  • Environmental Specialist at World Bank

    Since inception in 1944, the World Bank has expanded from a single institution to a closely associated group of five development institutions. Our mission evolved from the International Bank for Reconstruction and Development (IBRD) as facilitator of post-war reconstruction and development to the present-day mandate of worldwide poverty alleviation in close coordination with our affiliate, the International Development Association, and other members of the World Bank Group, the International Finance Corporation (IFC), the Multilateral Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID).

    Once, we had a homogeneous staff of engineers and financial analysts, based solely in Washington, D.C. Today, we have a multidisciplinary and diverse staff that includes economists, public policy experts, sector experts and social scientists-and now more than a third of our staff is based in country offices.

    Reconstruction remains an important part of our work. However, at today’s World Bank, poverty reduction through an inclusive and sustainable globalization remains the overarching goal of our work.
    The hiring unit, SAWE4, covers Western and Central Africa; and manage operations in a variety of areas such as natural resources management, coastal zone management, forestry, pollution management, climate change, landscape, and terrestrial and marine natural resources, in three country management units (CMU) including Nigeria. In addition, the unit, like other ENB GP units provides environmental safeguards and ESF services across all sectors and operations. 

    Job Duties and Responsibilities:

    SAWE4 is seeking a highly qualified Environmental Specialist who will work on ESF/Safeguards, providing environmental risk management support to World Bank projects and identify new business opportunities on ENB in the Nigeria CMU. The selected candidate will be based in the World Bank office in Abuja, Nigeria and will have reporting relationship to the SAWE4 Practice Manager based in Washington DC.
    The specialist would provide environmental impact/risk management project support in the following areas: 
    Overall, ensure the effective integration of environmental due diligence as defined by the WBG ESF, Safeguard Policies, as well as the international good practice standards (Equator Principles) into the design, appraisal, and implementation of WBG financed projects.
    During project preparation, assess the project’s potential environmental footprint and determine which of the Bank’s safeguards policies and/or ESS will be triggered; guide the borrower/project implementation agency in process of preparing the necessary safeguard instruments and review them for quality; provide well-written summaries of key safeguards instruments for inclusion in project documentation; and assist with the Environmental and Social Risk Classifications (ESRCs) and the preparation of the Environmental and Social Commitment Plans (ESCPs). 
    Provide expert guidance and support for the screening of Bank projects for environmental risks, impacts, and vulnerabilities and identify risk management opportunities including labor influx, occupational health and safety and climate change mitigation and adaptation in Bank projects
    In accordance with the Bank’s ESF, determine and manage E&S risk, use the ESSs related guidance and good practice notes, as well as internationally accepted good industry practice for informed decision making.
    Ensure compliance of all project financed activities, including those relating to associated facilities with the WB’s Safeguards policies and the ESSs and the Bank Environmental, Health and Safety (EHS) Guidelines, as well as Good International Industry Practice (GIIP).
    During both preparation and implementation: seek opportunities to improve the environmental outcomes of the project including its design. Work closely with the project task team and especially the Social Safeguards Specialist assigned to each operation and provide back up support as required. 
    Using the ESCP as a key tool, provide expert advice to borrowers/recipients on the assessment of environmental risks, evaluate all relevant information, recommend solutions and ensure detailed, targeted management and action plans are developed and steps taken for projects to comply with the Bank’s ESF.
    Work with the Regional ESF/Safeguards Coordinator, as well as with other dedicated environmental safeguards specialists and STCs; and foster cross-sectoral collaboration with the Social Team.
    Identify and develop new business in ENB in the CMU using pollution abatement, environmental management, Forestry, and Biodiversity as entry points, and contribute as required to the broader work of ENB GP on improving environmental sustainability.
    Participate in review meetings and represent SAWE4 in relevant Bank-wide initiatives; represent the Bank in donor meetings on the environment; and contribute to knowledge generation and dissemination within the region and beyond.
    Regularly update and complete all project related reporting requirements in Bank system and provide project related synopsis to management as and when required.

