  • NNPC Limited Made Right Choice Appointing Femi Soneye As Spokesperson-Guild Of Editors

    The Nigerian Guild of Editors (NGE) has said that the Chief Executive Officer of the Nigerian National Petroleum Company Ltd, Mele Kyari made the right choice in the appointment of Femi Soneye as the Chief Corporate Communications Officer of the energy giant.

    The NGE is the umbrella body of editors/media executives in Nigeria.

    The NGE also said that the appointment of Soneye who is the Publisher of Per Second online newspaper was well-timed.

    The Guild of Editors made the commendation on Thursday in a statement signed by its President, Eze Anaba and the General Secretary, Dr Iyobosa Uwugiaren.

    THE WHISTLER had reported that the NNPC Limited management named Soneye as the CCCO of the company.

    The guild, while congratulating Soneye on his appointment, noted that he was eminently qualified for the position, considering his experience in both the media industry and the public relations field.

    The NGE said, ‘’We commend the Group Chief Executive Officer of the NNPCL, Mr Mele Kyari, for making the right choice and decision.

    “The appointment came at a time the NNPCL is undergoing restructuring in efforts by the shareholders to reposition the company for good corporate governance and efficient management. The experience of a media executive like Soneye is required.”

  • Trump’s Misleading Poverty Rate Comparison

    The official U.S. poverty rate in 2022 “remained stable compared to 2021,” but an alternative method of measuring poverty “increased significantly, reflecting changes in economic well-being following the end of many pandemic-era programs,” the Census Bureau says in a new report.

    But a chart former President Donald Trump shared on social media — comparing a decline in poverty during his presidency with an increase in poverty during President Joe Biden’s — leaves out important context that readers need to know.

    First, Trump’s chart uses poverty rates based on the Supplemental Poverty Measure, or SPM, which the U.S. Census Bureau calculates using a different methodology than that used to determine the official poverty rate. Under Biden, there was no increase in the official poverty rate, as of 2022, which is the Census Bureau’s most recent estimate.

    Furthermore, the supplemental poverty rate went down in 2020 and 2021 mainly because of economic relief, such as stimulus payments, unemployment benefits and tax credits, that was made available to qualifying individuals and families during the COVID-19 pandemic. Without that same financial aid in 2022, the supplemental poverty rate went up.

    Biden has proposed extending at least the expanded child tax credit that expired at the end of 2021. Doing that would lift millions out of poverty, the Census Bureau said.

    Poverty Rates

    Without any further explanation, Trump posted this chart to Truth Social on Oct. 16. (We added the “missing context” stamp for readers.)

    The chart does not say it, but the figures, which show the poverty rate declining by 4.8 percentage points under Trump and increasing 3.2 percentage points under Biden, are based on the Census Bureau’s Supplemental Poverty Measure.

    The SPM, introduced in 2011, is one of two poverty metrics the bureau publishes annually in September. The other, known as the official poverty measure, was developed in the 1960s.

    Unlike the official poverty rate, which is based on an individual’s or family’s pretax cash income, the SPM is determined, in part, by cash income plus other noncash benefits. The latter includes government transfers or programs that help low-income individuals and families, such as food, housing and energy assistance, as well as tax credits and stimulus payments. In addition, the SPM calculation considers nondiscretionary expenses, such as taxes and medical care, and accounts for regional differences in the cost of living.

    There are criticisms of both metrics, but many who study poverty prefer the Supplemental Poverty Measure because of its more comprehensive measurement of a person’s or family’s financial resources.

    As Trump’s chart shows, the SPM rate declined from 14% in 2016, before Trump took office in 2017, to 9.2% in 2020, his last full year as president. From there, the rate dropped to 7.8% in 2021, the first year of the Biden administration, and then jumped up to 12.4% in 2022, as COVID-19 relief funding dried up.

    Meanwhile, the official poverty rate went down from 12.7% in 2016 to 11.5% in 2020. After that, the rate increased slightly to 11.6% in 2021, before returning to 11.5% in 2022.

    Poverty Increase, Explained

    But the chart Trump shared with his followers leaves out the reason for the increase in the supplemental poverty rate last year.

