    Mainpower Electricity Distribution Limited Takes Over Electricity Distribution in Enugu

    Mainpower Electricity Distribution Limited, a subsidiary of the Enugu Electricity Distribution Company PLC (EEDC), has been licensed to distribute electricity within Enugu State by the Enugu State Electricity Regulatory Commission (EERC).

    Today in Enugu, as part of the transition period marking the transfer of regulatory oversight from the Nigerian Electricity Regulatory Commission (NERC) to the EERC, Chairman/CEO of EERC, Mr. Chijioke Okonkwo, presented the interim distribution license to Mainpower Electricity Distribution Limited.

    In his remarks, Okonkwo urged Mainpower to continue delivering electricity services to the citizens of Enugu State and collaborate with the Commission to ensure growth in electricity services that is efficient, reliable, sustainable, and accountable in the long run.

    With this development, EEDC’s operations in Enugu State have come to an end and have been transferred to Mainpower, while NERC will no longer regulate the electricity business within the state.

    Following the license presentation, Mr. Kester Enwereonu, a member of the Board of Directors of Mainpower, described the successful transition as a new chapter reflecting forward-thinking reforms in the power sector, stating that Mainpower is ready to lead the way.

    He emphasized that to accelerate transformation, Mainpower will implement re-engineered processes, cutting-edge technology, and smart tools designed to overcome conventional barriers, stressing that technology is central to the company’s strategy.

    Enwereonu assured that Mainpower will leverage data-driven insights to enhance efficiency and improve service delivery, focusing on building a future-ready distribution network capable of providing sustainable, reliable, and uninterrupted power to homes and businesses across the state.

    “This is a bold step toward building a better future for Enugu State. With the regulatory oversight of the EERC, our commitment to operational excellence, and the support of our stakeholders, we are confident that Mainpower will achieve the tangible improvements that our customers deserve,” he stated.

    Also present at the event was the Managing Director of Mainpower, Dr. Ernest Mupwaya.

    It is noteworthy that with President Bola Tinubu signing the Electricity Act into law, states can now generate, transmit, and distribute electricity. This development requires them to establish their own regulatory frameworks to oversee the electricity market and issue operating licenses to potential investors.

    Consequently, NERC has transferred its regulatory and oversight rights to the state-owned regulatory commission, which in Enugu State is the EERC.

    As a result, EEDC will cease operations in Enugu State, with Mainpower Electricity Distribution Limited now responsible for electricity distribution in the state. However, EEDC, as the holding company, will continue to operate in Abia, Anambra, Ebonyi, and Imo States.

    Ahead of the forthcoming Anambra People’s Democratic Party (PDP) State Congress, a chairmanship aspirant, Barrister Chidi Chidebe has expressed his desire to revive, rebuild, and reposition the party in the state for future elections.

    In his campaign manifesto, Barrister Chidebe stated that he is seeking the chairmanship position to restore Anambra State PDP, which has faced setbacks over the years.

    “I present to you my well-thought-out vision to revive and strengthen our dear party in the state. It is widely acknowledged that our great party, the PDP, has faced substantial challenges in recent years. Among these is the painful loss of nearly all elective positions we once held due to internal divisions, conflicts, and a lack of cohesive strategy. This setback has diminished our ability to effectively represent the interests of our people across Anambra State. However, this moment of difficulty presents an opportunity for renewal. Now, more than ever, we need a fresh, strategic approach to rebuild our party’s unity, restore the confidence of both our members and the electorate, and position ourselves for victory in the upcoming elections,” he stated.

    He emphasized that a strong PDP taking over Anambra State requires decisive, visionary leadership committed to bringing people together, resolving conflicts, and focusing on the future.

    According to him, his manifesto outlines five key agendas that will guide his leadership if granted the mandate to serve as PDP State Chairman. He said each agenda is designed with clear, measurable steps and concrete Programme to ensure the successful implementation of prosperous party activities in the state.

