    Murder trial: Blood found on Chidinma?s dress matched that of Usifo Ataga ? Forensic expert tells court

    A forensic expert, Dr. Richard Somari, told the court that the DNA blood sample found on Chidimma Ojukwu’s red dress matched that of murdered businessman, Usifo Ataga. 

     

    The trial of the University of Lagos Mass Communication student for the murder of the Chief Executive Officer of Super TV, continued on Tuesday, April 16, 2024, at the Lagos High Court sitting Tafawa Balewa Square on Lagos Island.

     

    Ojukwu and Quadri, are facing the first to eight counts bordering on conspiracy, murder, and stabbing while her sister, Egbuchu, is facing the ninth count of stealing an iPhone 7 belonging to the late Ataga.

     

    Ojukwu and the two others were arraigned on Oct. 12, 2021, by the Lagos State Government.

     

    Dr Somiari who testified as the eleventh prosecution witness, told the court that the DNA blood sample found on Chidinma’s red dress matched that of the victim, Ataga.

     

    Led in evidence by the Lagos State Deputy Director of Public Prosecutions, Mrs Adenike Oluwafemi, Somiari, a director and consultant for the Lagos State DNA and Forensic Centre, told the court that he had practised in the area of forensics for 15 years and had conducted over 500 forensic tests.

     

    The forensic analyst also told the court that concerning Chidinma’s case, his office received 21 different items on different days from their DNA centre staff members.

     

    According to him, the items were received for evidence and they included a stained red dress, an army green t-shirt, and a DNA sample from Chidinma Ojukwu.

     

    He said that other items received were urine, blood, gastric content, and bile which were retained for a toxicology report. He said that the goal was to create an evidence triangle to link the suspect to the crime scene and the victim.

     

    Somiari said that the DNA on the red dress matched that of the victim, Ataga, but it did not match that of Chidinma and the other suspects, who were initially charged alongside her, Babalola Disu and Oluwatomi Dada.

     

    The witness was cross-examined by the first defendant’s counsel, Mr Onwuka Egwu.

     

    The witness narrated how the result of the toxicology report was forwarded to the office of the Attorney General of Lagos, the Commissioner of Police, and the Director of Public Prosecutions.

     

    He, however, said that not all forensic reports went through such a procedure.

     

    When asked if he questioned the report given by the toxicologist, the witness said, “I have already said that I am not a toxicologist. It is a toxicologist that can do such”

     

    Egwu, however, requested for the video of the crime scene to be played and the court granted it.

     

    While the video was playing, he asked the witness whether the samples of blood on the cotton, the wall, the duvet, white polo the victim was wearing, were tested.

     

    The witness answered that the samples were not submitted.

     

    He, however, said that the markers indicated in his report had nothing to do with the video. He had earlier said that some samples were in storage but not tested.

     

    The second defendant’s counsel, Mr Babatunde Busari, also cross-examined the witness.

     

    He asked if any DNA sample was taken from the second defendant, Quadri, and the witness said no.

     

    The counsel also asked the witness if he took part in the toxicology analysis, to which he answered no.

     

    After listening to the testimony, Justice Yetunde Adesanya adjourned the case until May 30 for continuation of trial.

  • EXCLUSIVE: How Tinubu Violated Nigerian Electricity Act In Appointment Of APC Chairman, Ganduje’s Son As Director Of Rural Electrification Agency

    President Bola Tinubu made a constitutional breach on the appointment of a new management team for the Rural Electrification Agency (REA), SaharaReporters has gathered.

     

    Tinubu in March in a press statement signed by his Special Adviser on Media and Publicity, Ajuri Ngelale, appointed Umar Abdullahi Umar as the new Executive Director of the agency.

     

    Umar is the son of ex-Governor Abdullahi Umar Ganduje of Kano State and the embattled National Chairman of the All Progressives Congress (APC). 

     

    The appointment came after the suspension of Ahmad Salihijo Ahmad, alongside three Executive Directors of the agency, from office.

