  • Judicial Watch: FBI Records Show that the Office of General Counsel Reviewed Controversial Targeting of Traditional Catholics

‘[R]adical-traditionalist Catholic (RTC) ideology almost certainly presents opportunities for threat mitigation …’

(Washington, DC) – Judicial Watch announced today that it received 98 pages of heavily redacted documents from the Federal Bureau of Investigation (FBI) showing that the agency’s Office of General Counsel reviewed the controversial targeting of the Catholics by the Richmond field office of the FBI.

FBI Director Christopher Wray had told congressmen that the memo was “a single product by a single field office,” but the records uncovered by Judicial Watch show that it was “Reviewed by: OGC/CDC [Office of General Counsel/Chief Deputy Counsel].” The records also indicate coordination with officials from Portland and Milwaukee.

Judicial Watch obtained the records in response to an April 2023 Freedom of Information Act (FOIA) lawsuit filed with CatholicVote Civic Action against the FBI and the Department of Justice after they failed to respond to March 2023 requests for records about the FBI intelligence memo targeting “radical traditionalist” Catholics (CatholicVote Civic Action and Judicial Watch, Inc. v. Federal Bureau of Investigations and Department of Justice (No. 1:23-cv-01166)).

In February 2023, an FBI intelligence document was leaked that showed the FBI targeting of Catholics who adhere to traditional beliefs on abortion and other cultural issues. The Catholic News Agency reported: “The leaked document has been condemned by several federal and state officials, as well as clergy, including Bishop Barry Knestout of the Diocese of Richmond, who recently called the memo a ‘threat to religious liberty.’”

The records include a January 23, 2023, document labeled “Domain Perspective – Threat Target/Facilitation Platform, FBI Richmond” that has a section titled “Interest of Racially or Ethnically Motivated Violent Extremists in Radical-Traditionalist Catholic Ideology Almost Certainly Presents New Mitigation Opportunities:”

    Executive Summary

FBI Richmond assesses the increasingly observed interest of racially or ethnically motivated violent extremists (RMVEs) in radical-traditionalist Catholic (RTC) ideology almost certainly presents opportunities for threat mitigation through the exploration of new avenues for tripwire and source development. FBI Richmond prepared this Domain Perspective. Please direct comments and queries to the FBI Richmond Intelligence Program …

The House received a similar but not identical record.

In the same email chain, Michael Machtinger of the Counterterrorism Division (CTD) emails colleagues Kellie Hardiman and Robert Wells, on February 8: “I spoke at length with our RMVE SMEs [Racially and Ethnically Motivated Violent Extremists Subject Matter Experts] and we provided this response to [redacted] et al to help craft the OPA [Office of Public Affairs] language.”

On the same email chain that day Ugoretz writes to multiple colleagues:

For the background of ALCON [All Concerned], this product type, a Domain Perspective, is an FBI product intended to highlight how a shift or new development related to an environmental variable (EV) may affect threats or mitigation in a particular domain. [Redacted]

The Field Office’s IPC is the final approver [redacted].

On February 9, Ugoretz emails multiple colleagues:

    Good morning,

We understand there is discussion of recalling this Domain Perspective. DI [Directorate of Intelligence] conducted a preliminary review of the product’s analytic tradecraft to help inform that decision, with the following key takeaways: [redacted]

A separate email chain that has been declassified indicates an attachment, “ATA_Complicated_Questions,” which refers to an Annual Threat Assessment. On February 16, a person whose name is redacted emails General Counsel Jason Jones and others:

[Assistant Director] Dunham asked that we circulate the attached draft “Complicated Questions” document for the Director’s upcoming testimony for your review. As you will see, the draft reflects feedback received from various divisions/stakeholders to date, and certain topics continue to evolve.

[Office of Congressional Affairs] is hoping to have this draft finalized by COB Tuesday, February 21.

The attachment itself is not included in the production of records.

“Since last February, we have worked to expose this unconstitutional targeting of faithful Catholics by the FBI,” said former Congressman Tim Huelskamp, Senior Advisor to CatholicVote, “and the results are stunning, unprecedented, and should concern all Americas. Contrary to statements under oath by Director Wray and Attorney General Garland, this flagrantly anti-Catholic program by the FBI was widespread, fully supported by senior officials, authorized undercover agents to infiltrate Catholic parishes, attempted to influence elections, and may be ongoing. Meanwhile, the Biden administration has stood idly by as Catholic churches have been attacked more than 200 times since May of 2022.”

