Responsibilities
Key Performance Areas: Core, essential responsibilities / outputs of the position (KPA’s)
Key Tasks:

  • Ensure all Transmission provider vendors/ Project Managers/ Main contractors in the region perform as per the agreed performance KPI and contract.
  • Ensure accurate site surveys and verification of all site plans and quotes.
  • Ensure that QA standards are met according to laid down specifications. 
  • Ensure subcontractors perform according to laid down specifications.
  • Ensure upkeep of quality standards and adherence to agreed Transmission specification prior to handover to Network operations. Monitor customer complaints.
  • Ensure projects are accepted according to MTN’s acceptance procedures. 
  • Ensure projects meet minimum requirements for Commercial Acceptance. 
  • Ensure that Financial Acceptance takes place with required deliverables. 
  • Ensure that information on the Network Information Management System is correct and up to date. 
  • Ensure that all tools, equipment and vehicle are kept in good working order.
  • Assist with special projects when required by supervisor.

Supervisory / Leadership / Managerial Tasks:  

  • Meet regional targets for Transmission rollout and manage contractor performance accordingly.
  • Ensure that the set transmission installation build policies and procedures are met and monitor compliance.
  • Ensure that the set standards and specification are met and monitor compliance.
  • Work in a team and motivates others.

Role Dependencies:  

  • Good inter-personal skills with contractors and customers to build a good future working relationship and to assist the customer with complaints.
  • Performance of contractors and Telkom effects outcome of KPI.

Responsibility towards:  

BTS Implementation Head

Transmission Implementation Manager and  Senior Manager Access Implementation.

Transmission Planning, Network planning and optimisation, Network operations. – Ensure that the transmission plan is implemented. Legal and regulatory. 

Transmission Vendors, Project Managers, Telkom. Equipment vendors – product specifications, quotations, consultancy, equipment. budgets reports, services regarding procurement.

Maintain good working relationship with suppliers and vendors. 
Discretionary Space: The degree to which individuals are allowed to exercise independent thought and judgement.

Independent thought and Judgement:

  • Perform your own time management.
  • Use own discretion where procedures do not apply.
  • Ensure that national procedures and specifications are complied with.

Authorities:  

  • To take any recommended action (as per vendor documentation) in the repair / maintenance of any equipment. 
  • To request assistance from colleagues or support staff as required. 
  • To halt any activities in progress in their environment which:- 
  • Have not been logged in the events file. 
  • In any way jeopardise the integrity of the network. 
  • Does not comply with MTN specification. 
  • Fails to meet safety needs. 
  • To approve/reject plans and quotes for all new sites 
  • To accept the completed sites from the contractors, after any outstanding observations have been rectified. 
  • To accept (or refuse) 2 M/bit links from service providers, vendors and Telkom.

Minimum Requirements  
Education:

  • Minimum of 3 year degree/diploma ( in telecommunications)
  • Fluent in English

Experience:

  • Minimum of 3 years’ experience in the telecommunication industry. (Radio and Transmission Implementation environment); with experience in supervising others
  • 3 years’ experience Experienced in managing civil, electrical, RF, Telecoms and sub-contractors.
  • Experience working in a medium organization

Training:

  • Transmission systems
  • GSM training
  • Management courses.
  • General technological principles

General working conditions/ Inherent requirements/ Tools of trade (e.g. shift work, drivers license (code), vehicle (make) specific tools (e.g. dial in facility, special cell phone, etc), special clothing, environmental requirements, etc.)

  • Prepared to work long hours.
  • Must be able to climb tower and high structures. 
  • Overtime duties are essential when doing network effecting cut overs.
  • Minimum requirement is a current EB code 8 drivers licence. 
  • LDV – Toyota Raider (4X4 or 4X2) or as per fleet management discretion/policy.
  • Driving in high-risk areas and travelling long distances is mandatory.
  • Working at elevated heights and in extreme environmental conditions is a requirement.
  • The use of safety climbing equipment while working at elevated heights is compulsory.
  • Competent in the use of mechanical & electrical hand tools.
  • Computer skills – Laptop with dial up facility to configure BTS equipment.

KPA Quality Standards/ Measures (KPI’S for job)

  • Transmission rollout.
  • Ensure that all targets and deadlines set are met through daily communication with Regional staff and Transmission Vendors/Main Contractors.
  • Manage all requests for quotes and works authorisations are raised with the relevant vendor/ contractor/s.
  • Transmission Commissioning
  • Manage all Works Authorisations that are distributed to the designated contractors. 
  • Ensure that all Transmission equipment is accepted according to MTN’s acceptance procedures.
  • Quality Control
  • Ensure that quality standards are uniform throughout the region.
  • Assist with updating the Transmission build specification document and scope of work documents.
  • Safety
  • Ensure that safety standards according to NOSA are being adhered to during Transmission projects at all sites throughout the region.
  • Control
  • Submit monthly reports with regards to above responsibilities as per agreed upon format.
  • Monitor database for abnormal trends and take corrective action.
  • Control good working relations with all contractors and other departments.
  • Special Projects
  • Provide emergency Transmission for BTS mobiles etc.

Qualifications
Minimum Requirements  
Education:

  • Minimum of 3 year degree/diploma (Electical Engineering, IT, related)
  • Senior Certificate (Matric)
