  • Don’t Allow Stolen Funds To Be Used For Banks Recapitalization, Senate Committee Chairman Tells CBN

    The Chairman Senate Committee on Capital Market & Institutions, Osita Izunaso, has called on the Central Bank of Nigeria to double efforts to ensure that stolen funds are not used to recapitalise banks.

    The lawmaker said this at the 2nd Quarter Symposium organized by the Association of Capital Market Academics of Nigeria.

    Izunaso made the call as Nigerian banks jostle to raise their capital requirement to N500bn for international, N200bn for national, and regional banks to maintain a minimum share capital of N50bn.

    The apex bank excluded reserves and retained earnings from the capital requirement saying that the reason for the exclusion of retained earnings is for banks to inject fresh capital into the system.

    Izunaso said, “It is important to point out that a recapitalisation programme comes with unique risks especially when banks opt for the private placement route. The CBN should intensify efforts to ensure that laundered funds are not used to recapitalize the banks and that only fit and proper persons end up as significant shareholders. This risk is minimized when banks go through the stock market which offers a screening layer in addition to that carried out by the CBN.

    “I am convinced that the Nigerian capital market has the depth and breadth to meet the funding needs of all the banks that will eventually approach the market for fresh capital during the two-year period of the recapitalization programme.

    “In view of the strong link between the money and capital markets in Nigeria with most banks quoted on the Nigerian Exchange, I am confident that the successful implementation of the recapitalization programme will have salutary impact on the capital market.”

    The exercise which began April 1, 2024 will end by 2024 and banks like Zenith Bank Plc, United Bank of Africa, First Bank of Nigeria Holding and Guaranty Trust Company Plc have announced a capital raise through the Nigerian Exchange Ltd.

    The president of the Chartered Institute of Bankers, Dr Ken Opara said the recapitalisation will boost liquidity in the Nigerian capital market.

    He said, “As banks raise capital to meet their new equity requirements, we expect to see a rise in activities within the capital market. This would likely increase total market capitalization, reflecting a more vibrant and dynamic financial sector.”

    The President of Nigerian Economic Society, Professor Adeola Adenikinju, said the exercise will deepen the capital market as well as increase the value of the naira.

    Adenikinju said, “As foreign investment is attracted into the economy with the 2024 recapitalisation, the demand for the naira increases; hence, the value of the naira is expected to appreciate.

    “To meet the minimum paid-up capital, the banks could raise funds on the Nigerian Stock Exchange. This is expected to increase the volume of activities in the market as well as the stock market capitalisation.”

    Most people joked about the situation.

  • $34.4Million Money Laundering: Bail Hearing Of Binance Executive Stalled By Defence Counsel’s Application

    The hearing of the bail application of Binance Holdings Limited and one of its Executives, Tigran Gambaryan, before Justice Emeka Nwite of the Federal High Court in Abuja was on Thursday stalled.

     

    This followed a fresh application filed by the counsel for the second defendant, Mark Mordi (SAN), a statement the EFCC Head of Media and Publicity, Dele Oyewale, said on Wednesday.

     

    The defence’s application, a further affidavit in response to the opposition of the Economic and Financial Crimes Commission (EFCC) to the initial bail application filed before the court, could not be heard because the EFCC’s counsel, Ekele Iheanacho, prayed for an adjournment to properly respond to it.

     

    “My Lord, this is a criminal trial, we need to do the needful. It will be unfair for me to be shut down on the issue of fair trial.

     

    “It’s not even convenient on my own part to seek for this adjournment, but the needful needs to be done, my Lord. That is why we are applying for a short adjournment for Monday or Tuesday to reconvene, and to file our further counter affidavit,” he said.

     

     

     

    Meanwhile, Mordi didn’t oppose the prosecution’s prayer for adjournment but said the prosecution was claiming they had intelligence that the defendant was a flight risk and might run away.

     

    “My Lord, it is a fact we didn’t know, that they had an intelligence that the defendant may run away because he has dual nationality. He knew it, he didn’t say it, and all we are doing is to respond to what he will say here in the court.

     

    “He can say that now and we can continue. We can give him two hours to do so because the liberty of my client is at stake,” he said.

     

    Justice Nwite, after listening to the counsels, adjourned the matter till April 22, 2024, for the hearing of the bail application.

     

    Tigran Gambaryan is facing trial by the EFCC over alleged $34,400,000 (Thirty-Four Million, Four Hundred Thousand United States Dollars), money laundering charges.

     

    He was arraigned alongside Binance Holdings Ltd and Nadeem Anjarwalla, (who is currently at large) on five counts bordering on alleged tax evasion, currency speculation and money laundering.

