  • Ondo Gov’t To Make Students Pay For Free Shuttle Bus Scheme

    In 2012, the Ondo State government launched a free shuttle bus scheme for primary and secondary school students, picking them up to school and returning them back home after school. The project was expected to reduce the burden of high transportation cost on parents and guardians, thereby reducing lateness to school. This report by Development News Nigeria details how the scheme has now become unreliable and its impact on families across the state.

    This lofty initiative took off on the heels of the fuel subsidy removal that rocked the tenure of the former president, Goodluck Ebele Jonathan in early 2012.  Eleven years later and with worsening economic and transport situation for families across the country, the Ondo State government led by Rotimi Akeredolu unceremoniously ended the scheme.

    The scheme took off with twenty ‘TATA’ buses in Akure but the government subsequently extended the scheme to all the 18  local governments in the state with the acquisition of another 50 buses. Ruth Olowooje, a former student of Fiwasaye Girls Grammar School described the bus ride as a defining moment in her schooling.

    “It was a good scheme,” she said. “Students were getting to school early and getting back home early as well.”

    A parent, Aderonke Clement described the scheme as one which had a positive impact at home as the burden of transportation was taken out of expenses on children.

    Dashed Hope As Akeredolu Promise To Continue Scheme

    After taking over as the governor of Ondo State, Rotimi Akeredolu continued the school shuttle bus scheme without a problem until January 2020 when it began to experience some hitches. At first, the buses were reportedly arriving late at the designated bus stop. This was due to the huge number of students that had to be conveyed. The official figure had reportedly moved from about 53, 000 school children in 2013 to about 100, 000 children by the end of 2019.

    When schools resumed in January 2020, students waited in vain for the buses, a situation which led to a protest. The buses came back to life only on the streets of Akure, the state capital. The initial excuse was that the buses were taken for maintenance.

    However, when the bus was no longer seen on the roads in many local governments, insinuation began to fly around that the buses had been taken to Imo state for promotion of the senatorial bid of the wife of the governor, Betty Anyanwu-Akeredolu.

    A former political appointee and a stalwart of the All Progressives Congress (APC) in the state, Olamide Hammed described the claim that the buses were taken to Imo State as “wicked lies”.

    “Those buses were already old as at that time no one in his right mind could have driven it from Akure to Imo State,” he said. “If you were asked to ride on those buses to Imo state, would you?”

    “It was rumoured at some point in 2019 that the government was planning to charge fees on the buses but we felt it was the handiwork of politicians in the opposition,” a parent who pleaded anonymity also revealed.

    In August 2023, Development News Nigeria, DNN visited the Ministry of Works and Transportation premises in Akure where many of the buses are currently parked. In Owo, the buses had accumulated dust.

    At the initial stage of the scheme, the buses ferried about 53, 000 students to school. A school pupil spends an average of 100 naira on transportation. This implies that the scheme helped parents across the state to save 5.3 million naira daily and about 26.5 million naira weekly. The figure had almost doubled by the end of 2019. At the end of the COVID-19 pandemic lockdown, the buses were no longer seen anywhere. The government also used the need for social distancing as an excuse.

    In June 2022, almost two years after the scheme had been unceremoniously brought to an end and COVID-19 lockdown had been lifted, Tobi Ogunleye  who is the Special Assistant to the governor on transportation reiterated this same excuse.

    He said, “We suspended it as a result of the pandemic in 2020 because the government could not afford the conditions by the Nigeria Centre for Disease Control (NCDC).

    “The NCDC asked us to reduce the number per bus from 100 to 30 students boarding the bus. This is not economically wise; no responsible government can sustain that.

    “The NCDC also said that we should be fumigating the buses at least four times in a week. They said that disposable nose masks should be provided for the students. When we weighed the options, we decided to suspend the scheme.”

    He also insisted that the scheme had not been stopped nor were the buses taken to Imo state for campaigns.

    “We did not disband it; we did not cancel it and we did not move the buses to Imo State as was speculated or rumoured.

