The Office of the Accountant General of the Federation has organized a 3-day retraining and capacity building workshop for finance operators in the three tier of Government on International Public Sector Accounting Standards (IPSAS) Implementation in Cross River State.
In an opening remarks, the Director Overseeing Office of the Accountant General of the Federation/Chairman, FAAC Sub Committee on IPSAS implementation in Nigeria, Mr Okolieaboh represented by Mrs Chiemela Evurunobisaid that the programme is geared towards retraining and building capacity for public Financial management operators across the country with specific focus on the third tier of Government.
Mrs Chiemela Evurunobi said the workshop with the theme “Continuous Capacity Building on IPSAS Implementation” shows the Committee continuous demonstration and commitment to train and retrain finance operators so as to improve their competencies and skills in the preparation and presentation of IPSAS’ accrual accounting complaint General Purpose Financial Statements (GPFS)
Mrs Chiemela Evurunobi, hinted that the programme became necessary in lieu of the Federal Executive Council decision of 28th July, 2010 to adopt and implement the provisions of IPSAS by Public Sector Entities in Nigeria and the subsequent setting up of the sub- committee by FAAC to provide a roadmap to guide the implementation at the Federal, State and Local Government levels.
She said the workshop will deepen transparency and accountability in public Finance Management and put Nigeria on Global map of comity of Nations in the adoption and implementation of a robust and transparent financial framework for Public Sector Entities.
She said the implementation will also demonstrate higher accountability and stewardship in the management of public resources and rekindle trust on the sector.

maintained that the committee has since implementation of IPSAS Accrual Basis of Accounting on January 1, 2016 constantly engaged key stakeholders on capacity building across the three tier of Government for seamless implementation. She then declared the training open.
Also speaking, the Auditor General of Cross River State, Comrade John Odey charged participants to make the most of the capacity building training so that the state will benefit from an improved and transparent Accounting system.
He called on Accounting Staff to be prudent in handling public expenditures, stating that they are the change the country desires in the IPSAS implementation.
Comrade Odey said the programme is a train- the – Trainers capacity building, he urged them to listen keenly to the resource persons for the overall good of the society
Also, speaking in the opening speech, the Accountant General of the State, Mr. Joseph Adie thanked the committee for organizing the workshop, describing it as a step in right direction.
He said that the programme will go a long way in revamping and recalibrating the accounting sector and repose public trust.
Speaking in an interview, one of the Participants, Mr Williamson Otu promised to give his best to ensure the purpose of the training is achieved.
The 3-day capacity building on IPSAS implementation training held at Axari Hotels, Calabar had participants drawn from the eighteen Local Government of the state, Office of the Auditor General for State and Local Givernment, Ministry of Finance, office of the State Accountant General and the Ministry of Local Government Affairs.