  • RipplesMetrics: Residents in South-West spend more to eat a healthy meal

    Over the last year, Nigerians have struggled with an increasing inflation rate which has affected the prices of food. As an extension, this means that the cost of eating a healthy diet would increase.

    For instance, the National Bureau of Statistics report disclosed that as of October 2022, a Nigerian would spend N449 to eat a portion of healthy food. One year later, the amount has almost doubled to N703 spent on a healthy meal.

    As of October 2022, Nigeria’s inflation rate was 21.09 per cent, but, this increased to 27.33 per cent by 2023. This increase would be connected to several economic policies that have affected the Nigerian market. Some of these included the naira currency upgrade which crashed the currency in circulation for businesses and traders; the removal of fuel subsidy which skyrocketed the prices of household goods and transportation; and the devaluation of naira at the foreign exchange market.

    Also, there is the lending of N23 trillion by the Central Bank of Nigeria via the Ways and Means window to the federal government which sporadically increased the debt of Nigeria. As of December 2023, data from the Debt Management Office showed that Nigerian debt has risen to N97.34 trillion.

    For this report, RipplesMetric observed how the cost of eating a healthy diet has increased over the last five months, from October 2023 to February 2024.

    The Cost of a Healthy Diet (CoHD) is the least expensive combination of locally available items that meet globally consistent food-based dietary guidelines. It is used as a measure of physical and economic access to healthy diets. This is a lower bound (or floor) of the cost per adult per day excluding the cost of transportation and meal preparation.

    According to NBS, In Nigeria, CoHD is the minimum cost of foods needed to meet international recommendations defined in the Healthy Diet Basket (HDB), a globally relevant set of criteria that captures similarities across most national food-based dietary guidelines (FBDG).

    According to data, as of February 2024, the national average price of eating a good meal is N938. This amount is an increase of 33.43 per cent in the space of five months, when compared to N703 reported in October 2023.

    Thai data also mean that a Nigerian can not feed himself with a minimum wage of N30,000 on two healthy diets daily in a month. For instance, if a Nigerian earns a minimum wage of N30,000, as of October 2023, the Nigerian would be spending N42,180 to eat two healthy diets every day in a month. This is already N12,180 higher than the minimum wage.

    However, by February 2024, with N938 as the CoHD, a Nigerian would need N56,280 to feed himself with two healthy diets in a month.

    RipplesMetrics went further to check the regional cost of eating healthy food over the last five months. Findings showed that residents living in the South-west pay more for one healthy meal than other residents living in other geopolitical zones.

    Since the beginning of this year, residents living in the South-West paid more than N1,000 to eat a healthy meal, as to other regions, making it the most expensive region to eat.

    For instance, in February 2024, the average cost of eating a healthy diet was pegged at N1,157. In January, it was N1,045 for a meal. Looking through the data since October 2023, the amount increased from N760 to N877 in November and N979 in December 2023.

    The recent inflation rate at 33.2 per cent in March 2024, the highest since March 1996, and the food inflation at over 40 per cent, there is high speculation for residents, especially in the South-west, to spend more on feeding themselves.

  • ONDO 2024: 171,922 Delegates To Pick APC Guber Candidate

    The ruling All Progressives Congress APC has said about 171, 922 delegates would elect its candidate for the September governorship election in Ondo state.

    The delegates are members of the APC drawn from the 203 wards in the 18 local governments of the state and have been screened to take part in Saturday’s APC governorship primary election.

    The National Organising Secretary of the party, Alhaji Muhammad Argungu disclosed this on Thursday at the national secretariat of the party where its National Chairman, Dr Abdullahi Ganduje inaugurated the 7-member Governorship Primary Election Committee for the state.

    He said while the Independent National Electoral Commission INEC sent the Certified True Copy of 173, 181 membership register to the party, a revalidation done by the party brought the figure down to 171, 922.

    “All the 16 aspirants who purchased nomination and expression of interest forms had been vetted as provided for in the APC constitution.
    It was done to comply with the provisions of the Constitution and to ensure that all the aspirants were duly vetted for the primaries.

    “The aspirants had consequently been screened by the party’s screening committee for the Ondo election.

    “We have received a Certified True Copy CTC from INEC showing 173,181 membership while our revalidation came down to 171, 922”.

    Ganduje, who is fighting to retain his position as Chairman following his indictment by the Kano State Government for alleged corruption, and suspension and subsequent affirmation by the Kano State High Court inaugurated the committee.

    Ganduje said, “If there is any disagreement, then the appeal committee will listen and that is part of internal democracy which we have to abide by as provided by our constitution.

    “Members of this committee have been selected based on their experiences and integrity.

    “The primary election committee is chaired by no other person by our new governor of Kogi state, Alhaji Ahmed Usman Ododo”, he stated.

