Israel-Hamas War: Lebanon warns Israel of

Lebanon has warned Israel of ‘uncontrollable escalation’ as protests broke out across several Muslim countries after Hezbollah called for a ‘day of rage’ after a hospital was bombed in Gaza on Tuesday night, October 17.

The Gaza hospital strike which killed at least 500 people, trigged protest as tens of thousands took to the streets to express their displeasure in several countries.

Israel’s military said that it is responding to shots fired at military posts across the Lebanon border and said posts are being attacked in the Zar’it area.

Sirens sounded in northern Israel near the Lebanon border, including in the city of Kiryat Shmona, warning of possible incoming rocket attacks, the Israeli military said.

Lebanese Foreign Minister Abdallah Bou Habib said today that continued aggression against Gaza could ignite a ‘fire that could consume the whole region’.

Bou Habib speaking at a meeting of the Organization of Islamic Cooperation (OIC) in Jeddah, Saudi Arabia, warned against sparking tensions ‘that could lead to an uncontainable escalation’.

Angry rallies took place in Jordan, Libya, Yemen, Tunisia, Turkey, Morocco, Iran, and the Israeli-occupied West Bank, as Lebanon-based Hezbollah called for a ‘day of rage’ across the region.

  • Nigerian govt spent N135.2bn to subsidise electricity in six months – NERC

The Nigerian Electricity Regulatory Commission (NERC) said on Wednesday the Federal Government paid N135.23 billion to subsidise electricity consumption in the second quarter of this year.

The commission disclosed this in its Q2 2023 report posted on its website in Abuja.

NERC said the federal government spent N135.2 billion to plug the revenue shortfall in the power sector during the period.

This, according to the commission, was N99.21 billion or 275 percent higher than the N36 billion the government paid in the first quarter.

The report read: “The government incurred a subsidy obligation of N135.23 billion in 2023/Q2, which is an increase of N99.21 billion or 275 percent compared to the N36.02 billion incurred in 2023/Q1.”

The commission noted that the subsidy was due to the absence of cost-reflective tariffs across all distribution companies.

“The increase recorded in the period was a result of the government’s policy to harmonise the exchange rate.

“On the average, subsidy obligation incurred by the government per month was N45.08 billion in Q2 2023,” it added.

  • Nigerian constitution allows Gov. Akeredolu to govern Ondo State from anywhere: Lawyer

Morakinyo Ogele, a prominent human rights lawyer in Ondo, has declared that Governor Rotimi Akeredolu can govern the state from any part of the country amid his ill-health condition.

Mr Ogele, who spoke late Wednesday night in Akure, the state capital, wondered why people, especially the main opposition parties, are raising concerns over Mr Akeredolu’s continued absence in the state.

“The constitution has failed to address the question of whether a governor can operate from outside the state,” the human rights lawyer said in an interview. “There is nowhere in the constitution that states the governor can only operate in Ondo state.”

Mr Ogele’s position is coming amid calls for Mr Akeredolu’s whereabouts in the state since his return from a medical vacation abroad.

In September, Mr Akeredolu returned to Nigeria from his three-month medical vacation in Germany after falling sick with an undisclosed ailment.

But since his return, the governor has been staying at his private residence in Ibadan, the Oyo state capital, receiving briefings from cabinet members and other government functionaries.

The development has forced residents and critics to question Mr Akeredolu’s whereabouts, with many demanding that he either resume or resign from office.

Speaking further, Mr Ogele argued that the governor has the legal right to direct or govern the affairs of the state as outlined by the 1999 Constitution of the Federal Republic of Nigeria, as amended.

He wondered why there were concerns about the governor, especially when his absence had no adverse effect on the governance of the state.

According to the legal practitioner, the Nigerian Constitution is silent and not specific about where the governor must reside or stay as an elected governor.

He added that once Mr Akeredolu fulfils his responsibilities as governor, there’s no need to raise concerns about his continued absence.

“The constitution is very clear on this issue. Now that the governor is around, nobody has accused him of not performing his constitutional role. Section 189 of the Constitution is as clear as the summer sky. As of now, no one is complaining that the governor has not been performing.

“The moment he arrived, he signed the LCDAs bill into law, and the salary of workers is going on smoothly. It is one thing not to perform his constitutional roles; it is another thing that he is performing. If he cannot perform as governor, that is where the constitution comes in.

“There are lots of gaps in our constitution. The constitution has not indicted any governor who is not within his state to perform his constitutional roles. That is why we need to amend our constitution,” Mr Ogele said.

While noting that the issues relating to the whereabouts of Mr Akeredolu were political, Mr Ogele said that the governor was also sick and receiving treatment for an ailment that could require him to be absent from the state.

“No one is praying to God for the grace to be sick. But the moment you are sick, you just have to take care of yourself, either here in Nigeria or in other countries. So, as a governor, he is subject to sickness.”

Amid the questions about Mr Akeredolu’s whereabouts, the youth wing of the main opposition Peoples Democratic Party (PDP) had given him a three-day ultimatum to either address the people of the state or tender his resignation.