    “Our goal is not only to revitalize the party but to regain our political footing and emerge stronger and more united in the crucial battles ahead, particularly the upcoming governorship election in November 2025 and the general elections in early 2027. These agendas include strategies to promote unity, enhance party structures, strengthen relationships with our national leadership and grassroots members, foster accountability, and drive grassroots mobilization efforts that will bring us back to electoral success. Dear Party Leaders and Faithful, by working together and following these actionable plans, I am confident that we can restore the PDP as the leading political force in Anambra State and deliver the kind of leadership that our people deserve,” he said.

    He said his first agenda focuses on Rebuilding Internal Unity and Party Cohesion, aimed at healing divisions, fostering collaboration, and establishing a united front across all levels of the party. He assured the establishment of a Unity and Reconciliation Committee within the first month of assuming office, composed of respected elders, youth leaders, and stakeholders tasked with resolving disputes and grievances.

    Chidebe also assured that he would host a state-wide Stakeholders Conference within the first 90 days, where all factions would come together for comprehensive dialogue on key issues. He pledged to implement regular consultative meetings between party leadership and local government leaders to maintain open communication and prevent future divisions.

    “I will constitute a Unity and Reconciliation Committee within 30 days, host a state-wide Stakeholders Conference within three months, and ensure regular meetings with quarterly reports. Additionally, I will establish a strategic Grassroots Mobilization and Voter Engagement initiative aimed at re-energizing the party base and increasing voter turnout by reconnecting with communities,” he assured.

    He promised to launch a Grassroots Engagement Programme, named “PDP Everywhere,” within the first six months, targeting all 21 LGAs to re-establish local party structures and empower Ward-Level Mobilization Units with resources and training for door-to-door voter education, ensuring registration and engagement leading up to the governorship election in December 2025.

    He also stated that he is committed to creating a Digital Outreach Team to engage young voters through social media and mobile platforms, leveraging the latest digital tools to strengthen communication with all segments of the electorate.

    According to him, the Grassroots Engagement Programme will be launched by mid-2025, with Ward-level mobilization and voter education completed by September 2025, and the Digital Outreach Team will be active by January 2025.

    He assured of strengthening synergy with national leadership and enhancing local government and ward relationships to create harmonious and effective relationships with the PDP’s national leadership while fostering deeper engagement with local government and ward leaderships across Anambra State.

    “I will establish a Regular Dialogue Platform with National Leadership within the first 30 days of my tenure to ensure that the state’s needs align with the national party’s vision. This platform will involve periodic meetings and consultations, ensuring that Anambra State PDP remains a vital part of the national agenda. I will implement a Quarterly Leadership Forum where key stakeholders from each zone will meet with the state executive committee to discuss progress, challenges, and strategies for grassroots mobilization,” he stated.

    He said the Liaison Committee will serve as a bridge between state, local, and national leaderships, ensuring seamless communication and coordination on major policy issues and elections.

    According to him,regular outreach to local governments and wards will be conducted through town hall meetings, fostering inclusivity and ensuring grassroots leadership feels empowered in the party’s decision-making process.

    He assured that the Dialogue Platform with National Leadership would be launched within the first 30 days of his tenure, with the Quarterly Leadership Forum operational by the first quarter of 2025.

    He said the Liaison Committee will be active by April 2025, with regular outreach to local governments and wards by July 2025.

    Chidebe emphasized financial transparency and resource mobilization to enhance accountability while mobilizing resources for the party’s electoral campaigns. He promised to establish a Transparent Financial Management System to ensure that all contributions and expenditures are tracked and publicly accounted for quarterly.

    He also pledged to create a Fundraising Committee to collaborate with stakeholders, supporters, and the private sector to generate funds for the party’s activities, especially for the upcoming elections.

    Chidebe said a Membership Dues Programme will be initiated to allow party members to contribute regularly to the party’s growth and ensure financial self-reliance.

    He also said Financial Management System will be implemented within two months of taking office, the Fundraising Committee established by March 2025, and the Membership Dues Programme initiated by mid-2026.

    “The Governance Accountability and Policy Advocacy objective will focus on holding elected officials accountable and positioning the PDP as the voice of the people in advocating for good governance and impactful policies” he said.