    “You can see them (buses) on our premises. There were 90 buses but four were burnt during the #EndSARS crisis at Okitipupa.”

    He also admitted that the buses were old and needed repairs.

    “We will still do a thorough overhauling of the buses and other work because they have been there for almost two years.

    “Innovation can’t bring hardship to anybody. We are not wicked nor mischievous. We have not sold any of them nor been given to any other purpose,” he said.

    He did not fail to remind the public that the scheme is not a right but a privilege.

    Financial Burden

    Residents of the state believe that the government considered the project as a political tool for winning elections. In 2012, no serious budgetary plan was made before the takeoff of the project and in subsequent years there existed no clear-cut subvention for the buses.

    “It was a project carried out by Mimiko to gain political capital. From the outset, they knew the project would be difficult to sustain yet they continued. The recession exposed them. They were also unwilling to cut down the cost of governance for the betterment of the masses,” a civil servant in the state who pleaded anonymity said.

    However, in August 2023, the Ondo State government announced that the school shuttle bus scheme would be reintroduced when schools resume in September, to cushion the effects of fuel subsidy removal by President Bola Tinubu but it elicited no excitement from the majority of the people.

    “How are we sure the government will not stop it after some time? The buses are older now, will they be buying new ones? Why did they stop it in the first place? They said it was for COVID-19 but after about two years we didn’t see any bus?”  a parent asked.

    “Many of my schoolmates had to leave our school for substandard schools close to us when they stopped that scheme as their parents couldn’t afford the transportation to our school,” Olowooje said.

    Bus Resumes But Students Will Now Pay

    On September 18th, 2023 as schools resumed across the state, the buses also returned to the streets of Akure but suspicion and uncertainty have trailed  this development. A student, Tajudeen Fareed said he has not used the bus since it resumed as it is always overcrowded while one of the parents who spoke to DNN in Akure said the buses have been unreliable since it resumed.

    “My children don’t join the bus in the morning because it doesn’t  arrive early and sometimes, they don’t come at all”

    Meanwhile, the Special Assistant to the governor on Transportation, Tobi Ogunleye has confirmed that there is a plan to begin to charge students using the bus between N200-N300. He had made this known during a recent media interaction.

    ” It is for sustainability not for profit making, so that we won’t have to wait for the government.

    “At the last meeting we had with the Parents Teachers Association (PTA), N100 was agreed to be paid by each beneficiary to and fro because the scheme cannot be sustained free any longer.

    “But with the economic reality of today, N100 cannot sustain the scheme. The price of diesel has jumped up. That is why we will have a robust and holistic meeting with stakeholders next week, to decide on a realistic fee.”

    Also, a close observation also revealed that the number of buses in the scheme has reduced as areas serviced by three buses in the earlier days of the scheme are now serviced by one bus.

  • PIND Opens Peace Club in UNICAL, Trains Students on Peace, Conflict Resolution

    Partnership Initiative in the Niger Delta (PIND) Foundation has opened a Peace Club at the University of Calabar (UNICAL), Calabar, Cross River State, to help foster peace and resolve conflicts in the nation.

    During the opening of the PIND’s UNICAL Peace Club on Thursday (12 Oct. 2023), Dr Chukwudi Njoku, Capacity Building Coordinator for PIND Foundation’s Peace Building Programme said the capacity-building programme is to help in conflict resolution and promote peaceful coexistence.

    He said the Foundation is fully registered and focuses on peacebuilding and economic development.

    Njoku further noted that the Foundation has programmes and activities that improve the livelihood of residents of the Niger Delta and improve peace in the region because there can not be economic development if peace does not prevail.

    According to him, “We have come to the University of Calabar today to inaugurate the UNICAL Peace Club, we hope to build the capacity of UNICAL students in the peace-building practice and process. The students will form part of our peace-building network. They will join our network of peacebuilders and contribute their own quarter as peacebuilders, especially within the university system.”

    On her part, Dr Violet Eneyor, Patron of PIND Peace Club UNICAL said the Club is to bring students together, and ensure that they are peaceful on campus and exhibit the character of honest and peaceful people both in and outside the campus environment.

