 2023.

    The Minister of Budget and Planning, Atiku Bagudu, disclosed this at the end of council’s meeting presided over by President Bola Tinubu at the Council Chamber, Presidential Villa, Abuja.

    Briefing State House correspondents at the end of FEC meeting alongside his colleagues from Ministry of Information and National Orientation, Mohammed Idris, the Minister of Finance and Coordinating Minister of Economy, Wale Edun, Minister of Works, Engr. Dave Umahi, Industry, Trade and Investment, Doris Uzoka-Anite, Labour and Employment, Simon Lalong, as well as the Minister of State for Labour, Nkeiruka Onyejecha, Bagudu said the council had approved the 2024-2026 Medium Term Expenditure Framework, MTEF, and Fiscal Strategy Papers, FSP.

    He explained that the executive was required by the Fiscal Responsibility Act to present to the National Assembly, ahead of a budget presentation, a document which would provide the medium-term economic outlook for the economy.

    He said FEC made assumptions about the reference price for the price of crude oil which is at $73.96; exchange rate put at N700/$; oil production of 1.78 million barrels per day; debt service of N8.25trillion; inflation at 21 per cent and GDP growth at 3.76 percent.

    Bagudu said: “Now, it was presented on the background of the commendable measures that have been taken since June in order to restore macroeconomic stability, particularly by the deregulation of petroleum prices, which we maintained that subsidies are gone and, indeed, the regulation of the foreign exchange market.

    “So, Council deliberated, as well as the implication of this and all measures promised in the renewed hope agenda, consumer credits, mortgages, reversed or dismissed institution as well as funding the newly aligned institutional changes, particularly ministries, with specific functions that are able to generate growth that would be better for our country.

    “The council members acknowledged the medium term expenditure framework, and it is agreed that we can go ahead to the next step of consultation and presentation to the National Assembly.

    “The Medium Term Expenditure Framework is a requirement of the Fiscal Responsibility Act. So, the Fiscal Responsibility Act is for years 2024 to 2026.

    “The several hundred of dollars reference price assumes optimism that investment flows will continue to come in. Given all the engagements, given all the positive tractions we are seeing from investors from the engagement led by Mr. President personally, two countries, in particular India and UAE, as well as France, the engagements led by the coordinating minister of the economy, engagement led by the trade and investment minister and, indeed, other ministers.

    “So, now increasingly, engagement made by the governor of the Central Bank of Nigeria, and, indeed, all other ministers. We believe these inflows will help us to clear the backlog and the exchange rate will begin to reflect a stronger value than the current weakness.

    “There was a question on the assumptions. I spoke about a number of assumptions. The assumptions include oil price benchmark, which I said for 2024 we are assuming $73.96, oil production of 1.78 million barrels a day, exchange rate of N700/$.

    “Then the inflation of 21 per cent and GDP growth rate of 3.76 per cent . The aggregate expenditure is estimated at N26.01 trillion for the 2024 budget, which includes statutory transfers of N1.3 trillion, non debt recurrent expenditure of N10.26 trillion, debt service estimated at N8.25 trillion, as well as N7.78 trillion being provided for personnel and pension cost.

    “Debt service increased because N22.7 trillion with the expectation of scrutinising the federal government debt at nine per cent.

    “So that is easily about N2.1 trillion. This describes that equally personnel cost went up because of transfers under the agreement with labour.”

  • OPINION: Three lessons in management and leadership

    Writing this piece, I am aware that perhaps the biggest lessons and examples in leadership and management in the world today, trapped as it is in a season of crisis are better extracted from the Russia vs. Ukraine war, as well as the Israel vs. Hamas war that broke out subsequently on Saturday, October 7, and the concerted efforts by the international community to safeguard international humanitarian law, the body of legal codes guiding armed conflict. In this regard, we have heard the voices of President Joe Biden of the United States and the US Secretary of State, Antony Blinken, now on a frantic shuttle diplomacy in the Middle East, UK Prime Minister, Rishi Sunak also in the Middle East trying to make peace from Jordan to Israel and elsewhere. And the Pope of the Roman Catholic Church, of whom Josef Stalin in 1943, legendarily, perhaps apocryphally, once asked: how many divisions does the Pope have?