    Chidebe plans to establish a Good Governance Monitoring Team to evaluate the performance of PDP members in public office and ensure they deliver on their promises.

    He intends to host a Policy Advocacy Summit every six months, bringing together policy experts, lawmakers, and party members to discuss pressing issues such as security, education, and infrastructure, while shaping the party’s stance on these matters.

    Chidebe pledged to create a Legislative Support Desk within the party headquarters to assist elected officials with policy research, legislation drafting, and constituency engagement. Additionally, he said he will establish a Planning, Evaluation, Monitoring, Documentation, and Advocacy Unit responsible for documenting and dissecting current government policies in the state and the federation.

    ”This unit will critique these policies and provide valuable, well-researched alternative courses of action as a constructive opposition party, aimed at improving governance and advancing citizens’ well-being. The findings and recommendations of the unit will be shared regularly with both party leadership and the followership,” added.

    He stated that the Good Governance Monitoring Team would be operational within three months, with the first Policy Advocacy Summit scheduled for October 2025, followed by regular bi-annual meetings.

    “The Legislative Support Desk will be active by April 2025, while the Planning, Evaluation, Monitoring, Documentation, and Advocacy Unit will be fully functional by January 2025, providing regular critiques and policy briefs to party leadership quarterly” he said.

    Chidebe believes these key agendas are designed to reinvigorate the PDP, restore confidence among party members, and ultimately lead to success in both the 2025 governorship election and the 2027 general elections.

    He said each step will be pursued with transparency, accountability, and the full involvement of every PDP member.

    “By implementing this plan, we will not only revive the PDP in Anambra State but also build a party that stands as a united, progressive force capable of delivering good governance and winning elections. Esteemed Party Leaders and Faithful, I humbly ask for your support and commitment to join me in making this vision a reality. Together, we can rebuild and strengthen our great party, ensuring a brighter and more victorious future for the PDP in Anambra State. Your vote, trust, and dedication are essential to this journey. Let us stand united and work hand in hand to create a party that is stronger, more cohesive, and prepared for the challenges ahead. Together, we will make the PDP stronger and ready to lead,” he added.

    The Obi of Onitsha, His Royal Majesty Igwe Nnaemeka Achebe, has urged President Bola Ahmed Tinubu to urgently convene a non-partisan national economic, security summit to curbed aggressions in Nigeria.

    Achebe disclosed this in his address to marked his 22nd Ofala festival celebration, held at Imeobi Onitsha, the commercial city of Anambra State, on Friday.

    The Monarch, emphasized the urgent need for the government to focus more on its constitutional responsibilities regarding economic stability, security, and the well-being of citizens.

    He noted that several individuals and organisations including High Chief Gani Adams, the Patriots, League of Nigerian Columnists, Yoruba Council of Elders, Afenifere, Arewa Consultative Forum, etc,  have variously drawn the attention of the government to the looming catastrophe, if no constructive action is taken to reverse the decline. They have urged the government to give urgent attention to its fundamental constitutional responsibility, namely, the security and wellbeing of the citizenry. Some of the specific views put forward include, devolution and down-sizing of governance; the nexus between insecurity, agriculture and high cost of living; the impact of fuel price on the cost living, bad governance driven by corruption and ostentatious lifestyle of political leaders in Nigeria.

    “I stated that the previous twelve months were marked by uncertainties following the general election, further exacerbated by ongoing insecurity and the sudden removal of the fuel price subsidy. Unfortunately, the well-being of the polity has declined even more steeply in the last twelve months, leading to a ten-day national protest in August 2024, tagged #EndnaGovernance. The two areas of most concern are the economy and security. Their combined effects include the spiraling rise in the cost of living, closures, loss of employment, and a general feeling of hopelessness and lack of trust in government,” he said.

    Igwe Achebe pointed out that bad governance, driven by corruption and the ostentatious lifestyles of political leaders, is a major cause of the lack of trust in leadership.

    “In the Southeast zone, we continue to face the unrelenting scourge of unknown gunmen who kill, maim, and kidnap their fellow Ndi Igbo for money. Schools, markets, and public facilities have remained closed on Mondays, resulting in enormous economic and social costs to Ndi Igbo,” he stressed.

