    PURPOSE OF THE ROLE

    The Digital Archive Manager will play a crucial part in supporting the entire IRC Country Office. By ensuring the completeness of all program related records, the compliance with donor regulations, and the efficiency of internal archiving processes, this role will allow IRC teams to focus on clients’ needs and reinforce trusted relationship with our donors.

    KEY WORKING RELATIONSHIPS

    KEY ACCOUNTABILITIES

    The Digital Archive Manager will work closely across all functions in the IRC Nigeria to ensure key documentations supporting the compliance and eligibility of expenditure for key institutional donors is digitally archived and structured in a manner that is fit for purpose. This will entail:

    • Understanding donor requirements for a variety of expenditure categories.
    • Understanding and where required adapting the global document scanning policy.
    • Understanding current documentation practices (both physical and digital).
    • Scoping out the backlog of documentation that has not yet been digitally archived for relevant projects.
    • Where required setting up a digital folder structure for relevant projects.
    • Physically scanning documentation, storing and naming all the digital files to allow non experts to understand and navigate the contents.
    • Guiding users on how best to access, use and interpret archived documents.
    • Conducting field visits as necessary and training the staff to conduct regular and proper scanning for the field offices’ documents.

    Archivist TOR

    • Developing of SOP on Digital Archiving and harmonizing the archiving system with relevant functions
    • Handing over ownership of Digital Archiving to functions in a manner that ensures continuity.

    PERSON SPECIFICATION

    Skills Knowledge and Qualifications

    • Possession of a professional diploma or university degree is mandatory
    • Ability to work in English
    • Capacity to understand relevant policies and critically assess which aspects may need to be adapted to the country context.
    • Skilled communicator, able to explain the requirements and obtain buy-in from relevant staff.

    Experience

    • Experience working in an online document and knowledge management system (e.g. Box, Dropbox, Google Drive) would be ideal.
    • Proficiency in IT applications such as MS Office is required.
    • Previous project management experience particularly in document or knowledge management, is preferred.
    • Familiarity with operating scanning hardware
    • Previous experience in archiving department is desirable.
    • Experience working with NGOs is advantageous.
    • Minimum of 3-4 years of progressively responsible professional experience in digital archiving and knowledge management systems

    Suspected armed robbers kill Kogi varsity lecturer

    Gunmen suspected to be armed robbers have killed Dr. Sarinus Ettor Kabo, an associate professor of Law at the Prince Abubakar University Anyigba, (formerly Kogi State University).

     

     

    Details of the incident are still sketchy at the time of filing this report but it was gathered that Kabo was shot dead along Makurdi-Naka Road, between Adaka and Kula communities in Benue State on Monday, April 22, 2024.

     

     

    According to reports, Kabo was doing his sabbatical leave at the Taraba State University Jalingo. 

     

     

    Upon conclusion, he decided to relocate back home on Monday only to meet his untimely death. 

     

     

    His body was deposited at the University of Makurdi Teaching Hospital mortuary. 

     

     

    Kabo was in 2023, promoted to the rank of Associate Professor of International Human Rights Law by the Governing Council of the Kogi State University Anyigba (now PAAU Anyigba).

  • Nigeria to unlock $10b investment in oil and gas sector with new fiscal incentives

    The Federal Government on Tuesday signed the Consolidated Guidelines for the implementation of Fiscal Incentives for the oil and gas sector.

    The Minister of Finance and Coordinating Minister of the Economy, Wale Edun, coordinated the exercise held at the headquarters of the Federal Ministry of Finance in Abuja.

    The ceremony was attended by various stakeholders, including Nigerian National Petroleum Company (NNPC) Limited, Oil Producers Trade Section (OPTS) and the Independent Petroleum Producers Group (IPPG), further highlighting Nigeria’s unified approach toward reinvigorating its oil and gas sector.

    The guidelines represent a cornerstone of the Presidential Directive aimed at enhancing the Nigerian oil and gas sector’s global competitiveness whilst stimulating economic growth.

    The presidential diectives were developed and coordinated by the Special Adviser on Energy to the President, Mrs. Olu Verheijen to ensure a competitive framework for the Nigerian oil and gas industry.