“These documents disprove the FBI’s narrative that the spy operation against Catholics and churches was limited to one field office. In fact, the operation seems to have been approved by top lawyers in the FBI,” Judicial Watch President Tom Fitton said. “These documents should trigger a criminal inquiry into this Biden FBI scandal.”

Judicial Watch previously uncovered records from the Federal Bureau of Investigations (FBI) showing top officials rushing to craft a public response to the leaked FBI intelligence memo that revealed its targeting of Catholics who adhere to traditional beliefs on church issues.

  • Ind. woman allegedly fatally shot daughter because she 'would not stop talking'

SOUTH BEND, Ind. (TCD) — A 68-year-old woman was arrested on suspicion of murder this week for allegedly shooting and killing her daughter because she “would not stop talking.”

On Sunday, Dec. 10, shortly before midnight, South Bend Police were called to a residence on the 3900 block of Ardmore regarding a shooting. When they arrived, they found 52-year-old Zawondra Lee deceased after sustaining apparent gunshot wounds. Detectives from the department’s Violent Crimes Unit arrested Zawondra Lee’s mother, Shirley Lee, and booked her into the St. Joseph County Jail.

Lee was charged with murder and voluntary manslaughter with a firearm enhancement on Dec. 12.

According to the affidavit shared by WSBT-TV, Shirley Lee allegedly called her son and told him she killed Zawondra Lee. The son called police, who then went to the home. When officers went inside, they reportedly noticed a silver revolver near Zawondra Lee’s body.

Police transported Shirley Lee to the South Bend Police Department Detective Bureau for questioning. The affidavit says detectives left her alone inside an interview room, where she made comments such as, “I did that to my child,” and “I told her to stop talking, but she would not stop talking.”

She reportedly made other comments while waiting for the interview.

After being advised of her rights, Shirley Lee reportedly told a detective Zawondra Lee moved in with her about three months ago and the two got into a verbal argument. Shirley Lee said her daughter “would not leave her alone.” Shirley Lee allegedly went to her room and “shut the door in Zawondra’s face two times” because she “was angry and wanted to calm down.”

Shirley Lee opened the door later “when she thought Zawondra didn’t have any more to say,” but then she got angry. Shirley Lee said she grabbed her handgun and shot her daughter. The affidavit says Lee did not see any weapon on her daughter during the argument.

St. Joseph County Jail records show Lee is being held without bond.

  • Man found guilty of setting ex’s new boyfriend’s house on fire and stabbing him more than 80 times

JACKSONVILLE, Fla. (TCD) — Jurors found a man guilty this week of fatally stabbing his ex-girlfriend’s new boyfriend in 2021 after looking up how to kill someone with a knife.

Florida State Attorney Melissa Nelson announced Dec. 12 that the state is seeking the death penalty after a jury convicted Randall Brown of first-degree murder and armed burglary with assault or battery

According to the state attorney’s office, on Aug. 3, 2021, between 1 a.m. and 3 a.m., the victim and his girlfriend, Kissy Mackey, noticed the smell of gasoline and smoke and saw that the victim’s front door was ablaze. Brown then reportedly “attacked the victim and stabbed him more than 80 times.”

During the assault, the state attorney’s office said Brown and the victim moved from the front door to the kitchen even though the victim was “defenseless.” Mackey eventually called 911 at approximately 3 a.m.

Jacksonville Fire and Rescue responded to the home and performed lifesaving measures on the victim, but he succumbed to his wounds.

With the help of K-9s, officials found the suspect’s shirt, a backpack, knife, and gas container near the home. They also found a GPS tracking device registered to Brown and blood in his vehicle.

Further investigation revealed Mackey used to date Brown, but she broke up with him a few weeks before the attack. According to the state attorney’s office, Mackey’s son died around the time of the breakup, and Mackey told Brown she was “about to be rich.”

Brown reportedly tried to get back together with Mackey but knew she was with another man. He reportedly placed a tracking device on his ex-girlfriend’s car to “find out where was sleeping at night.”

The state attorney’s office said investigators found out Brown had Googled “how to kill someone with a knife,” and he made “other incriminating searches” before and after the fatal stabbing.

According to the state attorney’s office, Mackey changed her relationship status on Facebook just hours after the victim’s death to show she was in a relationship with Brown.

