  • Cross River Government spends N25 Billion to fix Federal roads in the state

As part of the desire to constantly mitigate the impact of the deplorable state of all Federal roads in the state for the good of Cross Riverians, motorist and commuters, the sum of N25 Billion has been so far expended by the Cross River Government as intervention on the roads.

Disclosing this in a radio programme, tagged “Ayade’s Cross River”, anchored by Beatrice Akpala, Solomon Asha and Emmanuel Ulayi, yesterday on a topic, “Government’s Intervention on Federal Roads Inspite of Zero Allocation, and 2016 Blueprint of the Ministry of Works”, the state commissioner for Works, Hon. Dane Osim Asu, who also appeared in the programme with the Permanent Secretary of the Ministry, Mr. Charles Eyong, and the Director of Civil, Ministry of Works, Engineer Godwin Akeke, explained that of the said sum, N8 Billion was expended for intervention by the administration of Senator Liyel Imoke.

Answering questions from the trio of Akpala, Asha and Ulayi and Cross Riverians who sent in their questions through text messages, the Works commissioner further explained that the administration of Senator Ben Ayade has deliberately decided to invest heavily on intervention on Federal roads with approval from the federal government not minding the serious paucity of fund/zero allocation confronting the state because of Governor Ayade’s desire to do something positively and aggressively to mitigate the untold hardship which Cross Riverians and other Nigerians go through daily on these roads, adding that Cross River request/application to intervene on these roads was expressly approved because it met the recommended standard.

Hon. Osim Asu said that of the N8 Billion that was spent by the administration of Imoke on these roads,  N4 Billion was jointly approved and out of which only N250 MILLION was reimbursed to the state, adding that the Ayade administration has raised that standard to “N25 Billion in investment on Federal roads and out of that amount, we have satisfied the requirements leap that will lead to reinvestment and about N19 Billion have been recommended  from the Federal Government  to carry out that with a promise of reimbursement”, Hon Asu maintained.

“Before rehabilitating federal roads, approvals must be secured from the Presidency, Due Process, Bureau of Public Private Partnership (BPPP), the supervisory ministry, Federal Ministry of works, represented by the Federal controller of works in Cross River, and it required joint supervision, now this is a long process. We have moved to the ministry of works, the joint national Assembly Committee on Finance and Works and carried out our presentation and scored an ‘A’ by presentation of documents and facts, and our recommendations are on top gear. This is the level of commitment of this administration to rehabilitate roads, and we expect that Cross Riverians will see that commitment.

We expect Cross Riverians to see that here is a man who is not resting in his oars to ensure that they get the best as it has been made known to the federal government that Cross River has the worst state of roads and they are mostly Federal roads. We have invested so much and we have not been given any reprieve and[M_1]  we are still ready to invest. For instance, Enugu State has started constructing roads with weight control which is the latest development in the world and we don’t have that yet in place but we are getting there. Most of our roads were constructed many years ago and cognizance was not taken on the likes of Dangote, Lafarge and other heavy duty trucks/vehicles”.

On the issue of compensation as regards the super highway, Hon. Asu disclosed that there is plan for compensation to communities and persons that would be affected, and that the first stage of clearing has been done from the deep seaport to Bekwarra and are now at the final stage of approval of the EIA to ensure an alternative route, stressing the need for Cross Riverians to learn to attract development to the state rather than striving to hinder government efforts, adding that the people should support the present administration of Senator Ben Ayade.

Also speaking, the Permanent Secretary, Ministry of Works, Mr. Charles Eyong, said that he resumed barely three months in the ministry and that he met staff behavior that is committed to achieving the core mandate of the ministry and the blueprint set out for 2016 in accord with the vision of Senator Ben Ayade.

Mr. Eyong said that he is committed to working to ensure a robust relation among staff, between staff, himself on one hand and the political head in the ministry as well as ensuring that staff are motivated to give their best to ensure the realization of the ministry’s mandate, adding that though challenges are enormous, but with the support and leadership style of the Commissioner for works, Hon. Dane Osim Asu, those challenges are gradually being surmounted as the result are now becoming self-evident.

On his part, the Director of Civil, Ministry of Works, Engineer, Godwin Akeke, said that from the inception, the administration of Senator has been intervening on Federal roads and has expended much in that direction amounting to the amount already stated and the intervention is still ongoing to bring respite to Cross Riverians and other Nigerians.

