    64th Independence: IPAC felicitates Cross Riverians, calls for peace, unity, tolerance, patriotism

    The Inter Party Advisory Council (IPAC) felicitates Cross Riverians and Nigerians on the occasion of the nation’s 64th Independence anniversary. It is indeed, a milestone in the country’s democratic governance and calls for sober reflection and rededication as we strive to build a better society. The need for peace, unity, tolerance and patriotism cannot be overemphasized.

    Cross Riverians are a resilient, resourceful and industrious people and have remained resolute and committed to fostering sustainable democracy in the country.

    IPAC salutes the political sagacity and tenacity of purpose of the nation’s founding fathers and remains determined to ensuring political stability, successful elections, sustainable democracy and well-being of citizens of Nigeria in Cross River State especially in this time of our Local Government Elections in Cross River State that will hold on the 26th of October, 2024. to bring more growth and development to the grassroots of Cross River State.

    Nation building is a collective responsibility. IPAC is committed to the the People’s First Mantra project of His Excellency Senator Prince Bassey Edet Otu, the Executive Governor of Cross River State and urges the populace to rededicate themselves to the task of building a prosperous Cross River State.

    It is obvious that the national mood is sour due to economic hardship and insecurity in the country. Council urges governments at all levels to improve the people’s standards of living and make Nigeria safe again.

    The 64th Independence anniversary provides yet another opportunity for the government to set the nation on the path of economic prosperity and political stability. All tiers of government should also be decisive in the fight against corruption to ensure that national resources are channeled to meet the needs of the people, thus create wealth and employment. This will curb crimes and insecurity in the country. Already IPAC is partnering with relevant security agencies to fight corruption in the polity and sanitise the electoral process essential for good governance.

    Nigeria is the only country we can call our own, let us join hands to make it great again and fulfill the vision of our heroes past of a united, progressive, prosperous and just democratic nation.

    Governor Otu’s Prompt Assent To CROSIEC Bill, A Commendable Response To IPAC’s Counsel

    The leadership of the Inter Party Advisory Council,IPAC hereby commends the Governor of Cross River State for expeditiously assenting to the new CROSIEC law.

    Recall that in our last World Press Conference, IPAC had asked the Governor to promptly assent to the Bill in order to lend credence to the much anticipated Local Government Elections in the State.

    With his assent to the Bill a few days ago, every obstacle is now removed as CROSIEC called for a meeting with Political Parties and other stakeholders aimed at kick-starting the process that would ultimately culminate in the conduct of local government elections in Cross River State.

    IPAC therefore expresses her readiness to partner with CROSIEC and calls on all the 19 political parties to participate in the forthcoming Local Government Elections. We equally call on the good people of our dear state to get involved in the process that will herald grassroots governance.

    Engr Effiom Edet Okon Reinstated as IPAC Chairman Cross River State

    The inter party advisory council (IPAC) Cross River State held a meeting on the 11th day of September 2024 and thought it pertinent haven explored concrete deliberation unanimously agreed that Engr. Effiom Edet Okon be reinstalled as Chairman IPAC CRS.

    The  suspension administered on the 5th August, 2024. after a concised emergency council meeting on the grounds of;

    – Handling the  council concerns and projects as though his personal enterprise without intimating the council for apt decisions and implementation of acute policies to enable IPAC establish it’s set goal.

    The council however sat on the 11th September 2024, in an enlarged meeting after a lengthy deliberation agreed to reinstate Engr Effiom Edet Okon as Chairman haven sampled and treated necessary routes to fair hearing and justice.

    In the lens of all inclusive government and ambience of solidarity, knowing that no human organization is without pitfalls the general assembly agreed reflecting the code of conduct of IPAC, that ENGR EFFIOM EDET OKON continues the leadership of Inter-Party Advisory Council (IPAC) in Cross River State when a motion of reinstatement was moved by Ambassador Ogar Osim the State Party Chairman of Labour Party and the motion was seconded by Dr Innocent Ekwok which was unanimously agreed by the general counsel with open apologize to the Chairman for being wrongly accused.