Mackey was charged with accessory after the fact.

  • Indiana mother and her 3 children found shot to death in burning home

JEFFERSON COUNTY, Ind. (TCD) — State police are investigating the deaths of a 35-year-old mother and her three young children, who were all found shot to death in a burning home this week.

According to a news release from the Indiana State Police, on Tuesday, Dec. 12, at approximately 4 p.m., emergency and fire personnel responded to the 1600 block of East Telegraph Road due to a home that had caught on fire. Firefighters went into the residence and found the bodies of four victims, and officials pronounced them dead at the scene.

The flames were extinguished, and investigators responded to the scene to look into the victims’ deaths. The deceased individuals sustained injuries “consistent with gunshot wounds,” but police have not yet named a suspect.

On Wednesday, Dec. 13, state police said they identified the four victims as Naomi Briner and her children, 12-year-old Adelia Briner, 8-year-old Leland Briner, and 6-year-old Iyla Briner.

  • Ohio grandma pleads guilty to leaving granddaughter’s body in cooler for over a month

HAMILTON COUNTY, Ohio (TCD) — A 45-year-old woman could face almost two decades in prison after she pleaded guilty to charges relating to the death of her toddler granddaughter, whose body was found in a cooler.

WXIX-TV reports LaTonya Austin entered the plea Wednesday, Dec. 13, for charges of gross abuse of a corpse, involuntary manslaughter, and tampering with evidence. She will reportedly be sentenced to between 15 and 20 years in prison with 948 days credit for time served.

Austin was indicted in June 2021 on charges of aggravated murder, two counts of murder, two counts of felonious assault, one count of tampering with evidence, and one count of gross abuse of a corpse for the death of 2-year-old Zaila Lee. She could have faced life in prison. The Hamilton County Prosecutor’s Office previously indicted her on charges of abuse of a corpse and tampering with evidence because the girl was discovered in a cooler on Austin’s property.

Lee’s death was ruled a homicide due to blunt force trauma to the head, but she also sustained “deep lacerations” near her hip and a broken arm after she died.

According to WXIX, Austin told investigators one of the other children in her home “shook and cut her up with scissors.”

Austin reportedly wrapped Lee’s body inside multiple trash bags and left her in the cooler. She had been dead for approximately a month before police found her remains.

In the statement announcing Austin’s indictment, then-Hamilton County Prosecutor Joseph Deters said, “It is impossible to comprehend the depravity of an individual able to not only strike a 2-year-old so hard to cause her death, but to then attempt to conceal that crime by stuffing the child’s lifeless body into a cooler. As a father and a grandfather, I am sick.”

  • Utah man gets 3 life sentences for killing wife and her parents execution-style

LAYTON, Utah (TCD) — A judge sentenced a man to three life sentences in prison and said the man’s life has been “spared” after he pleaded guilty to killing his wife, in-laws, and three dogs this year.

KSL.com reports Jeremy Bailey was initially charged with capital murder but pleaded guilty in October to three counts of aggravated murder for the deaths of 34-year-old Anastasia Stevens, 61-year-old Becky Stevens, and 73-year-old Donald Stevens. Prosecutors argued Bailey “point-blank executed” his wife and “executed” Becky Stevens and Donald Stevens.

Following the shooting, Bailey went to a store to purchase more ammunition.

On May 19 at 9:45 a.m., Bailey called the Layton Police Department and confessed to killing the three victims. Officers arrived and took him into custody outside his home on Gentile Street. Police said Anastasia Stevens and Bailey lived in the residence, and her parents were visiting from Nevada.

According to KTVX-TV, Bailey said there would be a “murder-suicide” at the home. Bailey also went on his wife’s Facebook page and wrote, “MASSACRE SUICIDE Jeremy Bailey JUST KILLED EVERYONE Becky Stevens Don Stevens AND 3 OF THE 4 DOGS 1832 EAST GENTILE STREET LAYTON.”

One of the three victims reportedly texted a therapist and said they thought they “may have a very real problem” because they found something out and it was “really bad.”

“It might be time for legal interference,” the text reportedly said, but it was not clear what they were referring to.

Bailey reportedly had been thinking about the shooting for several days beforehand.

When he got arrested, Bailey reportedly said he would want the death penalty over life in prison and inquired if the state still used a firing squad as a form of execution.