Engineer Akeke revealed that apart from the intervention on federal roads,  a lot have been done in the area of  rehabilitation of roads and filling of potholes in other roads and streets in Calabar as well as working in synergy and providing technical services to other MDA’s and those saddled with the responsibilities as regards the super highway.

“It has been quite interesting since the administration of Senator Ben Ayade came on board. We work tirelessly, we work round the clock, despite the financial challenges, the dwindling economy, and we have been working. Before the present administration came on board, we had issues of several failures on our roads within the metropolis, and we took the bull by the horn and I think we have smoother roads/streets now and some new roads that have been created”.

On the level of intervention and the durability of such intervention, the Director of Civil disclosed that a road like the Akpabuyo road from the Navy barracks up to the Atimbo Bridge is highly swampy, explaining that “we need to have an understanding of the soil formation we have here, the Akpabuyo road that is mentioned, we know how deplorable it was last year. The Akpabuyo road from the Atimbo roundabout, it slopes and just after the Navy Barracks you start experiencing a swampy formation running up to the Atimbo Bridge. What we did was to first carry out soil stabilization to stabilize the sub grade at that point with hardcore and raised the level of the road”, Akeke concluded.

The programme, “Ayade’s Cross River”, a government House production by Beatrice Akpala, Solomon Asha, and Emmanuel Ulayi is designed to enable government officials to render stewardship of government policies, projects and programmes and explain the philosophy behind them, while at the same time providing opportunity to the people to ask questions and hold government official accountable, as well as create understanding and robust relationship between the government and the governed.

  • Activists to Drag Cross River State Govt to Court Over Mobile Court

Barring a last minutes change, a group of young activists led by Barr. Joseph Odok have completed plans to drag the Cross River State Government to court over the legality of the state mobile court.

In a chat with Journalists in Calabar, Odok said that apart from the industrial court being illegally set up, the court has become a milking ground for extortion by operators and government.

Odok regretted that since the court was set up, nobody has appeared before it without being adjudged guilty and asked to pay outrageous sum of money as fine ranging from N100,000 to as much as N350,000.

While maintaining that the revenue generated from the court cannot be accounted as it is shared among few government officials, he challenged the government to make public the amount of money generated by the court since it inception or what the monies have been use for.

According to him, “The mobile court has become a milking ground for the government to extort and chase away all businesses in Cross River State.

“In a series of court judgements dolled out by the mobile court sitting at CUDA office, calabar recently, I watched with pains the government milking millions of naira from poor businessmen and women for flimsy grounds ranging from failure to fumigate business premises, failure to obtain health safety certificate.

“Poor people of Cross River were made to pay fines ranging from N100,000 to as much as N350,000”.

He disclosed  that recently one of his clients, Buddy’s venture was charged N160,000 for failing to fumigate and obtain health and fumigation certificate, an act which is not a crime by law.

He said that, ” In my address to the court, I  vowed the option of civil disobedience and told my client never to pay any fine as I refused to recognise a Court founded in extortion than on equity” adding that the government must stop acting as an extortion machine in times of harsh economic conditions.

Also speaking, a member of the team, Mr. Kalita Aruku said that his family in his country home in Ogoja Local Government area of the state was recently fined N200,000 for failing to fumigate their surrounding.

Aruku said that, “Few weeks ago when I visited my family in Ogoja, this so-called mobile court charged us and passed a judgement declaring us guilty for failing to fumigate our surrounding without opportunity for fair hearing.

“We were fined N200,000 for the funny offence. It took intervention of some of my friends in government to wave the fine. But now I begin to ask myself, how about the common man in the street who doesn’t have anybody in government? Is there any law backing the establishment of mobile court and it operation? Absolutely not! So this nonsense must stop.

He pointed out that ” If the government was introducing a new law of mandating people even in the village to fumigate their surroundings, they must first carry out sensitization campaigns to tell people why and the consequences of not doing it not this one that you see jobless charge and bail lawyers junketing about extorting money from unsuspecting poor masses.

“Since the government has monumentally failed in maintaining the State’s status as the cleanest in Nigeria, it has device this new means of making the public feel responsible for it failure and at the same time pay for the ineptitude of the government

“As we speak, we have completed our consultations and have succeeded in forming a formidable team of young intelligent lawyers to take on government on the legality of this. We call on Civil Society Organizations to key into this campaign of stopping extortion in Cross River state”.