    As he pledges his faithfulness, commitment, proactiveness, courageousness and tenaciousness as he mirrors leadership mien in his tenure as IPAC Chairman in Cross River State.

    In furtherance, ENGR EFFIOM EDET OKON in his speech expressed gratitude to the general assembly for believing in him as well as seeing the him worthy to lead with the Sceptre of the leadership of IPAC CRS, hence promising  measures that will rebrand the narratives of IPAC CRS.

    During his previous time as Chairman before the suspension, he successfully “facilitated collaboration among political parties,” “organized successful events,” and “strengthened relationships with  stakeholders” he further said he is eager to build on these accomplishments and even more to  continue serving the council with integrity and passion.

    He appreciate the opportunity to further in his leadership, as he Thanked the council for considering his request as he looks forward to the opportunities to serve IPAC Cross River State better.

    IPAC Chairman CRS Advices PDP and other 18 Political Parties From Participating In The Planned Protest

    The Inter-Party Advisory Council Chairman in Cross River State Engr. Effiom Edet Okon has called on Political Parties of the State to stay off the nation wide protest billed to commence on the 1st of August, 2024 or any form of protest.

    The IPAC Chairman made this known in Calabar at the office of the SA Inter-Party Affairs when they meet on the 26th of July, 2024.

    Engr Effiom expressed empathy towards the State of the nation’s economy, and noted that protest ordinarily should not be viewed as a  problem but that the biggest issue will be hijacking the whole process tracing antecedence to records of what we experienced in Calabar in the previous ENDSARS protest.

    Effiom Edet analyzed the ENDSARS protest which culminated in the destruction of properties, theft, lost of lives and numerous ill-fated behaviors from most protesters, appealed to all Political Parties Leaders to send warnings to all their structures across the State to desist from joining the protest.

    He further cited another instance where the popular State owned newspaper corporation which he doesn’t want to mention name is yet to be revitalized, the then State library currently undergoing serious revamp and millions of naira already being sunk in to ensure it is fully revitalized to commence operation. He opined that such expenditure would go a long way to address needs in other grey areas such as human capital development, empowerment, etc.

    Finally, he advised all Political Parties in a general spectrum to shun irrational, uncalculated and evil driven form of protest and reassured them the readiness of the current administration to continually deliver dividends of democracy as a benchmark for THE SEASON OF SWEETNESS.

    A non-governmental organization, Gender and Development Action (GADA), has held an elaborate engagement with leaders of political parties in Cross River, where it advocated the active participation of women in politics and governance.

    Speaking during a meeting with chairmen of parties under the Inter-Party Advisory Council (IPAC), in Calabar the state capital, Ms Nnena Ugbor, Programme Officer at GADA, said the NGO works to promote and advance the rights of women and girls all over Cross River

    She said GADA has been dealing with IPAC and that the both organizations had actually formed a group called GADA-IPAC Group, explaining “the reason the group is formed is to continue to push women to the forefront because we have noticed over time that the women are always relegated to the background in terms of leadership, political participation and decision making.”

    “So our goal is actually to make a little political change even if it is not 100% but at least a little change to make sure that narrative is changed, and that is why we keep engaging the two. And I also want to use this medium to tell all of us that GADA is ready to continue to partner with you, IPAC and to partner with all branches of IPAC as well in order to make this to happen, to make our dream to come to reality.

    “This particular project is sponsored by  Action Aid Nigeria and they may not be in every state of the federation. They are just in 6 states of the federation, that is where this thing is actually happening. We are starting from a pilot phase which Cross River is one of the states where it is implemented. That pilot is now what will help us to progress to other parts. But how have we been able to capture Cross River state in the first place, that is what matters and so that is where you come in and we come in for that partnership and collaboration.

    “Wth your drive, we are able to support in whatever way making it possible for the women to be carried along, whether at the state or ward level, but you are the ones driving it and we are the ones giving you the support to involve more women since that is our mandate. We actually started a small group of women who will be championing an aspect, two policies which are the affirmative action policy and we have the PSEA policies.

