  • We Won’t Increase Taxes, FIRS Boss Assures Companies

Acting Chairman of the Federal Inland Revenue Service (FIRS), Zacch Adedeji, has allayed fears being expressed by corporate organisations that the resolve of FIRS to increase the country’s tax-to-GDP ratio to 18 per cent from 10.86 per cent will lead to increase in taxes.

Adedeji said such resolve would not necessarily lead to increase in taxes or introduction of new taxes as the President Bola Tinubu-led administration is determined to create a wholesome environment for businesses to flourish.

The FIRS chairman had said the agency under his leadership would, in the next three years achieve an eight per cent rise in tax-to-GDP ratio to surpass Africa’s average of 16.5 per cent without stifling investment or economic growth.

The plan had triggered muffled apprehensions among entities corporate that the decision could cause an increase in tax rates or introduction of new ones.

Addressing representatives of top large tax-paying companies during a get-together, Adedeji said, “Our belief, understanding and vision as a revenue-generating agency is not to introduce any new tax as we only want to use data to improve compliance.”

A statement by his Special Adviser on Media and Communication, Dare Adekanmbi, quoted the FIRS chairman as saying that the invited companies and those willing to voluntarily carry out their tax obligations have nothing to be afraid of.

“Our plan is simple. We want to grow tax revenue and we only want to tax prosperity and not poverty. Therefore, it is not in our interest to kill the trees that bear the fruits. My first ‘love letter’ to you is to appreciate what you have done. So, you don’t have anything to be afraid of.

“We will not collect what is not due to us. But we don’t want anyone not to pay what is due to us. Fair engagement is our plan. Rest assured that the 18 per cent tax-to-GDP target will not translate to increase in taxes.

“If you have been listening to Mr. Taiwo Oyedele who is the chairman of the Presidential Committee on Fiscal Policy and Tax Reforms, you will have known that part of the mandate of the committee is to reduce the number of taxes,” he said.

According to him, the purpose of the engagement with the companies is to factor their inputs into the strategic action plan being mapped out in order to address challenges hampering tax revenue collection.

He lauded the invited companies for their high sense of responsibility, urging them to continue to discharge their tax obligation diligently.

“I must also commend your commitment to upholding high tax compliance standards and responsible corporate citizenship, which sets you apart as the top taxpayers in Nigeria.

“This aligns perfectly with our vision of making taxation the pivot of national development through voluntary compliance. Your respective industries play a pivotal role in generating substantial tax revenue for government and in shaping economic and fiscal stability of the nation.

“We are not unmindful of the challenges facing businesses in Nigeria with the ongoing reforms to improve economic performance. These are painful but necessary choices we must make as a nation to attain our full potential,” he said.

The chairman, while responding to some of the concerns raised by representatives of the companies such as multiplicity of taxes, duplication of tax oversight on corporate entities, promised to address the issues raised.

Some of the companies at the event included Nestlé Nigeria Plc, ExxonMobil, Shell, Guinness, Nigerian Breweries Plc, Flour Mills, Dangote Group, MTN, British American Tobacco company, First Bank, Access Bank, Guaranty Trust Bank, Zenith Bank Plc, KC Gaming Limited (Bet9ja), Airtel, Seplat, BUA Cement, Nigeria Liquified Natural Gas, NNPC Limited and others.

  • Fact Check: Old video about emergency declaration in Vermont stirs online anxiety

An Oct. 14 Facebook post utilizes all-caps to relay what feels like breaking news: “BIDEN declares FEDERAL EMERGENCY NAT. GUARD DEPLOYED — IT’S TOO LATE TO LEAVE!”

But the video in the post is several months old.

It was flagged as part of Meta’s efforts to combat false news and misinformation on its News Feed. (Read more about our partnership with Meta, which owns Facebook and Instagram.)

The video features doomsday prepper Patrick Humphrey, whose YouTube channel regularly publishes false or misleading videos that stoke fear about wide-scale disaster.

Humphrey first posted the video on YouTube in July.

In it, he discusses Biden’s declaration that month of a state of emergency in Vermont, which was then experiencing heavy rainfall and flooding.