    While welcoming the teaming visitors to the occasion, the Monarch described the ancient town of Onitsha has been more united and together since he took over the throne.

    The member representing Onitsha North 1 Constituency in Anambra State House of Assembly under the (Labour Party), Hon Justice Azuka, in his Ofala festival message, congratulated Igwe Achebe for a successful celebration and his leadership roles in Onitsha Kingdom and Anambra State at large.

    He praised the people of Onitsha for their rich cultural heritage, advised other communities in the state to uphold the rich culture of honesty, hardwork and perseverance.

    The All Progressives Congress (APC) in Anambra State has declared its readiness for the November 8th, 2025, governorship election, with a strong appeal for fair electoral processes.

    Dr. Valentine Iyke Oliobi, the Publicity Secretary of the party in the state, who disclosed this in a statement in Awka on Friday, emphasized the party’s commitment to giving Ndi Anambra a new direction focused on security, progress, and development.

    Dr. Oliobi described the upcoming election as pivotal for the state’s future, highlighting the stark choice before the electorate. “Ndi Anambra has a choice between darkness, backwardness, and insecurity, which characterize the present government, and the true prosperity, security, and development the APC stands ready to deliver if entrusted with the mandate,” he stated. Anambra deserves leadership that reflects the will of its people, and the APC is prepared to meet that call responsibly and with commitment.”

    He further stated that the “November election isn’t just another poll; it’s a choice between two distinct futures for Anambra. The APC is committed to ushering in a period of true progress, security, and sustainable development.” He called on the Independent National Electoral Commission (INEC) to ensure a transparent and fair election process, essential for fostering public trust in the outcome.

    According to the INEC’s election timetable, formal election notice will be issued on November 13, 2024. Party primaries are scheduled from March 20 to April 10, 2025, with the submissions of names of candidates to follow from April 18 to May 12, 2025. The official campaign period begins June 11, 2025, giving parties almost five months to reach out to the electorate. Campaigns will conclude on November 6, two days before voting takes place across Anambra’s 5,720 polling units.

    “The APC is prepared, and our message of development and security is already resonating with communities. We’re committed to giving Anambra a new direction and empowering its citizens,” Oliobi emphasized, as party leaders mobilize grassroots support to energize the campaign,” Oliobi stated.

    World Food Day: Anambra Govt Seeks Sustainable Food Systems, Stakeholders Support

    Anambra State Government has reiterated its commitment to promoting intervention measures aimed at enhancing food security for a sustainable future.

    The State Commissioner For Agriculture, Dr Forster Ihejiofor, stated this at a press briefing in  commemoration of this year’s World Food Day, on Wednesday.

    While describing the celebration marked on Oct 16th annually as impactful, he said that stakeholders collaboration was the key to delivering economic prosperity and wellbeing to the people of the state.

    He called on all stakeholders, communities and individuals to join in a globally coordinated effort towards achieving food security and fostering sustainable agricultural practices.

    According to him,the theme for this year’s celebration, “Food For Better Life And Better Future” resonates with the urgent need to promote sustainable food systems and combat global hunger faced currently by over 733million people.

    “In Anambra,we recognize that food security is not just about availability but also about nutrition, safety, access, utilisation and stability.

    “It is a critical area that shapes our social and economic landscape and it reinforces our commitment towards building sustainable agricultural systems.”

    He enumerated the projects undertaken by the state government to include: free distribution of  2,200,000 combination of oil palm and staple crops seedlings to over 250,000 residents for enhanced food security, livelihood resilience and sustainable value chain economic growth.

    According to him, other intervention measures are Farm to feed campaign, completed and on going strategic statewide infrastructural projects, workshops and trainings as well as upcoming events such as farmers markets, food security symposium and community outreach programs.

    “As we celebrate World Food Day,let us recommit ourselves to our regenerative agricultural policy,thus protecting our environment,enhancing agricultural productivity and ensuring that every citizen has access to healthy and nutritious food.”