    The Consolidated guidelines for the fiscal incentives are based on extensive collaboration across Finance and Petroleum Ministries and involved several key regulatory bodies including the Federal Inland Revenue Service (FIRS), the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA).

    According to Verheijen, these new measures have been designed to deliver a competitive Internal Rate of Return (IRR) for oil & gas projects and attract over $10 billion in new investments within the next 12-18 months.

    They also underscore Nigeria’s commitment to reaching its long term oil production target of 4 million barrels per day whilst enhancing the reliability of gas supply for to boost export earnings and fuel Nigeria’s industrialization.

    In his remark, Edun thanked President Bola Tinubu for signing the directive in February to engender growth in the Nigerian oil and gas sector.

    He said: “The idea is to create an atmosphere conducive to international competitiveness such that investment comes in. And in this case, we know it’s foreign direct investment.”

    The Executive Chairman of the Economic and Financial Crimes Commission, EFCC, Mr Ola Olukoyede has disclosed that he made personal efforts to invite a former governor of Kogi State, Mr. Yahaya Adoza Bello to respond to investigations regarding his alleged involvement in money laundering to the tune of N80,246,470,089.88 (Eighty Billion, Two Hundred and Forty Six Million, Four Hundred and Seventy Thousand and Eighty Nine Naira, Eighty Eight Kobo).

    Olukoyede stated this in Abuja on Tuesday, April 23, 2024 while addressing media executives at the Corporate Headquarters of the EFCC. According to him, he had a telephone conversation with Bello offering him ample opportunities to present himself for interrogation by investigators of the EFCC.

    “On my honour, I put a call to him to honour him as a former governor. He said, I can’t come, claiming that a certain lady has surrounded the EFCC with over 100 Journalists to embarrass or intimidate him and all that stuff. I said if that is your fear, I will make you come directly to my floor. I will invite my operatives to interrogate you in my own office. What could be more honourable than that? Do you know what he said? ‘ Can’t they come to my village?’ My Director of Investigations also sent a message to him”, he said.

    The EFCC’s boss said he was worried at the report of larceny available to the EFCC concerning the former governor. “A sitting governor, because he knew he was going, he moved money directly from the government’s account to a bureau de change to pay his children’s school fees in advance, $720, 000 in anticipation that he was going to leave government house”, he said.

    Olukoyede also disclosed that the EFCC, in its bid to ensure the safety and stability of the foreign exchange market, has uncovered a new fraudulent scheme called P to P, peer to peer trading scheme. The platform, according to him, is operating outside the official banking and financial corridors ,with more than 300( three hundred) accounts linked to it already frozen by the EFCC.

    He reaffirmed the commitment of the Commission to the economic growth and development of the country, promising that the EFCC would not relent in the exercise of its mandate. He told the media executives that the Commission has recovered more than N120billion from fraudsters within six months and secured more than 1300 convictions.

    He called on Nigerians to be more dedicated to the nation, insisting that patriotic Nigerians should offer more support to the EFCC because the Commission is crucial to the growth and development of Nigeria. ‘’If you support the EFCC, you are working for the growth of Nigeria. We all have stakes in the wellbeing of our nation”, he said.

  • HARDSHIP: Sanwo-Olu To Unveil Eko Cares On Wednesday

    Amid the current economic challenges, Lagos State Governor Babajide Sanwo-Olu will on Wednesday (tomorrow) flag off the various interventions deployed to lessen the burden of Lagosians.

    The interventions which cut across transportation, education, health and agriculture, are coming under the umbrella of Eko Cares

    This was disclosed in a statement on Tuesday by Commissioner for Information and Strategy, Mr. Gbenga Omotoso.

    “The fuel subsidy removal sparked a rise in cost of living. Mr. Sanwo-Olu announced a 50 percent cut in fares on all government transport platforms on February 8, 2023.

    “After a review of the situation, the fare slash was reduced to 25 percent. For six weeks, the Ounje Eko Sunday market that signalled the reduction of food by 25 percent has been running. Civil servants from levels one to 14 were asked to work thrice a week. A N35,000 wage award was also given to all civil servants. About 15,000 women from all the 20 local governments and 37 Local Council Development Areas got N50,000 each to support their businesses. Besides, Mr. Sanwo-Olu announced free delivery for expectant women in all government hospitals, among other initiatives.