    “The trend in the SPM poverty rates is statistically accurate, though context here is needed,” Zachary Parolin, an assistant professor of social policy at Bocconi University in Milan, Italy, told us when we asked about the graphic in Trump’s Truth Social post.

    In an email, Parolin, who is also a senior research fellow at Columbia University’s Center on Poverty and Social Policy, wrote that the lower supplemental poverty rates in 2020 and 2021 could be attributed “entirely” to “COVID-related income support” included in the Coronavirus Aid, Relief, and Economic Security Act and the American Rescue Plan Act, which became law in those years, respectively.

    “Both include expansions to unemployment benefits and a stimulus check,” and 2021’s American Rescue Plan, which passed without any Republican support, “also included the expanded Child Tax Credit, which contributed to lower poverty that year,” Parolin said.

    That is supported by the Census Bureau’s poverty reports for 2020 and 2021, which noted that economic impact payments, expanded unemployment benefits and tax credits authorized in those years helped keep tens of millions of people out of poverty.

    But when that financial support was no longer available in 2022, poverty, according to the SPM, increased.

    As the Census Bureau said in its report for 2022: “The official poverty rate remained stable compared to 2021, while the SPM rate increased significantly, reflecting changes in economic well-being following the end of many pandemic-era programs. SPM estimates for 2022 reflect changes to state and federal income taxes, including several one-time state income tax rebates and the expiration of expanded refundable tax credits and economic impact (stimulus) payments enacted as part of the American Rescue Plan Act.”

    Rising inflation also affected the level of poverty in 2022, “but its contribution was smaller than the contribution of declining COVID-era benefits,” Parolin said.

    When the report on poverty was released in September, it noted that children were most affected by expiring benefits last year. Biden issued a statement blaming Republicans and promising to push for Congress to restore the expanded child tax credit that phased out at the end of 2021.

    The Census Bureau said that the fully refundable child tax credit had prevented about 5.3 million children from falling into poverty in 2021, “over twice as many” as the 2.4 million people helped by the pared back version in 2022.

    Republicans opposed previous efforts by Democrats to extend the tax credit. The American Rescue Plan had increased the credit from $2,000 to $3,600 for qualifying children ages 5 and younger and to $3,000 for qualifying children ages 6 to 16, extended the credit to 17-year-olds, and made the credit fully refundable, meaning the full credit was available even if a family didn’t owe any taxes.

  • Nigerian Soldiers Lament Poor Welfare Under Bauchi State-sponsored Operation Flush Out, Payment Of N500/Day Feeding Allowance

     

    Nigerian soldiers attached to the 33 Artillery Brigade in Bauchi State have called for the removal of their commander, accusing him of starving troops executing Operation Flush Out in the state.

     

    The soldiers who spoke to SaharaReporters on Thursday, on condition of anonymity over fear of victimization, said they had been spending all their salaries on feeding, which they said was at invariance with the operational standard of Nigerian Army Operations.

     

    The soldiers, therefore, called for the immediate intervention of the Commander-in-Chief of the Nigerian Armed Forces, President Bola Tinubu to address the issue of poor treatment of soldiers sacrificing their lives daily.

     

    According to them, the situation is the reason why some soldiers are involved in criminal activities.

     

    One of the affected soldiers said, “The Commander of 33 Artillery Brigade in Bauchi State have been paying N15,000 as operation allowance to soldiers that are in Operation Flush in the state for many years now.

     

    “There is no feeding; just the N15,000 as a monthly allowance which is not supposed to be so. There is nowhere in the Nigerian Army today where they pay soldiers N15,000 with no feeding except in Bauchi State.

     

    “As of now, the Nigerian Army Ration Cash Allowance (RCA) is N1,200 daily and monthly is N36,000. Soldiers’ normal operations allowance is N45,000 which is supposed to be paid to the soldiers’ account. So if the authorities are not feeding you, they have to pay the soldiers their RCA which is N36,000 plus the normal allowance of N45,000 together to make N81,000.

     

    “But here in Operation Flush which is handled by the 33 Artillery Brigade Commander in Bauchi State, they are paying soldiers N15,000 and not providing food.”

     

    Another soldier lamented that the situation is worse because the N15,000 they complain about is not even paid on time.

