    To advance gender equality in education, education systems need to be gender responsive by design. As a country’s blueprint for education reform, the Education Sector Plan (ESP) presents a critical opportunity to embed gender equality into the DNA of all aspects of education. Gender-Responsive Education Sector Planning (GRESP) is the vehicle for achieving this by laying out the foundations for system-wide change leading to more gender-equal outcomes in and through education.
    Studies show that when GRESP is conducted and effectively implemented girls’ education outcomes will improve such as increased enrolment at senior secondary level and reductions in child marriage.
    However, very few state education sector plans are designed with a gender lens. Where plans exist and gender is incorporated, this is often only at the policy formulation stage. Rarely are states incorporating a gender lens in the implementation phase or Monitoring, Evaluation, and Learning (MEL) frameworks. This makes ESP a more ideological exercise rather than a practically measurable one.
    For Borno State, this work creates an opportunity to influence the government to develop and implement a gender responsive education sector plan and ensure that gender is mainstreamed in all stages of the ESP, especially at the stage of implementation, budgeting, and development of MEL framework.

    Specific Objectives

    Review Borno State Education Sector Plan and produce findings analysis and recommendations for gender responsiveness.

    Deliverable:

    A detailed report analyzing the sector plan and producing findings of areas that are gender-responsive. The report will also contain recommendations for areas that are not gender-responsive.

    Duration of work:

    The duration of the work shall be maximum of 1 month.

    Bandits kill 4, abduct 6 and raze telecom service mast in Zamfara

    Bandits have killed four persons and abducted six persons in simultaneous attacks on Zurmi and Maru Local Government Areas of Zamfara State.

    It was gathered that the gunmen besieged Zurmi town, the headquarters of Zurmi local government area, where they attempted to forcefully gain entry into the palace of an Emir.

     

    A resident of the area, Musa Mande told Leadership that the bandits opened fire on the palace of the traditional ruler as well as the neighbouring residence belonging to the former military administrator of Nasarawa State, Col. Bala Mande (Rtd).

     

    He further hinted that the Emir was evacuated to Gusau, the state capital by security agents for his safety.

     

    According to him, the bandits killed three persons and abducted three other persons during the incident.

     

    He also stated that the bandits set the MTN mast at the place on fire, destroying all associated network boosting equipment at the facility during the attack

     

    Similarly, bandits also attacked Maru town, the headquarters of Maru local government council where they killed one person and kidnapped three others. 

     

    According to one Musa Ibrahim Maru, the bandits besieged the town around 11:00 pm Wednesday night and operated for more than two hours.

     

    “The bandits ransacked the town for over two hours. As I am speaking to you now, many residents mainly women and children have fled the town for their safety”, he added.

  • BREAKING: Fire Outbreak At Lagos Airport Disrupts Flight Operations

    According to Orah, the engineers at the airport have disconnected power from the entire E wing of the airport in an attempt to put out the fire.

    A fire outbreak on Thursday morning disrupted flight operations at the Murtala Muhammed Airport in Lagos.

    Confirming the incident, the Federal Airport Authority of Nigeria (FAAN) in a statement issued by its Director of Public Affairs and Consumer Protection, Obiageli Orah, said the fire outbreak led to the diversion of all flight operations from terminal 1 of the airport to the D wing.

    According to Orah, the engineers at the airport have disconnected power from the entire E wing of the airport in an attempt to put out the fire.

    Orah, who explained that the fire outbreak started around 5:29 am, said that smoke which subsequently turned into fire had erupted from the E54 bridge.

    Orah stated, “Smoke was detected billowing from the E54 Bridge, leading electrical engineers to immediately cut off power to the entire E Wing.

    “The Airport Rescue and Firefighting Services (ARFFS) team was quick to respond, arriving at the scene by 05:30 hrs. Initial suspicions point to sparks from an electrical unit as the cause, but a thorough investigation is ongoing to ascertain the cause of the fire.