    “We want to build the capacity of the youths to make them self-reliant and have what to do and help in resolving conflict,” Eneyor said.

    Some of the Peace Club’s new executives expressed confidence in the initiative and gave further insight into the programme, stating their commitment to peacebuilding.

    The newly inaugurated executives are Carah Fred Effiom as President, Eze Emmanuel Eni as Vice President, Delphine Okunum as Secretary and Amarachi Chidiebere as Public Relations Officer.

    They averred that the initiative will bring and promote peaceful co-existence amongst communities and help them to preempt imminent conflict situations.

    The event was graced by the varsity staff, students, lovers of peace, the media and others.

    The Faculty of Agriculture Nnamdi Azikiwe University Awka, has taken the quest to promote Agriculture to the next level through its maiden exquisite banquet and exhibition.

    Declaring the event open in Awka, on Monday, the Vice Chancellor of the university Prof.Charles Esimone noted that any country that supports Agriculture can never go hungry.

    The vice chancellor regretted that Nigeria has neglected Agriculture and paying the consequences.

    He pledged to support the faculty in its quest to enhance food production in the society.

    In her address,the dean faculty of Agriculture Prof.Cordelia Ebenebe commended the VC for his interest in developing the faculty and used the forum to present the faculty’s challenges of accommodation for students and staff quarters at its annex at Ifite Ogwari.

    Speaking on the theme of the conference, “Repositioning the faculty of Agriculture for greatness and productivity’ the chairman of the occasion and the Senator representing the Anambra Central Senatorial Zone Senator Victor Umeh described Agriculture as the mainstay of any economy, noting that Agriculture should not fail in Nigeria because God has endowed it with vast mineral resources to make it work.

    Senator Umeh who doubles as member Senate committee on Agriculture called on Nigerians to take Agriculture serious and encourage agro based industries to create employment opportunities.

    The Senator representing the Anambra North Senatorial Zone Dr.Tony Nwoye thanked the Vice Chancellor of the university Prof Esimone for his attention to the faculty  and promised to support the faculty in his own capacity.

    On his part, the representative of the President General of Ifite Ogwari Rev.Father Basil Ekwunife also commended the VC Prof.Esimone for supporting the Agriculture faculty, while expecting that governments at all levels will be more serious with Agriculture.

    Paul University Awka, has honoured the traditional ruler of Umueri Community in Anambra East Local Government Area of Anambra State, Igwe Benneth Izuchukwu Emeka with an honorary doctorate degree in Business Administration.

    The Monarch was honoured alongside other prominent Nigerians including the President, Actors Guild Of Nigeria, Ejezie Emeka Rollas, Barrister Mike Epelle and others during the 4th convocation ceremony of the University, held recently in Awka, Anambra State Capital.

    In a citation while conferring the award on the traditional ruler, the Archbishop, Metropolitan and Primate of All Nigeria ( Anglican Communion ) and Chancellor, Paul University, Awka, His Grace, The Most Revd. Henry C. Ndukuba, described Igwe Emeka, as a noble man and philanthropist who has continued to make salient contributions towards advancing knowledge and humanity.

    He said the Governing Council, Management and Staff of Paul University, believe HRM Igwe Sir Dr. Ben Izuchukwu Emeka, is well deserving of the honour in recognition of his immense contributions to the overall development of education, including his service to God.

    According to the Archbishop, Igwe Emeka, had single handedly build, equipped and donated St Gabriel Anglican Church, Umueri, now the Cathedral Of Niger West as well as the completion of Emmanuel Anglican Church. He also built and donated many classroom blocks to the Umueri Community and many others.

    “The delighted Honorary awardee was full of appreciation and gratitude to the University for the honour done to him and reaffirmed his commitment to partner the institution to further improve on its human and physical infrastructural development.

