    A former President of the Chartered Institute of Bankers of Nigeria, Prof. Segun Ajibola, has said that the economic team needs to aggressively address the persistent high prices of goods despite the gain made by the naira against the US dollar.

    Ajibola made the comment during an interview on Arise TV, monitored by THE WHISTLER.

    Last year, the naira depreciated by nearly 98 per cent after it fell to N1,000 per dollar in December 2023.

    Nigeria suffered a spike in inflation after the currency plunged further to N1,900 per dollar by February 2024. Inflation rose to 31.70 per cent and 33.20 per cent in February and March, according to official data from the National Bureau of Statistics.

    But the currency rose earlier than expected in April.

    The naira was described as the best-performing currency by Goldman Sachs Group Inc. after the currency appreciated from N1,900 per dollar in February 2024 to nearly N1,000 in April due to drastic measures adopted by the Central Bank of Nigeria to frustrate speculators.

    However, prices of goods and services have remained elevated despite the rebound of the naira.

    Ajibola said, “When we start talking about the performance of the naira over the period, yes, we see the rise but what were the fundamentals that caused that rise in the nominal value of the naira to the dollar? But one thing is certain, it is so easy for prices to go up.

    “It is so difficult for prices to come down. In economics, we refer to prices as sticky downwards.

    “The moment they go up, to bring them down, you need about five times the effort (employed) to stabilise them in order to bring the prices down when you allow it to go up.”

    The professor explained that the naira has suffered volatility over the past 12 month, adding that it affected its purchasing power.

    “Both the naira and the dollars are mere tools. In economics, they are means to an end. The end itself is what is achieved using the currency.

    “If you look at our economy in the last 12 months or thereabout, our currency is perhaps one of the most volatile globally, rising to a peak in terms of depreciation and also coming down to what it is today,” he said.

    Ajibola argued that most goods and services in Nigeria have either a direct or indirect dollar content.

    He said that to sustain the gain the naira has made, the country must address its dependence on imported goods.

    The ex-CIBN President said, “The greatest challenge that we face is the impact of dollar content in our life as a people, as a country and that is the problem which we have not been able to address.

    “I think the first challenge we have is to demystify the dollar in our national life. How do we reduce the role of the dollar such that the dollar will not be the determinant of what happens to us as Nigerians?

    The Global Alliance for Improved Nutrition (GAIN) is seeking a Senior Associate, Workforce Nutrition to support the Workforce Nutrition Project at GAIN.     Reporting to the Programme Lead, Workforce Nutrition, the Senior Associate will be responsible for monitoring, reporting and learning with focus on supporting the Workforce Nutrition Alliance as well as supporting GAINs broader workforce nutrition portfolio.

    Key Responsibilities include

    • Collaborating with the Project Manager to aid with the design and planning of the scope, activities and objectives of the project
    • Supporting the Project Manager in preparing donors’ reports in collaboration with project teams, technical teams, funding team and support teams
    • Developing appropriate narrative reporting and financial accounting documentation for the Project Manager’s review in order to meet GAIN and donor’s requirements
    • Facilitating accurate project budgeting and forecasting processes, ensuring that activities costs are kept within budgets
    • Ensuring timely monthly project reporting on program progress achieved, program plans, changes in direction and challenges encountered
    • Supporting in the development and roll-out of the self-assessment scorecard for agricultural settings and potential new scorecard variations in the future

    • Collaborating with Knowledge Leadership team on M&E framework support including roll-up indicators, theory of change/logic model, results framework, and monitoring templates

    About You

    • The ideal candidate will have proven experience in international project management and monitoring/evaluation and previous practical work experience in nutrition, sustainability programmes, and / or relevant social sector projects. Candidates with experience working in a public-private partnership environment highly desirable.
    • The postholder will have proven experience in project management, implementation, grantee oversight within international development and experience in engaging with government and private sector stakeholders and collaborators in challenging environments. Candidates with food industry experience would be an advantage.
    • In addition to this, you will possess excellent communications and analytical skills and comfortable working in multicultural and matrix-style organization. You will be fluent in both written and verbal English and able to work with diverse groups/individuals.
    • A Master’s degree in business administration, or agribusiness and supply chain, logistic and supply chain management, nutrition, health or related field. You will be computer literate in Microsoft Office, with advanced knowledge of database packages, experience in handling of web-based management systems.

    NSCDC intercepts10 suspected victims of human trafficking in FCT

    The Nigeria Security and Civil Defence Corps (NSCDC) Federal Capital Territory command has intercepted 10 individuals suspected to be victims of human trafficking and allegedly being prepared for migration abroad.

