    Global Stakeholders Laud Cross River TCTI-EFCC Plan on Digital Literacy for Nigerian Youth

    Major stakeholders have lauded the Cross River State government’s innovative partnership between its Teachers Continuous Training Institute (TCTI), Biase and the Economic and Financial Crimes Commission (EFCC) to equip Nigerian youth with crucial digital literacy skills.

    The commendations followed the formalization of a landmark partnership through a Memorandum of Understanding (MOU) signed on April 30, 2025, at the EFCC headquarters in Abuja. Professor Taoheed Adedoja, former Minister of Sports and Special Duties and current Director-General of the Cross River State TCTI, along with Cross River State TCTI team, finalized and formalized the collaboration with the EFCC.

    The synergy lays the groundwork for a collaborative effort to develop and implement comprehensive digital literacy and cybersecurity programs. These initiatives are designed to harness Nigeria’s growing pool of talent and direct it toward legitimate opportunities within the digital economy.

    Dr. Adekunle Adekola, a Senior Education Specialist at the World Bank’s Abuja office, expressed his enthusiasm for the high-level collaboration, emphasizing its significance for national development. He stated that the partnership demonstrates the nation’s commitment to providing global digital knowledge to its vast populace. Dr. Adekola explains that the training would significantly enhance the digital capabilities of both the workforce and the younger generation in the global digital landscape.

    “This partnership will improve the quality of digital literacy, not just for the trainees but also for state and non-state actors, ultimately impacting the nation overall,” Adekola remarked. “It will foster collaboration and cooperation, enhance the skills of the trainees and promote increased knowledge sharing. Furthermore, it will strengthen the partnership between the state and federal governments, as exemplified by the EFCC and the Cross River State government, which is highly commendable.”

    Professor Chris Igodan, President of the Institute for International Training and Development, Ohio, USA, praised the initiative as “excellent out-of-the-box thinking.” Igodan believes it will generate global goodwill while empowering unemployed youth with high-level digital skills, positioning them as key players in Nigeria’s innovation ecosystem.

    “This will further strengthen our hands-on vocational education system and facilitate the attainment of minimum standards for utilization by the Nigerian government,” Professor Igodan added, praising the EFCC for its partnership with the Cross River TCTI.

    Honorable Philip Obin, Special Adviser to the Governor of Cross River State on Digital Economy, expressed his excitement about the project. “This is a very important development, a win-win for our nation,” he stated. “The training is important for injecting relevant digital literacy proficiency into young people. Professor Adedoja’s dedication to this cause gives me confidence in a positive future. As Special Adviser, I am proud that Cross River State is taking the lead in the digital space, and I commend the Governor, Senator Bassey Otu on this achievement.”

    Dr. Emmanuel Omini, Acting Director of the Center for Digital Literacy and Emerging Skills at TCTI and a member of the delegation to the EFCC headquarters, echoed this sentiment. He emphasized the significance of TCTI’s role in promoting digital literacy training nationwide, seeing it as a major role for Cross River State.

    During the signing, the EFCC Chairman, Mr. Ola Olukoyede, had stated that the three-year joint efforts will see both institutions develop a standardized nationwide digital literacy framework and certification program, as well as launching cybersecurity training for personnel.

    “We can integrate this into our preventive measures and that’s where we see the need for synergy with the Institute,” Mr. Olukoyede explained. “This MOU is a viable framework, and we will immediately operationalize its provisions.”

    The EFCC Chair further hinted that: “This partnership aligns with the EFCC’s preventive strategy through education and empowerment. Together with the TCTI, we are building a digital future that safeguards our economy and uplifts Nigerian youth.”

    The anti-graft Chairman expressed his belief in the potential to reorient idle youth through skills acquisition. “It is when they possess basic skills that we can encourage them to engage in productive activities. I want to affirm our alignment with the proposal on digital skill acquisition for youths and our commitment to this collaboration.”

    The tech partnership continues to garner significant local and international praises, recognizing its anticipated positive impact on national development.

    In a bold move to curb cybercrime and empower Nigeria’s youth, the Economic and Financial Crimes Commission (EFCC) and the Cross River State Teachers Continuous Training Institute (TCTI), Biase, have signed a landmark Memorandum of Understanding (MoU) at the EFCC Headquarters in Abuja.