    The Pope incidentally does not command divisions. He wields strong moral and spiritual authority, and this is what Pope Francis has done by calling on all the warring parties in the Middle East, this last Sunday, to give peace a chance by respecting international humanitarian law. He has asked for prayers around the world today, Tuesday, October 17, for peace. It is a charge from the Pope for an urgent need for leadership in the world, in the face of the failure, if not the ineffectuality of the divisive United Nations Security Council (UNSC). It is not certain that anyone would listen. The same US that is talking across board, even via back-door channels to China, to rein in Iran, has sent in two military carriers to back up Israel, similarly in Europe the sentiment on official sides is pro-Israel.

    Netanyahu, the Israeli Prime Minister has vowed to “demolish” Hamas, the Palestinian militant group and inflict a long and prolonged war. Israel however faces war from three fronts: Lebanon from where the Hezbollah has already fired rockets into Northern Israel, and Israel has retaliated, and also from Gaza and Syria. The fear that the situation could escalate rapidly is well-placed. For more than 100 years, the world has tried to deal with the menace and the barbarity of war by creating structures for managing conflict. It would appear however that the prevailing logic is the position by Carl von Clausewitz, in his book, On War (1943). Clausewitz was a Prussian military strategist whose theory of state was perhaps stronger than his theory of war, given his argument that “war is politics by other means among states.”

    The reality is that the world has been torn apart by this corrosive, selfish ambition of states couched in nationalistic terms or as patriotism but nonetheless most of the distortions of the last three centuries and even earlier have persisted. It is a throw-back to the selfish nature of man. Netanyahu, Mohammed Deif and all the other leaders involved in the current conflict claim that they are fighting for their own people’s interests. In doing so, they and their allies are not too keen about the humanity of others. Pope Francis’s intervention is a throw-back to the Four Geneva Conventions of 1949, the additional protocols of 1971 and 2005 and the guidelines of 2009, which taken together uphold the connecting, common Article 3 of the Conventions to wit that war no matter how tough must have a human face: there must be a humanitarian corridor, as the Pope demands, non-combatants, children, Prisoners of war, the sick and the wounded must be protected, relief providing bodies like the Red Cross, the Red Crescent and others must be allowed access to the distressed and the wounded. In the Israel vs. Hamas conflict, over 4, 000 persons have been killed, more than 3, 000 are injured, over 7, 000 have been displaced, and the casualties continue to increase. Hamas is still bombing Israel. Israel is insisting that hospitals in Gaza must be evacuated. We have seen similar barbarity between Russia and Ukraine. Before now, Russia not only cut off energy supplies to Europe, it also shut down the major global food supply route.

    The story of Israel vs Hamas is about “terrorism, evil and hate”. In. 1917, the British, through Foreign Secretary Arthur James Balfour announced the establishment in Palestine of “a national home for the Jewish people”, and “will use the best endeavours to facilitate the achievement of this object, it being clearly understood that nothing shall be done which may prejudice the civil and religious rights of non-Jewish communities in Palestine, or the rights and political status enjoyed by Jews in any other country”. With the fall of the Ottoman Empire, at the end of World War I, the British took control of Palestine until Israel emerged as an independent state in 1947/48. The objectives enunciated by Balfour have never been met since then. Israel has known no peace from Palestinians and the Arab States who object to its existence. The conflict between Jews and Arabs is more than a century old, dating back to ancient times, further made worse by conflicts over historical sites and monuments. Everything came to a head on October 7, with the surprise attack on Israel, on a holy day, 50 years almost to the day after a similar attack on Israel by Egypt and Syria, the Yom Kippur war of 1973. Since then, the world has been scrambling to manage the situation and find leadership. The conflict reminds us poignantly of the failure of leadership from Babylonian times to the British, the United Nations, and the reign of evil/hypocrisy in our world and the increasing helplessness, non-meaning and expendability of man, in a world driven by might and arrogance. Man qua man is the biggest threat to humanity, and world peace. The world has failed Israel, and also the Palestinians.