     

    The statement also announced the appointment of Abba Aliyu as Managing Director/CEO, Ayoade Gboyega as Executive Director, Corporate Services, Doris Uboh as Executive Director, Rural Electrification Fund and Olufemi Akinyelure as Head of the Project Management Unit, Nigeria Electrification Project.

     

    SaharaReporters, however, learnt that the action violated Section 130, Sub-sections 3 and 4 of the new Electricity Act (Amendment) which was signed by President Tinubu in February 2024. 

     

    The section of the Electricity Act states: “All members of the Board (REA) shall be appointed by the President on the recommendation of the Minister

     

    “Six members appointed to represent the six geographical zones of Nigeria out of which one shall be designated as part-time chairman, two others designated as non-executive directors while the other three shall serve as Executive Director and the Managing Director and Chief Executive Officer of the agency.”

     

    While the South East, North East and North Central regions currently have nobody on the REA board, the North West has two representatives, in the persons of Ganduje’s son, and the MD/CEO, Abba Abubakar Aliyu.

     

    The duo are both also from Kano State, it was further gathered.

     

    Blaming the power minister, Adebayo Adelabu, a source in the agency said, “It’s too early in the day to see the results of the actions or inactions of the Minister of Power, Adebayo Adelabu. Adelabu, a banker by experience, has its job well cut out for him. 

    “He came under fire recently for insulting Nigerians in a vain bid to defend the hike in electricity tariff for those who enjoy electricity supply for 20 hours by almost 300 percent.

     

    “The recent appointments of Rural Electrification Agency, REA board, and Managing Director and Chief Executive Officer by President Bola Tinubu is also not a good advertisement for the minister as the Moses to lead us to the promised land of uninterrupted power supply.

     

    “According to Section 130 of the new Electricity Act, all members of the Board shall be appointed by the President on the recommendation of the minister. Mark the words: On the recommendation of the minister. The electricity issue in Nigeria should definitely not be a laughing matter, or for political patronage, considering that the country has long been grappling with inadequate power supply, and energy is critical to all nations’ social and economic developments.

     

    “So, for Nigeria to turn the corner, the government must give the job of directing the affairs of MDAs in the power sector to a safe pair of hands. On the REA matter, it grieves one that Adelabu elected to find a job for the boys at the expense of local businesses and the greater number of Nigerians groaning under the strain of protracted, epileptic power supply.

     

    “What informed the appointment of the son of the ex-Kano governor and National Chairman of the All Progressives Congress, Abdullahi Ganduje, Umar, beyond being somebody’s son? 

    “There are many other things that disqualify Umar: public perception of his father as a sleaze personified, rightly or wrongly drawn from the Gandollar video, and the ongoing prosecution of the immediate past Kano first family, including Umar for alleged corruption and bribery while they held sway in the state.

     

    “Let us admit that an accused is presumed innocent until it’s proved otherwise by the court. But Umar’s appointment is not good for the optics, particularly for an agency having trust issues, stemming from the corruption allegations rocking the organisation. It was no surprise that an online news medium settled for the headline, ‘Tinubu chooses Ganduje’s son as director in agency rocked by ‘₦1.2bn fraud’.

     

    “That said, Adelabu also erred in law with regards to another part of the aforementioned section of the Electricity Act, which says that six members appointed to represent the six geographical zones of Nigeria out of which one shall be designated as part-time chairman, two others designated as non-executive directors while the other three shall serve as Executive Director and the Managing Director and Chief Executive Officer of the agency.

     

    “It beats one that the same Tinubu who signed the Electricity Bill whose Act is in force into law is the same person that cannot follow the law to the letter. Three regions have nobody on the Board but North West has two representatives who are both from Kano, Ganduje’s son and the MD. It’s pertinent to add that the law only permits two representatives from a geopolitical zone on the Board when one of them is appointed as the Chairman.

