    For 15 years, we are still on same salary structure – ASUU Tells Tinubu

    Academic Staff Union of Universities (ASUU), Owerri Zone, has called on President Bola Ahmed Tinubu to urgently intervene on the welfare of members amidst the current economic situation in Nigeria, noting that members still earning same salary since 2009.

    The Union made the call in a communique signed by the Owerri Zonal coordinator, Prof Dennis Aribodor and made available  to Journalists during a press conference held at the  Unizik -ASUU complex Awka, on Monday.

    They urged the President not to allow politicians commercialized the University system in the country.

    According to the Union, “The focus of this press conference is the state of our Union’s engagements with the Federal and various State Governments on how to reposition our public universities for national development sequel to the FGN-ASUU Agreement of 2009.

    “The Union is worried that both the Buhari and the Tinubu-led administrations have jettisoned the main elements of the 2009 agreement and other lingering issues that led to the nationwide strike action of February-October 2022.

    “This conference is intended to update Nigerians on developments since the suspension of our last national strike action on Friday,14th October,2022,and our engagements with the current administration since its inception.

    “ASUU is a patriotic organisation committed to national development and should be taken very seriously when she talks.

    “The renegotiation of the FGN/ASUU Agreement of 2009 has dragged for seven years since 2017.

    “The reluctance of the Fedeal Government to conclude the renegotiation is the reason why the Government committee has had three Chairmen from Wale Babalakin through Munzali Jibril to Nimi Briggs. This means that academic staff in our universities have been on the same salary structure for 15 years.

    We urge the Bola Tinubu administration to speedily put a final closure to the renegotiation by directing the upward review in view of current economic realities, and signing of the draft agreement reached with the Nimi Briggs committee.

    “The most obvious implication of the truncation of the renegotiation of the Agreement is that university teachers in Nigeria have been on the same salary regime since 2009 when the value of the naira to the dollar was N120 as against N1800 today. The signing of the Nimi Briggs draft agreement will be a concrete step towards restoring the dignity of the academia and ensuring industrial harmony and peace on our campuses.

    Withholding of members Salaries, the Union, argued that, “The International Labour Organisation (ILO) Conventions guarantee the right of trade unions to use strike action as a means of pressing for its demands as a last
    resort.The immediate past Minister of Labour and employment, Chris Ngige, in pursuance of his personal animus towards ASUU engaged in the weaponization of hunger and poverty by withholding the “seven and half months” salaries of academic staff in Federal Universities. Some Visitors of state universities cued in leading to the withholding of varying months of salaries of academic staff in state universities.

    “The most ignoble act of the then Minister of Labour was the pro rata salaries paid to academic staff in October 2022 sequel to the suspension of the strike. The step taken by the Tinubu administration to pay four months of the withheld salaries is a step in the right direction. Consequently we urge the Tinubu administration to put a closure to the agitations surrounding the withheld salaries by clearing the remaining three and half months. That struggle by the Academic Staff Union of Universities, instigated by the failure of government to honour agreements, was after all in the national interest.

    “Meeting ASUU’s demand in this regard is a panacea for industrial peace in our universities.

    “Compatriots of the press, the Union also draws your attention to the fact that the Federal Government has lately been evasive on its commitment to the payment of the backlog of the Earned Academic Allowances (EAA), part of which was captured in the 2023 National Budget for Federal Universities.

    “The Memorandum of Action (MoA) of December 2020 between FGN and ASUU captured the mainstreaming of the Earned Academic Allowances into the salaries of lecturers with effect from 2022 while the arrears were to be cleared prior to the mainstreaming.

    “The scheduled payment of the arrears was aborted, while the mainstreaming of the Earned Academic Allowances which was supposed to commence in 2022 has remained a mirage in both Federal and most State Universities. A stitch in time, they say, saves nine.

    On the Illegal dissolution of Governing Councils, the Union said the Governing Council is the highest decision making body of the University charged with the general control of the institution, its affairs and functions,including finances and property. The illegal dissolution of the Governing Councils of Federal Universities and some State Universities, since June 2023 (over 8 months), constitutes an unbridled attack on and the erosion of the autonomy of the universities in violation of the extant laws of the universities. It has caused a major setback in the administration of universities with serious adverse consequences. Without Governing Councils, universities are hamstrung and at the mercy of unscrupulous Vice Chancellors and their cohorts in the Federal and State Ministries of Education, who illegally assume the function of the administration of the universities by awarding contracts, approving promotions and recruitment.These anomalies and aberrations are abominable and totally unacceptable to our Union.