  • Cross River ranked 20th as WAEC release results League table for 2016 (Full list)

This is very saddening to know that Cross River State could not make the top ten positions. More saddening, is even the fact that Cross River State was the least performed State in the whole of South-South and South-East geopolitical regions. While all other States in the two regions fell under the top ten, Cross River State took a nosedive to the twentieth position. If what Mr Daniel Agbor posted on Facebook some weeks ago, about the poor funding of educational system by the State government, has anything to go by; a situation where primary six pupils and SS2 students can no longer promptly write their terminal and mock exams respectively because of poor funding, is to say the least very disappointing and indeed, very embarrassing.

Meanwhile, all the candidates at both primary and secondary levels are said to have long paid their respective examinations fees. How can we hope to have a good performance against this abysmal background? When the State government that was supposed to guarantee the future of our children, will turn around to misappropriate their duly paid exams fees.

Please, the stakeholders should all rise up and call Governor Ben Ayade to order. Cross Riverians put him there to serve and not to lord it over us. It is high time the Governor declared a state of emergency in our educational system like Adams Oshiomhole and some Governors did in their respective States and, today they are topping the charts. Cross River State have not had a good show in WAEC for the past ten years now going because of bad administration. We have had the worst pegs put in the wrong holes during this period under review. Therefore, we must all take appropriate note of this to make amends in future, in the interest of our children who are supposed to be our future leaders.

  • Nigeria Medical Association (NMA), Cross River State Branch Lauds Ayade For Creating Climate Change Ministry

The Cross River State chapter of Nigeria Medical Association (NMA) has applauded Governor Benedict Ayade for improving health care in the state especially in the appointment of a young, vibrant Commissioner into health ministry, Dr Inyang Asibong and the creation of climate change ministry that will be in tandem with health ministry to yield substantial and immediate health benefits to the people.

The Association through its Chairman, Dr Ikpeme, Offiong  gave the commendation recently during a courtesy visit to the Commissioner for Health, Dr Inyang Asibong to invite her to be a special guest on the 2016 Annual Conference Of the Nigeria Medical Association, with the theme: ‘CLIMATE CHANGE AND HEALTH’. The sub themes are : ‘Environmental Pollution and its Impact on Health in Nigeria’: ‘Green Tourism: THE CROSS RIVER STATE Perspective’ and “New and Re-emerging Diseases ‘.

The Health Commissioner, Dr Asibong hailed the Association for believing in Governor Ayade in demonstrating wisdom and political will in creating Climate Change Ministry that will stand hand in hand with climate negotiations to confront climate change in the state and Nigeria as the country.

Dr Asibong, however, urged the Association that she is an active member to take advantage of the conference to provide broad based professionalism to mitigate effect of climate change in Nigeria.

“According to World Health Organization (WHO) estimate, climate change will cause an additional 250, 000 deaths per year between 2030 and 2050. Most will likely die for Malaria, diarrhoea, heat exposure, cancer and under nutrition. The impact of climate change on Health is alarming. All over the world, the changes in the climate is affecting all humans in adverse ways, from the food, air, and water we take in.”

“As a result of air pollution, WHO reports that in 2012, about 7 millions people died which is one in eight of the total deaths. Air pollution shows greater link to Cardiovascular and respiratory diseases as well as cancers. The pollutions come from burnt fossils, gas flaring, deforestation, bad waste disposal practice etc. Nigeria has about 11 millions stunted children due to under nutrition already accounts for 3 millions deaths each year as a result of rising temperature and more variable rainfalls caused by the global warming induced by large emissions. All of these add pressure to the continuous loss of control to sustain the require health standard.”

  • Governor Ayade Should Pay Attention To Entrepreneurs – Emmanuel Egbara

The economy runs on wealth, which is measured in both money and in goods and services available for consumption. At any given time, there is a set amount of wealth available for distribution. This is why some people have more money than others and why certain types of goods and services are not available to everyone.

When an entrepreneur creates a company, that entrepreneur literally makes new wealth. The entrepreneur creates a product, a service or an idea that did not exist before, and by doing so adds to the goods and services available for consumption. The entrepreneur also provides opportunities for other people to earn money and creates jobs to redistribute and share the wealth the entrepreneur has created.

Without a constant influx of entrepreneurs, the economy is unable to grow. Innovation, new products and new wealth are essential to business and to a healthy economy.