    The MoU signed on April 30, 2025, establishes a collaborative framework to design and implement far-reaching digital literacy and cybersecurity programs that will help redirect Nigeria’s growing digital talent towards legitimate opportunities in the digital space.

    Under the three-year agreement, both institutions will develop a standardized nationwide digital literacy framework and certification program, launch cybersecurity training for EFCC personnel, introduce digital skills competitions and incentives for high-performing participants, implement the Future Proof Economy (FPE) Model to drive innovation and career readiness.

    Also as a part of the collaboration, the EFCC will transform its Academy into a certified Pearson Vue Testing Centre, and promote inter-agency collaboration for stronger digital development.
    The initiative includes quarterly review meetings by a Joint Implementation Committee (JIC) to ensure impactful delivery and accountability.

    “This partnership aligns with the EFCC’s preventive strategy through education and empowerment.
    “Together with the TCTI, we are building a digital future that safeguards our economy and uplifts Nigerian youth.

    “We can make it part of our preventive menu and that is where we see it as part of our responsibility and a need for us to have a synergy with the Institute. This MOU is something that we can work with. We are going to immediately operationalize the provisions of it,” said the EFCC Chairman, Ola Olukoyede.

    Professor Taoheed Adedoja, the Director-General of the TCTI said thousands of Nigerian youths are to benefit from the joint initiatives to provide nationwide training on high level global certification program.

    “With the Institute’s Center for Digital and Emerging Skills, the TCTI is ready to offer distinctive services for the practical actualization of this national assignment.” Continuing, Adedoja noted that: “the Institute being the first public institution in the country that is licensed by CERTIPORT as a center for digital literacy proficiency testing with a view to filling the gaps on knowledge and skills needed for global employability and competitiveness. This certification was presented before the Cross River State Executive Council meeting in 2023.

    “The essence of this exercise is to provide digital skill literacy for Nigerian youths so that they can deploy the skill for national development as we have seen some models in different countries. What happens in other countries is that they watch out for intelligent youths, skill them and deploy them to various aspects of their national lives. We believe that there should be an interventionist programme in respect of this challenge.

    “I want to specially thank the state Governor, Senator Bassey Otu and the EFCC for making this landmark collaboration possible”, he stated.

    The TCTI boss expressed enthusiasm about contributing its expertise to curriculum development and cyber training, stating that the collaboration offers a sustainable solution to youth engagement and national development. It would be recalled that the TCTI previously trained a group of local resource persons from Cross River State in IC3 digital literacy, preparing them to oversee the training of others.

    The MOU signing included key representatives from both parties. From the EFCC were the Secretary Mr. Mohammed Hassan Hamajoda and other directors. The TCTI delegation included Mrs Sara Archibong, Special Assistant to the Governor of Cross River State (Liaison Office, Abuja), and Dr Emmanuel Omini, Ag. Director, Center for Digital Literacy and Emerging Skills at TCTI.

    The Executive Chairman of the Economic and Financial Crimes Commission, EFCC, Mr. Ola Olukoyede has charged members of the National Youth Service Corps, NYSC, across the country to show public resentment against economic and financial crimes and other acts of corruption, in order to put the nation on a sustainable path of development.

    He gave this charge on Thursday, April 25, 2024 at the NYSC Orientation Camp, Awgu in Awgu Local Government Area of Enugu State, while addressing the 2024 Batch ‘A’, Stream 2 Corps members.

    Speaking on the “Roles of Youth in Fighting Corruption to Promote Economic Growth”, Olukoyede said “every challenge around us today can be traced to the consequences of corruption. The rising troubles of unemployment, insecurity, poverty, diseases, low life expectancy, hunger, robbery, kidnapping and others are the results of mismanagement, misapplication and misplacement of our resources by those entrusted with them. We have come to a situation of dire straits in our lives, all because of the menace of corruption”.