     

    “As of now they still owe us September allowance, and it will be paid when we are in November, and by then, they will owe us for the month of October. That is how it has been done for many years here,” the source said.

     

    Lamenting their helplessness, the source said, “Nigerian Army will take soldiers to Operation Flush in Bauchi State, and the soldiers will use their salaries to feed themselves for almost three months before they would be paid one month allowance and owed two months despite the current cost of living.

     

    “A soldier will be taken for an operation and he will feed himself, which is not done anywhere in the Nigerian Army. It is only in Operation Flush in Bauchi State that you can find such a treatment.

     

    “We have been part of many operations in the Nigerian Army and if they owe operation allowance, they will make sure you are being fed no matter how bad the food may be.”

     

    The soldiers disclosed that units that under Operation Flush are 211 Demon BN, 133 SF BN, 331 Arty Regt, 332 Arty Regt and 333 Arty Regt.

     

    Identifying the poor welfare of soldiers as one of the reasons behind soldiers’ involvement in criminal activities, one of the sources said, “How can you have a soldier as part of an operation without feeding them and expect them to give you the best? Our generals don’t care about their soldiers’ welfare which characterises the endemic corruption in the Army today. It is too much.

     

    “We, therefore, call on the Commander-in-Chief of the Armed Forces, His Excellency, Ahmed Bola Tinubu; Governor of Bauchi State, His Excellency Bala Abdulkadir Mohammed; the Chief of Defence Staff, General Christopher Gwabin Musa; and the Chief of Army Staff (COAS) Lt. Gen. Taoreed Lagbaja to remove the 33 Artillery Brigade Commander and constitute an investigation panel to probe his corrupt activities.”

     

    When SaharaReporters sought the reaction of the Nigerian Army Authorities, through the Director of Army Public Relations, Brigadier General Onyema Nwachukwu, he described Operation Flush as a private arrangement sponsored by the Bauchi State government.

     

    Brig. Gen. Nwachukwu in his response to SaharaReporters’ inquiry, stated that Operation Flush was a private arraignment of the Bauchi State government, adding that feeding allowance under the arrangement is N500 daily per head, which amounts to N15,000 a month.

     

    He said, “Let me first establish the fact that the welfare of troops tops the agenda of the current leadership of the Nigerian Army and so far, all allowances and monthly salaries have been paid as and when due.

     

    “The allowance for Operation Flush Out in Bauchi State is N500 daily (amounting to N15,000 monthly) per head. It is paid by the state government because it is a state-sponsored internal security operation and the information reaching me is that the allowances have been paid. I must emphasize that Operation Flush Out is state-sponsored.

     

    “The troops in Bauchi used to be part of the defunct Operation Lafiya Dole but are no longer under the current Operation Hadin Kai responsible for the Counter-Terrorism Counter Insurgency Operations in NE (North East). The Bauchi troops, therefore are not entitled to allowance paid to troops of Operations Hadin Kai.”

  • Israeli minister takes responsibility for Hamas attack

    The Israeli Defence Minister, Youvi Gallant, has taken responsibility for the October 7 attack by the Palestinian militant group, Hamas.

    In the early morning of October 7, the group launched a surprise attack on Israel from the Gaza Strip and killed over 1,000 people.

    Since then over 3,000 people had been killed and hundreds of thousands of others displaced in the nearly two-week-old conflict between the two old enemies.

    Gallant spoke to journalists at a military compound near the Gaza border.

    He said: “I am responsible for the defence apparatus. I was responsible for it in the last two weeks, including the difficult incidents.”

    The minister added that he has taken the responsibility of leading the Israeli military “to victory in battle.”

    “We will be precise and deadly, and we will continue until we complete the mission,” Gallant added.

    The heads of military intelligence and domestic intelligence agency, Shin Bet, Aharon Chaliva, and Ronen Bar, have also admitted personal responsibility.

    The conflict was the worst single bloodbath in Israeli history.

    Israel’s military had since attacked targets in the densely populated Gaza Strip with 2.7 million Palestinians.

  • Gov. Mutfwang appoints eight new permanent secretaries

    Governor Caleb Mutfwang of Plateau has approved the appointment of eight new permanent secretaries in the state’s civil service.