A couple of days later, the Vermont National Guard delivered water to communities affected by the floods.

More recently, Biden has declared emergencies in Guam, Louisiana, Maine, Massachusetts, Florida and South Carolina, but we found no evidence that he’s declared a national emergency, as the Facebook post suggests, or has dispatched the National Guard to locations where people aren’t allowed to leave. We rate that claim False.

  • 49ers should consider sitting him vs Vikings

SANTA CLARA — Take it from someone who has no expertise in athletic medicine or specific knowledge of what is ailing Christian McCaffrey:

If the 49ers truly value the end game in 2023, they should think hard about having McCaffrey watch from the sideline when they visit the Minnesota Vikings on Monday Night Football.

No need to make any announcements and telegraph their intentions. Better to keep alive the possibility of McCaffrey playing as long as possible going into kickoff for what Kyle Shanahan and the rest of the NFL coaches term a “competitive advantage.”

McCaffrey left a 19-17 loss to Cleveland after 36 snaps with what was termed an “oblique/rib” injury. They had an MRI done and didn’t release any results, with ESPN’s Adam Schefter reporting long-term injury had been avoided and that playing on Monday wasn’t out of the question.

Publicly, 49ers coach Kyle Shanahan will leave it to the medical staff. If McCaffrey is cleared and can tolerate the pain, it will be difficult to put the NFL’s most valuable all-purpose running back on the bench.

We know enough about McCaffrey to assume he’ll desperately want to play, because that’s how he’s wired. We know the 49ers have prided themselves on a week-to-week approach with the next game on the schedule superseding anything that happens afterward. We know McCaffrey leads the NFL in rushing with 553 yards and has scored touchdowns in 15 consecutive games.

But a Week 7 game against the Vikings, even should the 49ers lose, wouldn’t necessarily have any impact on their goal of playing (and winning) Super Bowl LVIII in Las Vegas.

If you want to see a season go sideways, lose your offensive centerpiece for a prolonged period of time or have him playing at diminished capacity because of injuries and a steady procession of legal and illegal hits from teams that have McCaffrey targeted as the guy most likely to beat them.

In the last two games, McCaffrey has begun to show signs of wear and tear. Take away a 27-yard run on his first carry against Cleveland (a play in which he absorbed a personal foul) and he had 16 yards on 10 carries. That came after carrying 19 times for 51 yards against Dallas. That’s 29 carries for 61 yards aside from the one burst.

And while the Dallas win was a blowout, McCaffrey got hit hard and often. He was the victim of an aggressive facemask on his first carry in that one for a personal foul, as well.

Going into the Cleveland game, McCaffrey was on pace for 404 touches rushing and receiving — one more than he had in 2019 with Carolina when he joined Roger Craig and Marshall Faulk as the lone backs to have 1,000-1,000 seasons in NFL history.

The Panthers were 5-11 that season and didn’t have nearly the cast of playmakers that surround McCaffrey with the 49ers.

Giving McCaffrey a one-week reset to heal up would only be beneficial in the big picture. And if McCaffrey is hurting more than he’s letting on, the 49ers have Cincinnati in Week 8 and then a bye. That would be a three-week respite to get McCaffrey back up to full strength for November, December and beyond.

Deebo Samuel, assuming his shoulder is sound (he’s listed as day-to-day), was a similar versatile weapon in 2021 and could move back into his “wide back” role temporarily. Elijah Mitchell is active again and is one of the NFL’s most productive runners if healthy. Jordan Mason is making a move on Mitchell’s backup status and Ty Davis-Price is still around.

Plus there’s always George Kittle, Brandon Aiyuk and Jauan Jennings in the passing game, giving Shanahan plenty of options to spread the ball around through quarterback Brock Purdy if McCaffrey were to be put on ice.

Christian McCaffrey finishes off a 13-yard touchdown after catching a shovel pass against Cleveland on the 49ers’ first possession.

The one-year anniversary of the trade that brought McCaffrey to the 49ers is Friday. In 20 regular-season and playoff games (including a minor role in his first game), McCaffrey has 309 carries for 1,537 yards and 15 touchdowns rushing and 87 receptions for 702 yards and eight scores.

