However, investigation to verify the assertion further revealed that co-governor Frank Ayade travelled to China with 700 Million Naira belonging to the State. The money which he took from the joint counterpart funding account of the Ministry of Sustainable Development & Millenium Goals. This Ministry is under the leadership of Oliver Orok

Co-Governor Frank Ayade is in China because the Chinese that signed a cooperation with the garment factory refused to come to kick start the operation of the GF. It is however, unclear how the money will be spent.

Earlier in May, Ifere Paul had spoken to the coordinators of the China-African Investment Cooperation, a body responsible for the transfer of investment from China to Africa about the garment factory not being a government enterprise. For fear of safety on the return of  investment by Chinese companies in Africa, Chinese government had advised that shady businesses such as the garment factory should be a no go area.

However, on the 20th of July, the Attorney General of Cross River State was coerced to make a press statement on the nation newspapers debunking my facts that the garment factory is government own. Dr Frank Ayade took with him the newspapers publication to China to convince their Chinese partners that the garment factory is government own.