     

    “The appointment of Ganduje’s son and Aliyu into these most important offices in REA sealed the fate of checks and balances in the agency under the new regime. Shutting out three other zones by not appointing persons from there, favouring only Kano with two appointments, and leaving out the other six states in the North West, bring into question the sense of justice and fairness of the minister.”

     

    He added, “When you put into context that another Kano man, one Mogaji, is the current Director of Fund, and his predecessor, Abubakar Sambo, was key to the perpetration of the alleged multi-billion naira fraud by the suspended MD, and some Directors and staff members of REA, then it’s safe to say that the agency is still in wrong hands. 

     

    “His choice of Aliyu as the new honcho points to one thing ‐ that it is not a new dawn in REA, given that the incumbent was brought into the agency to head a unit, Nigeria Electrification Project.

    “In all honesty, the situations on the ground, portend that the agency is still trapped in the past, which is best brought home by a purported, unofficial report of the investigative team of the Economic and Financial Crimes Commission on the graft that made the President sack the Board, suspend the MD/CEO and enthron Aliyu in acting capacity.”

     

    In March, the Economic and Financial Crimes Commission (EFCC) published a report detailing how the suspended Managing Director and some of his team members stole N12.4 billion between 2020 and 2023.

     

    According to EFCC, it received complaints of misappropriation, procurement fraud and money laundering ongoing in the REA and sent investigators to probe them.

     

    During this probe, the commission uncovered more anomalies.

     

    Among these anomalies was the fact that Salihijo had 37 bank accounts linked to his biometric verification number (BVN) but declared only two accounts to the Code of Conduct Bureau (CCB).

     

    The commission further revealed that about N1.2 billion, which immediately accounted for Ahmad’s suspension, was sent into the accounts of eight staff members of the agency.

     

    Although Ahmad and four others were the initial focus of the investigation, the EFCC has also indicted two directors of the REA for alleged involvement in malpractices in the agency and said it had uncovered the involvement of others in the alleged fraud.

     

    The EFCC is accusing REA’s top officials of criminal conspiracy, criminal breach of trust, misappropriation of public funds, procurement fraud and money laundering.

     

    One of the anti-corruption commission’s points of the investigation was the uncovering of 27 accounts linked with Ahmad.

     

    Part of the EFCC report reads, “That the suspect made a false declaration at the Code of Conduct Bureau as he operates (27) active accounts against the (2) accounts declared by him.

     

    “That on the 1st of September, 2020, Ahmad Salihijo Ahmad declared his assets with the Code of Conduct Bureau.

     

    “That the suspect declared only two bank accounts with the Code of Conduct Bureau.

     

    “That the suspect made a false declaration at the Code of Conduct Bureau as he stated that he does not have any factory or enterprise while in reality, he is a director in five (5) companies and shareholder (owner) in four (4) companies.

     

    “That the suspect did not declare that he owns any factory or enterprise in the forms he filled at the Code of Conduct Bureau.”

     

    The report on the issue of N12.4 billion COVID-19 cash, reportedly stated: “That in the year 2020 and 2021, two tranches of N6.2 billion each totalling N12.4 billion was disbursed by the Federal Government to the Rural Electrification Agency.

     

    “That the funds were meant to fulfill the Federal Government’s economic sustainability plan of ‘Energy for All’ aimed at mass rural solar power lighting.

     

    “That the agency decided to procure basically solar mini grid and solar lights in selected health care facilities and surrounding communities in the Federation.

     

    “That for all the contracts proposed to be awarded by the agency, Selective Tendering procurement method was adopted and it was imperative to therefore seek ‘certificate of no objection’ from the Bureau of Public Procurement (BPP).

     

    “That the Bureau of Public Procurement (BPP) issued ‘Certificate of No Objection’ while emphasizing that the agency should invite and request financial quotation from various companies for each lot, before awarding the contracts.

     

    “That for most of the lots, the agency did not heed the directive of the Bureau of Public Procurement (BPP) but rather went ahead to award most of the contracts to their choice contractors without inviting other approved contractors for each lot.