KSL.com reports Judge Michael DiReda told Bailey at the sentencing hearing, “Your life has been spared. You were extended mercy that you were unwilling to extend to your wife and her parents.”

  • Man allegedly posed as nurse on dating sites, kidnapped and abused women after they broke up with him

WEST NEW YORK, N.J. (TCD) — A 30-year-old man faces federal charges after allegedly posing as a nurse online and kidnapping, abusing, stalking, and threatening at least four women across state lines.

The U.S. Attorney’s Office for the Southern District of New York announced Monday, Dec. 11, that a grand jury indicted Herman Brightman, also known as “Nazir Griffiths” and “Nazir Luckett,” on one count of kidnapping a minor, one count of threatening physical harm by interstate communication, one count of cyberstalking, two counts of kidnapping, two counts of travel in interstate commerce to commit a crime of violence, and one count of travel in interstate commerce to stalk.

Prosecutors allege Brightman posed as a nurse or nurse practitioner working in New York City on Facebook and Hinge to meet women between January 2022 and September 2023. He reportedly sent photos and videos of himself wearing nurse scrubs and lab coats through the social media platforms.

According to the U.S. attorney’s office, Brightman dated some of the women he met online and would “act violently towards them, particularly if they attempted to end the relationship.” Prosecutors said he allegedly “brutalized” four women.

Around July 2022, one female tried to break up with Brightman. Brightman reportedly traveled from New Jersey to New York and kidnapped the woman and her minor child at knifepoint and brought them to his home in New Jersey, where he threatened to kill the woman if she “made any problems.” During the threats, Brightman allegedly held onto her “for an entire evening to prevent her from escaping.”

The woman eventually convinced Brightman to let her leave his home temporarily, and she escaped the next morning and contacted police.

In another incident, Brightman allegedly “brutally attacked” a second female victim he was dating around August of this year in her home. He also held her at knifepoint, the U.S. Attorney’s office said. Prosecutors allege he threatened to “gut” her “like a fish.”

Brightman reportedly tied the second female victim’s hands and tried to tape her mouth. The woman broke up with Brightman around one week after the incident, the U.S. attorney’s office said. Brightman then called her over 20 times, even on a private blocked number, and threatened her.

The next month, prosecutors said Brightman traveled from New Jersey to the Bronx, where he “used his phone to lure a third woman he was dating to his car.” In his car, Brightman allegedly ordered the third woman to call the second victim and then punched her, causing a bruise.

The third woman reportedly fled the vehicle, and Brightman allegedly ran after her and then “put her in a chokehold.” The third female victim eventually got out of her building and contacted police.

According to the U.S. attorney’s office, Brightman went back to the Bronx and confronted the third female victim at her job a few days later. Brightman reportedly questioned the third female victim, asking if she called police. He later followed her home and pushed her, causing her to fall. Brightman also allegedly threw a traffic cone toward her.

In a fourth incident, prosecutors allege Brightman went to the Bronx around September of this year to confront another woman who broke up with him. He reportedly convinced her to allow him into her home, where he assaulted and strangled the woman, causing bruising to her neck. According to the U.S. Attorney’s office, Brightman tried to rape the fourth victim and threatened to kill her. With the help of a friend, the fourth female safely escaped her home.

U.S. Attorney Damian Williams said in a statement, “Today’s charges put a stop to this abusive and violent behavior. We thank and commend the courageous women who came forward to report Brightman.”

Brightman’s charges carry various sentences, but he faces a maximum term of life in prison if convicted of kidnapping a minor alone.

  • 4 people found dead inside Colorado home

EL PASO COUNTY, Colo. (TCD) — Law enforcement officials are investigating a quadruple homicide after a SWAT team entered a home and found four people deceased.

On Dec. 6 at 11:40 p.m., the El Paso County Sheriff’s Office dispatch center received a call about a shooting on the 21000 block of Akawi Way. Deputies arrived at the residence shortly after midnight and found a male outside with non-life-threatening injuries.

The sheriff’s office contacted the Tactical Support Group — which comprises SWAT teams, negotiators, K9s, robots, negotiators, and more — for assistance. The SWAT team eventually made their way into the home and located the four victims.

The El Paso County Coroner’s Office identified the victims on Dec. 12 as 54-year-old Desiree Vandelac, 57-year-old Robert Vandelac, 22-year-old Peyton Vandelac, and 30-year-old Debray Scott. Their cause and manner of death will be determined after receiving autopsy results.