    “The Union, therefore, calls on Federal and State Governments to immediately reverse the dissolution of Governing Councils where they were dissolved without serving out their tenures, and to without further delay reconstitute Governing Councils whose tenures have expired.
    V. Integrated Personnel and Payroll Information System
    Gentlemen of the press, you are aware that the President Tinubu administration has announced the exit of tertiary institutions from the Integrated Personnel and Payroll Information System (IPPIS) – a corrupt salary payment system imposed on Federal Universities by the Buhari administration. Our Union consistently rejected the payment platform because it grossly eroded the autonomy of our universities. However, our Union is worried that some elements inside and outside the ambiguity that currently surrounds that transition out of IPPIS to the so-called “new IPPIS” with which January salaries were paid a few days ago. Our position is that Government should revert to quarterly releases of university funds to the various universities to enable them design and implement their salary payment plans. In addition, Government should release the promotion arrears of academic staff in various universities dating as far back as 2013 and defray the outstanding salaries of all academics who were unjustly denied their salaries arising from the obnoxious imposition of IPPIS.

    “We also note with serious concern the efforts by the National Universities Commission, currently, taking over the responsibilities of the senates of our universities with the imposition of the Core Curriculum Minimum Academic Standard (CCMAS) with effect from the 2022/2023 academic session.Consequently,we urge all our university Senates to resist the surreptitious moves by NUC to erode the powers of our senates over academic programmes in our respective universities.The NUC cannot and should not regulate itself.

    “Proliferation of Universities,
    Gentlemen of the press, you are aware that proliferation of Universities was one of the issues that led to the strike actions of 2020and 2022, and part of the MoA signed by ASUU and FGN stressed the need to review the NUC Act to make it more potent in arresting the reckless and excessive establishment of univerities.The review has not been done.

    “The massive and reckless manner by which federal and state governments are establishing universities without making adequate preparations for their funding should be brought to a halt. Federal and State Governments should focus on adequately funding existing universities to enhance their capacity to admit more students.

    “Victimization and Threats at Federal University of Technology, Owerri Compatriots of the Press may wish to note that the Vice Chancellor of the Federal University of Technology, Owerri (FUTO), and her collaborators have continued with the persecution of our members. The attacks on committed ASUU members at FUTO came on the heels of the Union’s principled stance against the illegal appointment of Dr Isa Ibrahim Ali Pantami as a Professor in that University while not qualified for the position and while serving as a Minister of the Federal Republic of Nigeria. The Union has received reports of attempts by the Vice Chancellor,Prof.(Ms.) Nnenna N. Oti, to deny our members the right to unionize on campus. The Vice Chancellor whimsically stopped union leaders from attending statutory meetings of Senate and university committees. We note that statutory senate meetings and other University committee meetings are outside the union roles of our union leaders. This clearly is an act of victimization.

    We reaffirm our support of NEC condemnation of the action of the FUTO administration and urge the Vice Chancellor of FUTO to take the path of honour and reverse the illegal appointment of Dr. Isa Ibrahim Ali Pantami.

    “We call on the Minister of Education and other well-meaning Nigerians to prevail on Prof.Nnenna Oti, the Vice Chancellor of FUTO, to respect the Laws of FUTO and stop persecuting our members for insisting that the right thing should be done in that university.

    “However, our Union is wooried that some elements inside and outside govermment may be planning to undermine the goverment directive in view of the ambiguity thut currently surrounds that transition out of IPPIS to the so-called is that Goverment should revert to quarterly releases of university funds to the plans. In addition, Government should release the promotion arrears of academic salaries of all academics who were unjustly denied their salaries arising from the imposition of IPPIS.

    On TETFund Intervention, ASUU will stop at nothing to resist the increasing unethical moves to fritter away the TETFund intervention funds within or outside our universities.

    “Under-funding of Public Universities by Federal and State Governments Funding for revitalization of public universities has been central in the struggle of our Union and it remains a cardinal demand in all our agreements and Memoranda of Understanding and action with governments. Both the Federal and State Governments are still guilty of poor budgetary allocation to Education. These grossly poor allocation also affect the welfare issues of our members.