    Earlier, the Permanent Secretary in the Ministry, Mrs Ifeyinwa Uzoka, stressed the need to maximize the limited available agricultural land through efficient use of resources for a better food security system.

    “Everyone in their houses should farm their portion of land no matter how small it is so that we all increase what Mr Governor told us to do which is the farm to feed initiative.”

    She then highlighted some of the activities undertaken by the Ministry to mark this year’s World Food Day to include, road walk/awareness creation,tour of demonstration backyard farms to illustrate the importance of “operation farm to feed programme” as well as “Healthy Living Initiative “introduced by the State Governor’s Wife, Dr (Mrs) Nonye Soludo.

    Chukwuemeka Odumegwu Ojukwu University (COOU) Igbariam, Anambra State, has key into governor Chukwuma Charles Soludo’s 2070 vision of making Anambra a green, smart and digital state in Nigeria.

    Prof Kingsley K. Nwozor, Dean, Faculty of Physical Sciences of the University, disclosed this as part of his address during this year’s 2024 sixth edition of the Faculty’s International Conference and Exhibitions for Energy, Science, Technology and Entrepreneurship (FAPSCON 2024), held at the ETF Auditorium Igbariam campus, on Wednesday.

    He said the visionary leadership of Governor Soludo, e-government policy are spearheading a digital revolution, fostering inclusivity and propelling the state towards a more digitally inclusive future.

    According to Prof Nwozor, the University is keying into the vision to enable staff, students and the entire University’s community to equipped themselves the more about the fourth Industrial Revolution.

    “FAPSCON has provided a vibrant platform for stakeholders across academia, industry and government to exchange knowledge, drive innovations and explore solutions to national and global challenges.

    “This year’s theme; “Building Nigerian Skills and Capacities for the 4th Industrial Revolution,’ speaks directly to the urgent need for Nigeria to recalibrate it’s national priorities to align with the sustainable development goals and the fast-evolving demands of the global economy. As we navigate the complexities of the 4th Industrial Revolution characterised by advances in green energy, artificial intelligence, automation and digitalization, our collective focus must remain on skilling, upskilling, reskilling and fostering technological innovation.

    “The conference theme for this year builds on the remarkable foundation laid by previous FAPSCON editions. In 2019, we focused on “Repositioning the narratives of scientific research for sustainable development,” emphasizing the role of research as the bedrock of national progress. In 2021, FAPSCON explored Leveraging Science and Technology for Responsible Governance and Wealth Creation highlighting the importance of local innovations in achieving industrial self-sufficiency. Vice Chancellor, Prof Kate Azuka Omenugha.

    According to her, we must acknowledge the transformative nature of the 4th Industrial Revolution—a revolution characterized by the fusion of advanced technologies such as artificial intelligence, robotics, the Internet of Things, blockchain, virtual reality, biotechnology, and smart energy.

    “This is not just a shift in industry; it is a shift in how we think, learn, work, and interact with the world around us. This change is impacting every one of us.

    “In this new smart era, skills and capabilities will be the currency that determines our success. According to the World Economic Forum, over 85 million jobs may be displaced due to the rapid advancement of technology by 2025. However, the same report predicts the emergence of 97 million new roles that will require a new set of skills and expertise.

    “This stark reality presents us with a profound opportunity to rethink our approach to education, training, and workforce development.

    “In Nigeria—and by extension, Anambra—the need for a skilled workforce is more pressing than ever. With over 60% of our population under the age of 25, we have a unique opportunity to harness the potential of our youth. However, as it stands, only about 20% of graduates in Nigeria possess the skills that are relevant to today’s job market.

    This gap signifies that we must act decisively to empower our young people with the tools they need to succeed.

    “I expect COOU, the University of the Now and Future, to lead the charge in changing this situation with its graduates.

    “This vision aligns seamlessly with that of my husband, His Excellency Governor Chukwuma Soludo, who has consistently emphasized the importance of developing a knowledge-driven economy in Anambra State. His administration’s long-term strategic plan seeks to transform our state into a hub of innovation and technology, enabling us to harness our vast human and natural resources for sustainable development.