    three months, Nigeria had borrowed $1.95 bn from the World Bank. By last weekend, it was reported that Nigeria was poised to borrow an additional fresh loan of $1.5 billion from the World Bank, what is otherwise called HOPE loan. Who is going to pay? Hope? How? The projected revenue of N10 trillion for 2023 cannot support fresh borrowings. The Senate has asked the government to bring a supplementary 2023 budget, nobody has said anything, perhaps because the lawmakers themselves have been allocated N70 billion for expensive SUV vehicles. Yesterday was World Food Day, food inflation in Nigeria is above 24%, much higher in some of the states. And yet on top of it all, the government continues to make appointments on a daily basis, driving up the cost of governance. One or two Governors have more than 50 media aides, most of them bearing the same titles, doing nothing.

    Is the Tinubu government planning to run the country by borrowing? Some commentators have praised the choice of President’s economic managers: Wale Edun – Minister of Finance and Co-ordinating Minister of the Economy, Yemi Cardoso – Governor of the Central Bank of Nigeria (CBN), and Abubakar Bagudu, Minister of Budget and National Planning, but all the praise from the international community about suitability just because these managers appear to be dancing to the tunes of the neo-liberal economists at the IMF and the World Bank would be of no use to Nigeria, if the average citizen can no longer eat bread or corn. Nigerians cannot be fed with rhetoric and platitudes. Can we stop the grandstanding, and do real work? It is a question of management and leadership.

  • Disgruntled PDP members formed Labour Party, NNPP, APC, says Gov Mbah

    The Peoples Democratic Party (PDP) in the South-East says it has begun reconciling its aggrieved members who defected to other political parties.

    The party said this at its zonal meeting in Enugu, pointing out that the measure was part of the efforts to reclaim its position in the zone. It expressed the hope that the initiative would help to consolidate its support base for the political and historical development of the country.

    Governor Peter Mbah urged party leaders and faithful in the region to rise to the task of recovering its lost ground and rebuilding the party to its pre-eminent position in the years past.

    Mr Mbah, PDP leader of the South-East, said there was a need to rejig the party’s financial, administrative and operational strategies. He expressed a strong conviction that the party would rise again in the zone.

    “As the national vice-chairman of the South-East rightly observed, we have shed a lot of weight. Today, when you look at other parties, whether it is the Labour Party, All Progressives Congress, the New Nigeria People’s Party, and so on, you are actually talking about PDP members.

    “But providence has placed a lot on us in the history of the party that we now have to steer the affairs of the party and pull it back to its former glory, to that pre-eminent position we have always held in the historical and political development of this country,” stated the Enugu governor.

    Mr Mbah added, “And in doing that, we have a couple of areas we have to look into, such as financial, administrative, and operational strategies to bring us back to pre-eminence.”

    The governor further said it was time for the party to craft a strategy to return to that “pole position” they had always occupied.

    “It means we have to, first of all, consolidate our support base as a party and now reach out to our brothers and sisters, who may have felt aggrieved for one reason or the other and left the party to see how we can bring them back,” he said.

    The PDP South-East national vice-chairman, Ali Odefa, also called on party faithful and leaders in the region to brace for the challenge that would engender the resurgence of the party in the zone and beyond.

    Meanwhile, the PDP’s board of trustees chair, Adolphus Wabara, said, “I do not want us to be discouraged. Let us continue to have hope and belief in PDP.”

    The meeting was attended by Deputy Governor Ifeanyi Ossai, ex-Governors Achike Udenwa, Emeka Ihedioha, Sam Egwu, and zonal woman leader Ifeyinwa Morah, as well as state party chairs, including Augustine Nnamani of Enugu.

  • BREAKING: Court Dismisses Late Osinachi Husband’s No Case Submission In Domestic Violence Suit

    The Federal Capital Territory High Court, Wuse Zone 2, Abuja on Tuesday dismissed the no case submission application filed by Peter Nwachukwu, husband of the late gospel singer, Osinachi, to challenge the homicide and domestic violence-related suit instituted against him by the Office of the Attorney-General of the Federation on June 3, 2022.