     

    The command spokesperson, Samuel Idoko, who made this known in a statement on Monday, April 22, 2024, said NSCDC officers intercepted the group at Zuba motor park in Abuja upon their return from Minna, Niger State, where they had purportedly gone to process their international passports as directed by their sponsor.

     

    The victims, aged between 24 and 34, included one male and nine females, all claiming to be from Ondo State. Each of them had paid eighty thousand naira for the procurement of their international passports. 

     

    The suspects were promised migration abroad for ready-made jobs, particularly in North Africa and Canada, by an unidentified sponsor residing in Okitipupa, Ondo State.

     

    “The victims were accosted at Zuba motor park, Abuja, by officers of the command, following a tip-off on their return from Minna, Niger State, where they had gone to process their international passport as directed by their sponsor,” the statement read. 

     

    “It was gathered that each of them paid N80,000 to facilitate the procurement of the international passport.

     

    “They also confessed to being promised migration abroad to undertake ready-made jobs, especially in North Africa and Canada by a yet-to-be-identified sponsor who, according to them, resides in Okitipupa, Ondo State.”

     

    The FCT Commandant, Olusola Odumosu, warned against the perils of illegal migration abroad.

     

    Odumosu cautioned individuals to be wary of promises of a better future, highlighting the risk of exploitation and enslavement.

     

    “Be careful of the types of people that are promising you a better future abroad; don’t be desperate because some of them end up ruining your lives,” he warned. 

     

    “They deceive you and collect huge sums of money from you, claiming there are ready-made jobs, whereas you may end up in slavery or forced to be sex workers.

     

    “If you must travel abroad, follow the right channel that will give you peace of mind; don’t allow somebody to seize your international passport abroad and place you under an oath that you will regret.” 

     

    The victims were handed over to the Nigeria Agency for the Prohibition of Trafficking in Persons for further investigation and appropriate legal action.

     

    The NSCDC reaffirmed its commitment to combating human trafficking and urged the public to report any suspicious activities related to trafficking or illegal migration.

  • EXCLUSIVE: Tinubu Ally’s Hitech Construction Company Gets BPP Go-Ahead To Seek Approval For Over N1Trillion From Nigerian Government For 47.5km Section Of Lagos-Calabar Road

    The Nigerian Government through the Bureau of Public Procurement (BPP) has granted Hitech Construction Company Limited the go-ahead to seek the approval of the Federal Executive Council for over N1 trillion for the first phase of the Lagos-Calabar Coastal Road. 

    Hitech Construction Company, which is handling the project, had requested N1,101,771,271,871.01 (One Trillion, One Hundred and One Billion, Seven Hundred and Seventy-One Million, Two Hundred and Seventy-One Thousand, Eight Hundred and Seventy-One Naira and One kobo) only, inclusive of 7.5% Vat for the construction of the Lagos – Calabar Coastal Road Corridor, Phase 1; Section I: from Ahmadu Bello Way to Eleko Village Area in Lekki Peninsula. 

    According to a document titled, ‘Certificate Of No Objection For Award Of Contract’ from the BPP, dated February 23, 2024, the section of the road is 47.474km.

    The document obtained by SaharaReporters was signed by Mamman Ahmadu, Director-General, BPP and Engr. Isaiah G. Yesufu, Bureau of Public Procurement, BPP. 

    The document partly reads: “The Bureau of Public Procurement (BPP) having examined your request and all the documents forwarded confirms that the projects has satisfied all due process requirements for issuance of a “No Objection” to proceed to seek Federal Executive Council’s (FEC) Approval for the award of the Contract.”

    It listed the Project Name as “Award of Contract for the Construction of Lagos – Calabar Coastal Road Corridor, Phase 1; Section I: Ahmadu Bello Way to Eleko Village Area in Lekki Peninsula (CH 0+00 – CH 47.474km).” 

    The Project Contractor is Messrs Hitech Construction Company Limited while the BPP Reviewed Proiect Cost is “N1,067,887,381,148.61 (One Trillion, Sixty-Seven Billion, Eight Hundred and Eighty-Seven Million, Three Hundred and Eighty-One Thousand, One Hundred and Forty-Eight Naira and Sixty-One kobo) only, inclusive of 7.5% Vat.”

    The Cost Reduction is N33,883,890,722.40 Thirty-Three Billion, Eight Hundred and tighty-Three Million, Eight Hundred and Ninety Thousand, Seven Hundred and Twenty-Two Naira and Forty Kobo) only.

