    C’River: IPAC is an advisory body, not an opposition – State Chairman

    State Chairman of the Inter-Party Advisory Council in Cross River, Engr. Edet Okon Effiom, has explained that IPAC is basically an advisory body, just as its name implies, and should not be erroneously viewed as purely opposition mechanism.

    This is moreso, because according to Engr. Effiom, IPAC is an umbrella body for both ruling and opposition parties in the country as clearly spelled out in the instrument establishing the body.

    The state chairman made this clarification in a statement on Saturday 4th May, 2024, against the backdrop of misrepresentations on social media where some individuals claimed that effective opposition was lacking in Cross River State, and had indirectly blamed IPAC for not leading the charge.

    According to the IPAC chief, “The Inter-Party Advisory Council (IPAC) is the umbrella body of all the registered Political Parties in Nigeria. A platform for the promotion and sustenance of a free, fair, credible, transparent, acceptable, inclusive and peaceful electoral environment in Nigeria.

    “It promotes the conduct of political contests devoid of rancour and emphasizes the values of tolerance, sound conduct, a spirit of accommodation and teamwork in planning or organizing political competition with a view to strengthening and deepening the nation’s emerging democracy.”

    He continued, “The instrument of authority establishing the Inter-Party Advisory Council (IPAC) is the Political Parties Code of Conduct, 2006, which was amended in 2007, 2011, 2013, 2018, 2019 and 2020 respectively as the nation’s Political Parties evolve to meet the demands of liberal democracy and good governance.”

    Effiom maintained that while IPAC was not primarily established as an opposition vehicle, the Council however frowned at anyone who derides the opposition parties in the state.

    He emphasized that “IPAC Cross River State is fully in support of the leadership style of His Excellency Senator Prince Bassey Edet Otu. So far we have not seen any reason to be against his governance because we have just one Cross River State which is our first interest to protect and ensure peace and stability that is necessary for development to thrive.

    “Talking about effective opposition, is it until the opposition parties take up arms against the government before they will acknowledge their effectiveness? Those pushing this narrative were in government before and no one heard them talking about effective opposition then. All we need in Cross River State at this moment is peace and tranquility to enable the Prince Bassey Otu-led administration deliver on its people first agenda, which resonates well with us at IPAC.

    “However, while we urge the opposition parties to be on their guard and call out the government of the day where it goes astray, we equally implore all well-meaning Cross Riverians to support this government to enable it succeed, because if the government fails, its failure will rub off on us all,” he said.

    The Cross River State Chairman, Inter-Party Advisory Council (IPAC), Engr. Edet Okon Effiom, has felicitated with Christians on the commemoration of the death and resurrection of Jesus Christ as he urged Nigerians to use this opportunity of the celebration to pray for the country and rededicate themselves to the service of God.

    The IPAC boss who doubles as the Cross River State Chairman of Action People’s Party (APP) stated this on Sunday 31, 2024 in a press release made available to some journalists in Calabar, the state capital as he sends special goodwill message to the Cross River State Governor, His Excellency Senator Prince Bassey Edet Otu and all Cross Riverians and the country at large.

    According to Engr. Edet, “the death and resurrection of Jesus Christ brought countless blessings”, reaffirming that Easter is a period for spiritual rebirth and new beginnings.

    “We implore all Cross Riverians and Nigerians at large to embrace the core values of tolerance, love, peace, sacrifice, hope, compassion and harmonious Coexistence in all their engagements.

    “Easter festivities are very important date in the Christian Calendar. It assures us of the place of love, compassion and hope. I beseech the good people of Cross River State to keep hope alive, imbibe the virtues of sacrifice, love and abiding faith for a better society which the death and resurrection of Jesus Christ symbolizes.

    “Cross Riverians should seize this great opportunity to pray that God should give our dear Governor, Senator Prince Bassey Edet Otu a clear direction to actualize his People’s First Agenda for the good people of Cross River State.This is the time to offer fervent supplications to God Almighty and asked him to show us mercy, joy and peace in our beloved nation.”

    The Inter-Party Advisory Council (IPAC) in Cross River State extends its warmest congratulations to all the newly appointed officials by His Excellency, Senator Prince Bassey Edet Otu, Governor of Cross River State.