    Under Governor Soludo’s leadership, we have initiated programs aimed at enhancing the skills of our youth, particularly in the fields of technology and entrepreneurship.
    Infrastructure.

    This administration is committed to energy efficiency and over 25,000 streetlights have been converted to solar energy, replacing expensive and inefficient diesel-powered generators which provided power only for a few hours per night. Government offices, Anambra Broadcasting Service Station including the state secretariat and the Solution Innovation District, are now largely powered by renewable energy—solar, ensuring efficient and environmentally-friendly energy.

    “In our efforts to equip our citizens with the skills and capabilities needed to thrive in the 4th Industrial Revolution and drive technological breakthroughs and innovations that will shape the future of Anambra and Africa, it is crucial to remember that our greatest asset is our health. As the First Lady of Anambra State, and through my NGO, Healthy Living with Nonye Soludo, I am passionate about ensuring that we balance the pursuit of innovation and entrepreneurship with prioritizing our well-being.

    “Join me, let’s build a future where innovation and healthy living go hand in hand.

    “I urge each one of you, Ndi Anambra, to reflect on the role you can play in building a future-ready workforce for Nigeria and the world,” the first lady concluded.

    Earlier in their seperate remarks, the chairman on the occasion, Prof Charles Ofoegbu, Chairman, Anambra State Petroleum and Energy Resources Limited and the University’s Deputy Vice Chancellor (Academic), Prof Osita Chiaghanam who also serve as the Chairman, Local Organizing Committee, says that the Conference will highlight new approaches on how to transform from analogue to digital in order to have tangible industrial policies that will make Anambra a total hub of digitalization in Nigeria and beyond.

    The Conference also feature award presentation to Mrs Soludo as the Pioneer of the Faculty of Physical Sciences and a panel discussion led by the Special Adviser to governor Soludo on digital innovation, Ms Chinwe Okoli.

    The Anambra State Governor, Chukwuma Charles Soludo has said a joined responsibilities between the State and Local Government administration is much necessary for grassroot development in Nigeria.

    He said the synergy will create a stronger relationship between the governors and the elected chairmen in one purpose, which is to provide adequate security and welfare of it citizens.

    The governor who stated this while briefing Journalists shortly after signing the Local Government Administration Law at the Governor’s Lodge Amawbia on Tuesday, contended that the attendant challenges before the issue of local government autonomy are such that would certainly deepen the fate of the system and spell doom for the expected beneficiaries of the process.

    He described the absolute autonomy to the 774 Local government areas in the country as an impossibility insisting that it is a recipe for homongous chaos.

    He said that the section 7 of the constitution against this backdrop comes handy for the enacting of the enabling laws for the administration of the respective local government areas across the country.

    “This is where Section 7 of the Constitution comes handy, and the Anambra State House of Assembly has risen to the occasion. Happily, the Supreme Court did not nullify Section 7 of the Constitution.”

    “The new laws by Anambra House of Assembly are therefore consequential to give operational life to the Supreme Court judgment and not to undermine it. If the State House of Assembly abdicates this constitutional duty, the Local Government will then have no law on the use and management of its finance which the Constitution has given the State House of Assembly (and only the House of Assembly) the mandate to legislate on. Indeed, in many states the House of Assemblies retain the power to suspend or remove chairpersons of local governments.”

    “By the way, isn’t the legislative authority exercised by the State Assemblies under Section 7 of the Constitution similar to the powers granted by the Constitution to the National Assembly over the Federal Capital Territory and its Area Councils?”

    “We inherited a local government system with four-year arrears (2018-2022) of gratuity to retired primary school teachers and other staff of local government. We have restructured their finances back to sustainability. Everyone who retired from the local government and State civil service since my tenure is paid gratuity/pension, and we are on course to clear the outstanding arrears soon”

    “Three years’ arrears on counterpart funding for Universal Basic Education Commission (UBEC) has been cleared, resulting in billions of Naira recently invested in our primary schools. Some 326 primary health centres are being constructed or modernized in all the 326 wards in the state as well as employing hundreds of medical personnel to man the primary health centres.”

