    The Senior Grants Officer will manage grants portfolios in accordance with Palladium and USAID policies and procedures, and maintain project systems for promoting, screening, approving, and managing grants.
    The position reports to the Grants Manager.

     Primary Duties and Responsibilities: 

    Collaborates with the technical team in identifying qualified resource partners and civil society organizations eligible for grants.
    Prepares grant documents and follows the required administrative processes as per the grants manual for identifying eligible organizations.
    Prepares and processes grant applications and oversees grant management and implementation for all project opportunities.
    Implements grant activities at the state level under the various project components.
    Ensures all sub-awards comply with the rules and regulations of governments and other multilateral donors.
    Strengthens and maintains the necessary administrative structures and interdepartmental processes to ensure grant transparency, smooth implementation, reporting, requisite controls, and monitoring.
    Serves as primary point of contact for post-award grants implementation and ensures that all grant files are complete, accurate, and up to date.
    Reviews internal documents and processes for compliance from time to time and provides recommendations for continuous improvement.
    Follows up with grants officers, advisors and partners and ensures timely submission of milestones and deliverables.
    Manages assigned grant trackers and ensures they are up to date. These may include but are not limited to financial reports tracker, questioned costs tracker, modification tracker, partners subgrant payment, and forecast tracker.
    In collaboration with Grants Manager, coordinates the conduct of Grant Evaluation Committee (GEC) proceedings.
    Reviews and ensures grant management folders for partners are complete and up to date.
    Works with the Finance team to ensure that monthly accruals reporting are accurate and complete.
    Keeps abreast of developments on the GMS as the platform for managing project grants portfolio.
    Supervises the grants accountant to ensure timely disbursements of funds to partners and grantees.
    Works with the grants officers to ensure that the Grants Management System (GMS) is up to date with relevant information and documentation.
    Supports the Grants Manager as SCALE focal point for managing GMS requests.
    Backstops for Grants Manager in their absence.
    Completes other tasks as deemed necessary by the Grants Manager

    Required Qualifications:

    Degree in business, finance, economics, or any other relevant field.
    Experience in grant, business, finance, accounting, or other relevant field.
    Experience managing grants for donor organizations. Experience with USAID grants management system highly preferred.
    Excellent communication, interpersonal and leadership skills, including the ability to manage large budgets and client expectations.
    Able to communicate effectively and have excellent interpersonal skills to form effective working relationships at all levels.
    Good computer skills (Microsoft Office 365).
    Ability to deal appropriately with sensitive issues and maintain a high level of confidentiality at all times.

    Anambra: Six feared killed as rival cult groups clash in Awka

    At least six people were feared killed in a clash between members of rival cult groups in Awka, the Anambra State capital, on Easter Sunday, March 31.

     

    It was gathered that the incident occurred in Okpuno area, around Eke Awka Market, Obinagu, and opposite Dike Park, all in the state capital. 

     

    Sources in the areas said that the victims were on their way for a picnic and other social functions when the rampaging armed men stormed the area in their numbers and started shooting.

     

    “The victims were on their way to different functions when they were killed by the bullets from the armed men who stormed the area at about noon on Sunday,” a source told unch. 

     

    “The incident also escalated to other areas, where some more persons were also gunned down by the armed men suspected to be cultists.”

     

    It was gathered that one of the persons hit by bullets was a staff of the Anambra State Judiciary simply identified as Nwofor, who was said to be on his way to a function. 

     

    A video currently trending on social media shows bodies of persons gunned down in the Eke Awka environs.

  • One Of Nigeria’s Poorest States, Jigawa Subsidises Hajj Fare For Intending Pilgrims

    The National Bureau of Statistics (NBS) in its 2022 Multidimensional Poverty Index (MPI), ranked Jigawa State among the six poorest states in Nigeria with 4.3 percent.

    The Jigawa State Governor, Umar Namadi, has approved N1 million as a subsidy for each of the state’s intending pilgrims for the 2024 Hajj fare.

     

    This was made known to journalists in Dutse, the state capital by the Director-General of the Jigawa State Pilgrims Welfare Board, Alhaji Ahmed Umar Labbo.

     

    This is despite that Jigawa is one of Nigeria’s poorest states.