    The EFCC’s boss, who spoke through Assistant Commander of the EFCC, ACE I Onjefu Obe, pointed out that, economic and financial crimes directly put the fortunes of the economy and polity of the nation in jeopardy. He noted that criminality of such a dimension puts foreign direct investment in uncertainty, slows down genuine efforts to build formidable structures in industries and greatly throws open the nation to avoidable complications.

    While calling on the corps members to shun internet fraud, the anti-graft czar charged them on investing their time in bringing up creative ideas and drives that can grow the economy, as many youths are getting embroiled in activities and tendencies that portend grave dangers for their future. “The scourge of internet fraud has become a pervasive trouble in the land. Youths are getting embroiled in all sorts of cybercrime to the detriment of their future and the image of our nation. This is one undesirable situation that calls for concern. My message to you this morning is, begin to look inward and challenge your creative abilities to bring up ideas, perspectives and drives that can grow the economy”, he said.

    In Yenogoa, at the NYSC Camp in Boro Town, Kiama, Bayelsa State, Olukoyede tasked corps members to embrace a paradigm shift that emphasises development and hatred for internet crimes. Speaking through the Inspector of the EFCC, IE1 Otagada Sunday Ogar, he stated that “a paradigm shift to developmental initiatives has come, let every youth embrace it. One critical group of stakeholders are the youths.

    Apart from the fact that youths are considered as the leaders of tomorrow, most economic crimes especially cybercrimes are committed by the youths. The trend should no longer continue”

    At the NYSC orientation camp in Kaduna, Olukoyede spoke through the Kaduna Zonal Director, Dr Benedict Ubi, and enjoined corps members to be community advocates, whistleblowers who never hesitate to speak out against injustice.

    Olukoyede also spoke through Superintendent of the EFCC, SE Catherine Okeke at the Kubwa Orientation Camp, Abuja. He called on corps members to offer strong resistance against corruption and be intelligence-gatherers.

    In Ilorin, at the NYSC Orientation Camp, Yikpata, Edu Local Government Area of Kwara State, the EFCC’s boss drew attention to the Commission’s corruption reporting device. The application, the Eagle Eye App is a digital means of conveying information to the EFCC without necessarily disclosing any identity. “Only ensure that the information supplied to the EFCC is true and credible,” he said.

    In NYSC Orientation Camp, Okada, Edo State, the EFCC boss who was represented by Williams Oseghale, warned corps members against taking shortcuts to wealth. Olukoyede also addressed corps members in Lagos, Ibadan, Sokoto, Makurdi, Uyo, Maiduguri, Keffi and other locations across the country against the menace of corruption and the need to build corporate synergy against it.

    EFCC Hands over 14 Forfeited Properties to Enugu State

    The Economic and Financial Crimes Commission, EFCC on Wednesday, April 24, 2024 handed over 14 properties initially forfeited to the Federal government and now ceded to the government and people of Enugu State.

    The transfer of the properties to Enugu State governor, Dr Peter Mba was performed by the Executive Chairman of EFCC, Mr Ola Olukoyede at the corporate headquarters of the Commission.

    Speaking before the brief handover ceremony, Olukoyede who disclosed that the road to the forfeiture dated back to 2007, stated that event spoke of the mutually beneficial relationship existing between the federal government and states.

    “What we are witnessing today testifies to a symbiotic relationship that should exist between the federal government and the state governments. The essence of our meeting here today is for us to handover properties that were forfeited to the federal government, which of course belong to Enugu State people back to the people. It shows that governance can work in Nigeria. Our people deserve the benefits of good governance and that is what is being evidenced here today.

    Speaking further, he said, “If you look at the history of this particular matter, it takes us back to 2007 when we started the prosecution. So we are looking at about 17 years since the matter has been on.

    Eventually some of the properties were forfeited and since then, the EFCC has been managing those properties even though the titles of quite a number of the properties have been revoked by the Enugu State government. What we are witnessing here today is the official handing over of the properties to the people of Enugu State through His Excellency, Dr Peter Mba,” Olukoyede said.

    Earlier in his remarks, Governor Ubah expressed gratitude for the handover and thanked the EFCC chair and the Commission for ensuring that the people of his state reclaimed their common patrimony.