    Gyang Bere, the governor’s media aide, announced the appointments in a statement on Thursday in Jos.

    The governor said the appointments were part of efforts to reinvigorate the civil service for efficient service delivery.

    Mr Mutfwang congratulated the new appointees and urged them to bring their wealth of experience to bear in their new offices, insisting that such a move would spur sustainable growth in the state.

    The new permanent secretaries include Aliyu Samuel, Esther Pwaspo, Mary Fom, and Kelvin Bamshak.

    Others are Tamba Garba, Alexander Nyelong, Lydia Nantim, and Jummai Adamu.

  • Judicial Watch Sues CDC for Records about CDC Guidance on Breastfeeding by Males

    (Washington, DC) – Judicial Watch announced today it filed a Freedom of Information Act (FOIA) lawsuit against the U.S. Department of Health and Human Services (HHS) for records related to updated guidance from the Centers for Disease Control and Prevention (CDC) on breastfeeding by transgender biological males (Judicial Watch v. U.S. Department of Health and Human Services (No. 1:23-cv-03001)).

    The lawsuit was filed after the CDC, a component of Health and Human Services, failed to respond to a July 6, 2023, FOIA request asking for:

    1. All records reviewed, referenced, or relied upon in the drafting and publishing of updated guidance pertaining to breastfeeding by transgender individuals on the CDC’s web site. For purposes of clarification, this guidance is published at 

    2. All records of communication between any official or employee of the CDC and any other individual or entity regarding the updated guidance described in part one of this request.

     The CDC posted on its website advice to “transgender parents who have had breast surgery” about breastfeeding or “chestfeeding” infants:

    Some transgender parents who have had breast/top surgery may wish to breastfeed, or chestfeed (a term used by some transgender and non-binary parents), their infants. Healthcare providers working with these families should be familiar with medical, emotional, and social aspects of gender transitions to provide optimal family-centered care and meet the nutritional needs of the infant.

    In an article dealing with “Health Equity Considerations” is a subsection titled “Here are some things your emergency preparedness and response team can do to help achieve health equity when working with families who have young children.” The CDC advises:

    If you have questions about infant nutrition or medications before and while breastfeeding, please consult with your healthcare provider….

    • Transgender and nonbinary-gendered individuals may give birth and breastfeed or feed at the chest (chestfeed). The gender identity or expression of transgender individuals is different from their sex at birth. The gender identity of nonbinary-gendered individuals does not fit neatly into either man or woman.
    • An individual does not need to have given birth to breastfeed or chestfeed.
    • Some families may have other preferred terminology for how they feed their babies, such as nursing, chestfeeding, or bodyfeeding.

    U.S. Senators Bill Cassidy, M.D. (R-LA), ranking member of the Senate Health, Education, Labor, and Pensions (HELP) Committee, and Roger Marshall, M.D. (R-KS) Senate Committee on Health, Education Labor and Pensions in July 2023 sent a letter to CDC Director Mandy Cohen, asking for information about the CDC’s guidance for transgender women (biological men) who wish to breastfeed:

    We are writing to you with serious concern about the Centers for Disease Control and Prevention’s (CDC) guidance for biological men who identify as women (transgender individual) who wish to breastfeed. CDC’s Pledge to the American People commits that the basis of all public health decisions will be made on the highest quality scientific data that is derived openly and objectively. This guidance, however, seems driven by political considerations rather than science, and the Agency has provided no explanation of the reasoning and data behind these recommendations.

    The senators ask for “information regarding the scientific basis” regarding its guidance, including:

    Did the CDC use any peer-reviewed studies to inform its guidance on transgender individuals breastfeeding? If so, please provide these studies with your response. If not, why not?

    What data did CDC rely on that compares the nutritional benefits of biological women’s breast milk with the breast milk produced by a transgender individual?

    What data did CDC rely on to evaluate the long-term effects or health risks to an infant from being breastfed by a transgender individual who has received hormonal therapy to transition genders?

    Why does the CDC recommend that health care providers help transgender individual obtain a drug that is not approved for use in the U.S.?

