Project / Operations Engineer at an Indigenous Nigerian Offshore Exploration & Production March, 2025

Job Overview:

An Indigenous Nigerian Offshore Exploration & Production (E&P) Company is seeking a Project or Operations Engineer with 3–6 years of experience, focusing on subsea operations and projects. The successful candidate will play a key role in both the execution of subsea engineering projects and the management of offshore production operations, ensuring compliance with regulatory standards. The role also involves liaising with NUPRC, NMDPRA, NCDMB, and NOSDRA for regulatory compliance and project approvals.

 

Key Responsibilities:

1. Subsea Project Execution & Planning

  • Assist in the planning, design, and execution of subsea development projects, including installation, commissioning, and tie-back operations.
  • Develop and manage project schedules, budgets, and work breakdown structures in collaboration with engineering teams and contractors.
  • Oversee the execution of subsea infrastructure projects, including pipelines, risers, subsea templates, and control systems.
  • Ensure timely delivery of projects while adhering to technical specifications, cost constraints, and safety requirements.

2. Subsea Operations Optimization

  • Monitor subsea production systems and optimize production performance to maximize uptime and efficiency.
  • Troubleshoot subsea equipment failures, and assist in well intervention and maintenance strategies to ensure optimal field performance.
  • Coordinate with subsea engineers to assess and address operational issues with subsea trees, risers, pipelines, and umbilicals.

3. Regulatory Compliance & Liaison

  • Ensure all subsea and offshore operations comply with NUPRC, NMDPRA, NCDMB, and NOSDRA regulations.
  • Liaise with regulatory bodies to secure necessary permits, production approvals, and environmental compliance documentation for subsea and offshore projects.
  • Prepare and submit regulatory compliance reports and production reports to NUPRC and other relevant agencies.
  • Support the preparation of Environmental Impact Assessments (EIAs) and ensure that offshore operations meet Nigerian environmental standards.

4. Health, Safety & Environment (HSE) Compliance

  • Ensure that all subsea operations and projects adhere to HSE policies, offshore safety procedures, and environmental regulations.
  • Participate in HSE audits, risk assessments, and emergency response planning related to subsea installations and offshore production systems.
  • Oversee the implementation of safety management systems to prevent incidents and optimize safety across offshore operations.

5. Cost Control & Budget Management

  • Assist in budgeting, cost estimation, and procurement management for subsea projects and offshore operations.
  • Monitor project costs and operational expenditures, identifying cost-saving opportunities without compromising quality and safety.
  • Ensure that projects are completed within budget and time constraints, addressing any delays or cost overruns promptly.

6. Stakeholder & Contractor Management

  • Coordinate with engineering consultants, contractors, and vendors to ensure the timely execution of subsea and offshore projects.
  • Manage relationships with stakeholders and external partners to ensure alignment with company objectives and regulatory requirements.
  • Provide regular project updates to senior management, project teams, and external stakeholders on progress and milestones.

Qualifications & Requirements:

  • Education: Bachelor’s or Master’s degree in Mechanical Engineering, Civil Engineering, Petroleum Engineering, Subsea Engineering, or a related field.
  • Experience: 3–6 years of experience in subsea project execution, subsea systems, or offshore production operations.

Technical Skills:

  • In-depth knowledge of subsea equipment (e.g., subsea trees, risers, pipelines, control systems) and offshore production systems.
  • Experience in the design, installation, and operation of subsea infrastructure.
  • Proficiency in subsea monitoring tools, project management software (e.g., Primavera P6, MS Project), and production optimization tools.

Regulatory & Compliance Knowledge:

  • Experience liaising with NUPRC, NMDPRA, NCDMB, and NOSDRA for offshore projects and subsea operations.
  • Familiarity with Nigerian content regulations and offshore environmental standards.
  • Understanding of offshore safety and environmental compliance.

Certifications:

  • PMP (Project Management Professional) certification or equivalent is an advantage.
  • Offshore safety training (e.g., BOSIET, HUET).

Soft Skills:

  • Strong problem-solving skills, communication, and coordination abilities, with the capacity to manage multiple tasks and stakeholders effectively.

Work Environment:

  • Combination of office-based work and offshore site visits to production platforms, subsea installations, and fabrication yards.
  • Frequent interactions with contractors, regulatory agencies, and offshore operations teams.
  • May require extended offshore rotations based on project or operational needs.