    “I would like to express my profound gratitude for the event we are witnessing today. The importance and significance of this event can never be lost on us and we do not also take it for granted. So I want to take this opportunity to convey my profound gratitude and deep appreciation to the chairman and members of the EFCC team that have brought us to where we are today.

    This is a journey that began several years ago and we are marking a formal closure to that journey here today. A journey that saw the successful prosecution of certain companies in possession of assets belonging to the people of Enugu State”.

    The governor who noted that the properties were forfeited not to his state but to the federal government expressed gratitude to President Bola Tinubu for making it possible for them to be returned to the government and people of Enugu State.

    “Those assets were forfeited to the federal government. And this brings me to another gratitude that I want to convey here today. I want to acknowledge and recognize the important role played by the President, His Excellency Bola Ahmed Tinubu. Without the proactiveness and speed at which he acted on our request to cede these assets back to the people and government of Enugu State, we wouldn’t have been here today. So I want to thank him most sincerely for granting our request for these assets that were forfeited to the federal government to be ceded back to Enugu State.

    He lauded Olukoyede’s initiatives at making the EFCC a strong institution and cautioned against attempts by some individuals to distract the Commission. “I will not end this remark without acknowledging the work the EFCC chairman is doing in strengthening this very important institution. It is important that we do not weaken our institutions. Whatever we do in governance is transient. So I want to commend him for the efforts he is making in ensuring that this very important institution, the EFCC is strengthened. Thank you very much for all the great work you and your team are doing and particularly for the effort that you have put in to make today a reality,” the governor stated.

    The properties comprise houses, transmission equipment for radio and television stations, a building for medical operations, among others.

    The forfeited properties were recovered from a former governor of Enugu State, Chimaroke Nnamani.

    Justice Mohammed Yinusa of the Federal High Court, Lagos on July 8, 2015 convicted four companies associated with Nnamani and ordered that their properties be forfeited to the Federal Government.

    The four companies are Rainbownet Nigeria Limited, Cosmos FM, Capital City Automobile Nigeria Limited and Renaissance University Teaching Hospital. The companies had on May 19, 2015 pleaded guilty to a 10-count amended charge brought against them by the EFCC.

    Court Jails Three for N17.6m Fraud in Maiduguri

    The Maiduguri Zonal Command of the Economic and Financial Crimes Commission, EFCC, on Monday, April 22, 2024, secured the conviction and sentencing of three fraudsters before Justice Umaru Fadawu of the Borno State High Court, Maiduguri.

    The convicts are Mohammed Dogo, Babagoni Mustapha Ali, and Dookenger Odey Takon.

    Dogo and Ali were arraigned on April 8, 2024, on one-count separate charge bordering on criminal misappropriation to the tune of N6,360,422.00 (Six Million Three Hundred and Sixty Thousand, Four Hundred and Twenty-Two Naira).

    Takon , on the other hand, was arraigned on September 24, 2020, on a four-count charge bordering on cheating, obtaining by false pretence, forgery, and criminal misappropriation to the tune of N11, 300,000.00 (Eleven Million, Three Hundred Thousand Naira).

    The charge against Dogo read: “That you Mohammed Dogo, between 2012 to 2018 at Maiduguri, Borno State within the jurisdiction of this Honourable Court, dishonestly misappropriated the entire sum of N1,660,422.94 (One Million, Six Hundred and Sixty Thousand, Four Hundred and Twenty-Two Naira, Ninety Four Kobo), where you opened an Account Number; 1015975677 with an Account Name; Audu Umar Abdullahi (now deceased) without the consent of his legal heirs for your personal use and thereby committed an offence contrary to Section 308 of Penal Code Cap. 102 Laws of Borno State of Nigeria and Punishable under Section 309 of the same Law.”

    The charge against Takon read: “That you Dookenger Odey Takon whilst being a Director of X-Traodinaire Designs Ltd. And X-Traodinaire Designs Ltd. sometime in September 2018 at Maiduguri, Borno State within the jurisdiction of this Honourable Court with intent to defraud obtained the sum of N10, 500,000.00 (Ten Million, Five Hundred Thousand Naira) only from Abatcha Ana’s under the false pretence that the sum represent payment for the execution of a purported contract of constructing a Mopol container and store awarded to X-Traodinaire Designs Ltd. By a Non-Governmental Organization (NGO), International Organization for Migration (I.O.M) which you knew to be false and thereby committed an offence contrary to Section 1 (1) (b) of the Advance Fee Fraud and Other Fraud Related Offences Act, 2006 and Punishable under Section 1 (3) of the same Act.”