    “For instance, in Imo State University,staff are bedeviled with a plethora of lingering welfare issues that include but not limited to selective payment and non-payment of arrears of salaries,nonpayment of pensions of retired staff arising from non-remittance of deducted pension contribution from May 2016 to date, delayed promotion and non-payment of promotion arrears and the non-payment of the earned academic allowances from 2009 to date. The inclusion of the university in the State’s Treasury Single Account that has led to the payment of the salaries of staff of the university from the Government House in a clear violation of university autonomy with adverse consequences on our members.

    In conclusion, members of the press, above are issues that demand immediate attention from both the Federal and State Governments so as to guarantee industrial
    harmony in our university campuses.

    “It is our hope that the Tinubu led administration and
    Visitors to State Universities should urgently do the needful so as to reposition our universities to fulfil their mandates in nation building, the communique ends.

    The ASUU Owerri Zone comprises; Nnamdi Azikiwe University, Chukwumemeka Odumegwu Ojukwu University, Federal University of Technology Owerri, Imo State University and Michael Okpara University of Agriculture.

    Anambra community accused SAN of fueling leadership crisis

    Nawfia community in Njikoka Local Government Area of Anambra State, has accused a Senior Advocate of Nigeria (SAN), Barrister Beluolisa Emmanuel Ikechukwu Nwofor, of fueling leadership crisis in the town.

    The accusation notice was contained in a statement signed and made available to journalists in Awka on Sunday by the traditional ruler of the community, His Royal Majesty Igwe Daniel Ogochukwu Obelle and the President General of Nawfia Progressive Union (NPU), Chief Daniel Okoye Okongwu.

    The two signatories alleged that Barrister Nwofor while supporting a factional leadership in the community brought in security operatives (soldiers and mobile policemen) for a mere town union election that violently took place at the community civic centre, on Saturday, 24th February, 2024.

    According to them in the statement;

    “We wish to draw the attention of Ndi Nawfia at home and in the Diaspora, the Anambra State Government and the general public to the event that purportedly took place in Nawfia as the “Nawfia Progressive Union”, (NPU), held “general elections” on 24th February 2024.

    “In the morning of 24th February, 2024 at about 9.00am, some certain persons broke into the Nawfia Civic Center in the company of some miscreants who  were apparently imported into the town. However, they were resisted by members of the Nawfia Vigilante Service and well-meaning citizens of Nawfia town.

    “Following the ensuing fracas that engulfed the venue, the situation became very rowdy and tense.

    The arrow head of the sham election, Barrister BEI Nwofor (SAN) brought in soldiers and mobilized police men for a mere town union election in a very peaceful community like Nawfia. In fact, there were more security men outside the civic center than the “electorates” inside the building as accompanying videos show.

    “For the avoidance of doubt, before any election can take place in any community in Anambra State, including  Nawfia, the Anambra state government should be notified in writing and approval obtained in writing and the necessary fees paid to Anambra state government and the ASATU.

    “In fact, neither the Anambra state government nor Anambra State Association of Town Union (ASATU) is aware of any NPU election slated for the 24th of February, 2024 at Nawfia.

    “The state government and the ASATU did not send their representatives to observe the so-called election as the Anambra State law provides.

    “Consequently, any purported election held in Nawfia on the 24th of February, 2024 is fake and illegal and should be disregarded by the Ndi Nawfia, Anambra State government and the general public.

    “The entire leadership of Nawfia, the Igwe, the PG, the Umuada and the youth and the good people of Nawfia condemn in very strong terms the anti-social activities of these renegade elements of Nawfia who are bent on disturbing the hard won peace and tranquility of the community.

    When contacted via telephone call, Barrister Nwofor, said, “I am not the one, please.”

    The State police Public Relations Officer, DSP Tochukwu Ikenga, when contacted said he has no such information before him.

    “I don’t have any information on this and from the video you sent, I didn’t see any fracas or rowdy activity as claimed,” he reacted.

    EEDC to shut down service February 24th

    The management of the Enugu Electricity Distribution Company EEDC, has said the company’s vending platform will be shut down on February 24th, 2024 for rollover in readiness for the STS prepaid meter upgrade.

    The EEDC Head, Corporate Communications Officer, Emeka Ezeh, who disclosed this in a statement signed and made available to Journalists in Awka on Friday, said the upgrading exercise will last between 6am to 10pm and as a result of the development, customers will not be able to recharge or purchase energy token during the period.

    According to Ezeh, normal meter recharge activities will commence immediately after the rollover is completed.

    “The very first meter recharge by customers after the completion of the rollover will come with three sets of 20 digits token which is needed to upgrade their meters.