    “The incident, which had escalated into a fire, was brought under control by 06:41 hrs. Efforts to ventilate the smoke from the building are in progress. In the meantime, all flight operations in Terminal 1 of MMA have been diverted to the D Wing. More details will follow shortly.”

    It was gathered that the incident sparked tension and panic at the airport, forcing some airport officials and travellers to scamper to safety.

    However, SaharaReporters gathered that a FAAN team and the Airport Rescue and Firefighting Services have restored normalcy at the airport.

  • Bishop Kukah warns of rising ethnic, religious biases in Nigerian universities

    In a candid interview with Arise TV on Thursday, the Bishop of the Roman Catholic Diocese of Sokoto, Matthew Kukah, expressed grave concerns over the growing ethnic and religious biases in Nigerian universities.

    The revered cleric lamented the decline of diversity and meritocracy in these institutions, particularly in Northern Nigeria, warning of far-reaching consequences for the nation’s social cohesion and progress.

    Kukah’s remarks were prompted by the contrasting experiences he had during his recent engagements with universities in different parts of the country.

    He recalled delivering a convocation lecture at the University of Calabar three weeks ago, where he was warmly received by the Chief Imam of the university.

    However, this welcoming gesture stood in stark contrast to the stark reality in Northern Nigeria, where universities have reportedly shut their doors to the possibility of building churches on their campuses.

    The bishop specifically highlighted the cases of Usman Dan Fodio University and Bayero University, both in Northern Nigeria, which have allegedly refused to allow the construction of churches within their premises.

    This, he argued, is a worrying trend that reflects the growing fanaticism and intolerance in the country.

    Kukah said, “A mosque was constructed at the University of Nigeria, Nsukka. I delivered a convocation lecture in Calabar three weeks ago. After my lecture, the Chief Imam of the University came to congratulate me.

    “But as I speak to you, Usman Dan Fodio, who is over 40 years old, Bayero University, and other universities in Northern Nigeria have decided to close their doors to the possibility of churches being built in the universities across this country.

    “All this fanaticism we are seeing is expressed in public life. If students in the university or at the point of their growing up are not allowed to integrate and interrelate, and if churches or mosques cannot be built across this country, then there is a problem.”

    Kukah’s concerns are rooted in the understanding that universities are meant to be bastions of intellectual freedom, diversity, and inclusivity.

    By denying students the opportunity to interact and integrate with people from different backgrounds, these institutions are failing in their mission to shape future leaders who can navigate the complexities of a diverse society.

    The bishop’s warning is particularly poignant given the historical role of universities as melting pots of ideas and cultures.

    By promoting ethnic and religious biases, these institutions risk entrenching divisions and fuelling the very conflicts that have long plagued the nation.

    As Nigeria grapples with the challenges of nation-building and social cohesion, the alarm sounded by Bishop Kukah serves as a stark reminder of the need for collective action to address the rising tide of intolerance and bigotry in our institutions of higher learning.

    The future of our nation depends on our ability to foster inclusive and diverse spaces that nurture critical thinking, creativity, and collaboration among people from all walks of life.

  • HURIWA Backs Matawalle’s Support Call For Tinubu, Says Northern Elders Criticism Misplaced

    The Human Rights Writers Association of Nigeria (HURIWA) has stepped forward to defend the Minister of State for Defence, Dr Bello Mohammed Matawalle, amidst a wave of criticism following his recent remarks concerning the Northern Elders Forum (NEF) and the administration of President Bola Ahmed Tinubu.

    At a press conference organised by HURIWA in Abuja today, the prominent civil rights advocacy group expressed concern that Matawalle’s comments sparked controversy after he advocated for steadfast support for President Tinubu’s administration, particularly from appointees from the Northern region.

    HURIWA highlighted that in his statement, Matawalle emphasised the imperative of collective solidarity and unwavering loyalty to the government’s initiatives aimed at advancing the nation’s interests.

    Matawalle on Monday emphasised the importance of President Bola Ahmed Tinubu’s appointees from the North taking a stand and showing unequivocal support for the administration.

    He highlighted that every appointee must promote and defend the government against unjust attacks.