    The two defendants pleaded “guilty” to their separate counts while Takon pleaded “not guilty” and the matter proceeded to trial.

    Counsel to the prosecution Muhktar Ali Ahmed, Faruqu Muhammad, and Aliyu D. Abdulmalik presented four witnesses and tendered several documents as exhibits before the court.

    Justice Fadawu thereafter convicted them as charged and sentenced Dogo to one-year imprisonment without an option of fine.

    Ali was sentenced to one-year imprisonment with an option of N200,000 (Two Hundred Thousand Naira) fine. The Judge further ordered the convict to restitute the sum of N1.9m to his victim and in default to serve a three-year jail term.

    After that, Justice Fadawu convicted and sentenced Takon to seven years imprisonment for the offence of obtaining by false pretence without an option of fine.

    In the same vein, the court sentenced Takon for cheating to one-year imprisonment with an option of N100,000 while X-Traodinaire Designs Ltd shall pay a fine of N100,000.

    For the offence of using a forged document, she was jailed to a year imprisonment with an option of N400,000 while the judge awarded a four-year jail term for criminal misappropriation with the option of N400,000 as a fine.

    The Judge ordered Takon to pay the sum of N11.3m to her victim; in default, she should serve a five-year jail term. The prison terms shall run concurrently while in default of the restitution, the five years imprisonment should run consecutively according to the judge.

    The three convicts bagged their imprisonment when they were arrested for various offences ranging from misappropriation, cheating, forgery to obtaining under false pretence. They were charged to court and convicted.

    The Executive Chairman of the Economic and Financial Crimes Commission, EFCC, Mr Ola Olukoyede has disclosed that he made personal efforts to invite a former governor of Kogi State, Mr. Yahaya Adoza Bello to respond to investigations regarding his alleged involvement in money laundering to the tune of N80,246,470,089.88 (Eighty Billion, Two Hundred and Forty Six Million, Four Hundred and Seventy Thousand and Eighty Nine Naira, Eighty Eight Kobo).

    Olukoyede stated this in Abuja on Tuesday, April 23, 2024 while addressing media executives at the Corporate Headquarters of the EFCC. According to him, he had a telephone conversation with Bello offering him ample opportunities to present himself for interrogation by investigators of the EFCC.

    “On my honour, I put a call to him to honour him as a former governor. He said, I can’t come, claiming that a certain lady has surrounded the EFCC with over 100 Journalists to embarrass or intimidate him and all that stuff. I said if that is your fear, I will make you come directly to my floor. I will invite my operatives to interrogate you in my own office. What could be more honourable than that? Do you know what he said? ‘ Can’t they come to my village?’ My Director of Investigations also sent a message to him”, he said.

    The EFCC’s boss said he was worried at the report of larceny available to the EFCC concerning the former governor. “A sitting governor, because he knew he was going, he moved money directly from the government’s account to a bureau de change to pay his children’s school fees in advance, $720, 000 in anticipation that he was going to leave government house”, he said.

    Olukoyede also disclosed that the EFCC, in its bid to ensure the safety and stability of the foreign exchange market, has uncovered a new fraudulent scheme called P to P, peer to peer trading scheme. The platform, according to him, is operating outside the official banking and financial corridors ,with more than 300( three hundred) accounts linked to it already frozen by the EFCC.

    He reaffirmed the commitment of the Commission to the economic growth and development of the country, promising that the EFCC would not relent in the exercise of its mandate. He told the media executives that the Commission has recovered more than N120billion from fraudsters within six months and secured more than 1300 convictions.

    He called on Nigerians to be more dedicated to the nation, insisting that patriotic Nigerians should offer more support to the EFCC because the Commission is crucial to the growth and development of Nigeria. ‘’If you support the EFCC, you are working for the growth of Nigeria. We all have stakes in the wellbeing of our nation”, he said.