    “They are expected to punch in the first 20 digits and press “enter”, and then punch in the second 20 digits and press “enter”, and lastly, the third 20 digits which is the energy token, to complete the upgrade process.

    “It is advised that earlier purchased tokens that are yet to be loaded onto the meters should be loaded before administering the three sets of 20 digits token, as once the meter is upgraded, such tokens will no longer be accepted by the meter.

    “This exercise is free and at no cost to customers and does not affect Postpaid and Standalone customers.

    Hi-Impact Choice Limited begins training, empowerment of 5000 Anambra youths through digital skills

    A Non-Governmental Organization (NGO), Hi- Impact Choice Limited has commenced free training and empowering of 5000 Anambra youths through digital skills.

    The Chief Executive Officer of Hi- Impact Choice Limited, Impact Tech Academy, Amb. Bright Alexander Nwakama disclosed this while briefing Journalists in Awka, the Anambra state capital on Thursday.

    According to him, the Impact Academy is majorly concerned about lifting the youngsters out of poverty through digital skills in the state.

    “Impact Tech Academy is on the project of Anambra digital programme to empower 5000 Anambra youths through the learning of digital skills. After training we shall give them employment in our partnering organisations to work,” he said.

    Nwakama said that the digital skills training is free as Impact Academy has partners who are sponsoring the trainings globally.

    According to him, the trainings shall be comprehensive and the participants will start from the basic to advance level of video editing, website design, cyber security and others.

    He also said that the programme will run in batches of three months each.

    “Apart from giving the youths the digital skills, we will place them in various organizations where they will work and make money according to the level of their skills. We partner with Amazon and Microsoft Excel who give international certifications after graduation. There is no place you will go with our certification without being recognized. It has both international and Nigeria certification,” he said.

    He also stated that Anambra State government is aware of the programme but not one of the partners.

    He noted that, the Ministry of Education and Information and Communication Technologies ICT agency in the state have given approval to the programme based on its international and Nigeria acceptance.

    He said, it does not want government partnership because Impact Academy wants to run the programmes steadily and continuously without interference.

    Nwakama further said that programme is opened to all youths resident in Anambra state and it is going to be physical training. According to him, online training may not be good because a starter will find it difficult to cope with the rigour of trainings.

    He said the Impact Tech Academy will open training centres in all the 21 local government local government areas of the state to enable interested youths to attend training physically.

    The programme is for youths between the ages of 16 to 30 years and those above with the capacity to cope with rigour of trainings.

    He urged those who want to take the advantage of trainings to improve to Google their website or come personally for registration.

    The certification are AWS certification and Microsoft Certificate and we are in partnership with Microsoft and Amazon web services.

    The CEO, appealed to individuals and organisations who wish to sponsor the programme to come up and let the Anambra youths have digital skills for economic empowerment.

    Anambra and Lagos States have entered a partnership to work collaboratively to strengthen their respective IT ecosystem.

    The partnership was forged after a bilateral meetings with the IT Ecosystem members during the Reverse Trade Mission in the United States of America.

    Managing Director of Anambra State ICT Agency, Mr Chukwuemeka Fred Agbata told journalists that the collaboration is geared towards addressing emerging challenges, fostering innovation, and enhancing the overall cyber security infrastructure.

    He said this no doubt resonates with the Federal Government’s call, through the Minister of Communications, Innovation, and Digital Economy, Dr. Bosun Tijani, at the recently concluded meeting of the Nigeria National Council of ICT Heads of Ministries, Departments and Agencies in Abeokuta, Ogun State, for the digitalization of MDAs operations.

    The objectives and key highlights of the Anambra/Lagos partnership include Cyber security Collaboration, Protection of IT Assets, Cyber protection measures, and expansion of IT service platforms.

    Both parties will implement new methods of cyber security to fortify IT infrastructure as well as Formulate strategies to comprehend and counter the evolving threat landscape in cyberspace.

    Both states will also explore the Introduction of advanced cyber protection measures for safeguarding critical IT assets, familiarization with cutting-edge tools to mitigate and reduce cybercrime risks, and understanding new tools to enrich IT service platforms, including cloud solutions like AWS.

    There is also the issue of aligning with digitization and customer service agenda, to enhance service delivery and developing initiatives for rapid onboarding of new skills in the IT sector as well as Upscaling the skill system to meet the evolving demands of the IT landscape. Both parties will equally seek joint efforts to bolster the pool of skilled professionals in the Information Technology sector.

