    Orok Duke shines as NUJ applauds NDDC for rehabilitating roads, installing solar lights in Calabar

    The Nigeria Union of Journalists (NUJ), Cross River State Council, has applauded the Niger Delta Development Commission (NDDC) for the rehabilitation of roads and the installation of solar lights in some of the streets in Calabar metropolis.

    The commendation is contained in a communique issued at the end of the NUJ Congress held at the Ernest Etim Bassey Press Centre in Calabar on Wednesday, 24th July 2024.

    “Congress commends the Niger Delta Development Commission (NDDC) for the installation of solar lights in some streets in the Calabar Metropolis and the rehabilitation of some roads in Calabar,” the communique read in part.

    The Congress which was presided over by the Council Chairman, Comrade Archibong Bassey, also highlighted various issues affecting the Union, Cross River State and the Federal Government of Nigeria.

    The journalists also commended the State and Federal Government for improved security, and groundbreaking road construction as well as frowned at the delay of work at the Calabar-Itu road which almost took the life of a journalist and her family two weeks ago.

    Recall that NDDC under its current Commissioner representing Cross River, Rt. Hon. Orok Duke, has rehabilitated roads in Etta-Agbor, K. Duke Street off Chamley and its environs.

    Duke has also overseen the Commission’s installation of solar street lights in some of the streets, Immigration Service, Nigeria Police Command, and other places, in addition to the donation of waste receptacles to the state government for effective waste evacuation in the city.

    The NDDC through Orok Duke has distributed palliatives to communities affected by floods including Bayside and Esierebom in Calabar, Ikot Offiong in Odukpani, Returnees in Bakassi, Akpabuyo and other parts of the state.

    Duke has consistently affirmed that his work at the interventionist agency is to complement the effort of Cross River State government.

    “We intend to add value to what this present government is doing. On our own part at NDDC, we are going to insist that all those parts that have been neglected and are still suffering will be taken care of,” he said.

    In a bid to address the evolving security challenges facing the country, the State Commandant, Vigilante Group of Nigeria VGN, Cross River State Command Dr Bassey Moses Ogar has charged field commanders and officers of VGN  to intensify their preparedness and regularly review contingency plans.

    The Commandant gave the charge while declaring open  the first National Unarmed  Combat Training (NUCT) 2023/2024 for VGN officers in Calabar, the Cross River State capital.

    He said the training exercise is aimed at equipping security personnel with modern non- kinetic, combating as well as defensive and offensive techniques to demobilise insecurity and allow for a peaceful environment for growth and development to thrive.

    The Commandant emphasized the need for the VGN to adapt to the changing security landscape, which now includes threats beyond traditional security challenges.

    He said that the training would provide a platform for experts to share insights on contemporary security issues and propose solutions to enhance the VGN’s operational effectiveness.

    He urged the officers and men to focus on developing capabilities to effectively tackle emerging security issues and build a robust ‘future force.’

    The training centred on key aspects of surveillance, tactical manoeuvre in crime fighting without arms and leadership essential for operational efficiency in complex environments.

    He thanked the Commandant General of Vigilante Group of Nigeria, Navy Captain Abubakar Umar Bakori  Rtd for the approval of the security training for Cross River State Command.

    Also speaking, the National Director of Sports and Training, Grandmaster Ebose Michael highlighted the importance of aligning with command philosophy to transform the Vigilante Group of Nigeria into a well-trained and highly motivated force towards achieving their responsibilities within a hostile environment.

    The national director emphasized the significance of fostering collaboration and the exchange of ideas among the officers and men to address operational challenges.

    Speaking in separate interviews shortly after the training, participants thanked the Commandant General of Vigilante Group of Nigeria, Navy Captain Abubakar Umar Bakori Rtd and the state Commandant for the training programme which they say has highly impacted and enhanced their proficiency in unarmed combat.

    The paramilitary officers say though they are not yet permitted to bear arms, they are now equipped with techniques in martial arts and taekwondo to fight crime at the grassroots level.

    At the end of the training, participants were issued with a basic course certificate in Unarmed Combatant Training.

    Senator Asuquo Ekpenyong: The Making of a Future Diplomat

    Even his most ardent critics, of which they are very few, would agree that Senator Asuquo Ekpenyong has performed creditably in his first year in office. He has discharged the primary functions of his office; legislation, representation, and oversight; with a maturity that belies his young age and years of experience in the red chamber.

    In just one year he has presented motions and bills that have had an impact at the National level, from taking a stand against the denial of treatment to victims of gunshots and other serious injuries, to seeking the intervention of the Federal Government to address infrastructure challenges in Cross River State. He has overseen the award of grants to hundreds of his constituents, facilitated the completion of several infrastructure projects, carried out feeding programs and health outreaches.