    Selection Criteria

    A Master’s degree or above in environmental/civil engineering, environmental or natural resource management science, environmental policy, or similar relevant disciplines.
    Minimum of 5 years of professional experience in the environmental sector, including proven experience in environment, health, and safety (EHS); environment impact assessment; risk assessment; occupational, health and safety (OHS); due diligence, environmental site assessment, stakeholder engagement and compliance audits.
    Good knowledge of the EIA process, procedures, and legislation as well as their compliance and implementation in Nigeria.  Knowledge of environmental legislation, regulatory and institutional arrangements in other African countries will be an advantage.
    Experience with the application of the World Bank’s environmental safeguards policies; and solid knowledge of the ESF.
    Demonstrated knowledge of international standards and codes of practices in the environment sector including WBG Environmental and Social Standards (ESSs). ESF accredited is certainly an advantage. 
    Having work experience in an FCV locations is a plus.
    Excellent workflow management and task organization skills; able to coordinate all aspects of the workflow of assigned responsibilities.
    Excellent written and oral communication skills including the ability to draft concise reports and correspondence, and ability to defend orally and in writing difficult issues and positions to a variety of stakeholders. 
    Good team player who can work as a member of a multi-disciplinary and multi-cultural team, motivate and lead group efforts and network effectively across boundaries.
    Well-developed interpersonal, communication, and writing skills, including the ability to write concisely and translate technical knowledge and ideas into fluent and understandable English. 
    High motivation, flexibility, reliability, and a proactive approach to working with all staff in a team-driven environment, and initiative and ability to work on his/her own. 
    Experience in engaging with government and private sector counterparts and facilitating deliberations among various stakeholders. 
    Experience in working with clients to achieve compliance and leads discussions on environmental matters.
    Willingness to travel extensively nationally, regionally, and internationally is required, also to remote areas and to countries/areas with FCV. 
    Excellent knowledge of written and spoken English.

    Technical Competencies:

    Environmental implications on Policy, Institutions, and Operations -Solid understanding of the implications of environment on policy, institutions, and operations.
    Analytical Tools for Environmental and Social Sustainability – Extensive experience conducting environmental analysis, deriving results that resonate with the client; ability to coach others in the application of the tools.
    Participation and Consultation – Extensive experience conducting environmental and social development consultative and participatory approaches, deriving results that resonate with the client; ability to coach others in the application of the interventions.
    Environmental Safeguards – Experience successfully applying the social safeguard policies.
    ESF – Knowledge of 10 Standards and the mechanics of ESCP and ESRC
    Integrative Skills – Understands relevant cross-practice areas how they are interrelated; able to undertake cross-practice work in lending and non-lending operations.
    Knowledge and Experience in Development Context – Translates technical and cross-country knowledge into practical applications and contributions to country and sector strategies; interacts with clients at the policy level.
    Policy Dialogue Skills – Anticipates needs and requests in the field and conducts independent policy discussions with representatives of the government and non-government partners.

    Arrest evasion: Police detain former gov, Yahaya Bello?s female ADC

    The aide-de-camp (ADC) to former Kogi State governor, Yahaya Bello, has been arrested and detained by the Nigeria Police Force (NPF). 

     

    The Female police officer and others were arrested days after the former governor evaded arrest by EFCC operatives on Wednesday, April 17.

     

    The officers were taken into custody on suspicion of aiding and abetting Bello’s escape from EFCC operatives. The anti-graft agency had stormed Bello’s house to arrest him over allegations of money laundering and financial misconduct while in office.

     

    The Nigeria Police Force has yet to release an official statement regarding the arrests, but police sources say the officers could face charges related to obstruction of justice or conspiracy to hinder a law enforcement operation.

  • Terrorists Clash With Security Operatives In Fresh Gun Battle In Zamfara Community

    Nigerian Army had also revealed how its operatives killed some notorious terrorists in the local government on Monday.

    A group of suspected terrorists on Saturday morning clashed with security operatives attached to a vigilante group in Mai Marahu community in the Maru Local Government Area of Zamfara State.

     

    This was revealed by a security expert, Zagazola Makama in a post released on X.

     

    What led to the gunbattle and the number of casualties recorded were yet to be ascertained at the time of filing this report.

    Recall that the Nigerian Army had also revealed how its operatives killed some notorious terrorists in the local government on Monday.

     

    Onyema Nwachukwu, the army spokesperson, who announced the development in a statement, said the troops recovered weapons from the terrorists’ hideouts.

     

    Nwachukwu had also said 10 operational motorbikes used for mobility by the insurgents and 18 rustled cows were recovered during the operation. 

     

    “Nigerian Army troops deployed for counter-terrorism counter-insurgency operations in the North West on Monday, 15 April 2024, made a significant inroad into terrorists’ enclave in Maru Local Government Area of Zamfara State, where they destroyed the camp and exterminated the terrorists,” the statement read.

  • NASS REPUBLIC: On the matter of PDP lawmakers disowning their own. One other story and a quote to remember

    The Minority Caucus in the House of Representatives recently distanced themselves from Hon. Ikenga Ugochinyere-led coalition’s call for the resignation of the party’s National Chairman over alleged anti-party activities.

    We tracked one other story from the National Assembly (NASS), for special review.

    1. As PDP lawmakers disown Ugochinyere

    The House of Representatives Minority Caucus and the Peoples Democratic Party (PDP), Caucus, on April 9 disowned Hon. Ugochinyere-led coalition of opposition lawmakers over their call for Damagun’s resignation.