    Lagos State Commissioner for Innovation, Science and Technology, Tunbosun Alake, expressed optimism about the collaboration, stating, “This partnership signifies a crucial step in fortifying our technological capabilities. By combining forces with Anambra State, we aim to create a resilient IT infrastructure that not only addresses current challenges but also anticipates and adapts to future advancements.”

    MD/CEO of Anambra State ICT Agency, Chukwuemeka Fred Agbata, CFA, believes, “Collaborating with Lagos State is an opportunity to leverage each other’s strengths and elevate our IT services market. Together, we can achieve technological excellence and contribute significantly to Nigeria’s digital transformation.”

    A notable Philanthropist, Sir Ikenna Okafor has bagged a Doctor of Entrepreneurial Innovation Degree (Honourary Causa) from Nnamdi Azikiwe University, Awka, Anambra State.

    Okafor, who is also the Managing Director and Chief Executive Officer of Keves Global Leasing Limited – an oil and gas servicing company was conferred with the doctorate degree during during a special convocation ceremony of the institution, held at the ASUU Secretariat complex of the university in Awka, on Wednesday.

    Speaking shortly after receiving the honour, the philanthropists challenged 1,000 billionaires in the state to join him in setting aside $1million each to create investments in the state that will guarantee jobs and wealth for indigenes of the state.

    He called on them to shun ostentatious lifestyle in the midst of the lack ravaging Nigerians.

    Earlier, the Chancellor of the university, Da Jacob Gyang Buba, the Gbong Gwom Jos while declaring open the special convocation for the award of the honourary degree, the Gbong Gwom
    compliment the Vice-Chancellor and his management team for convening what he called extraordinary Convocation to enable the honorary-degree awardee to, in the best academic traditions, accept and receive his Doctorate Degree (honoris causa) in person before convocation.

    He also seize the opportunity to urge the VC to keep up with the admirable tempo of his administration as his tenure winds down.

    He equally enjoin the University community to continue to give VC their commendable cooperation.

    Vice Chancellor of the university, Prof Charles Esimone stated that the choice of Okafor for the award was because of his numerous philanthropic gestures, especially in the area of education where he had supported primary, secondary and tertiary institutions with infrastructure.

    Anambra State governor, Prof Chukwuma Soludo has terminated a road contract awarded to a contracting firm, NBHH Engineering Company.

    Governor Soludo lambasted the company over negligence and delay in delivering nine roads totaling 14.053 km in Okpoko.

    The Governor announced the immediate termination of the road project contract when he visited the site unannounced on Tuesday, February 20, 2024.

    Soludo who addressed the supervisor of the project said: “This road was supposed to be ended by June last year. Eight months afterwards, you are yet to complete it.

    Anambra State Joint Security Force  has bursted an insurgents’ Camp in Achalla, Headquarters of Awka North LGA of Anambra State.

    The operation ordered by the State Commissioner of Police, CP Aderemi Adeoye took the insurgents by surprise as they fled with gunshot  wounds leaving trails of blood.

    According to the State Police Public Relations Officer DSP Tochukwu Ikenga who disclosed this in a statement, on Tuesday said, the hoodlums had disrupted trading at Achalla Market the previous Monday ordering traders to sit at home.

    “This drew attention of the Security  Apparatus in the State which made the State Police Command to decide on giving them a taste of their own medicine in the early hours of Monday 19th February, 2024.

    “The operation which was hugely successful led to the recovery of five exotic vehicles previously snatched at gun point.

    Also recovered were over 300 rounds of Machine Gun Ammunition and 34 rounds of 7.62mm ammunition for Ak-47 Rifle.

    “All operatives from various services  have returned safely to their base.

    “The Commissioner of Police has directed that owners of the recovered vehicles be contacted to come forward  with proof of ownership and collect their vehicles.

    “Manhunt for the fleeing insurgents will be extended to hospitals and clinics with a view to ensuring they are brought to justice after receiving adequate treatment,” the PPRO noted.

    Management of Chukwumemeka Odumegwu Ojukwu University (COOU), Igbariam, Anambra State has set up a Research Management Office (RMO), to enhance researching..

    The RMO, according to the University’s Public Relations Officer, Dr. Harrison Madubueze, who disclosed the development in a statement issue to Journalists in Awka on Sunday, the new office would replace the Centre for Research Development and Innovation (CRD&I) Office of the University.

    He said the Ag. Vice Chancellor of the University, Prof. Kate Azuka Omenugha, for recognizes the importance of research, has approved the appointment of a 16-Man Members of the RMO.