    “To drive the initiatives, the Governor set up a non-partisan Special Dispensation Advisory Council of eminent Nigerians, including rights activists, religious leaders, a youth representative, and opposition party chieftains. It is chaired by Mr. Governor; Deputy Governor Dr. Kadri Obafemi Hamzat is alternate Chairman,” Omotoso said.

    According to him, details of other interventions would be unveiled on Wednesday at a ceremony, which would take place at the Governor’s Office in Alausa, Ikeja.

    Job Description

    This role will be instrumental in maintaining accurate records and ensuring adherence to USAID guidelines, organizational policies and procedures, and local laws in various areas:

    Transaction validation:

    • Transaction Testing: Under the supervision of the Compliance Officer, perform tests on financial transactions to verify their accuracy and completeness in line with organizational policies, USAID requirements, and local laws. This includes reviewing invoices, receipts, and other financial documents (i.e. vouching).
    • Internal Control Evaluation: Assist in assessing the effectiveness of internal controls of the ACE-5 program, which may involve evaluating the adequacy of segregation of duties, reviewing authorization procedures, and testing the reliability of financial reporting systems.
    • Communication and Coordination: Collaborate with the Compliance Manager to gather necessary information for addressing queries or reviewing findings within the offices. Communicate findings and recommendations to the state team and aid in the preparation of review reports for management.
    • Follow-up and Monitoring: Support in monitoring the implementation of review recommendations and tracking corrective actions taken by the state office. Conduct follow-ups on outstanding issues to ensure prompt resolution.

    Asset Management:

    • Updating the Asset Register with newly acquired, transited, or transferred assets.
    • Conducting routine verification of organizational assets at state offices.

    Vendor Assessment and Prequalification.

    • Participating in vendor assessment and prequalification in line with organizational policies.
    • Reviewing vendor documentation to ensure compliance with standard operating procedures and regulatory requirements.

    Minimum Recruitment Standard

    • BS/BA degree in Accounting, Finance and Business Administration or its recognized equivalent
    • MS/MA degree in Accounting, Finance and Business Administration or its recognized equivalent
    • CPA, ACA, ACCA, CIA, CIMA, CFE or any other relevant professional qualification
    • 4-6 years relevant experience
    • Up to 2-4 years’ experience in internal control functions
    • Demonstrated experience with U.S Government grants or other client funded programs, contracting and auditing standards as they apply to effective management of multi-year funds.
    • Knowledge of IIA’s International Professional Practices Framework is an advantage.
    • Knowledge of local and donor contractual requirements and regulations Knowledge of generally accepted accounting, budgeting and fiscal control theory and practices.
    • Budget development skills with multi funding sources and general ledger skills.
    • Relevant software skills to include automated accounting software and database spreadsheets and Management Information Systems

  • UNN suspends lecturer over alleged sexual harassment

    The management of the University of Nigeria, Nsukka (UNN), has suspended indefinitely one of its lecturers, Mr. David Udo-Udom, over an alleged sexual harassment of a female student of the institution.

    The institution’s Public Relations Officer (PRO), Chief Okwun Omeaku, disclosed this to journalists on Tuesday in Nsukka.

    He said the indefinite suspension took immediate effect pending the outcome of a disciplinary panel set up by the university to investigate the incident.

    He said the affected lecturer attached to the General Studies division was allegedly caught in a video harassing the student.

    The spokesman stressed that UNN had a zero tolerance for sexual misconduct involving either staff members or students.

    Omeaku said: “UNN is among the few universities in the country that has a sexual harassment policy which guides the relationship between our staff and students.

    “As a university, we are committed to protecting our students from any form of abuse and exploitation.

    ” The university management will not hesitate to punish Udo-Udom according to our rules if he is found guilty by our disciplinary panel.”

    Former Kogi State governor, Yahaya Adoza Bello was on Tuesday, April 23, 2024 served his charges through his counsel,

    after Justice Emeka Nwite of the Federal High Court, Maitama, Abuja ruled that the defendant should be served through his counsel, especially as he failed to appear before the court, yet again.