    While acknowledging the special recognition accorded him, the traditional ruler said that though he had received several awards from many organisations, he was particularly excited by the Honorary doctorate degree bestowed on him by Paul University, Awka,  because according to him it is special, more so as it came unsolicited and from an institution of repute owned by a Christian domination, the Church of Nigeria, Anglican Communion.

    He announced a cash donation of ten million naira to the University.

    The Monarch has sits as board Chairman of many companies, including New Idea Construction Company Limited, Caterpillar Masters West Africa Limited and Hilton Leisure Resorts and Hotels Awka.

  • FEDSCO Ogoja ’05 Set Offers Scholarships to Students, Honours Teachers, Donates to Orphanage

    September 30, 2023, was a day to remember for students and teachers of Federal Science College (FEDSCO) Ogoja, Cross River State, following the visitation of the Alumni Class of 2005.

    The old students donated a Table Tennis set, Chessboard, Scrabble, and renovated the indoor games hall as well as offered to pay full registration fees (including WAEC, NECO and JAMB) to the three best Senior Secondary, SS 2 students of FEDSCO, Ogoja.

    This, according to Comrade Micah Ogbeche, National Coordinator, FEDCSO Alumni Class of 2005, was to give back to the institution that has impacted so much on their lives.

    “Coming back here after 18 years to celebrate with you gives me joy unspeakable. I want to let you know that this 2005 set, as a body has decided that the best 3 students in SS2 right now, we are going to take care of their WAEC, NECO and JAMB registration fees,” Ogbeche said.

    He added that the 2005 set will continue to celebrate with the students of Federal Science College, Ogoja in whatever way they can.

    Engr. Ugbuchi, Senior Prefect of the class of 2005, said the sporting equipment, special lectures are a way of showing appreciation to their alma mata. “We came here and we saw that the sports facilities are so many, so we decided to do a little renovation.

    “We also provided table tennis board, chessboard and scrabble for some of the indoor games that the students can come around and play, interact and relax. It is a way of giving back to the college which has impacted so much on our lives”, he added.

    “It is always good to remember your roots because one good term deserves another. For other ex-students out there, I call on them to see what the 2005 set has done and take responsibility. They should come around, the students need them to be of encouragement, both in cash and otherwise,” he said.

    The FEDSCO 2005 set also visited the orphanage, Divine Province Home in Ogoja and donated clothes and money to support the children.

    NGO to award scholarship to 250 indigent students in Southeast

    No less than 250 indigent students from Southeast Nigeria are to benefits from a scholarship scheme of De Imperial Philanthropic Family Initiative.

    The Initiative, a Non-Governmental Organisation (NGO) will give the scholarship awards to the indigents but intelligent students in JSS 1 from public secondary schools across the five eastern states of Nigeria, comprising; Anambra, Abia, Enugu, Imo and Ebonyi respectively.

    The Education Committee Chairman of the Initiative, Mr Chikezie Okonkwo, who disclosed this in a statement in Awka, on Sunday, noted that the Initiative is committed to creating opportunities for the less privileged to have access to quality education.

    He said that the gesture is open to all the junior secondary school students residing in the region.

    According to Okonkwo, the Initiative is planning a tuition-free education inclusive of other fees, levies, school uniforms, textbooks and other educational materials, WAEC fees (Junior and Senior), JAMB fee to indigent junior secondary school students with exceptional academic records.

    “We have contracted BEST BRAIN CONTEST, an Education Consulting Firm to Organize and select the beneficiaries and the total number of students to be given scholarships are 250 students.

    “Frank Igbojindu CEO Best Brain Contest while acknowledging the contracted assignment, said the Examination where the beneficiaries will be selected is slated for November, 2023 in Awka, Owerri, Umuahia, Enugu Town and Abakaliki respectively. Dates and Venues will be announced soonest.

    “Many brilliant and intelligent children are on the street today hawking, some are into some illegal activities due to financial crisis. It is in that junction that the De Imperial Philanthropic Family, as a Non-Governmental Organisation deem it fit to support the south eastern states Governors to make education become easy for the less privileged ones in the society by assisting students towards achieving their set goals in life.