    “That the general public should take note that such a coalition is unknown to parliament and their demands do not represent that of the Minority parties,” a statement signed by all the Minority Caucus leaders read in part.

    The call by the Ugochinyere-led coalition, and its outright rejection, pushes ongoing narratives of politics being a contestation for power, and that it remains an interest-driven game.

    Indeed, it further shows that the internal wrangling in the PDP which contributed immensely to its failure at the 2023 general elections is far from over.

    It also exposes the monumental division in the party, especially its unpreparedness to unite and play the role of a formidable main opposition party in the country.

    2. Dealing with hike in electricity tariff

    On April 8, the Deputy Speaker of the House of Representatives, Hon. Benjamin Kalu, affirmed that the House of Representatives will intervene in the recent hike in electricity tariffs upon the resumption of plenary later this month.

    “We will look at the both sides of the coin to know a win-win approach to it because we cannot suffocate also the investors, and also we cannot allow Nigerians to suffer unduly,” Kalu said when he spoke virtually on a call-in radio programme of FLO FM ion Umuahia.

    Kalu’s speech could be interpreted as one meant to calm frayed nerves, and hence, dissuade any possible protest the hike may trigger.

    It may also project the Deputy Speaker, and the House as people-oriented, and ever-ready to give priority to the comfort of the citizenry.

    However, it must be said that, given its antecedents, the legislature still does not reserve the right to enforce its will the on the executive.

    All said, Kalu, and his fellow legislators have an opportunity to prove the above assertion wrong. For now, Nigerians are watching!

    Adebogun noted that harmonizing the retirement age of judges is a move to maintain experienced legal minds within the judicial system, which would result in quality and timely delivery of judgments.

    He also commended the economic reforms initiated by President Tinubu adding that the reforms, which aim to set Nigeria on a path of accelerated economic growth with a focus on productivity and ease of doing business, have already shown early signs of growth, with the Minister of Finance reporting a significant increase in foreign direct investment and a boost in job creation.

    “Similarly, the improvement in statutory allocations impacted positively on Federal, State, and all Local Governments in the country. which provides them with more resources to address challenges and development projects are worthy of commendation,” he said.

    The global scholar maintained that the President’s reform propelled Nigeria’s prominent international status and the strengthening of the naira.

    “The country’s efforts in various sectors have improved its standing on the global stage and contributed to the strengthening of the naira against the dollar and other major currencies,” he said.

  • EXCLUSIVE: Fleeing Kogi Ex-Governor, Yahaya Bello Plotting To Leave For North African Country To Reunite With Wife, Investments

     

    Fleeing governor of Kogi State, Yahaya Bello, has perfected a plan to flee the country to a North African country, multiple sources confirmed to SaharaReporters on Saturday. 

     

    SaharaReporters learnt that Bello, 48 years old who is wanted by the Economic and Financial Crimes Commission (EFCC) for over N80billion fraud, plans to flee to the North African country where one of his wives presently resides and manages their “investments.” 

     

    A family member further revealed that Bello actually possessed two passports which are of the North African country and one Arab nation where he also allegedly has multi-million dollars investments. 

     

    “He is planning to go to Morocco. He also has investments in Dubai. Under Bello’s administration, apart from Okene local government and probably two or three local government within his Senatorial district, that enjoy projects like hospital of 50 beds respectively, no other local government does”, the source revealed. 

     

    “We challenge his media team to point out if in the remaining 16 local governments, there was a single borehole for water, road project or any housing scheme construction work done by Yahaya Bello administration in the last 8 years apart from housing estates constructed by his predecessor and landmark properties. 

     

    “Kogi State was enslaved under Yahaya Bello due to occultic powers and unreported killings due to fear,” another source added. 

     

    “Former governor, Yahaya’s administration was a disaster, characterised by mismanagement, stealing, misplacement of priorities, misappropriation, corruption, nepotism, killings and oppression.” 

     

    “The other option is that Bello is set to travel out of Nigeria as he has prepared for his bail in court with millions of dollars,” another source added. 

     

     

    SaharaReporters earlier reported that the Nigerian police detained the female police officer who served as the aide-de-camp to Bello as well as other security details for aiding his escape from the EFCC operatives in Abuja.

     

    The ADC was arrested, along with other police officers assigned to 48-year-old Bello, and they are being held at the State Criminal Investigation Department, Federal Capital Territory, Abuja.

     

    Their arrests and incarceration came after the Inspector General of Police, Olukayode Egbetokun, issued an order on Thursday night requiring their immediate departure from the former governor. 