    Ganduje, who noted that controversies are an integral part of democracy, urged the primary election committee to be focused and highly organised in discharging its mandate.

    “Controversy is a whole department in a democracy and you cannot have a 100 percent peaceful exercise but you are equal to the task. I expect you to be focused, to be highly organised and to be vigilant.

    “We have contacted relevant stakeholders including security agencies and they have assured us of a peaceful environment”.

    Responding, Ododo who was represented by his deputy, Joel Salihu, “If there is any job not to be done, it must not be the one sent by Mr President and the National Chairman of the party and the party itself. Any work I am sent to do must be done.

    “I have accepted to collaborate with all the committee members to produce the best candidate for Ondo gubernatorial election and in so doing I will abide by the principle, doctrine and constitution of our great party”.

    Lagos Govt arrests 25 suspected miscreants, including Lebanese squatting under bridges

    The Lagos State Government Environmental Sanitation has arrested 26 suspected miscreants, including a Lebanese national, for squatting under pedestrian bridges.

     

    The  state Commissioner of Environment and Water Resources, Tokunbo Wahab, who disclosed this in a statement on Thursday, April 18, 2024, said the 26 miscreants were arrested by officials under the bridge at Law School, Victoria Island, Ozumba Mbadiwe and under the bridge around Muri Okunola. 

     

    Wahab further disclosed that 82 individuals were apprehended at Onipanu, Ladipo, Ile Epo, and Oshodi for not using the pedestrian bridge. 

     

    He added that 29 street traders were also arrested at Ikorodu Road, Ojuelegba, Yaba, Oyingbo, Victoria Island and Lekki. 

    “Today, 26 miscreants (including a Lebanese) were arrested from under the bridge at Law School, Victoria Island, Ozumba Mbadiwe and under the bridge at Muri Okunola. 82 individuals were apprehended at Onipanu, Ladipo, Ile Epo, and Oshodi for not using the pedestrian bridge. 29 street traders were also arrested at Ikorodu Road, Ojuelegba, Yaba, Oyingbo, Victoria Island and Lekki. They have all been charged to court for prosecution,” the statement read.

  • Depleting External Reserve Not Due To Defending Naira But For Debt Repayment, Says Nigeria’s Central Bank

    The Governor of the Central Bank of Nigeria Olayemi Cardoso says the naira’s recent sharp rise is a positive verdict on policy action to curb inflation, not because the authorities have been intervening in its support.

    A Bloomberg report this week said Nigeria was burning through its foreign exchange reserves at a rate not seen in four years, raising concerns that the central bank was depleting its dollar holdings to support the naira after pledging it would allow the currency to float more freely.

    Liquid reserves declined 5.6% since March 18, when the naira started its rebound from record-low levels against the dollar, to $31.7 billion as of April 12, according to Bloomberg’s calculations based on the latest available data from the CBN.

    That’s the biggest decline in a similar period since April 2020, according to data compiled by Bloomberg.

    “It is not our intention to defend the naira,” Cardoso said on Wednesday during an event at the spring meetings of the International Monetary Fund and World Bank in Washington. “The shifts you’ve seen in our reserves have really little or nothing to do with defending any naira and that’s certainly not our objective.”

    He said the shift in the reserve is what is found in “any country’s reserves situation, where for example, debts are due and certain payments need to be made, and they are made because that is also part of keeping your credibility intact.”

     

    Cardoso, who took the job in September 2023 after a long career as a private sector banker, played down the shift in reserves and said that about $600 million had flowed into the account in the last two days.

     

    “We are looking toward ensuring that we have a market that operates on its own: Willing buyer. Willing seller. Price discovery,” he said. “Ultimately, I perceive a future where the central bank will really not need to intervene except in very, very unusual circumstances. What is important to us is that there’s sufficient liquidity in the market.”

     

    The currency of Africa’s largest oil producer has recovered most of its losses since a 43% devaluation in January. The move follows 600 basis points of monetary tightening in February and March and a raft of other steps by the central bank to improve local dollar liquidity and clear a $7 billion backlog of foreign currency orders.

     

    Rather, Cardoso said the rise in the currency was a sign that the central bank had convinced investors that it was willing to do whatever was necessary to stabilize inflation.

     

    The turnaround in the naira’s fortunes has been a roller-coaster. After years of being pegged at an artificially strong level against the dollar, foreign exchange reforms in June began a decline that at one point had wiped more than 70% from its value against the greenback before it began to rally in mid-March.

     

    “When I started, we had a situation where within a month or two we were regarded as having the worst performing currency of any country,” he said. 

     

    “Six months later we are judged to have the best performing currency of any country. I think those things speak for themselves.”