That’s a lot of work, and one of the hardest things about coaching is determining when to forge ahead. Left tackle Trent Williams missed just two snaps with a right ankle injury against Cleveland and Shanahan talked Monday about the mental gymnastics that go into having an injured player stay on the field.

  • Fact Check: Supposed video of Egyptians delivering supplies to Gaza predates the current conflict

A video that shows scores of people carrying white packs on their backs across a rocky landscape, implying that they’re delivering aid, is being shared in the context of the ongoing Israel-Hamas war. But the footage predates that conflict.

“Egyptians crossing the Palestinian border to deliver water and good to Palestine,” text on the video says.

Instagram posts sharing this video were flagged as part of Meta’s efforts to combat false news and misinformation on its News Feed. (Read more about our partnership with Meta, which owns Facebook and Instagram.)

This video has been online since at least August. An Aug. 31 TikTok post suggested the video was taken on Egypt’s western border with Libya, not the border it shares to the east with the Gaza Strip.

A Sept. 6 X post sharing the video said, “Libyan/Egyptian border.”

Yet another TikTok video posted on YouTube said the footage showed smuggling at the Egyptian-Libyan border.

We couldn’t confirm what’s happening in the video, or where it was taken.

But we do know it doesn’t show Egyptians bringing water and food to Gaza in response to the current war between Israel and Hamas.

    We rate that claim False.

  • INEC Rigged Enugu Governorship Election, Declared Peter Mbah Winner – Labour Party Alleges

The Labour Party has explained how the Independent National Electoral Commission, INEC, allegedly rigged the March 18 governorship election in Enugu State in favour of the Peoples Democratic Party, PDP, and its candidate, Peter Mbah.

Addressing newsmen on Wednesday in Abuja over the Nasarawa and Enugu governorship tribunal judgments, and Nkanu East State Constituency tribunal judgment, the party said the three cases presented similar facts but the tribunal judgements were different.

In the text of the press conference delivered by Obiora Ifoh, Labour Party National Publicity Secretary, the party said, “The Labour Party candidate, Hon. Barr. Chijioke Edeoga, was cruising to victory with the results of the election declared in 16 out of 17 LGAs of the state when the PDP colluded with INEC to manufacture 30,000 + votes for Mbah in the remaining Nkanu East LGA, even when only about 15,000 voters were accredited to vote in that home LGA of Mbah.

“The INEC returning officer for the state, Prof Maduebibisi Iwe, rejected the figures from Nkanu East because the BVAS was discarded, prompting the INEC headquarters to invite him to Abuja.

“After three days, an Abuja INEC panel led by Festus Okoye reduced the total 33,000+ votes illegally hurled from Nkanu East alone to about 19,000, but gave Mbah almost 17,000 votes to enable him to beat LP’s Edeoga (who was leading with 11,000+ votes) with 3,000+ votes,” he stated.

He explained that it was “over-voting in Nkanu East LGA, especially in Owo and Ugbawka, that prompted the Labour Party and its candidate, Hon. Chijioke Edeoga, to approach the Tribunal in the hope that the judiciary will review and correct that anomaly.”

Ifoh said, “Enugu State is a Labour Party State and we make bold to say that the Labour Party’s candidate, Hon. Chijioke Edeoga, clearly won the March 18 governorship election held in Enugu. This claim is justified by the outcome of all the other elections held in the State between February and March this year.

“The Labour Party won 2 out of the 3 senatorial seats in the State; 7 out of the 8 Rep seats in the State and 14 out of the 24 seats in the State House of Assembly,” he added.

He explained that the Enugu State Governorship Election Tribunal on Saturday, 21st September 2023 “shockingly delivered a judgment on the disputed election that appeared to have ignored the facts in issue.

“The judgment fell short of the expectations of both the majority of Nigerians and legal pundits who have continued to criticise the fundamental logic and the premise upon which the decision was reached,” he said.

He lamented, “With the recent judgment of the Governorship Election Tribunal in Nasarawa State and the Nkanu East State Constituency Tribunal judgment, the Labour Party is forced to revisit the travesty of justice that took place in the Enugu governorship tribunal judgment, especially given that the three situations presented similar facts, yet different pronouncements were made by the judiciary.”