    “Most of the local government secretariats have been remodelled and equipped, and the LG system is once again alive. This is not to mention that 3,615 out of the 8,115 new teachers recruited under my administration are for primary schools and they are being paid. We do not want to go back!”

    “Governors are often accused of seeking to “control” LG funds with insinuations that LG funds are mismanaged. Of course, in a society where public office is seen as “dinning table” and public trust is low, people judge others by their own standards: by what they would do if they were in the position. I often ask: control for what?”

    “While I cannot hold brief for every governor, I know that most states are struggling to ensure a solvent local government system. I wish I can be spared the headache, if not for the predictable collateral damage to the system if we abdicate from structured oversight and collective accountability. The challenge ahead can be daunting given the quantum rise in wage bills because of the new minimum wage, as well as consequential rise in future pension/gratuity payments.”

    “Without active collaboration and coordination between state and local governments, many LGs will end up in a huge financial mess, requiring bailouts by state governments or will FGN directly intervene in every case of insolvency among the 774 LGs?”

    “In conclusion, the progressive legislations by the State Assembly are designed to unleash the creative powers of the LGs, encourage peer learning, optimal development outcomes in planning and execution among the LGs, as well as novel accountability and transparency.”

    “The laws are ingenious by creating multiple layers of collaborative oversight whereby the LGs agree on monies to set aside and managed collectively by them for common services or first-line charges, while the rest is appropriated by the Congress of Councillors in each LG.”

    “In an innovative sense, the legislative powers – including powers of appropriation and oversight now largely reside with the local government legislature—Congress of Councillors, which is empowered to make bye-laws, which are in the nature of regulations, for the Local Governments (as it is the House of Assembly that is empowered by the Constitution to enact laws to guide the Local Governments).”

    “Since neither the Constitution nor the Supreme Court judgment prescribes the manner of appropriation, expenditure, and audit/accountability for local government funds, the House of Assembly and the Congress of Councillors fill in the blanks under the new laws pursuant to Section 7 of the Constitution,” he said.

    The governor while commending the state legislators for a job well done, also appeal to the newly elected 21 Council Chairmen in the state to support his administration to moved the State forward.

    Former governor of Anambra State and presidential candidate of Labour Party in the 2023 general election, Mr Peter Obi has said nurses and other professionals travelling overseas for greener pastures should not be allowed.

    Obi stated this while making a donation of N20million to St Charles Borromeo College of Nursing and midwifery in Onitsha on Monday.

    Obi donated N10million each to both the midwifery and nursing departments, saying that education and health are the currencies with which people will transact in the future.

    Obi said Nigeria has over 200million people, and that there is no need to restrict people from travelling out of the country for greener pastures, rather Nigeria should concentrate on training more people, saying that foreign remittances can be a form of revenue for the country.

    “What we are doing is not charity, we are rather investing in you. We need to invest in knowledge and health because it is the future.

    “Investing in you will ensure your greatness. Your profession is lucrative, you’re being looked for all over the world.

    “I told Nursing and Midwifery Council of Nigeria that they should stop denying anybody from leaving Nigeria for greener pastures.

    “We have 200 million people, let us educate them. Let those who want go out to go and let those who want to stay should stay. Diaspora remittance is also a form of revenue generation.

    “If you see me going round trying to donate, it is not anything but because we want to make life better for you all. I came here so I can donate to you. My children will not attend that university, and I can sit down and use the money to add more chieftaincy to my name, but that is not be how to develop the future.

    “I will be in college of Nursing Anyingba, Kogi State on Tuesday, they need my assistance to get accreditation and I will be there to support them, so that they can get it.”

    The Labour Party presidential candidate in the 2023 general elections, Mr. Peter Obi, has donated seventy million naira to three higher Institutions in Anambra State.

    It was gathered that the former governor of the state, donated N50 million to Shanahan University Onitsha during its official opening ceremony, N10 million to Holy Rosary Specialist Hospital/Maternity Onitsha and also N10 million to the College of Nursing, Saint Charles Borromeo Specialist Hospital Onitsha respectively.