  • Media wrongly blames Israel for hospital explosion

Multiple news outlets immediately blamed Israel for an explosion at a hospital in Gaza that reportedly claimed the lives of 471 people Tuesday; however, intelligence reports indicate that Israel was not responsible for the strike on the civilian hospital.

U.S. officials have indicated that the Palestinian Islamic Jihad group is responsible for Tuesday’s explosion at a hospital in Gaza, according to The Wall Street Journal.

“Our current assessment, based on analysis of overhead imagery, intercepts and open source information, is that Israel is not responsible for the explosion at the hospital in Gaza,” White House National Security Council spokeswoman Adrienne Watson stated.

After reports surfaced that news outlets wrongly attributed blame to Israel over Tuesday’s Gaza hospital tragedy, Rep. Dan Crenshaw (R-Texas) posted a statement on Instagram alongside screenshots of the headlines news outlets had originally used to blame Israel for the air strike.

“These are all the news outlets that just assumed Israel would bomb a civilian hospital. Israel did not do that. Hamas rockets misfired. Even Palestinian and Arab news outlets reported it,” Crenshaw stated. “And Biden needs to confirm and also confirm unwavering support for Israel’s defense. It must be clear that Hezbollah and Iran will suffer severe consequences if they begin a multi-front attack.”

Crenshaw shared screenshots of headlines and posts such as “Hundreds feared dead of injured in Israeli air strike on hospital in Gaza, Palestinian officials say,” from BBC News; “Palestinian health ministry says 200 to 300 people may have been killed in Israeli strike on hospital in Gaza,” from CNN; “Breaking News: An Israeli airstrike hit a Gaza hospital on Tuesday, killing at least 200 Palestinians, according to the Palestinian Health Ministry, which said the number of casualties was expected to rise,” from The New York Times.

Other news outlets that immediately blamed Israel for Tuesday’s strike included The Associated Press, which claimed at least 500 people were killed in an explosion “caused by an Israeli airstrike,” and Reuters, which claimed an Israeli airstrike had “killed hundreds of Palestinians at a Gaza City hospital crammed with patients and displaced people.”

After media outlets across the world blamed Israel for an air strike on a hospital in Gaza, Israel Defense Forces, shared a post on X with photos of several news articles that wrongly blamed Israel for Tuesday’s tragedy.

“Media outlets around the globe were quick to run Hamas’ headlines-without fact checking,” Israel Defense Forces wrote. “We now know that an Islamic Jihad rocket aimed at Israel misfired and hit the hospital in Gaza.”

On Wednesday, President Joe Biden addressed Tuesday’s incident alongside Israeli Prime Minister Benjamin Netanyahu.

“I was deeply saddened and outraged by the explosion of the hospital in Gaza yesterday, and based on what I’ve seen, it appears as though it was done by the other team, not you,” Biden said. “But there’s a lot of people out there not sure, so we’ve got a lot, we’ve got to overcome a lot of things.”

Rear Admiral Daniel Hagari, an IDF spokesperson, released a statement in a video on social media, confirming Israel’s innocence in the devastating explosion that claimed innocent lives at a hospital in Gaza.

“I can confirm that an analysis of the IDF operational systems indicates that a barrage of rockets was fired by terrorists in Gaza, passing in close proximity to the Al-Ahli al-Arabi Hospital in Gaza at the time it was hit,” he said. “Intelligence from few sources that we have in our hands indicates that the Islamic Jihad is responsible for the failed rocket launch, which hit the hospital in Gaza. I repeat, this is the responsibility of Islamic Jihad that killed innocents in the hospital in Gaza.”

Operatives of the Nigerian Security and Civil Defence Corps, on Wednesday, sealed three private security companies operating illegally in the Federal Capital Territory, Abuja.

The security companies were sealed by the Private Guards Directorate on Wednesday for various offences ranging from threat to national security and public interest, failure to register as a private guard company, refusal to be subjected to licensing authority, use of dual uniforms and failure to renew their operational licenses.

According to the NSCDC, this contravenes the Private Guards Act of 2004 which mandates private security companies to obtain regulatory approval and license for operations.

The act also mandates security companies to seek requisite approval before employing security guards.

The sealed security companies include Ochacho Security Nig. Ltd. located at Idu Industrial layout , Justigo Security and Allied Services in Gwarimpa and Maco Security Service and consult Ltd. at Wuse 2, Abuja

Maco Security Service and consult Ltd.

The NSCDC FCT Commandant, Olusola Odumosu, who led the operation, said the command had invited the affected security companies over the infractions but they refused to respond.

Odumosu noted that private security companies formed a major part of Nigeria’s internal security system which necessitated the need for monitoring and enforcement.

“This is a matter of serious security concern which cannot be compromised so we can’t allow quacks or miscreants to handle our security so this effort will be sustained.

“Security operations is not an all-comers affair because we are already facing too many security challenges and that is why we will not allow any operation that is illegal.