     

    “That this approach did not give fair value to the government as financial quotation was not sought and received for consideration from other contractors as approved by the Bureau of Public Procurement (BPP).

     

    “That the Rural Electrification Agency therefore awarded a total number of (77) contracts and (7) consultancy jobs to various contractors.

     

    “That the narration of the contract award as furnished by the agency indicates contract splitting as contracts with the same project narration which should have been awarded as a single project, were split in numerous bits.

     

    “The agency awarded contracts worth N300m to two companies for the same training programme. The two companies, Cees Assist Resources Limited and Braintask Value Resources Limited, have the same owner, one Umaefulem Chibueze, who was used to siphon funds through the programme.

     

    “A director in the agency, Alaba Netufo, was running a private business to which some contractors of the agency had on several occasions paid money.

     

    “Gross misappropriation of N12.4bn COVID-19 funds disbursed by the FG to the agency in two tranches of (N6.2 billion) each in 2020 and 2021 for mass rural solar power lighting.

     

    “Agency was involved in coercing contractors executing zonal intervention and capital projects to pay 5% of the contract sum as ‘’monitoring and evaluation’’ charges, “which are usually paid in cash to senior/management staff of the agency and are, more often than not, embezzled.

     

    “Payments totalling N728.9m made by the agency to 15 contractors in 2023 for consultancy jobs were “channels for stealing and diversion of public funds majorly because by virtue of the job roles of certain staff of the agency being zonal coordinators, project department as well as monitoring and evaluation department, it was unnecessary, ridiculous and alarming that external consultants were still engaged to execute the same responsibilities.

     

    “N1.2bn was siphoned between March and June 2023 through eight staff in the agency’s account department.

     

    “Payment of N1.2bn bank by the Director of Finance and Accounts, Abdullahi Sambo to bank accounts of (8) staff of the department as well as himself for project monitoring.

     

    “Upon receipt of the said funds, the Director of Finance and Accounts instructed his allies to purchase various choice properties and assets being plots of land, houses and a car in his favour.

     

    “The Director of Finance and Accounts also directed one Usman Kwakwa to convert the total sum of (N159,608,464.38) to United States Dollars; this he did using two Bureau De Change Operators namely Laba Ibrahim and Ahmed Musa.

     

    “Usman Kwakwa also transferred various sums of monies totalling (N115,749,000.00) to some senior staff and management of the agency. The Director of Finance and Accounts benefitted over (N414,346,343.51) from the loot.”

  • Gunmen abduct FRSC officials in Ebonyi

    Gunmen have abducted two officials of the Federal Road Safety Corps (FRSC) in Ebonyi State.

    The Sector Commander of the FRSC in the state, Henry Igwe, told journalists on Tuesday in Abakaliki that both personnel were abducted along the Abakaliki-Enugu federal highway on March 8.

    Igwe said the victims concluded their duties at the corps’ Nkalagu office and were abducted as they returned to Enugu.

    He said: “Contacts were made and it was established by their families that they never got home.

    “The families said that some people contacted them that they were kidnappers and were demanding ransom.

    “The negotiations are between the families and kidnappers and as an organisation, we have been doing the much we can.”

    The sector commander said his office had informed the FRSC headquarters of the incident and reported to relevant security agencies.

    “This is the much I know of the situation and we are optimistic that they would be released by whoever is holding them.

    “The situation is very unfortunate and the insecurity in the country has made everyone vulnerable.

    “Our vulnerability is higher because we find ourselves on the road always, exposed to these sorts of dangers,” he added.

    NOA Commends EFCC’s Efforts against Naira Abuse

    The Director-General of National Orientation Agency, NOA, Mallam Lanre Issa Onilu has commended the Economic and Financial Crimes Commission, EFCC, on its drive against all forms of Naira abuse.

    Onilu gave the commendation in Abuja in a letter addressed to the Executive Chairman of the EFCC, Mr Ola Olukoyede. According to him, the actions being taken by the Commission against Naira abuse amount to “preservation of the integrity of the national currency, the Naira.”