    Speaking at the Basilica of the Most Holy Trinity Onitsha, on Monday, shortly after the donations, Obi emphasized the importance of knowledge over oil, stating that “the currency for the future is knowledge, not oil”.

    He highlighted that both the Catholic and Anglican Churches have established some of the best educational institutions in the world. He explained his decision to support humanity through the Church, confident that they make judicious use of resources.

    He also called on the institutions to continue admitting students without regard to denomination, tribe, or nationality. “Like Gandhi, I encourage the brotherhood of all men,” Obi said while revealing that the next port of call will be the University on the Niger and  the School of Midwifery at Iyienu.

    According to him, “This is the future. What is great is those who think about tomorrow.”

    “I am not doing the donations to canvass for vote. I am not desperate to be the President of Nigeria. This is my little effort to contribute for a better Nigeria.

    This donation reflects my commitment to education and development of Nigeria.

    Obi, acknowledged the significant role of the church in establishing top-notch educational institutions worldwide.

    The Archbishop of Onitsha, Valerian Okeke, expressed gratitude to Obi, while Vice Chancellor Obi Oguejiofor announced free internet facilities from now until January and free lunch for students on the occasion.

    Oguejiofor noted that every Nigerian university is great, but Shanahan University aims to be even greater.

    He thanked the Archbishop for his vision and divine inspiration in establishing the university.

    Currently, the university has around 200 students and plans to build a 1,500-capacity auditorium.

    Oguejiofor urged Reverend Fathers to sponsor at least one student’s scholarship in the university.

    Mr Barnabas Alih, Managing Director of AliBan De Great Industries, Nkpor, a beverages manufacturing company, has petitioned the Police against alleged illegal invasion of his factory, by operatives of Operation Clean and Healthy Anambra (OCHA) on Oct 10.

    A copy of the petition addressed to the Commissioner of Police, Anambra Command was made available to journalists on Sunday.

    Alih who spoke to Journalists at the factory said the invaders who claimed to come from OCHA brigade stormed the factory without warrant or court order, destroyed the CCTV cameras and took away large quantity of products, generators and other valuables before sealing up the premises

    He said nine workers on duties were forcefully taken away out of which two were freed while seven had been held hostage for three days in OCHA detention facility without prosecution.

    Alih said his business was duly registered with the Corporate Affairs Commission (CAC) and all products approved and certified by the National Agency for Food, Drug Administration and Control (NAFDAC) the Regulatory agencies in charge of his range of products.

    He said effort to speak with the OCHA brigade officials but was not successful as they refused to talk to him and later confiscated the phones of those on duty because he was not in the factory.

    He said his products were genuine with registered trademarks contrary to the claims of OCHA brigade in the social  media that the factory was into manufacturing of fake and counterfeit products.

    “The first thing they asked for was where the CCTV was, they destroyed it, disconnected the monitor to erase every trace before they started their action.

    “I tried to speak to them on phone to know what was happening but they refused to talk to me because I was not around

    “These people broke into my office, took my belongings, loaded cartons of drinks from my factory in about five vehicles, took away my Lister generator and a small generator and started asking my workers where my private vehicle was.

    “My manager showed them the regulatory approval documents, they squeezed them and threw them away.

    “As I am talking to you, I am not aware of our offense, I have called NAFDAC and they said they are not aware of the operation,” he said.

    Alih said he was embarrassed by the illegal invasion of his business premises and that he was losing a lot of money as a result of the shutdown while his workers’ human rights were being violated in illegal detention.

    He called on the Nigerian Police to kindly effect immediate release of the innocent workers under captivity of OCHA Brigade and investigate their activities they lacked the powers to act as regulatory authority over manufacturers of beverages.

    Also speaking, one of the workers who wished to be identified as Happiness said those who came for the operation ransacked the offices wand went away with valuables after they had drank the products to their satisfaction.

    Happiness said “when they broke into they factory, they asked for my MD’s whereabouts, broke into his office with a hammer, destroyed the  CCTV cameras and started carrying our goods.

    “They did not show us any documentation, they just said we lie faced down and carried seven of us to their office,” he said.