    The court held that the federal government has established a case against him and he must open defence in the matter.

    Recall that Nwachukwu’s wife died on April 8, 2022 and many of her colleagues in music had alleged that her husband maltreated her, leading to her death.

    Afterwards, the Nigeria Police arrested Nwachukwu and eventually handed his case file to the OAGF for prosecution.

    Upon arraignment, Justice Njideka K. Nwosu-Iheme remanded the defendant at the Kuje Correctional Facility pending the hearing and determination of the case after he had pleaded not guilty to 23-count charge bordering on domestic violence and homicide, among others.

    Trial commenced on June 20, 2022 with the prosecution calling 17 witnesses to give evidence while eventually closing its case on March 10, 2023.

    THE WHISTLER had exclusively obtained the autopsy report on the deceased, stamped by the National Hospital, Abuja.

    The report saw no mark of violence on the deceased and listed the causes of her death to include “generalized organ pallor, bilateral leg swelling, fluid in the sac containing the heart. Tumor deposits in and on the heart, lungs, kidneys. Massively enlarged heart” and “fluid around the lungs which restrict breathing.”

    Nwachukwu’s lawyer, Mr. A. Aliyu, then filed a no case submission, implying his client has no case to answer.

    The lawyer told the court that the evidence of medical practitioners presented by the prosecution completely exonerated his client from the charge of culpable homicide.

    He noted that the medical practitioners testified that the deceased did not suffer any form of violence resulting to her death, adding that the reported confirmed his client’s wife died “solely as a result of outgrowth tumors, which resulted in cardiac tamponade, the primary cause of death and abnormal growth of tissue (cancer) which is secondary cause of death.”

    The lawyer accused Nwachukwu’s in-laws of trying to frame him up, insisting the autopsy “shows there was no mark of violence on the deceased at the time the autopsy was conducted.”

    On the children’s testimony (14 years and below) against their father, the lawyer contended that they were “tutored” on what to say.

    On the part of the prosecution, its legal team asked the court to discountenance the defendant’s submission and order him to enter defence in the case.

    Ruling on the no case submission on Tuesday, Justice Nwosu-Iheme held that the prosecution has established a prima facia (proved beyond reasonable doubt) case against the defendant and ordered him to enter his defence.

    The court adjourned to November 22 and 23 for defence.

  • Finance Minister, Edun, gives further clarification on $1.5bn World Bank loan

    The Federal Government said on Monday that it has obtained two loans to finance various projects in important economic sectors, one from the African Development Bank for $80 million and one from the World Bank for $1.5 billion.

    Wale Edun, the Coordinating Minister of the Economy and Minister of Finance made this disclosure during a media briefing with State House correspondents in Abuja.

    He noted that the FG would get $1.5 billion in total before the end of the year if it kept up its end of the bargain.

    The Minister also revealed that Nigeria was deemed eligible for the “relatively cheap” loans because of its “macro-economic moves” over the previous months since President Bola Tinubu took office.

    Edun explained, “Council approved today the application for financing from the World Bank. And in particular, the International Development Association, which is the virtually free or zero-interest lending arm or financing arm of the World Bank.

    “The total is $1.5bn. The world today is one of the high-interest rates as the developed world looks to fight inflation. They do it by restricting money, and keeping interest rates high so that you can get inflation down.

    “That means that interest rates for everybody else becomes not just high but very painful, if not unaffordable within that context.”

    Edun clarified that Nigeria took macroeconomic moves and tough decisions to restore balance in its economy, warranting support from multilateral development banks.

    “The bold, brave, courageous and decisive measures that Mr President has taken are being rewarded by processing for Nigeria $1.5bn of immediate financing, which, provided that we do everything on our side, will be in before the end of the year.

    “It is based on that the World Bank is willing to consider and to process on our behalf $1.5bn of concessional financing, relatively cheap financing and financing that will be dispersed relatively quickly.