    In the area of oversight, he has carried out his duties as Chairman of the Senate Committee on NDDC with energy and verve that has seen his traversing all nine states that comprise the Niger Delta region, making sure that the equally hardworking board and management are always held to account.

    But perhaps his performance in the National Assembly should not come as a surprise. He performed creditably as the Commissioner for Finance in Cross River State from 2015 till his resignation to partake in partisan politics in 2022. And his ability to unite the majority of party faithful to earn the party’s ticket to represent the Senatorial District, and subsequently win the majority of votes in the general elections were a pointer to greater things ahead.

    A lesser observed part of his activities, however, is his gradual, but steady foray into the diplomatic arena. The President of the Senate, HE Godswill Akpabio, has graciously appointed him a Parliamentary Representative to the United Nations Annual Parliamentary Hearing, a member of the Inter parliamentary union, and also a member of the ECOWAS parliament.

    These roles have provided him with the opportunity to address the IPU in Geneva where he urged the assembly to adopt a statement calling for a ceasefire in the Israel – Palestine conflict, and also afforded him the rare privilege of addressing the assembly on the theme “Building bridges for peace and development.” At the United Nations Annual Parliamentary Hearing in New York, he highlighted Nigeria’s strides in leveraging emerging technologies and Artificial Intelligence for enhancing peace and security and expressed the determination of young parliamentarians across the globe to play a role in bringing peace to the world.

    An ambassador is a person who possesses qualities such as intelligence, integrity, and the ability to bridge cultures with grace, and foster understanding through dialogue. With the exposure and experience being gathered by the Distinguished, and as a close confidant of the Senate President which will undoubtedly result in more exposure in international diplomacy, we just may be witnessing the making of a future Nigerian Diplomat.

    Ahead of the planned nationwide protest against economic hardship in the country, the South South APC Support Groups Leadership Caucus and the Office of the Special Adviser to Cross River Governor on APC support groups, have urged residents of the state to explore other options rather than embarking on protest, saying the government was open to suggestions on how to effectively enhance the welfare of the people.

    Addressing a joint press conference in Calabar Wednesday, the National Vice Chairman South South APC Support Group, Comrade Iso Bassey Edim, said that Cross Riverians are peace loving people and also know how to address their pressing issues and would never resort to the destruction of their hard earned assets which cost the State so much to put in place.

    According to him, “The Governor/Government of Cross River State runs an open door policy where ideas and good suggestions are welcomed and even put into practice which are seen and witnessed by Cross Riverians so anyone or Group of persons who has any good idea should do well to approach the Governor of the State and not protest in our dear State.

    “Our beloved Governor of Cross River State His Excellency Ntufam Senator Prince Bassey Edet Otu has been so passionate and caring about the people of Cross River State by giving palliatives to Cross Riverians of all facets which ranges from Rice, Beans, Garri and Monies to Traditional Rulers, Religious Institutions, Youths, Women, Students, his own APC Party faithful’s and other Political Parties in the State through Inter-Party Advisory Council, IPAC etc.

    “It is also known to Cross Riverians that billions of Naira has been distributed to Farmers, Businessmen/Women and other classes of people to reduce the effect of the fuel subsidy removal and more monies and palliatives are still on the way to ameliorate the suffering of the masses. So a true Cross Riverian would never embark on any destructive protest.

    “On Wednesday the 17″ of July, 2024, the Executive Governor of Cross River State distributed hundreds of speed boats, outboard engines, fishing materials and millions of Naira to fishermen and women across the 18 Local Government Areas of the State, and other materials for artisans are on their way, so what business do Cross Riverians have with protest?”

    Speaking further, Edim said that “In advocacy and agitation for good governance and effective representation, there are principles and modus to be followed and the most important “modus operandi” is following the three (3) C Principles of Consultation, Consolidation and finally Confrontation.

    “In the arrangement of the Prospective Protesters, they have refused to apply the needed principles, only resorting to the last option which is protest. In as much as every citizen has constitutional right to express himself/herself through protest and any other form of agitation, protest is never the best way to go first.

    “Cross River State cannot afford to have another violent protest as we are yet to recover from the last “END SARS” Protest which led to the destruction of properties worth Billions of Naira and also inflicted injuries to a lot of families who lost their loved ones to the violent protest who’s perpetuators were mostly non indigenes of Cross River and do not have any business with the State.

    “Finally, we are Cross Riverians who THINK CROSS RIVER and would never Support anything that would drag our dear State backwards.