    “We wanted the women to champion that at the political party level. So I do not know if the women had brought it to that point where they will discuss it with the party chairmen. Because we asked that they take it to that level and start advocating at that point. We already have that in mind, but the only thing is that since this is a very small funding that we started to test the waters, other fundings that we are expecting, when they are here, we can expand further to involve more of the policies even if it is not the two that we just started. Or we can concretize these two that we have already started.

    “This particular project is called women’s voice and leadership project, WVL that is what we call it for short,  you can hear the acronym, women’s voice and leadership, it is for women generally, whether it is political or other areas of decision making, as long as women are involved. Now the reason we decided to involve in political parties is because we also want to get the women involved in the political party structures. We want women in all areas, both politically and otherwise. 35% affirmation in party politics. That is what we are advocating for with the relationship GADA has with IPAC,” she said.

    Engr. Edet Okon, state chairman of APP and IPAC chairman, said so far GADA is doing well. He said “they have even reached out to university students to see that they bring trainings to these people to see how they can address this cultural barriers that they may have brought in from their different families and different backgrounds. And the two meetings we’ve had, the women always are impressed, it’s not all about what comes up at the end of the meeting.

    “But so many times, the series of meetings have been well arranged. I want to assure us that our partnership with GADA is a good one. Let’s do as much, of course as we meet, we already have plans to elaborate our partnership as we discuss with one of the managers of GADA that we have plans to get our women across the  senatorial districts, across the 18 local government chapters for more events to bring in GADA and bring in more women so that their 35% affirmation can even be more that 35% at the end of the day. So I want to thank everyone, I want to thank GADA specially, for being here with us today.”

    Contributing, Dr. Ekpenyong Ambo, the state chairman of SDP said although there are policies of IPAC that could bring more women onboard, they however need funding.

    “So in political parties it is not easy because if you look critically, most of the political parties are self-funded and the only way this can be acquired is if we have the backing of GADA for us to promote those policies where we will sit down as IPAC and create a room where we could develop some clusters that will bring in women compulsorily.

    “We use the word compulsorily because if you look critically at IPAC chairmen, it is not compulsory that it may be a man or woman, but most at times women don’t come out. But they are policies that we could put together that we will make it a compulsory issue where we have no option than to place a woman in that position.

    “But before we do such, there are some protocols that we have to go through which involves funding. So if on this note, GADA is willing to go through that process, such item can be in our agenda going forward. So it is like an appeal for you and your team to look into,” he submitted.

    …Says office should be reserved for experienced party leader

    The Inter-Party Advisory Council (IPAC), Cross River State chapter, has called for the removal of Hon. Nkoyo Otu, the Special Adviser to Governor Bassey Otu on Inter-Party Affairs, saying she lacks the capacity and experience to hold such an office.

    The call was made in a 6-point resolution drawn by an enlarged general meeting of IPAC, held Wednesday, 12th June, to mark the 2024 Democracy Day, which was chaired by the State Chairman of IPAC, Engr. Effiom Okon.

    For not having the experience of leading a political party, the group urged Governor Otu to replace Hon. Nkoyo Otu with someone from IPAC who is a leader of a political party.

    “Our observation is that the Chief Press Secretary (CPS) to the State Governor, Mr Nsa Gill, was appointed from NUJ as well and the the Special Adviser on Labour was also appointed from the Nigeria Labour Congress (NLC) because every organisation understands its dynamics, and uses that to their advantage to communicate if need be.

    We appeal that IPAC should not be an exception. Our appeal is that an SA Inter-Party Affairs should be appointed from amongst our party leaders.

    “Nkoyo Otu lacks the capacity and experience to lead political parties having not been a party chairman.

    “The period she interfaced with our women leaders, we got reports that she invited them against party leadership.”

    Chairman of the Inter-Party Advisory Council (IPAC) Cross River State chapter, Engr. Effiom Edet Okon, has congratulated Barr. Alphonsus Ogar Eba, State Chairman of the All Progressives Congress (APC), on the occasion of his 49th birthday.

    He praised the good relationship that has existed between him and the APC chief over the years, adding that Barr. Alphonsus Eba is a positive influence and inspiration to many.

    The IPAC Chairman therefore prayed the Almighty God to bless Barr. Alphonsus Eba with many more years in good to continue to offer valuable service to the fatherland.

