ZOA is an international relief and recovery organization supporting vulnerable people affected by violent conflicts and natural disasters in fragile states, by helping them to realize dignified and resilient lives.
ZOA operates in more than 15 countries, in difficult locations where our field staff directly provides assistance to the most vulnerable victims of displacement. The countries in which ZOA is present are Afghanistan, Burundi, DR Congo, Ethiopia, Jordan, Kurdistan Region of Iraq, Liberia, Myanmar, Philippines, South Sudan, Sri Lanka, Sudan, Syria, Uganda and Yemen.
ZOA is active in insecure and volatile regions: serving Syrian refugees in the Middle East, uprooted people in war-torn South Sudan, displaced Yezidis in Northern Iraq and South Sudanese refugees in Ethiopia, to name a few. Your Challenge
As a Manager of Operation (MoO), you will lead the ZOA’s Support Team and provide direction for Operational Excellence.
You will have integral management responsibility for the realization of the project budget and the donor and state and federal government’s compliances.
To do so, you will work together and maintain contact with relevant stakeholders including National NGO partners, Borno State Agency for Coordination of Sustainable Development And Humanitarian Response (BACSDAHR) and Economic and Financial Crimes Commission (EFCC).
You are a member of the Country Management Team, in which strategic decisions of ZOA in Nigeria (beyond your individual responsibility and mandate) will be discussed. You will be accountable to the Country Director of ZOA Nigeria.
Your Main Tasks and Responsibilities
The Manager of Operations has been assigned with responsibility and holds delegated authority for:
Administration:
Maintaining country specific policies and procedures in the fields of Finance, HR management, Security, Logistics and procurement in compliance with ZOA global quality management framework and IT;
Maintaining Country administrative manual (finance, HR, procurement) and ensuring compliance;
Monitoring of and support to program organisations on processes and procedures related to Finance, HR management, Security, Logistics and procurement and IT.
HR:
Translating ZOA’s worldwide HR policies and procedures into the local cultural setting and the implementation of HR policies and procedures;
Monitoring HR compliance to internal and external (donor and government) rules and regulations;
Advising and supporting the Country Director and Program Managers in the development of HR components of funding proposals;
Supervising staff recruitment processes;
Supervision of annual and mid-year staff evaluations;
Ensuring that Terms & Conditions of employment comply with local legal requirements;
Ensuring gender sensitivity in staffing and policies.
Finance:
Contributing to the Country Strategic and annual Plan, with a specific task in preparing the corresponding annual budget and financial sections;
Development of monthly and quarterly financial management information at country organisation and at Programme Organisation level;
Preparation of country annual accounts, in accordance with relevant legislation and regulations;
Monitoring finance compliance to internal and external (donor and government) rules and regulations;
Preparing and processing the allocation of indirect costs to project budgets;
Preparing monthly, quarterly and annual financial reports at country organisation and program organisation level;
Advising and supporting the Country Director and Program Managers in the development of budgets of funding proposals;
Managing financial audits and responding to audit reports.
Logistics:
Implementation of IT policies and procedures in compliance with ZOA’s worldwide framework;
Managing availability, continuity and security of appropriate IR facilities;
Implementation of logistical policies and procedures in compliance with ZOA’s worldwide framework;
Support Logistics team in Monitoring and evaluation of logistical policies and procedures.
Security:
Supporting the Country Director to enforce adherence to the security rules and instructions as described in the ZOA security handbook and the local security plan through the security focal person.
Supporting the Country Director that Local Security Plans are being developed and timely reviewed by the PGMs
Supporting the Country Director that all staff members attend a security training, receive a security briefing and all receive and understand the Local Security Plan through the security focal person.
Supporting the Country Director in taking on other security responsibilities as requested by the Country Director (interagency networking, following up on security incident reports)
Your Profile
Identity:
The candidate is expected to fully support the vision and mission of ZOA.
Knowledge & Experience:
Bachelor’s or Master’s Degree in a Finance Management and or Auditing and sound knowledge Human Resource Management;
At least five years experience in a relief/recovery setting;
Sound Knowledge in Unit 4 (ERP) software
Management experience; including consortium portfolio management (preferred)
Familiar with Project Cycle Management;
Has undertaken leadership role(s) within a Christian team / organisation;
Good spoken and written command of English;
Knowledge of local languages is a plus;
Skills:
Command of operations, including finance, procurement, logistics, HR;
Analytical, able to participate in strategic level discussions and decisions taking a ‘bigger picture’ approach;
Good risk awareness around fraud and corruption issues and ability to proactively mitigate and recommend improvements;