Recall that the Enugu Governorship Election Tribunal rejected the testimonies of the partitioners’ material witnesses who testified that there was manifest over-voting in Owo and Ugbawka.

The tribunal held that the witnesses were not accredited witnesses of the Party. Iroh said “The tribunal erred in that regard because the law has always been that every voter in Nigeria is an eligible witness before a tribunal, more so when the said witnesses were members of the Labour Party.

“Two, as already established in Torti Vs Ukpabi, it has long been a settled issue that what determines the admissibility of evidence is its relevance.”

He said the Enugu tribunal judgement can be compared to the judgement delivered in Nasarawa, where the tribunal sacked the APC candidate and declared the candidate of the PDP as the winner.

The Labour Party spokesman said “the Governorship Tribunal in Nasarawa rightly admitted the testimonies of the material witnesses who came to testify that the votes of the PDP in Ashigie Ward, Chiroma Ward, etc were wrongly suppressed and thereafter ordered the restoration of the said votes to the PDP, even when the witnesses therein were not accredited witnesses of the PDP.

“Second, the Tribunal in Enugu jettisoned the provisions of Section 137 of the Electoral Act, 2022 which provides that where there is original or certified true copy of a document before the court or tribunal that can establish non-compliance and it is shown that the said non-compliance is manifest on the face of that document, parties are not required to adduce oral evidence.

“The Enugu Tribunal strangely feigned ignorance of the above provisions of Section 137 of the Electoral Act and the mischief it seeks to cure by insisting on the needless and additional requirement of calling of oral witnesses to prove over-voting in Uwo and Ugbawka, even when the Labour Party already filed copious INEC certified true copies of the BVAS Accreditation Reports that evidently proved the case of the Petitioner.

“Again, in juxtaposition with the judgment delivered in the case of Nasarawa, the Tribunal in Nasarawa, in line with the provisions of Section 137 of the Electoral Act, 2022, rightly relied on the documentary evidence contained in the certified true copies of the print out of the BVAS Accreditation Reports to cancel the votes in Gadagwa Ward, Nasarawa Eggon Ward, Shege Ward, Sabon Gari and in other wards where over voting took place without necessarily insisting that oral witnesses be adduced in support of the tendered documentary evidences.

“Again, in the House of Assembly election tribunal judgment in Nkanu East State Constituency involving Labour Party’s Okwudili Michael Nnaji, the panel (a different panel from that of the governorship) was right to rely on only the documentary evidence contained in the certified true copies of the print out of the BVAS Accreditation Reports, without insistence on oral evidence, to order the cancellation of the over-voting in Owo and Ugbawka.

“Interestingly, in the above Nkanu East State Constituency petition, the materials tendered in evidence by the LP House of Assembly candidate whose submissions on over voting were upheld by the tribunal were the same materials that the LP guber candidate tendered before the Akano-led tribunal in a bid to prove over voting in the same polling units in Nkanu East, yet a different panel correctly accepted the evidence of the Labour Party House of Assembly candidate while the Akano-led tribunal jettisoned that of the governorship,” he stated.

He argued that the Enugu governorship election, Nasarawa governorship election and Nkanu East State Constituency election presented similar facts, yet the Enugu governorship tribunal gave a different judgement from what was “correctly held by the Nasarawa governorship tribunal and the tribunal in Nkanu East State Constituency election petition.”

On the issue of Mbah’s NYSC Discharge Certificate saga, he said “the purported issuer of the forged certificate, through a subpoena issued by the Enugu Tribunal, appeared before it to testify that the NYSC Discharge Certificate Gov. Peter Mbah submitted to INEC was not issued by them.

“Sadly, for some strange reasons, the Tribunal thereafter discountenanced the evidence of the Director of Corps Certifications of the NYSC who came to testify at the Tribunal. That testimony, without much ado, fulfils the requirements of the law on proof of forgery and should have indeed proved the case of the petitioner but the Justice Akano-led panel glibly dismissed the pivotal evidence of a key witness it invited to testify before it!”