    “The Biden administration attacks the health and welfare of infants by encouraging biological men to pretend to nurse them,” said Judicial Watch President Tom Fitton. “This dangerous transgender extremism is now the subject of a cover-up, as the CDC refuses to turn over any records under FOIA to Judicial Watch about its ‘advice’ to help biological men attempt to ‘chestfeed’ infants.”

  • US Navy ship intercepts missiles in Middle East: Report

    The USS Carney, a U.S. Navy warship located near the coast of Yemen in the Middle East, intercepted multiple missiles Thursday, according to two U.S. officials.

    This is breaking news that will be updated as more information becomes available. Keep reading below.

    The anonymous U.S. officials told CNN that the missiles were fired by the Houthis, an Iranian-backed group previously designated by the United States as a terrorist organization. The Houthis are currently involved in a conflict in Yemen.

    One of the U.S. officials noted that roughly two or three missiles were intercepted; however, the officials said it was not clear what the intended target was of the missiles.

    According to a post on X by U.S. Naval Forces Central Command, which showed photos of the USS Carney transiting the Suez Canal into the Red Sea on Wednesday, the guided-missile destroyer has been deployed to the Middle East region “to help ensure maritime security & stability in regional waters.”

    The interception of missiles near the coast of Yemen is the latest incident in the Middle East, which has witnessed a significant increase in tension since the Hamas terrorist attacks launched against Israel earlier this month. Both Hamas and the Houthis are supported by Iran.

    Previously, a Wednesday press release by U.S. Central Command (CENTCOM) noted that the U.S. military had intercepted attack drones that had targeted an Iraqi air base housing American troops.

    “In the last 24 hours, the U.S. military defended against three drones near U.S. and Coalition forces in Iraq. In western Iraq, U.S. forces engaged two drones, destroying one and damaging the second, resulting in minor injuries to Coalition forces,” the press release stated. “Separately in northern Iraq, U.S. forces engaged and destroyed a drone, resulting in no injuries or damage.  We are continuing to assess the impacts to operations.”

    CENTCOM described the current situation in the Middle East as a “moment of heightened alert,” during which the U.S. military is “vigilantly monitoring” Iraq and the surrounding region.

    The press release added, “We want to emphasize U.S. forces will defend U.S. and Coalition forces against any threat.”

  • Don’t Sabotage Our Agreement With FG, NLC Warns Labour Minister

    The Nigeria Labour Congress (NLC) has warned the Minister of Labour and Employment, Simon Lalong against sabotaging its agreement with the Federal Government following its suspension of the planned nationwide strike.

    The NLC alleged that Lalong has displayed favoritism in handling a critical item in the agreement that involves the illegal closure of the National Union of Road Transport Workers (NURTW) headquarters with the support of the Nigeria Police Force.

    This action by Lalong, according to the labour union has encouraged the group to conduct its own delegates’ conference, both zonally and nationally to confer legitimacy to their action.

    Recall in August 2023, the police arrested the National President of NURTW, Tajudeen Baruwa, while ordering all the occupants of the national secretariat to vacate the building which was thereafter sealed.

    In a communique signed by the NLC Secretary General Emmanuel Ugboaja and made available to THE WHISTLER on Thursday, the union said. “It is unfathomable that a Federal Minister of Labour, tasked with safeguarding the rights and interests of diverse stakeholders in our industrial relations landscape, would opt to take actions that could undermine the very foundations of our collective engagement.

    “The Minister’s decision which is morally reprehensible and legally untenable, in a shocking turn of events, has thrown a spanner in the wheel of the implementation of the labour and federal government agreement by his unmasked partiality in handling a critical item in the agreement.

    “This is the apparent government meddling in Trade Union matters by siding with people, who had illegally seized the National Union of Road Transport Workers (NURTW) headquarters with police Support.

    “This group is now being encouraged to conduct its own delegates’ conference, both zonally and nationally to confer legitimacy to their action. This flagrant act not only constitutes an egregious intrusion into the internal affairs of a Union, in violation of ILO Conventions 87 and 98, but also represents a clear attempt to sabotage the recently ratified agreement between the labour movement and the federal government.”