    Regarding the source of funding, the document noted that “Mr. President approved that the Phase 1; Section I of the Lagos – Calabar Coastal Road Corridor project shall be funded by the Federal Government.”

    “The approval was conveyed to the Federal Ministry of Works vide State House letter Ref. No. PRES/89/MW/18 dated January 24, 2024,” it added, noting that the implementing ministry/agency is the Federal Ministry of Works. 

    On April,  the Minister of Works, Dave Umahi, said the coastal road project would cost a tentative sum of N15.356 trillion and that the project would be completed in eight years.

    The minister said this when he was featured on Channels Television’s Morning Brief programme.

    Umahi also said that the contractor handling the project, Gilbert Chagoury’s Hitech Construction Company Limited (Hitech) did not do any competitive bidding for the project, rather, the contract was awarded to the company based on its track record, not on sentiments as being insinuated in some quarters.

    When asked for clarifications on the cost of the project, how it was approved in line with the Public Procurement Act and if due process was followed, Umahi said, “I don’t understand what you mean by due process. Yes, due process was followed. People are concerned about whether it was appropriated for, and I say yes.

    “In the 2024 Appropriation, you will find Lagos-Calabar coastal road and it is appropriated for. In appropriation and procurement, what is in the appropriation may not necessarily be what is in the procurement but the most important thing is that it is appropriated for and it followed due process.

    “The due process is that we did our in-house evaluation of what we submitted. Some people said that this project is PPP (Public–private partnership), it is not PPP. It is EPC+F, which is Engineering, Procurement, Construction plus Finance. In EPC+F. There is a commitment in terms of funds from the Federal Government, depending on the negotiation.”

    On the bidding process of the project as the contractor handling the project, Chagoury, has a close relationship with President Bola Tinubu, the minister said, “I am an engineer. I work by reality and not by sentiment.

    “In the procurement act which is a law, you are allowed as a ministry to invite contractors that have special skills in a particular kind of work and negotiate with them and give out the job to them. We did that on the Third Mainland Bridge project.

    “When it comes to the coastal road, we looked at the problem of ocean surge and the pedigree of the companies that have the capacity and track record of doing that, we looked at the Eko Atlantic in Lagos and remembered how Hitech was the only company that was able to solve the problem of flood that was taking of Victoria Island.

    “They (Hitech) have the pedigree and track record of the ability to contain the ocean surge problems. They also have a proven track record of reinforced concrete road pavement.”

    On the cost of the project, Umahi who earlier said that former Vice President Atiku Abubakar did not understand figures, noted, “If you use a dollar to N1,200, his argument comes up to about N19 billion per kilometre. A standard carriageway is 11.55 metres, which is 7.3 inner shoulder of 5.3, outer shoulder of 2.75. We used this 11.55 to do our analysis.”

    When asked the exact amount the project would cost the Nigerian government under the EPC+F arrangement and the completion period of the project, the minister said, “We are looking at eight years, life tenure of Mr. President.”

    He said tentatively, the cost of the project is about N15.356 trillion but added that “I cannot append my signature to that because it can come down and it can go up depending on the situation.

    “It is going to be a tentative figure. I am proud of myself that this project is the most prudent project that I’m starting.”

     

    Background 

    SaharaReporters on September 24, 2023 reported how the multi-billion firm awarded the construction of the Lagos-Calabar Coastal Highway, Hitech Road Construction Company, a subsidiary of Hitech Construction Company was owned by a Nigerian-Lebanese developer with alleged criminal records, Gilbert Chagoury.

    Hitech is a division of the Chagoury Group, a business conglomerate owned by Chagoury, a known business partner of the Nigerian President, Tinubu.

    Eko Atlantic in Lagos is also the brainchild of the businessman.

    Years back, Chagoury was banned from getting a visa on terrorism grounds for allegedly funding a political coalition, Hezbollah, which the United States deems a terrorism group.

    He was also in the past accused of drug dealings by the US and Lebanese governments.

     

     

     

    The Los Angeles Times, which did a deep dive on Chagoury — in its August 30, 2016 edition, said that Chagoury’s visa troubles likely stem from his support of a Christian Lebanese politician.

    The politician, Michel Aoun, is part of the same political coalition as Hezbollah, which the United States deems a terror group.

    Since the 1990s, Chagoury was reported to have cultivated a friendship with the Clinton’s family, in part by writing big checks, including an estimated $5 million to the Clinton Foundation, this is despite being a non-citizen forbidden by law to make donations to the campaigns of US politicians.