While appealing for support to correct what he called injustice, he added, “If we allow the injustice perpetrated in Enugu by both the INEC and the Election Tribunal, sitting as the court of first instance, to stand, tomorrow the consequences for us all may be dire.”

  • Fact Check: Old footage mischaracterized as showing U.S. troops deployed to Israel

U.S. Defense Secretary Lloyd Austin has ordered troops to prepare to deploy to the Middle East to support Israel, though likely not in combat roles, The New York Times recently reported.

But an Oct. 10 TikTok post claiming to show “thousands of US troops deployed to Israel” does not reflect this.

Tickers above and below the TikTok video say “Breaking news,” and text says “thousands of US troops make their way to Israel.”

Some of the footage, however, is more than 5 years old, and from Africa — not the Middle East.

TikTok identified this video as part of its efforts to counter inauthentic, misleading or false content. (Read more about PolitiFact’s partnership with TikTok.)

Several clips come from the Defense Department and appear on the Getty Images’ website. They show U.S. soldiers participating in an emergency deployment readiness exercise in Djibouti, which is more than 1,400 miles from Israel, in March 2018.

Another clip has been online since at least July. Someone in that video can be heard saying, “Welcome to Poland.”

We rate claims this footage shows soldiers deployed to the Middle East False.

  • 49ers, Eagles have company as Lions break out as NFC contender

We’re going to learn a lot about the three teams that have separated themselves from the pack in the NFC in a quest to represent the conference in Super Bowl LVIII in Las Vegas.

The 49ers and Philadelphia Eagles seemed destined to cruise into their Dec. 3 matchup in South Philly as Nos. 1 and 2 to decide home-field advantage for the conference. Instead, both teams lost unexpectedly — with Cleveland beating up on the 49ers 19-17 and the Eagles getting a similar treatment 20-14 courtesy of the New York Jets.

Detroit, meanwhile, easily dismantled Tampa Bay 20-6 and it’s starting to look as if the preseason talk about the Lions’ first playoff berth since 2016 undersold them. Detroit may even be good enough to win their first postseason game since 1991, having lost eight wild card games between that season and ’16.

Here’s a look at how the NFC is aligned in terms of playoff seeding heading into Week 7:

    1. 49ERS (5-1): As the 49ers dominated all comers on the way to 5-0, you knew their luck with injuries was too good to be true. And indeed, in their road loss to Cleveland, Deebo Samuel (shoulder) and Christian McCaffrey (oblique/rib) couldn’t finish and Trent Williams (ankle) finished on one leg. All three apparently could play against Minnesota, unless that’s a smokescreen.

Next three weeks: at Minnesota (1-5), vs. Cincinnati (3-3), bye

    2. EAGLES (5-1): It’s a classic power vs. speed matchup as the Eagles host the Miami Dolphins and they’ll need quarterback Jalen Hurts to shine. Hurts has been good, but not the MVP candidate he was expected to be. He’s got seven TD passes and seven picks and is on pace for 179 rushes — a career high. He should be running less, not more.

Next three weeks: vs. Miami (5-1), at Washington (3-3), vs. Dallas (4-2)

    3. LIONS (5-1): Don’t look now, but Jared Goff (Marin Catholic, Cal) has 4,473 yards, 29 touchdowns and four interceptions in his last 17 games (a full season) dating back to last year. The schedule has been relatively easy, however, and that ends Sunday with a visit to Baltimore to face the Ravens. The last time Detroit won a playoff game was 1983, beating Dallas 38-6.

Next three weeks: at Baltimore (4-2), vs. Las Vegas (3-3), bye

    4. BUCCANEERS (3-2): The Bucs are the most likely team currently above .500 to take a dive, and looked the part in their loss to the Lions. Tampa Bay owns wins over Minnesota, Chicago and New Orleans, so Baker Mayfield and Co. still have plenty to prove. They could be also-rans by the time they visit the 49ers on Nov. 19.