    “And it comes in one go. It doesn’t drip as will be done for a project and is just to support the reform effort. And that was what was presented to the Federal Executive Council, and the members approved that we go ahead with that financing given that it is affordable,” Edun explained.

  • Son hacked 55-year-old mother to death over food in Uyo: Police

    A 23-year-old man, Akaninyene Isaac, has allegedly killed his mother for starving him of food in Oruk Uso Otoro village, Abak LGA of Akwa Ibom.

    The police spokesman in the state, SP Odiko MacDon, disclosed this in a statement on Monday.

    The police said operatives of Abak Division arrested the suspect on Wednesday for allegedly murdering his 55-year-old mother, Christiana Isaac.

    The statement said the suspect had reportedly confessed to killing his mother for failure to provide him food for over three days.

    “I used a machete to inflict grievous injuries on her, leading to her death,” said Mr Isaac, quoted in the statement by the police.

    The police said the suspect would be charged to court upon conclusion of investigations.

  • Mark Goddard, star of 1960s sci-fi series ‘Lost in Space,’ dies at 87

    Mark Goddard, the actor known for playing Maj. Don West, in the campy, popular 1960s science fiction series “Lost in Space,” died of pulmonary fibrosis on Tuesday, at a hospice center in Hingham, Massachusetts, his wife, Evelyn Pezzluich, announced on Facebook. He was 87.

    Goddard was hospitalized with pneumonia days after celebrating his birthday, said Pezzluich. He was transferred to a rehabilitation center where doctors discovered that he was in the final stages of pulmonary fibrosis.

    For three seasons from 1965-68, Goddard, as West, starred in the CBS series that chronicled the adventures of the Robinson family, a talking robot and a dastardly stowaway, Dr. Smith. The group became stranded on a distant planet after their ship, the Jupiter 2, went off course en route to colonize a planet in the Alpha Centauri system.

    The show, created by Irwin Allen, a producer who was known as the “Master of Disaster” for such films as “The Towering Inferno,” helped popularize the phrase, “danger, Will Robinson.”

    Although the series eventually became a cult classic, Goddard initially did not want to be part it. “I didn’t want to do it,” he said in 1990. “Now, the reason I didn’t want do the series at first is because I had never done science fiction, and had no idea what it was going to be like.”

    Throughout the 1960s, Goddard also appeared in several films, including “The Monkey’s Uncle” and “A Rage to Live.” After “Lost in Space” went off the air, he became a frequent guest star on popular TV shows “Mod Squad” and “The Streets of San Francisco.” He also worked on soap operas, appearing on “One Life to Live” and “General Hospital.” In 1977 he starred in the horror film “Blue Sunshine.”

    “R.I.P. to Mark Goddard. A truly beloved friend and brother to me for 59 years. I knew this was coming for the past few months. Shortly after a great phone chat he and I had on his 87th birthday in late July, I became aware that I would most likely never see or speak with him again. The last words we exchanged were ‘I love you,” wrote his “Lost in Space” co-star Bill Mumy on Facebook.

    The actor was born as Charles Harvey Goddard in Lowell, Massachusetts, on July 24, 1936. He was the youngest of five children who grew up in Scituate, Massachusetts, where his parents owned the local five-and-dime store. Goddard attended Holy Cross College in Worcester and dreamed of a career as a professional basketball player. But after acting in a play in 1957, he headed to the American Academy of Dramatic Arts in New York.

    In 1959, Goddard landed in Los Angeles where he soon won parts on TV shows such as “Perry Mason,” “The Rifleman” and “The Beverly Hillbillies.”

    Although his acting career waned, Goddard still appeared in TV shows and films over the years. In 1998, he made a cameo in the movie version of “Lost in Space.” In 2009, he published his memoir, “To Space and Back.”

    By 1991, at age 55, Goddard decided to switch course. He earned a master’s degree in education from Bridgewater State College in Massachusetts, and he became a special education teacher.

    Goddard was married three times; his second wife was the actress Susan Anspach.

    “I’ll never know how I deserved to spend 33 years with such a loving, gentle, handsome man who made me laugh so often,” wrote Pezzluich on her Facebook post.