    “On behalf of the management and staff of the National Orientation Agency (NOA), I write to commend the Economic and Financial Crimes Commission (EFCC) and especially the Chairman, for the recent actions of the Commission with regard to the preservation of the integrity of the National Currency, the Naira”.

    “The arrest of cross-dresser Idris Okuneye also known as Bobrisky over the abuse of the naira accords with our objective to stop the abuse of the naira and other national symbols”, he said.

    Already, the EFCC has secured 24 convictions across the country on the issue of Naira Abuse while those facing prosecution across the Commissions’ 14 Zonal Commands and corporate headquarters are 200.

    Onilu expressed hope that the arrests and prosecutions would “serve as deterrent to other Nigerians who still abuse the Naira”, and assured the EFCC of his agency’s stronger support in the initiative. “Count on us strongly in this fight to stop the abuse of the Naira and other national symbols. It is our hope and aspiration that jointly, we shall win this fight,” he said.

    Olukoyede had on February 7, 2024 raised a Special Task Force against currency racketeering, dollarization of the Nigerian economy, abuse and mutilation of naira notes at the Commission’s headquarters and zonal commands.

    According to him, the theme of the roundtable aligns with his administration’s people first mantra which aims at putting the people at the forefront in the state’s developmental agenda.

    He noted that the forum was the first in a series of engagements planned by the state to build strong collaborative ties with the diplomatic community and development partners towards a mutually beneficial long-term future.

    Otu noted that economies of the world are growing in interconnectedness due to globalisation, making for increased wealth creation, opportunities and fluidity in investment and cooperation funds.

    He said the state is now making frantic efforts to position its economy to take advantage of this increased liquidity of the corridor globally.

    “Cross River State also known as the people’s paradise is home to a constantly evolving economy with a strong history as one of the most flourishing states, original trade and diversified economies, based on abundant resources, with a strong commitment towards sustainable economic environment and social development,” he said.

    The governor attributed the state’s fast-growing economy to its “strategic location with arable land suitable for a variety of crops; vast deposits of various solid minerals, beautiful mountains and forests, hospitals people with their reputation as one of the safest places to work.”

    “We are building on these strategic advantages towards making the state a hotspot for tourism and businesses. With the annual Calabar carnival tagged as the biggest street party in Africa, hosting hundreds of thousands of tourists from around the world.

    “The state has opportunities for cooperation which cuts across sectors such as infrastructure, healthcare, social development, education, social development, humanitarian services, agribusiness, commerce, industry, manufacturing, solid minerals, oil and gas and also hospitality.”

    Also speaking, India High Commissioner to Nigeria, Shri G. Balasubramanian, said India and Nigeria have relations dating back to 1958.

    Balasubramanian said India currently has over 155 companies operating in Nigeria and one of them was involved in the development of the TINAPA economic zones.

    He noted that there was keen interest in India at the possibility of acquiring some land on lease for the development of agricultural products and certainly Cross River State will be an area of priority.

    On his part, Israel’s Ambassador to Nigeria, Michael Freeman, said Israel stands ready to partner with Cross River State on a plethora of areas, including irrigation and rice farming.

    “Israel stands ready to work with Cross River State to address shared challenges that lie ahead by embracing innovation, collaboration and a shared sense of purpose. We can create a more sustainable, secure and prosperous future,” Freeman said.

    While addressing newsmen on the sidelines of the roundtable, the Cross River State Commissioner for Information, Hon Erasmus Ekpang, maintained that the government was involved in meaningful action to turn around the economic fortunes of the state.

    Ekpang said the meeting was about the 4th similar summits, others being economic and energy summits held earlier, adding that the government will put more pressure and ensure commitment by prospective investors.

    SaharaReporters reported on Monday that Trump was in court as his historic criminal trial was set to kick off in a Manhattan courtroom, making him the first former president in U.S. history to stand trial.