    “The President of De Imperial Philanthropic Family, Chief Dr Darlington Nwabunike, noted that the offer has no political, ethic and religion affiliation, it is open only for all Public Secondary School Students (JSS 1 only) residing in the south east zone.”

    Governor Chukwuma Soludo, has presented cheques worth N1.524 billion to mission schools in the state.

    He said it is government support to improve quality of education and infrastructure.

    Governor Soludo presented the cheques to owners/operators of Anambra Mission Schools during a meeting held at Government Lodge, Amawbia, on Friday.

    A total of 762 Anambra Mission Schools received N2,000,000 each from the government of Anambra State.

    Eight (8) schools returned to Salvation Army Schools received a total sum of N16,000,000.

    Two hundred and seventy-five (275) schools returned to Anambra Anglican Mission Public Schools received a total sum of N550,000,000, while four hundred and fifty-nine (459) schools returned to Anambra Catholic Mission Public Schools received a total sum of N918,000,000.

    Twenty (20) schools initially owned by Anambra Pentecostal Schools received a total sum of N40,000,000.

    In a remark, the governor said that the education sector is one large sector, for which his administration has a large agenda.

    He applauded owners of mission schools for their active participation in the health sector, of which most hospitals belong and decried the state of public sector components in the area of education and health.

    Governor Soludo noted that both sectors are fundamentally slacking backwards and that part of his agenda is to restore them, which is part of the primary duty of government anywhere in the world.

    The governor recalled that when he assumed office, no general hospitals had doctors.

    He however, assured that all general hospitals will be equipped with solar power so that ndi Anambra can have access to a qualitative healthcare system and educational system, especially the poorest of the poor.

    The Governor disclosed that hundreds of quack hospitals are in operation and reiterated his commitment to clean up the sector and make it work.

    “In the area of education, this is why we are here and what we are trying to achieve on education is also the same we want to achieve in the public health sector,” Governor Soludo said.

    He expressed displeasure that the society is creating two sets of citizens; the children of the poor abandoned in public schools and the children of the rich/average who can afford missions or private schools.

    He maintained his vision is to develop human capital in the state that will be productive at home and exportable abroad as well as to refurbish and recreate schools that will be smart, digital inclined. He also disclosed his plans to commence Leadership Science and Technology Schools.

    “We shall be encouraging ndi Anambra to adopt schools in their communities but even if you can’t, you can at least buy a pencil for a child. You will be amazed at what difference you can make. Club of Patrons will be formed in these public schools. We want communities to take ownership of these schools,” he said.

    Governor Soludo appreciated operators of Mission schools for their efforts over the years and what they will continue to do, describing them as almost being a substitute for the government.

    In a vote of thanks, the Chairman of PFN, Anambra State Chapter, Bishop Moses Ezedebego on behalf of all Anambra Mission Schools said that the Governor has demonstrated leadership, showing that all religious denominations can work together as a family.

    Bishop Ezedebego stressed that the Governor has wiped the tears of uncountable millions of poor ndi Anambra and his deeds today will remain indelible in the annals of the State history.

    Management of Paul University Awka, has announced Hon Valentine Ozigbo, former 2021 Governorship candidate of PDP in Anambra State as her 4th Convocation Lecturer.

    Adjunct Vice-Chancellor Administration, Paul University, Awka, Prof Godwin Onu announced this in a statement made available to Journalists in Awka on Tuesday, by the Public Relations Officer of the university, Sir Ikechukwu Abana.

    According to the statement, the Acting Vice-Chancellor of Paul University, Ven Prof Obiora Nwosu on behalf of the senate and the Governing Council is inviting all to the epoch making event.

    The Paradise News gathered that the event will be used to install the Chancellor of the university,  award honorary doctorate degrees and first degrees across disciplines as well as Diploma to deserving graduands. The event is scheduled for 12 Noon on Friday 6th October, 2023.

    The Primate of All Nigeria, Archbishop Metropolitan, Church of Nigeria, Anglican Communion, His Grace, Most Reverend Henry Ndukuba will be installed as the Chancellor of the University.