     

    The National Bureau of Statistics (NBS) in its 2022 Multidimensional Poverty Index (MPI), ranked Jigawa State among the six poorest states in Nigeria with 4.3 percent.

     

    The NBS stated in the report that “in terms of the MPl value, which captures the proportion of poor people as well as the intensity of their poverty, the poorest states are Sokoto, Bayelsa, Jigawa, Kebbi, Gombe and Yobe.”

     

    The Bureau however stated, “We cannot say for sure which of these is the poorest, because statistically their confidence intervals (or the range within which the true value falls considering the sample overlap.”

     

    However, the State Pilgrims Welfare Board said that the decision became imperative following the recent hike in fares by the National Hajj Commission of Nigeria (NAHCON).

     

    SaharaReporters had reported how Nigerian Muslim pilgrims who had earlier paid for a trip to Saudi Arabia for the 2024 Hajj started demanding a refund after the Hajj Commission instructed them to pay an additional N1.9 million. 

     

    The NAHCON had increased the fare for this year’s pilgrimage to Saudi Arabia by N1,918,032.91 while setting a deadline of March 28, 2024.

     

    The commission in December 2023 fixed a fare of N4.9 million per pilgrim based on an exchange rate of N897 to a dollar.

  • Troops raid IPOB camp, recover IEDs in Imo

    Troops of Operation UDO KA last week raided the suspected camp of the Indigenous People of Biafra (IPOB) and its armed wing, the Eastern Security Network (ESN) in Imo State and recovered Improvised Explosive Devices (IEDs).

    The operation’s spokesman, Lt.-Col. Jonah Unuakhalu, disclosed this in a statement on Monday in Enugu.

    He said that the B44 Camp located around the Njaba River on the border between the Awo-Omama community in Oru East LGA and the Ezoiha community in Mbaitoli LGA of Imo was destroyed.

    He added that three IEDs, one RPG bomb, a motorcycle, seven Baofeng radios, local jewelries, a foreign ATM card, two SIM cards, two voter cards, plate numbers of stolen vehicles, and a toolbox were recovered.

    Unuakhalu said that the raid was conducted on Thursday and Friday to clear the notorious camp.

    “Troops further encountered and detonated some of the planted IEDs meant to hinder troops’ movements,” he added.

  • Kebbi Gov Approves N3.34bn Subsidy For Hajj Pilgrims

    The Kebbi Government says it has approved the subsidy allocation of N3.34 billion to 3,344 prospective pilgrims to this year’s Hajj in Saudi Arabia from the state.

    The approval was to complete the payment of additional fares of about N2 million announced by the National Hajj Commission of Nigeria, (NAHCON).

    The decision was reached at an emergency Executive Council Meeting presided over by the Deputy Gov. Alhaji Umar Abubakar- Tafida, in Birnin Kebbi on Monday.

    Addressing newsmen on the outcome of the meeting, the Commissioner for Information and Culture, Alhaji Yakubu Ahmad, said the gesture was in furtherance of the magnanimity of Gov. Nasir Idris to uphold religious values for societal peace and tranquility.

    He explained that the amount donated to each pilgrim was designed to facilitate the complete payment of the fares before the closure date.

    “Out of about N2 million requested by NAHCON as additional fares, Kebbi Government has off-set N1 million for each pilgrim while the remaining balance should be paid by individual pilgrim to complete payment.

    “Pilgrims who completed payment of the fares would also enjoy the N1 million magnanimity from the government,” the commissioner explained.

    On recent incidents of breaking into food stores by miscreants who looted grains, Ahmad announced the setting up of a 13-member committee under the chairmanship of the Commissioner for Agriculture and Natural Resources, Alhaji Shehu Mu’azu, to investigate the incident.

    On his part, Mu’azu explained that most of the rice carted away from the warehouse at Bayan-Kara belonged to Birnin Kebbi Local Government as part of the palliatives distributed by the state government to the 21 local government areas in the state.

    He said security operatives succeeded in salvaging more than 2,000 bags of the grains from looters and returned to safe keeping.

    “The members of the committee have been given a five-day time frame between now and Friday, to investigate the remote causes of the incident, identify persons or groups involved and advise the government appropriately to guard against a repeat,” the commissioner said.