    “We hereby declare our unalloyed sincere support and loyalty to His Excellency the Governor of Cross River State who’s appointments cut across political party lines even as we specially appreciate him for recognising support groups in the state through the appointment of Special Assistant on Support Groups Matter and other key stakeholders of Support Groups.”

    The Cross River State Government has embarked on a significant step towards enhancing the capacity of its planning officers by organizing a two-day capacity-building training. This event, which took place on July 22nd and 23rd at the Women Development Centre in Calabar, marks the first training of this nature in over eight years.

    The training, facilitated by the Commission’s consultant Professor Ndem Ayara, aimed to equip Planning Research and Statistics (PRS) Officers with the necessary skills for strategic action planning.

    In his address, the Vice Chairman/Chief Executive Officer of the State Planning Commission, Bong Duke expressed his gratitude to the Governor, Senator (Prince) Bassey Edet Otu, for his dedication to improving the state’s civil service for optimal service delivery. He noted the importance of planning in achieving sustained economic and social growth, emphasizing the need for skilled planning officers.

    “It is often said, ‘If you fail to plan, you have planned to fail.’ Cross River State cannot afford to fail again. Thus, the capacity of our planning officers must be built,” Mr. Duke stated. He urged the officers to focus during the training sessions as they would be responsible for profiling the mandates, visions, missions, objectives, and initiatives of their respective Ministries, Departments, and Agencies (MDAs).

    During his training, Professor Ndem Ayara, stressed the importance of aligning the state’s budget with a comprehensive plan. “If we continue to play games around the budget, we will mismanage state resources. Budgeting without a plan is reckless,” Professor Ayara warned. He emphasized the need for scrutiny to ensure consistency between the state’s plans and budget.

    The Permanent Secretary of the State Planning Commission, Mrs. Mbong Atu Ausaja, highlighted the importance of integrating Sustainable Development Goals (SDGs) into the plans of various MDAs.

    Participants expressed their gratitude for the training, noting that it would significantly boost their capacity. They also requested the commission to provide an enabling working environment and necessary tools to enhance their performance.

    Mbume blocs of clans comprising Abia, Bendeghe Ekiem and Etomi Communities in Etung local government area of Cross River State have vehemently opposed the imposition of an ‘Acting Paramount Ruler’ in the local government, insisting such title is unknown to Cross River State Traditional Ruler’s Edict 14 of  1978.

    Arising from an emergency meeting, traditional rulers of the clans resolved that:

    We the monarchs of the Mbume blocs of clans comprising Abia Bendeghe Ekiem and Etomi Communities in Etung local government area of Cross River State, held an emergency meeting at the Abia community town hall on Thursday, July 11, 2024.

    Conscious of the ill advised, irresponsible and consequently, ill fated conspiracy by a misguided clique to unseat His Royal Majesty, Ntue-Atue (Dr.) Emmanuel Oru Ojong, Paramount Ruler of Etung Local Government Area, once suspended but reinstated by judgement of the high court of Cross River State vide suit No. HC/96/2022 of March 23, 2023, pending anticipated re-enthronement; fired by a deepening sense of indignation and disgust, have, of compelling necessity, resolved to denounce and sun Clan Head Anthony Ntui Etta of Ajassor Community in Etung local government area with immediate effect;

    Based on our resolution justifiably upon his avarice lust for – power driven impudence to replace the legally designated incumbent paramount ruler of Etung local government area, in defiance of judgement of the high of Cross River State as afore cited, which automatically invalidates any fictitious chieftaincy title he had arrogated to himself; since his adopted title of “acting paramount ruler” is both foreign and unknown to the Cross River Edict, Traditional Rulers Edit 14 of 1978. An electoral process conducted outside Etung local government was blatant infringement of Cross River State Traditional Rulers Edict 14 of 1978, consequently flawed, the claim by Clan Head Anthony Ntui Etta who was involved in that process to have been elected Paramount Ruler was therefore invalid.

    Remind Clan Head Anthony Ntui Etta and fuellers of his folly that Mbume Blocs of Clans are indisputably the giant of Etung local government area constituting four fifth of its entire population as against a mere one fifth or less attributed to Abhon Nta Blocs of Clans to which Clan Head Anthony Ntui Etta of Ajassor belongs, thus portraying him as a disdainful, discourteous case of the tail wagging the dog.

    Therefore it would most certainly have defied natural logic if we had been complacent to the extent of allowing Clan Head Anthony Ntui Etta to get away with his arrant aberrant insolence, and by implication, our timely assertiveness sends a clear sign of our determination to uphold our cultural values against defilement from whatever source.

    The Cross River South Consultative Forum (CRSCF) has reviewed the recent articles penned by Richard Inoyo regarding the state of security in Calabar and Cross River state. While we understand and empathize with the concerns raised, we must express our reservations and provide a more balanced perspective on the matter.