“Under the leadership of the Commandant General, Ahmed Audi, we will not condone such illegalities and threat to national security,” the Commandant said.

He, however, said that once all sealed PGCs fulfil the necessary operational requirements, their companies will be unsealed and given operational approval.

Jose Peseiro, the head coach of the Super Eagles, has revealed that after his contract with Nigeria expired in June, his players pleaded with him to take a wage reduction in order to continue leading the squad.

  • Palestine calls for independent commission of inquiry on Gaza attack

The Palestinian Ambassador in Nigeria, Abu Shawesh, has called on the United Nations and African Union to set up an independent commission of inquiry on Tuesday’s attack on a hospital in Gaza.

The envoy made the call on Wednesday in Abuja while addressing journalists on the attack.

He said that women and children were mostly killed when Israeli Air Force jets allegedly struck the Baptist Hospital in Gaza.

Mr Shawesh said that the hospital, which was located side by side with the Baptist Church, had served as a safe haven for families displaced by the ongoing war.

He also said that calls by the Israeli authorities for people to evacuate the hospital were rejected by medical personnel of the hospital, who said doing so would amount to slow killing of sick and injured patients receiving health services.

He allegedly said that “before the end of Tuesday at 5:30 p.m. (Jerusalem time), Israeli occupation war aircrafts bombed the Baptist Hospital in Gaza.

“The displaced families believed that this hospital was completely immune from military attacks, in accordance with international law.

“The death toll of the Palestinians in this massacre has so far reached about 900 people; the majority of them are women and children, in addition to several hundred wounded.

“Since Oct. 7, the death toll on the Palestinian side is more than 3000, of which two to three are children and women and more than a thousand are still missing under the rubbles.

“I call for a humanitarian court to be set up by an independent body such as the United Nations and African Union aside from the West.

“Many Western media outlets are waging a dirty war against the Palestinian people by broadcasting and distributing dozens of false and fake news,” he added.

  • No Teaching Materials In Over 60% Public Classroom In Borno, Three Other States-UNICEF

The United Nations Children’s Fund has disclosed that over 60 percent of classrooms of public Junior Secondary School in Borno, Kano, Kaduna and Kebbi have no teaching materials.

Chief of Education of UNICEF Nigeria, Saadhna Panday-Soobrayan , disclosed this at a 2-day National Conference on the Learning Crisis in Nigeria on Wednesday.

Panday-Soobrayan also disclosed that the learning gaps persist in the country which is most severe in the Northern part of the country, adding that only 10 percent of 7 to 14 year olds in North West and 12 percent in the North East demonstrate foundational literacy.

“Nigeria’s learning crisis begins in Children’s earliest years as only half of Nigeria’s children are developmentally on track in early childhood. And only 60 per cent participate in organised pre-primary learning,” she said.

UNICEF’s Chief of Education, also lamented that the quality of teachers in the country is limited by poor pedagogical skills and lack of teaching and learning materials, disclosing that only 84 percent of Primary School teachers and 59 of JSS teachers are qualified.

She disclosed that the teacher workforce in the country suffers from severe shortfalls, adding that Nigeria has a shortfall of approximately 195,000 teachers at the primary level.

She also stated that under-investment in quality education in Nigeria has affected effective action, saying that domestic education financing is chronologically low.

Panday-Soobrayan noted that the aforementioned educational deprivation and learning poverty has stalled progress on achieving all other goals, noting that Sub-Saharan Africa has achieved just 41 percent of SDG 4 commitment.

She stated that a structured pedagogy will improve learning outcomes including scripted lesson plans, teacher support, training and monitoring.

“Structured pedagogy programmes have the largest and most consistent positive average effects on learning outcomes. Pedagogical interventions that tailor teaching to students’ skills are consistently recommended,” she stated

Also speaking, UNICEF Nigeria Representative, Cristian Munduate, emphasized the need for targeted efforts to address the learning loss in the country, especially in sub-Saharan Africa.

She noted that the pandemic worsened the existing education crisis in the region, with many children losing access to education due to the closure of schools.

“For Nigeria, convening a conference on the learning crisis is opportune as the government defines its priorities for the education sector in the new Ministerial Strategic Plan. Just as Nigeria has galvanized significant support around the out-of-school problem, so too must it give attention to the learning crisis that is fueling the out-of-school problem in Nigeria,” she said.

Also speaking during the event, Chairman of the Nigeria Governors Forum and Governor of Kwara State, Abdulrazaq AbdulRahman, called for a state of emergency in the education sector specifically targeting the basic level.

The chairman who was represented by the Vice Chairman of the Forum and Oyo State Governor, Seyi Makinde however stated that there was need for immediate action to bridge the learning gaps observed at the elementary school level.

“You must provide the resources and look at all the issues that are working against achieving sustainable growth. It is one thing to declare a state of emergency and another thing to put all the resources and elements that will allow us achieve that. I support putting in place the resources, even if you don’t declare a state of emergency to allow us to move faster in that sector,” he said.