    The Economic and Financial Crimes Commission, EFCC is prosecuting
    Yahaya Bello alongside his Ali Bello, Dauda Suleiman and Abdulsalam Hudu on 19-count charges bordering on money laundering to the tune of N80, 246, 470,089.88k (Eight Billion, Two Hundred and Forty-six Million, Four Hundred and Seventy Thousand and Eighty-nine Naira, Eighty-eighty Kobo).

    At Tuesday’s sitting, Bello’s counsel, Adeola Adedipe (SAN) prayed the court to quash the arrest warrant granted the
    Commission against Bello, arguing that Tuesday’s substituted service to the defendant through his counsel Abdulwahab Muhammad (SAN) has invalidated the arrest warrant.

    “The court is expected to do justice at all times. A warrant of arrest cannot be hanging on Bello’s neck when we are in this court. It appears to us that the defendant will not get justice because the court granted a warrant of arrest before service,” he said.

    However, prosecution counsel, Kemi Piniero (SAN) in response, urged the court to decline hearing on any motion from Bello’s legal team until the defendant is physically present in court for his arraignment.

    “The stage we are in now is to determine the whereabouts of the defendant. He cannot be in his house while the trial proceeds without him coming here to take his plea. My Lord, this is a criminal matter not a civil matter, he must come and take his plea. It is a matter of over N80 billion. All these applications by the defendant are to prevent his arraignment and frustrate the commencement of trial,” he said.

    After hearing both counsels, Justice Nwite adjourned ruling on the defence’s
    application, seeking a revocation of the arrest warrant on Bello till May 10, 2024.

  • Ogun Agro-Cargo Int’l Airport To Begin Flight Operations Soon

    Ogun State Governor Dapo Abiodun, on Tuesday, said that the state’s Agro-Cargo International Airport would commence scheduled and non-scheduled flights in the next few weeks.

    The governor made the disclosure while speaking at the 13th Gateway International Trade Fair breakfast meeting with chief executive officers, captains of industry, entrepreneurs, investors and stakeholders alike, in Abeokuta.

    Abiodun noted that the approval process to get the airport running has reached an advanced stage, with the approval expected in few days’ time.

    According to him, the airport is located in a Special Agro Processing Zone, adding that President Bola Tinubu has approved the Special Agro Processing Zone as a Free Trade Zone.

    He said: “Our newly built Gateway International Airport which will soon be commissioned, I believe as a matter of fact, this week, that airport will get an approval to begin to operate non-scheduled flights, meaning that private planes can now fly flights and come to that airport, just like they go to any other airport.

    “I believe within the next two weeks or less, we will also get the approval for scheduled flights to begin to operate out of that airport.

    “That means you can attend to your business, bring in raw materials by air into the state.

    “A neighbouring country has indicated interest, taken a decision that they will not build a cargo airport in their country. They would rather drop all their agro produce from that country to Ogun State and export their produce from our airport.

    “That airport is in a Special Agro Processing Zone. That zone has now been approved by President Bola Ahmed Tinubu as a Free Trade Zone, so we have another Free Trade Zone.”

    Abiodun also informed that his administration would soon be flagging off the Kajola Inland Container Terminal, noting that when fully operational, the terminal would allow investors situated within the state an opportunity to pick up their containers, process their raw materials and also export their goods efficiently.

    “We will soon be flagging off the Kajola Inland Container Terminal, called a dry port, and this we are particularly determined to see through because we understand the plight of most of you. What you have to go through by importing your raw materials into Tin Can or Apapa and incurring unnecessary expense in demourages before bringing them by road, struggling through the bottleneck and the traffic out of Lagos.

    “On completion, this Kajola Inland terminal dry port will serve your purposes, meaning that you can now ship your goods from anywhere in the world, destined to Kajola and just go to Kajola, pick up your container, process your raw materials and also have the opportunity of exporting efficiently through the same channel,” he said.

    To tap from existing rail infrastructure in neighbouring state – Lagos, the governor said the state’s Red and the Blue Rail Lines would be extended to Ogun to facilitate the ease of travel of goods, people and services between the two states and the rest of the hinterland.