    He however flouted that law with his numerous donations. By the time Hillary Clinton became secretary of State, the relationship was strong enough for one of Bill Clinton’s closest aides to push for Chagoury to get access to top diplomats and thus began the US exploring a deal to build a consulate at the Eko Atlantic city.

    Between 2012 and 2016, he sought to help fund election campaigns of some US politicians. He donated to the Republicans and was listed as a sponsor for a 2014 art exhibit at the George W Bush Presidential Center.

    One other campaign he funded was that of Jeff Fortenberry, a US lawmaker, in 2016.

    Fortenberry later convicted of concealing information and making false statements to US federal authorities who were investigating illegal contributions made by Chagoury who is a foreign national, to his re-election campaign.

    Fortenberry resigned from office after his conviction.

    However, in 2019, Chagoury reportedly paid $1.8 million in fines to resolve the investigation when it began.

    Born in Nigeria to Lebanese immigrants, the businessman flourished in the 1990s through his close association with the late dictator, Sani Abacha by receiving development deals and oil franchises.

    After Abacha’s death in 1998, the Nigerian government hired lawyers to track down funds stolen through associates of the late dictator.

    The trail led to bank accounts all over the world, some under Gilbert Chagoury’s control.

    In 2000, the Lebanese businessman was convicted by a Swiss court for laundering some of the funds Abacha looted from Nigeria.

    He agreed to pay a fine of about 1 million Swiss francs (about $600,000) at that time to get his Swiss conviction expunged and handed back $66 million to the Nigerian government but denied knowing the funds were stolen.

    In what appears as a duplication of efforts and another jamboree, the House of Representatives Committee on Defence has slated Thursday, the 25th of April to conduct an investigative hearing into the killing of 17 military personnel in the Okuama community of Ughelli South Local Government Area of Delta State.

    It will be recalled that the military men of the 181 Amphibious Battalion, including a Lieutenant Colonel, two Majors and a Captain, on a peacekeeping mission to Okuama community were ambushed and killed by hoodlums on March 14.

    The Reps investigative hearing will be held at the Government House Annex, Edjeba in Warri South Local Government Area, “in line with the resolution of the House during its sitting of March 19, 2024, to investigate the remote causes of the incident”.

    The Committee, in a statement jointly signed by its Chairman, Babajimi Benson, and the Clerk, Musa Aliyu, “called on members of the public and interested parties to provide the House committee with useful information on the incident during the hearing.”

    The statement partly reads: “The House of Representatives invites the general public, stakeholders and all interested parties to an investigative hearing on the carnage that occurred in Okuama community, Delta State, resulting in the death of military officers et al.

    “This investigative hearing in line with the 10th Assembly House of Representatives’ Resolution of 19th March 2024, presents an opportunity for stakeholders to provide valuable information and recommendations that will help unveil causes and effects as well as the perpetrators of the dastardly act and events that followed, with a view to bringing perpetrators to justice, prevent such occurrence in the future and bring succour to the innocent members of the public who were affected thereafter.

    “Members of the public, who are willing to submit a memorandum should do so in 10 copies and submit same to the committee within one week of this publication to the Clerk of the Committee, Musa Aliyu, Room 315 White House, House of Representatives, National Assembly, Three Arms Zone, Abuja; Or at the Public Investigative Hearing scheduled as follows: Date: Thursday 25th April, 2024. Time: 10 am. Venue: Conference Hall, Government House Annex, Edjeba Warri Delta State.

    “The House of Representatives Committee on Defence looks forward to a robust engagement and meaningful contributions from all stakeholders.”

    The latest investigative hearing by the House Committee may just be another wild goose chase by the lawmakers as such efforts in the past have not produced any meaningful result. It is on record that both the House of Representatives and the Senate constantly embark on investigative hearings whose reports end up on dusty shelves without being acted upon and lacking the weight of law that could compel implementation.

    The current scheduled hearing is even more questionable, as the defence headquarters has already set up a Military Board of Inquiry into the killing and the board is currently sitting in Warri, with a visit to the troubled Okuama community already carried out.

    What goals the House Committee of Defence hopes to achieve, beyond being seen as busy, or wasting scarce resources, is yet to be seen.

    The Independent National Electoral Commission (INEC) has published the final list of candidates for the upcoming Edo Governorship Election, scheduled for September 21, 2024.

    The list comprises 17 candidates, including one female and 16 males, representing various political parties.