  • Nigerian Air Force Confirms Detention Of Personnel For Several Weeks Over Social Media Post On US, African Military

    The Nigerian Air Force (NAF) has explained why one of its personnel, CPL AI Garba was arrested and subsequently detained.

    A relation of Garba had revealed that he had been locked up at an underground cell in Abuja since his arrest in February.

     

    “It’s been over six weeks now that he has been in detention in Abuja. We were not granted access to him and he is medically unfit to be in detention because of his health record,” the family member had said.

    Speaking to SaharaReporters, the Director of Public Relations and Information (DOPRI), Nigerian Air Force (NAF), Air Vice Marshal Edward Gabkwet confirmed Garba’s detention.

     

    Gabkwet said the soldier was in custody for violation of some provisions of the Armed Forces Act.

     

    “Let me, however, state that the NAF and indeed the military as a whole are guided by set rules and regulations,” he said.

     

    “Any personnel who violates these rules and regulations or falls short of its expectations knows the consequences. Indiscipline in whatever form will not be tolerated.”

  • Gunmen kill one in Ogun

    Gunmen on Sunday shot dead a man in front of his house in Ogun State.

    The spokesperson for the state police command, Omolola Odutola, confirmed the incident in a statement on Monday in Abeokuta.

    She said two gunmen alighted from an unregistered Toyota Corolla vehicle and shot the man in his head as he was relaxing in front of his house in the state capital.

    She added that the assailants fled the scene immediately.

    Odutola said: “After neighbours heard gunshots, they raised an alarm and placed a call to the police.

    “Police got to the scene and found the man lifeless in a pool of blood.

    “Doctors at the State Hospital, Abeokuta, confirmed the man dead and the body was deposited at the hospital’s morgue for autopsy.

    “investigation into the killing ongoing.”

    Our Anti-Corruption Fight Will Spare No One- Olukoyede

    The Executive Chairman of the Economic and Financial Crimes Commission, EFCC, Mr. Ola Olukoyede has assured that the anti-graft war that he is leading will continue to be broad-based, holistic and unsparing of anyone linked with any form of economic and financial crimes.

    He gave the assurance in Abuja on Sunday, March 31, 2024 at an Anti-Corruption Concert organized to create greater awareness and public involvement in the fight against internet crimes. Olukoyede pointed to the strides being made since he assumed office a couple of months ago and reaffirmed his commitment to an all-embracing, fully-integrated war against corrupt practices.

    ‘’We will not spare anyone. We will not spare the mega thieves. As we are doing the mega, we will also do those at the lower end. In the last two months, we have arranged two former governors. So, it is not true that we are only focused on internet fraudsters. Of course, internet fraud is bad enough but our focus is on every form of economic and financial crimes”, he said.

    He cautioned youths against indulgence in internet-related offences, pointing out that the consequences of being convicted for such crimes are grave. “Youths need to know that being ex-convicts has career limitations. Ex-convicts can’t run for public offices, the stigma alone is even terrible.

    So, I urge you to avoid internet crimes by all means. Your future is more important than any immediate gains from such crimes”, he said.

    Olukoyede says that the EFCC under his watch is deeply interested in giving youths a glorious and sustainable future and to this effect, “a Cyber Crime Research Centre is being planned in the New Academy of the EFCC. The Centre will involve youths in in-depth research about the issue of cyber crime. Their energies will be deployed towards profitable engagements”.

    He further charged the youths to embrace hard work and diligence, stressing that “ the path of success is the path of hard work and dignity. There is dignity in labour. Let’s come together. All of us must come together and agree that corruption is evil. Don’t’ leave the fight to EFCC alone”

    In his charge to the youths at the concert, Minister of State for Youth Development, Ayodele Olawande enjoined youths across the country to support the EFCC in its crusade against economic and financial crimes and other acts of corruption. “Nigeria is supposed to have progressed more than this. We will not allow corrupt people to destroy our future, that is why we need to come together and fight this evil in our society, that is why we need to continuously run this campaign because I am convinced that everyone of us have a part to play, without you, there is little or nothing EFCC can do. Let’s show the world that Nigeria young people are determined to change the narrative”, he said