    In reaction to Matawalle’s comments, former senator Kabiru Marafa demanded an apology, urging the Minister to withdraw his statement, which he described as portraying the NEF as a ‘burden’ and ‘paperweights’.

    Marafa argued that Matawalle’s remarks were not reflective of President Tinubu’s position, emphasising Tinubu’s high regard for Northerners and their leaders.

    However, speaking at the press conference, HURIWA’s National Coordinator, Comrade Emmanuel Onwubiko, deemed Matawalle’s stance as not only justified but also necessary for the continuity of developmental efforts initiated by the current administration.

    Onwubiko vehemently rejected attempts to misconstrue Matawalle’s remarks as divisive or inappropriate, asserting that Matawalle’s call for public solidarity with President Tinubu’s administration is both genuine and essential.

    The leading human rights group further highlighted the significant contributions made by President Tinubu in appointing individuals from the Northern region to key positions in his government.

    The group emphasised that Matawalle’s advocacy for collective support is a testament to his loyalty to the administration that appointed him.

    The Association referenced the recent remarks made by the National Security Adviser, Malam Nuhu Ribadu, regarding President Tinubu’s deliberate appointment of Northerners into key positions as a commitment to addressing the challenges faced by the North, indicating a genuine concern for the region’s welfare.

    HURIWA dismissed the attacks against Matawalle as disguised attempts to undermine the achievements of President Tinubu’s government and urged Nigerians to focus on the collective progress of the nation.

    The group stressed that Matawalle’s call for public solidarity with President Tinubu’s administration is not only commendable but also a genuine advocacy for collective support, extending beyond Northerners in government to all individuals entrusted with national responsibilities by President Tinubu.

    “Those who oppose Matawalle’s clear-headed call for 100% loyalty to President Tinubu’s government are, in essence, political adversaries of the President, hiding their disloyalty under the guise of attacking Matawalle,” HURIWA argued.

    Moreover, despite the recent criticisms, HURIWA encouraged Matawalle to continue boldly speaking out in support of President Tinubu’s administration, urging all Northerners entrusted with national responsibilities by President Tinubu to heed the call for unity and solidarity.

    The organisation also urged President Tinubu to take note of the coordinated attacks against his Minister of State for Defence and to remain steadfast in advancing the agenda of his administration.

    Police arrest eight mobile phone snatchers in Kano

    The Kano State Police Command has arrested eight suspected mobile phone snatchers terrorizing residents of the state. 

     

     

    Spokesperson of the command, SP Abdullahi Haruna Kiyawa, who disclosed this in a statement on Thursday, April 25, 2024, said nine mobile phones, a sharp knife, a handcuff and two operational tricycles were recovered from the suspects. 

     

     

    According to the PPRO, the suspects, who pose as drivers and passengers, use tricycles to snatch people’s mobile phones.

     

    “The Police in Kano were during routine crime prevention patrol on 23/04/2024 at about 1255hrs along Airport Road Kano accosted and effected the arrest of four (4) suspects upon reasonable suspicion while riding on a tricycle.,” the statement read.

     

    “On spot search, seven (7) mobile phones and a handcuff were recovered from their possession. The suspects confessed to having used a Tricycle and snatched people’s mobile phones.

     

    “Similarly, on 19/04/2024, a report was received from one Aminu Sulaiman, that his mobile phone was stolen from his motor vehicle at Matrix Filling Station along BUK Road, Kano. 

     

    “On receipt of the report, a team of detectives swung into action and arrested the three (3) suspects with the help of technical support. Consequently, the mobile phone and their operational Tricycle were recovered.

     

    “In the same vein, on 23/04/2024 at about 09:00am, a distress call was received from a good samaritan that unknown hoodlums on board a Tricycle attacked and robbed an innocent passenger of his mobile phone

     

    “On receipt of the report, a team of surveillance patrol immediately swung into action and after a hot chase arrested one of the suspects and the mobile phone and a sharp knife exhibits were all recovered from him.