    Speaking further, the union said, “The NLC firmly rejects Minister Ialong’s endorsement of the holding of illegal conferences. Any deviation from the spirit of our prior agreement on this matter forebodes grave consequences.

    “Also, with Lalong having descended into the arena and has stripped himself of the moral high ground and authority to continue mediating the process of implementing the October 2 agreement, we will therefore be highly constrained to attend any meeting he calls for the implementation of that agreement.

    “Subsequently, it is inconceivable for non-union members to seize national leadership, bolstered by the coercive powers of the state, invoking the name of the president as a shield and sword.”

    Nigeria’s Minister of Interior, Dr. Olubunmi Tunji Ojo, says the Federal Government will pay the fines of over 4,000 inmates costing over five hundred million naira to ensure their release as they have been in correctional facilities due to their inability to pay these fines.

     

    He revealed that he has already set up committees to figure out the reasons for the congestion in Nigeria’s correctional centres and how to reduce the numbers.

    “Immediately I assumed office, the first thing I did was to set up a small committee to be able to review the situation of our correctional centres, vis-à-vis the inmates as they are, and we discovered that over 4,000 of these inmates, as I’ve said before, are still in custody due to inability to pay fines.” He said to Arise TV on Thursday, October 19.

     

    ” We looked at how much they owe, total fine is about total of five hundred and something million, and I can tell you we’ve gone very far dealing with the private sector in terms of CSR and etcetera, putting this money together.

     

    “And I’m sure that in the next three weeks or one month, four weeks maximum, because I like to be held responsible for what I say, so let me say in the next four weeks, even though we are looking at doing it before then, but I’m giving myself a buffer. So, in the next four weeks, by the grace of God, we will have been able to pay those fines of over 4,000 people which will reduce us from the present almost 79,000 inmates to about 75,000 inmates.”

     

    We must also understand that when it comes to decongestion of prison, it’s not an entirely ministry of interior thing. Yes, ministry of interior must play the lead, but obviously we know the office of the Attorney General, Prince Lateef Fagbemi, we have spoken about it, and we are going to work very well together because you cannot just open your gate and say people should go. We must look at setting up that sort of inter-ministerial relationship, which we are already working on to be able to expedite cases based on Administration of Criminal Justice System, ACJS. So, we are already looking in that particular direction.”

     

    “Also, to further decongest, one thing that is within our purview as ministry of interior is to be able to activate what makes our correctional centres correctional centres, which is the non-custodial responsibility of the correctional service. And what is that? It’s obviously to decongest our correctional centres. For instance, I will give you an example, The situation of the correctional service is very worrisome, for instance, in the Lagos command, of all the correctional centres, in total, the correctional centres were built for like 4,800 if I get my statistics right, but today, we have over 9,000 inmates, so that’s over a 100% in Lagos alone

     

    “So, it means that we have to look at the short-term solution, activate that part of the law that gives the Nigerian correctional service the powers to engage in non-custodial services. So, those are parts of the things that we are already doing, and yes, a committee is already in place.”

    The minister then said that once all these plans are executed, the ministry will be able to reduce the congestion in correctional centres by around 60%-70%.

    Tunji-Ojo then mentioned that beyond decongesting the prisons, the ministry of Interior had a major task of securing Nigeria’s borders, saying to this effect, “If you can’t protect your borders, you can’t protect your country.”

     

    “I have been able to set up a committee now, an inter-agency committee, because it’s not what an agency can do. For instance, I will give you an example, NIMC is very key, and that’s why I’m so grateful to this particular government for bringing NIMC back to interior because I cannot defend who I don’t know. NIMC is the custodian of our identity, NIMC tells me who you are, so, that’s the foundation of our security. It’s the foundation of our internal security.

     

    “So, NIMC’s role in terms of our peaceful coexistence cannot be overestimated. Having said that, what we have been able to do, I called a meeting last week, and I have inaugurated a committee headed by the Director, joint services, in the ministry of Interior, we have the Nigeria Immigration Service, we have the Nigerian Security and Civil Defence Corps, we have the boundary Commission because we need to define our boundaries, you cannot go an defend another man’s land, and your border is where your right stops. So, we brought boundary commission because there are so many issues.”