    There were multiple attempts to delay the proceedings before Judge Juan Merchan moved forward with the start of the trial.

    There are allegations that Trump made a “hush money” payment to an adult film star in an effort to conceal damaging information about him during the 2016 election.

     

    His attorney at the time, Michael Cohen, paid $130,000 to adult film star Stormy Daniels, whose real name is Stephanie Clifford, in exchange for her silence about an alleged affair.

    Trump denied the allegations.

    Last Wednesday, SaharaReporters reported that former Trump Organization Chief Financial Officer Allen Weisselberg had been sentenced to five months imprisonment after pleading guilty in March to perjury charges.

     

    He admitted to lying to investigators and a judge about Trump’s finances.

    Judge Laurie Peterson handed down the sentence at a hearing in Manhattan criminal court.

    Weisselberg was led out of the courtroom in handcuffs.

  • PDP Reps caucus vows party will regain power in 2027

    The Peoples Democratic Party (PDP) caucus in the House of Representatives declared on Tuesday the party would regain power at the center in 2027.

    The caucus leader, Kingsley Chinda, stated this while briefing journalists after the third meeting of PDP lawmakers in Abuja.

    Chinda said: “We are going back, as we resume the session to commence a strong, virile, and purpose-driven opposition to give the people a voice in the parliament.”

    The lawmakers issued a three-month ultimatum to the Federal Government to normalise the security situation in the country.

    “We x-rayed the security situation in our country and we resolved that we can no longer take this situation where Nigeria is today almost tagged as ‘one life, one minute silence.’

    “After three-month the caucus will take further steps to sensitise and mobilise Nigerians to take their security into their hands.”

    He said the caucus also agreed to call on all party caucuses, the board of trustees, national executive committee, and the national working committee of the party to embark on reconciliatory measures.

    This, according to him, was to resolve all litigations that are pending and have hindered the party’s quest for a substantive national chairman.

    He urged PDP leaders to continue to demonstrate unconditional loyalty to the party and ensure that the party is placed where it enjoys the position of the largest party in Africa.

    Olukoyede Seeks Diligence and Godliness in Fight against Corruption

    The Executive Chairman of the Economic and Financial Crimes Commission, EFCC, Ola Olukoyede has called on Christian clerics across the country to strive towards diligence and godliness as work ethics and potent weapons against economic and financial crimes and other acts of corruption.

    He made this call in Abuja on Tuesday, April 16, 2024 while receiving the Founder and Chaplain of Voice of God Chaplaincy, Reverend Francis Obioha who paid him a courtesy visit at the corporate headquarters of the Commission.

    According to Olukoyede, priests play significant roles in nation building through their prayers, accountable conducts, diligence and righteous way of life. “It is a privilege when we have men of God in our midst, we believe in prayers and doing the right thing. Fighting corruption is a calling, asking people to do the right thing is also a calling, so our mandate is similar to your mission. Let us work diligently and righteously at all times and we will be able to save our nation”, he said.

    The EFCC’s boss pointed out that preaching and practicing what is good have more impact on people. “Let us talk to ourselves because doing the right thing also begins with us. You can`t be preaching to people when you are not showing examples. Let’s do the right things more than we preach it, for righteousness exalts a nation” he said.

    He went further to commend Obioha for taking the initiative to establish Christian chapels in law enforcement environments in the Federal Capital Territory, Abuja. He pledged that the EFCC will support the mission by making sure that anti-corruption messages are passed across the country.
    Earlier, Obioha in his speech, thanked the EFCC’s boss for making himself available for God to use him to serve the people. He pointed out God chose him for service and impact. “I want to let you know that all eyes are on you. God chose you for a purpose and I pray God will continue to give you boldness, courage and grace to do the work”, he said.

    The cleric explained that God gave him a mandate to preach the gospel to uniformed people. “Till date, God has used us to establish over 25 worship centers in various law enforcement agencies in Abuja. I love the EFCC so much. What you are doing is commendable. Do not be afraid of anybody. You will not fail”, he said.