    The Inter-Party Advisory Council (IPAC) Cross River State chapter has congratulated Governor Bassey Otu on the occasion of his one year in office celebration.

    IPAC in a statement by its Chairman, Engr. Effiom Edet Okon on Thursday, said celebrating one year in office was proper, adding however that the Council would wish to know “the key achievements of your administration in the past year, and how have they impacted the lives of Cross River state citizens.”

    IPAC which is an umbrella body for all political parties in the state raises other pertinent questions such as;

    “How do you plan to address the lingering issue of unpaid salaries and gratuities to civil servants and pensioners in the state?

    “What strategies have you implemented to boost the state’s economy, and what are the results so far?

    “How do you intend to tackle the challenges facing the health and education sectors in the state?

    “How do you plan to ensure inclusive governance and representation for all citizens in the state, regardless of political affiliation?

    “What measures have you taken to address security concerns and ensure the safety of citizens in the state?

    “How do you plan to promote transparency and accountability in government operations and expenditure?

    “What initiatives have you implemented to empower youth and promote entrepreneurship in the state?

    “How do you plan to address environmental concerns and promote sustainable development in Cross River State?

    “What is your administration’s policy on infrastructure development, and what projects can we expect to see in the coming years?

    “How do you plan to foster a stronger relationship between the executive and legislative arms of government to ensure effective governance?

    “These questions can help stimulate a constructive dialogue with the Governor and promote accountability, transparency, and inclusive governance in Cross River State,” he said.

    …Sets Up Committee To Investigate Allegations Against Embattled Speaker

    The Inter-Party Advisory Council (IPAC) Cross River chapter, has reacted over the leadership tussle that engulfed the State House of Assembly which led to the purported impeachment of the Speaker, Mr Elvert Ayambem, on Wednesday 22nd May, 2024.

    17 of the 25-member Assembly removed the Speaker, citing financial misconduct, incompetence, non-compliance with the Cross River State Legislature Fund Management Law 2021, and total failure to convene a leadership meeting.

    Ayambem was also accused of
    misappropriating the sum of N48,000,000.00 (Forty-Eight Million Naira) meant to pay NEPA bills for the House of Assembly complex and the House of Assembly Quarters.

    Misappropriation of 2% of all revenue collected by the Internal Revenue Service (IRS) monthly for oversight functions of the House of Assembly in line with Section 18(a)(i) of the Cross River State Revenue Administration Law 2011 as amended to the tune of N404,683,855.10 (Four Hundred and Four Million, Six Hundred and Eighty-Three Thousand, Eight Hundred and Fifty-Five Naira, Ten Kobo).

    Misappropriation of the sum of N19,437, 844.00 (Nineteen Million, Four Hundred and Thirty-Seven Thousand, Eight Hundred and forty-five Naira) from Local Government deduction and 11 months deductions which he allegedly failed to disclose to members.

    Reacting over the development, IPAC Chairman, Engr. Effiom Edet Okon in a statement Wednesday night, called on members of the Assembly to exercise restraint and maintain calm in order not to throw the entire state into needless crisis that could jeopardize the existing peace vital for development to thrive.

    The Council however stated that its solidarity lies with the good people of Cross River, adding that “we are mostly concerned about the negative effects this imbroglio in the legislative arm of government would have on the state. His Excellency, Senator Prince Bassey Edet Otu is making so much effort to move the state forward and all of these distractions are not needed. They are capable of derailing the governor’s good plans for the state.”

    The statement continues, “A house divided against itself cannot stand. Inter-Party Advisory Council understands that the Cross River State House of Assembly is mostly dominated by the APC and as such this misappropriation of fund for personal interest as published by some aggrieved members of the House, is to say the least, detestable.

    “Accordingly, IPAC has set up a committee to investigate the allegations of financial malfeasance against the embattled Speaker in order to determine our next line of action, which will ultimately be in the interest of the people.

    “We wish to reiterate that the People First agenda of the Prince Bassey Otu-led administration resonates well with us and we therefore urge all well-meaning Cross Riverians to support this government to enable it deliver on its mandate.”