    We specially congratulate Rt. Hon. Dr Jake Otu Enyia, Senior Special Adviser, Political Affairs; Nkoyo Otu, Special Adviser, Inter-Party on Women Affairs, and Mr Uguana William Attoe, Senior Special Assistant, Party Relation (Abuja).

    We commend His Excellency for his commitment to public service and his dedication to building a stronger Cross River State. We believe these appointments will contribute significantly to the smooth, efficient, and improved governance of the state.

    However, IPAC Cross River State takes this opportunity to respectfully appeal to His Excellency to consider the statutory nature of the Special Adviser Inter-Party Affairs. Traditionally, this position is designated for a political party leader, who would ensure a platform for inter-party collaboration and engagement, especially within the state.

    Furthermore, IPAC also wishes to appeal to His Excellency to consider giving other political parties with proven capacity some slots of appointments for fairness and equity.

    We believe His Excellency, known for his commitment to inclusivity and collaborative leadership, will endorse and address this aspect in due course.

    We are confident that under the leadership of His Excellency, Senator Prince Bassey Edet Otu, and the dedicated service of these newly appointed officials, Cross River State will continue to flourish and fulfill its immense potential.

    The Inter-Party Advisory Council (IPAC) has elected officers into its executive committee to run the affairs of the body in the next two years. The election followed the expiration of tenure of the Anthony Bisong-led executive committee of IPAC, Cross River.

    The election which held Friday at the state office of the Independent National Electoral Commission (INEC) in Calabar, saw Mr Effiom Edet Okon, state Chairman of Action People’s Party, emerged as IPAC chairman.

    Also elected were APGA’s Omaleko E. Omaleko, deputy chairman; YPP’s Omari Frederick Eje, secretary; SDP’s Meitin Bassey, deputy secretary; PDP’s Ojisi Michael Ntui, financial secretary; APC’s Effiom Bassey Effiong, treasurer; ZLP’s Victory Okoi Ubangha, organizing secretary; APM’s Odigha Michael Odigha, publicity secretary, and NNPP’s Odey Anthony Ogboriku, legal adviser.

    The election which was monitored by INEC team led by Mr Eldred Davies, who stood in for the Resident Electoral Commissioner, Prof. Gabriel Yomere, had the IPAC chairman and other executive committee members returned unopposed.

    Speaking shortly after taking oath of office, the newly elected chairman, Mr Effiom Edet Okon, thanked the state governor, Prince Bassey Otu for creating a conducive atmosphere that has enable IPAC to continue to carryout its activities without any hindrance.

    Effiom pledged that under his leadership, IPAC would have the best representation, adding that as time goes on he would unfold his blueprint for Cross River, while at the same time build on the successes of his predecessor.

    According to him, “the role of IPAC is advisory and to have intermediate relationship between the people, the political parties and the government. There’s so much beauty in continuity. Though we have programmes that would cut across the three senatorial districts in Cross River State, we would build on the successes recorded by the previous exco.”

    Also speaking, chairman of the electoral committee from IPAC national office, Abuja, Alhaji Saheed Baba Abdullahi, commended the delegates for conducting themselves in a peaceful manner.

    “We followed due procedure to dissolve the former exco and come up with another exco. The exco is actually true representatives of the political parties that are here in Cross River State. As such, we could say that the election was done in peace and there was harmony among themselves. That’s the best thing. The aim and objective of IPAC is to solidify unity among political parties and for the state to live in peace.

    “They lead criticism on something that’s important in order to uplift the status of the state and the country in general. They are more of something very important to the development of political democracy in the state. We hope they will be able to excel in such a manner that they conduct themselves today. I’m pleased that it is done in peace and harmony without any rancour among themselves.

    “I congratulate the resident electoral office in cooperating and then seeing to the mobilization of the political parties that are here and listen to them carefully and take the appropriate move. We look forward to further interaction among them. It is a well done activity. We pray for the executive to work in harmony,” he said.

    On his part, the newly elected secretary of IPAC, Omari Frederick Eje, said “This newly elected IPAC members know their onions very well. They’ve been in the system for a very long time and as such they are not going to derail in any way in bringing the most peaceful solutions to matters that affect electoral system in our state. Peaceful cooperation is what is going to translate to good governance, and it will enable us achieve better things for our state politically and economically.”

    Security agents were on ground to ensure a hitch free exercise.