    “At the convocation, 385 graduands will convocate, 4 Doctorate degree Awardees and the Late Most Reverend MSC Anikwenwa,,, retired Archbishop of Province on  the Niger and Dean, Church of Nigeria,
    will also receive a Posthumous meritorious service award from the Varsity.

    It was gathered also learnt that the  University is owned by Anglican Communion across 55 dioceses and His Grace, The Most Reverend Alexander Chibuzo Ibezim Ph.D as the Archbishop of Province the Niger and Bishop of Awka Diocese is the host Archbishop.

    Governor of Bayelsa State, Douye Diri, has approved the re-engagement of 704 staff of three state-owned tertiary institutions in the state who were sacked in 2018.

    They were sacked during the administration of Seriake Dickson.

    The re-absorbed staff, who were disengaged in 2018, were staff of the Niger Delta University, Amassoma (644), Isaac Jasper Adaka Boro College of Education, Sagbama (48) and the College of Health Technology, Otuogidi (12).

    Speaking in Government House, Yenagoa, when he received the report of the committee set up to look into the disengagement of the staff, Diri said he approved its recommendations, which include re-engagement of the majority of those sacked based on the needs of the institutions as well as the payment of their salary arrears and other entitlements.

    A statement by the governor’s Chief Press Secretary, Daniel Alabrah, quoted the governor as saying their re-absorption will take effect from the month of September based on the recommendation of the committee.

    He said contrary to speculations by those who want to play politics with everything in the state, his administration had been working on the issue quietly.

    Diri reaffirmed his commitment to the welfare of Bayelsans, stressing that he will never play politics with the lives of the people of the state.

    The governor expressed appreciation to members of the committee for the diligent job done and to those affected for their patience.

    “This has been one issue we inherited and from when we came in, we had a lot of concern about what had happened. In 2022, I constituted a committee to look into the issues.

    “Some people wanted to play politics with it but they did not know that we were working on it quietly. Today, I am happy we have come to the end of this issue.

    “Having looked at the committee’s report, I approve all the recommendations. Therefore, most of the staff, particularly in the Niger Delta University, are hereby re-engaged.”

    Earlier, Secretary to the State Government, Alabo Gideon Ekewei, who spoke on behalf of the committee, said that based on the needs of the affected institutions, the committee recommended the re-engagement of most of those sacked.

    While thanking the governor for the opportunity to serve the state in that capacity, he also expressed appreciation to other members of the committee for their dedication and commitment to accomplishing the task.

    Chairman of the Higher Institutions Joint Action Committee (HIJAC), Lucky Brambaifa, in his remarks, said the body was excited that the prolonged issue had finally been resolved.

    Brambaifa commended the governor for prioritising the welfare of workers in the state and for ensuring that succour came to the reinstated staff of the higher institutions.

    The management of Olivia University Bujumbura (OUB), Burundi East Africa, has announced its plan to award scholarship to Nigerian medical students.

    The announcement was made by the Vice Chancellor of the University, Rev. Fr. Prof. Josephat Obi-oguejiofor, during an interactive session with relevant stakeholders and some of the intending students in Awka, the Anambra State Capital, on Saturday.

    Prof. Obi-ogojiofor, said the scholarship program is the endowment of the Pro-chancellor and founder of the University, Sir Paul Chukwuma, who happened to be the first Vice Chancellor of the Varsity to contribute his quarter to quality education for Nigerians and the Africa Continent at large.

    He said three Faculties are commencing this year; Faculty of Medicine, Pharmacy and Nursing.

    According to him, the Pro-chancellor, Sir Chukwuma want to endowed some scholarships for this faculties for the first entrance, those who will be the foundation students for the three faculties in the University.

    “The Pro-chancellor is proposing to Nigerians the possibility of studying medicine/surgery, pharmacy and nursing with half school fees.

    “The intending students will paid only half of the tuition fee through out their study period. It is a big opportunity for Nigerian to acquire quality education in a University that started from the top. It is a big academic history for Nigerians amidst hardship.