    According to Mr. Sam Olumekun, INEC National Commissioner and Chairman of the Information and Voter Education Committee, the list features candidates such as Mr. Ighodalo Asuerinme of the Peoples Democratic Party (PDP) and Mr. Okpebholo Monday of the All Progressives Congress (APC).

    Mrs. Patient Ndidi of the People’s Redemption Party (PRP) is the sole female candidate.

    Olumekun stated that following the initial primaries, INEC had published the personal particulars of the governorship candidates and their running mates in state and local government offices in Edo.

    In accordance with Section 33 of the Electoral Act, 2022, some political parties conducted fresh primaries to replace their earlier nominated candidates before the April 15 deadline.

    “The Action Alliance (AA) and African Democratic Congress (ADC) replaced their governorship candidates and their running mates.

    “In addition, the African Action Congress (AAC), All Progressives Grand Alliance (APGA), Boot Party (BP) and New Nigeria Peoples Party (NNPP) replaced the running mates of their candidates.

    “Overall, 17 political parties are fielding candidates in the election, 16 are male, while one is female,” said Olumekun.

    He said that the final list, which also gave the breakdown of the candidates by age, academic qualifications and disability, had been published at the INEC office in Edo and also uploaded on its website and social media platforms for public information.

    He said that political parties and their candidates must note that campaign for the election would commence on Wednesday, April 24 and end at midnight on Thursday, Sept. 19.

    “With the publication of the final list of candidates for the Edo governorship election, the next activity is electionering campaign.

    “As provided by Section 94(1) of the Electoral Act 2022, campaign by Political Parties in public shall commence not earlier than 150 days before polling day and end 24 hours prior to that day.

    “Therefore, political parties are now permitted to start their campaigns in public from Wednesday, April 24 and end at midnight on Thursday, Sept. 19 as indicated in items eight and 12 of the timetable and schedule of Activities for the election,”he said.

    Olumekun called on candidates, agents and their supporters to adhere to the provision of the law and the commission’s guidelines governing electioneering campaign.

    “For emphasis, parties shall conduct their campaigns with civility and decorum devoid of inciting language, violence, voter inducement and other infractions mentioned in Sections 92 – 97 of the Electoral Act 2022,”he said.
    The Edo governorship election is scheduled to hold on Sept. 21.

    Nigeria’s football governing body, The Nigeria Football Federation (NFF) on Monday, April 22 announced the start of a new Football Award that will recognize, celebrate and reward the best players and coaches in the  game on a monthly basis.

     

    “These Awards, meant to further generate, enable and inspire positive conversations around Nigerian football at home and abroad, will feature seven categories in its initial format, highlighting the contributions of players and coaching staff across the beautiful game.’ NFF said on its website.

     

    “The NFF Awards will not only recognize and honour individual excellence, but also provide valuable sponsorship opportunities, potentialities and possibilities, allowing companies and institutions to support the development, growth and sustainability of the Nigeria game”.

     

    “the Awards, and the robust conversations that it will generate online and offline, will contribute immensely to the new drive and efforts to reposition the country’s domestic Leagues, and ultimately engender steadfast interest of the private sector in the Nigeria game.”

    Troops of the Nigerian Army under Operation Lake Sanity III of Operation Hadin Kai, on Sunday, discovered a bread production factory operated by the Islamic State West Africa Province (ISWAP), hidden within their enclave in Maisani, Timbuktu Triangle, Damboa Local Government Area of Borno State.

    Counter-insurgency expert, Zagazola Makama who disclosed this in a post on his X handle on Monday, said combined troops of 199 Special Forces Battalion, in conjunction with Hybrid Forces and Civilian Joint Task Force (JTF), stumbled upon the bread factory during an exploitation mission into the terrorists’ hideout.

    Makama who quoted security sources in his post, said the soldiers also discovered sophisticated baking machines which they destroyed.

    “The sources said that the factory was destroyed while items recovered include 2 Lister generating plants, 1 baking machine, and several baking materials,” Makama wrote.

    “These groups of terrorists are mostly responsible for attacks, ambushes, and IED/mine incidents targeting the Damboa roads, Damaturu-Maiduguri MSR (Main Supply Route), attacks towards Askira, Buratai, Buni Yadi, as well as the destruction of the high-tension transmission line connecting Borno and Yobe State.

    “Despite the complexity of the terrain characterized by highly fortified camp mostly located under thick foliage and IEDs planted in several locations within the Timbuktu Triangle, the troops continued to maintain high fighting efficiency,” Makama posted.