    1. Speculative Arguments

    Inoyo’s arguments rely heavily on anecdotal evidence and personal observations without substantial statistical backing. The cited instances of car theft and other crimes, while unfortunate, do not suffice to paint an accurate picture of the overall security situation. We believe it is crucial to base such serious claims on comprehensive data and comparative analysis, which are noticeably absent in his narratives.

    2. Overlooking Security Improvements

    Since the advent of Governor Bassey Otu’s administration, there have been notable improvements in the security landscape of Cross River state. The government has made significant investments in bolstering security, including frequent state security council meetings, funding for police operations, the introduction of community policing initiatives, and advancements in surveillance technology. These efforts have had a positive impact on the security situation, which Inoyo fails to acknowledge in his articles. Ignoring these developments presents a skewed and potentially misleading view of the current administration’s efforts.

    3. Unrealistic Expectations of a Crime-Free Society

    It is important to recognize that no society is entirely free of crime. While the incidents highlighted are concerning, they do not indicate a complete breakdown of law and order. Petty crime is a common challenge in urban centers globally, and expecting a completely crime-free society is unrealistic. A balanced perspective would acknowledge this reality and focus on continuous improvement rather than perfection.

    4. The Role of Community Responsibility

    Security is indeed a shared responsibility between the government and the community. While the government has a pivotal role, communities and individuals also have responsibilities in maintaining vigilance and supporting law enforcement efforts. As a forum, we believe in collaborative efforts and encourage community-led initiatives that work in tandem with local authorities to enhance security. This aspect was notably missing in Inoyo’s critique.

    5. Constructive Proposals Needed

    Criticism is valuable, but it becomes most effective when paired with actionable suggestions. While Inoyo raises valid concerns, his articles lack constructive proposals for improvement. Offering realistic and practical solutions would strengthen his arguments and demonstrate a collaborative approach to addressing these issues. As the CRSCF, we encourage such an approach and are willing to engage in dialogue to develop effective strategies for improving security.

    6. Balanced Assessment

    The tone of Inoyo’s articles is overwhelmingly negative, potentially skewing public perception without providing a fair assessment of the situation. A balanced analysis should recognize both the challenges and the progress made, offering a more nuanced and credible perspective. We believe that acknowledging the efforts and improvements made by the current administration is essential for a fair critique.

    Conclusion

    The Cross River South Consultative Forum appreciates the passion for justice and community welfare evident in Inoyo’s writing. However, effective advocacy for change requires arguments grounded in comprehensive data, recognition of improvements, and the proposal of viable solutions. Constructive criticism coupled with collaborative efforts can significantly contribute to enhancing security and overall governance in Cross River State.

    We remain committed to working with the government, law enforcement agencies, and the community to ensure the safety and well-being of all citizens. Together, we can build a more secure and prosperous Cross River state.

    Navy renews commitment to strengthen ties with NUJ

    The Nigerian Navy has renewed its commitment towards maintaining strong synergy with the Nigeria Union of Journalists (NUJ).

    Commodore Rotimi Oderemi, the Commander, Nigeria Navy Ship (NNS) Victor, made the expression when he visited the NUJ, Cross River Council on Wednesday in Calabar.

    He said that the media had remained a reliable ally in the navy’s mandate to protect the nation’s territorial waters.

    “We strongly commend the NUJ for its support, your reports have positively projected the image of the navy and its operations.

    “Your have portrayed the navy as a formidable force in the fight against waterways crime in the country,” he said.

    The commander presented 12 new set of chairs to the council as part of the Navy’s Civil-Military Cooperation initiative.

    “This is in support of your collaboration with us. This is to make your secretariat a little more comfortable.

    “This is not exhaustive, we will come back soon to add value to the NUJ Press Centre in Cross River,” he said.

    Oderemi said that the Operation Delta Sanity which was launched on Jan. 6, to combat oil theft and related crimes along the nation’s waterways had been extended for 90 days.

    “The Chief of Naval Staff, Vice Adm. Emmanuel Ogalla, did the extension and codenamed it Operations Delta Sanity II, the whole essence is to end the menace of crude oil theft in the region.”

    He urged the media to continue to support the Navy by reporting true and objective stories.

    “Call on us when in need of clarifications, our doors are open, we are partners in the project of building a decent and crime free society,” he said.

    Responding, Mrs Archibong Bassey, the NUJ Chairman, Cross River Council, commended the NNS Victory for the gesture and its sacrifices to secure the nation’s waterways.

    She said that the union would continue to collaborate with the navy to ensure the success of Operation Delta Sanity II and all other profitable engagements of the force in the state.