     

    “The suspects are currently undergoing investigation at the Criminal Investigation Department (CID) of the Command and thereafter will be charged to court for prosecution.

     

    “The Commissioner of Police reiterates the determinant of the Police Command to provide a safe and more secure environment for all residents of Kano State

     

    “⁠Finally, the CP while appreciating the good people of the State for their support and cooperation, also urges everyone to remain vigilant and keep reporting any suspicious movement of person(s) or item(s) they come across to the nearest Police Station or through the following Kano State Police Command emergency contact numbers:- 08032419754, 08123821575, 09029292926.”

  • U.S. Says APC Supporters Attacked, Prevented Igbo, Non-Party Members From Voting During Lagos Gov Poll In Presence Of Police Personnel

     

     

    The United States Government has analysed how supporters of Nigeria’s ruling party, the All Progressives Congress (APC), attacked and prevented supporters of opposition parties, particularly Igbo people, from exercising their voting rights during the Lagos State governorship election in March 2023.

    In a report titled, ‘2023 Country Reports on Human Rights Practices: Nigeria’, the US Department of State noted that the recent 2023 general election in the most populous African country was characterised by irregularities and violent incidents.

    The report mentioned that several observers who were present during the election opined that the results of polls largely reflected the wills of the voters despite voters’ intimidation and suppression in some parts of the country.

    It says, “Abuses or Irregularities in Recent Elections: National elections were widely reported to have reflected the will of voters, despite technical and logistical difficulties, and some irregularities.

    “Many independent observers assessed the results of the presidential, legislative, and state-level elections during the year reflected the will of voters, despite reports of voter suppression and vote buying, campaigning at polling stations, lack of ballot secrecy, violence, and intimidation.

    “During the March 18 state election in Lagos, All Progressives Congress (APC) supporters reportedly intimidated and suppressed voters in Igbo-dominated areas, which Labour Party presidential candidate and ethnically Igbo Peter Obi won in the February 25 national election.

    “Viral videos on social media showed APC supporters in Ojo threatening to attack ethnic Igbo voters presumed to be pro-Obi. In Eti-Osa, APC supporters also attacked journalists and, in some cases, shut down voting and prevented non-Yoruba voters from accessing polls.”

    “They similarly destroyed property and physically blocked voters in Amuwo-Odofin. According to videos posted on social media, police officers were present but failed to respond to attacks. There was no evidence that alleged perpetrators were arrested or prosecuted,” it added.

  • ONDO: Ex-gov Mimiko’s brother, Abbas, emerges as governorship candidate of ZLP

    Abbas Mimiko, a brother of Segun Mimiko, former governor of Ondo State, has won the Zenith Labour Party (ZLP) governorship ticket for the state’s November 16 election.

    Recall that Segun Mimiko was the state governor from 2009 to 2017. He has since defected to the Labour Party (LP).

    The national secretary of the party, Yahaya Wakama, who spoke to newsmen after declaring Abbas winner of the primary election in Akure, the state capital, boasted that ZLP was ready to take over the leadership of the state from the ruling All Progressives Congress (AP).

    He said: “As we choose our governor today let us bear this in mind, while he will be our torchbearer, he cannot achieve anything by himself he will need us.

    “So, we must all roll up our sleeves. The journey has begun and the work has started. No one can be a bystander and indeed no one should be a bystander.

    “We must have all hands on deck. That is the only way we can achieve our desired results.

    “Let me remind us however that the days ahead will be even more demanding and disturbing

    “The signs of what we should expect are already here, the harassment, attacks and economic strangulation are some of the weapons that the ruling party will wield in their attempt to prevent the people’s will. But we cannot give up.”

    Speaking on his victory, Abbas noted that if elected as the state governor, he would focus on reengineering the education, health, economy and security sectors of the state.

    “We are a force to be reckoned with in this election, we will ensure food security, and within a year of our being in the office, we will have a surplus of food in Ondo state.

    “Former Governor Mimiko is supporting my ambition. I am happy that I am coming out because he knows I will build on his achievements,” he said when asked if he has the support of his elder brother.