     

     “The ADC and the other police details attached to Yahaya Bello have been arrested and detained.

     

    “They were arrested on the order of the IG, on the suspicion that they aided and abetted the former governor’s escape from the EFCC on Wednesday,” one of the sources had said.

     

    Another source said, “Yahaya Bello’s female ADC and other police officers attached to him were brought to the command this morning, and they’ve been detained for aiding and abetting (the governor’s escape).”

     

    SaharaReporters had reported on Thursday night that the police withdrew the security details attached to Yahaya Bello.

     

    The order for the withdrawal was contained in a Police Wireless Message obtained by SaharaReporters.

     

    On Wednesday, some EFCC operatives barricaded Bello’s Abuja residence. 

     

    However, the current governor of Kogi State, Usman Ododo, intervened to prevent the arrest of the former governor of the state by the EFCC operatives.

     

    Ododo’s team had escorted Bello out of the location in the governor’s vehicle. 

     

    Bello was also absent in court earlier on Thursday when the EFCC arraigned him. 

     

    His arraignment came after a warrant of arrest and enrolment order was granted to the EFCC by the court on Wednesday. 

     

    Subsequently, the agency declared Bello wanted for an alleged financial crime to the tune of N80.2billion. 

     

    The commission said in a bulletin that “anybody with information as to his whereabout should report immediately to the Commission or the nearest police station.” 

     

    SaharaReporters earlier reported how EFCC asked all security agencies to place Bello on their watch list to prevent him from leaving the country “through any land, air or sea borders.” 

     

    Granting the request and circulating the EFCC directive, the Nigerian Immigration Service in an internal circular seen by SaharaReporters directed its area and zonal commands to arrest Bello if seen. 

     

    The circular stated that the former Kogi governor was under investigation and there was a suspicion that he might leave the country to evade investigations.

  • ASO ROCK WATCH: As presidency knocks Atiku again. Two other talking points

    The Presidency recently knocked the former Vice President, Atiku Abubakar, for allegedly misrepresenting facts on the ongoing Lagos-Calabar highway project.

    Two other stories from the National Assembly (NASS), were also tracked for your reading pleasure.

    1. Another presidential knock on Atiku

    On April 8, the Presidency faulted Atiku’s claim that the Lagos-Calabar coastal highway project was bereft of transparency in the contract award.

    “Seeking to be a killjoy, Atiku Abubakar engaged in red-herring by raising ill-thought-out allegations that only exposed his inadequacies and those of his team in getting the basic facts on an issue he badly seeks to nail the government,” a statement from the Special Adviser to President Bola Tinubu on Information and Strategy, Bayo Onanuga, read in part.

    The constant exchange between Atiku and the Presidency speaks to the beauty of democracy, as holding government accountable through interrogation of policies and programmes is a key ingredient in building sustainable societies.

    While Atiku’s moves might be seen as the stuff of opposition politics, and his intentions far from altruistic, the quest for transparency must be appreciated as an invaluable contribution to the search for transparency in our national live.

    On the hand, it shows that Tinubu’s spin-doctors are yet to adopt the principle of addressing the ‘message’ rather than attacking the ‘messenger’.

    2. Tinubu’s call for unity
    Tinubu

    Tinubu, on April 12, tasked the Federal Government, State Governors, and members of the National Assembly to unify and collaborate more in order to achieve national development goals.

    Speaking on Tinubu’s behalf, Vice President Kashim Shettima, who received state governors and the leadership of the National Assembly in Lagos, said: “Let us unite, rally around our leader, and catapult this nation to a greater pedestal. By December, I hope we will have cause to celebrate. Let us coalesce to take the nation to a greater pedestal.”

    The President’s call reignites the search for unity, and cohesion in addressing national challenges.

    Indeed, it elevates the discourse on why leaders at all levels must shelve divisions along ethnic, party, and religious lines, and channel their energies to the issues of governance and national building drawing from the strength of each other.

    It is, however, incumbent on Tinubu to lead from the front by ensuring that all his administrative policies, and programmes are laced with fairness, justice, and equity.

    3. Have faith in my government, remain patriotic – Tinubu

    On April 10, Tinubu urged Nigerians to have faith in his government and protect Nigeria’s integrity.
    “We must continue to protect the integrity of our government and leadership,” he said when he joined the Muslim faithful to observe Eid-el-Fitr prayers in Lagos.

    Tinubu’s charge serves as a reminder to Nigerians that building a nation of their dreams does not demand the sole effort of the government, but theirs as well.

    His charge, no doubt, may serve to restore hope to many countrymen who have had to endure hardship that has characterised the administration.

    What Tinubu continues to do or fails to do will determine, if the masses will completely write off his administration like some hardcore critics have already done.