Next three weeks: vs. Atlanta (3-3), at Buffalo (4-2), at Houston (3-3)

    5. COWBOYS (4-2): The Cowboys rebounded from a national embarrassment against the 49ers to beat the Chargers. And although they couldn’t seem to avoid putting 12 men on the field on defense or doing some screwy things with the clock, quarterback Dak Prescott outplayed his counterpart, the more heralded Justin Herbert. Can rest up for two difficult post-bye tests.

Next three weeks: Bye, vs. L.A. Rams (3-3), at Philadelphia (5-1).

    6. SEAHAWKS (3-2): Based on the schedule, their only signature win came against the Lions in Week 2, when the Seahawks gave up 31 points. The rushing defense has been very good though, which makes Nov. 23 and (in Seattle) and Dec. 10 (in Santa Clara) dates against the 49ers interesting.

Next three weeks: vs. Arizona (1-5), vs. Cleveland (3-3), at Baltimore (4-2)

    7. RAMS (3-3): The loss of running back Kyren Williams for multiple games is a body blow. But six games into the season, the Rams look as if they’re a legit playoff contender. Wouldn’t have said that going into Week 1. If this happens, Sean McVay is at least in the conversation for Coach of the Year considering the post-Super Bowl roster teardown.

Next three weeks: vs. Pittsburgh (3-2), at Dallas (4-2), at Green Bay (2-3)

    8. COMMANDERS (3-3): Quarterback Sam Howell has been sacked 34 times. That’s on pace for 96 sacks over 17 games, and much of that is on him for not getting rid of the ball.

Next three weeks: at N.Y. Giants (1-5), vs. Philadelphia (4-2), at New England (1-5)

    9. FALCONS (3-3): If Christian McCaffrey (733 yards from scrimmage) is out for more than a game, rookie Bijan Robinson (590) might pass him.

Next three weeks: at Tampa Bay (3-2), at Tennessee (2-4), vs. Miami (4-2)

    10. SAINTS (3-3): Derek Carr can take a licking and keep on ticking. He still struggles in the red zone it appears. Raiders fans know all about it.

Next three weeks: vs. Jacksonville (4-2), at Indianapolis (3-3), vs. Chicago (1-5)

  • Army Moves To Increase Personnel Intake In Rivers, Delta Commences Sensitisation On Recruitment

The Nigerian Army has commenced a sensitisation campaign in Rivers and Delta to prevent future marginalisation and to boost its regular personnel intake shortfall in the region.

The development followed the low turnout of the youths during the last recruitment exercise where both states fell below their 60 per cent quota.

The situation led to an advocacy visit by the Army to the Secretary to the Rivers State Government, Dr Tammy Danagogo, in Port Harcourt on Wednesday.

The team, led by Brigadier-General Timmy Mackintosh, said the anomaly is likely not to cause a challenge presently, but in the future.

Mackintosh said, “We are here from the Army headquarters to sensitise Rivers State on the Nigerian Army requirement that is ongoing and the major reason we are doing this is that the Chief of Army Staff, Lieutenant General Taoreed Abiodun Lagbaja has realised that Rivers and Delta state in the South-South zone are lacking when it comes to recruitment into the Nigerian Army.

“The recruitment that is ongoing is regular intake 86, for 84 and 85 regular intakes, Rivers State, in particular, could not make up 60 per cent of its own quota which today we may not see as a problem.

“But in the next 10, 15, 20 years, it will be a problem because, at that time, we will be the ones shouting we are marginalised.

“So, the Chief of Army staff deemed it fit that we should come and speak to you to assist us in speaking to your indigenes.

“In as much as we are looking to join the Army, the military is not a place where we do not take care of our own, we do take very good care of our own in areas such as uplifting them academically, medically and otherwise.

“One of the requirements for us is a minimum of four credits for those that want to join the army. I can tell you that with those four credits today, there are people who are going for master’s degrees especially for the lower cadre, because the army sent them to school, both in military institutions and even civil.

“I know a lot of my soldiers that the army sponsored them up to their BSc, Masters and some are even doing their PhD. So, it is an opportunity for our people to come, you don’t need to know anybody to join the army. Just make sure you meet the basic criteria.”

On his part, the Secretary to the state, Danagogo, attributed the low turnout of Rivers people to the Army recruitment to ignorance and information gap.
