Governor Bassey Otu’s directive to reclaim government-owned assets has been widely welcomed by residents of Calabar, as the Department of Asset Management and Recovery, led by Barr. Gilbert Agbor, intensifies efforts to enforce compliance. The swift response by the department has uncovered multiple cases of illegal encroachment and unauthorized occupation of state property, reinforcing the administration’s commitment to restoring order and accountability in asset management.
One of the most significant discoveries in the ongoing recovery process was made at Government College, Ikot Ansa, where portions of the school’s land had been illegally sold and developed.
During an inspection of the school premises, Principal Chief Ofem Ubana revealed that the encroachment predated his tenure and was already in progress when he assumed office in 2023.
“When I arrived here, I noticed ongoing construction on a portion of land belonging to the school, but I had no knowledge of how it was acquired. I did the only thing within my power—I reported it to the relevant authorities. As a principal, my job is to administer the school, not to sell land,” he stated.

Further investigations revealed that certain individuals from the Ikot Ansa community had allegedly conspired to sell sections of the school’s property to private buyers, including former top government officials and their associates.
A concerned resident, Emmanuel Etim, condemned the unlawful transactions, describing them as a betrayal of public trust.
“This encroachment was enabled by prominent stakeholders who falsely claimed ownership of the land and sold it to private interests. It’s outrageous that even the principal’s quarters and the corps members’ lodge have been leased out. This level of impunity must not go unpunished.”
Another resident expressed appreciation for Governor Otu’s intervention: “We are grateful that the Governor has recognized these illegalities and is taking steps to correct them. This land belongs to the school and must be recovered for the benefit of future generations. God bless the Sweet Prince for his leadership.”
Following the visit to Government College, the Asset Management and Recovery team proceeded to 12 IBB Road, where government-owned property is reportedly being unlawfully occupied by private individuals.
At the site, Special Adviser on Asset Management and Recovery, Barr. Gilbert Agbor, reaffirmed the administration’s unwavering resolve to reclaim all state assets from unauthorized holders.
The government’s efforts received strong support from residents, including Effiom Orok, who commended the decisive action taken.
“It is refreshing to see the government finally addressing this issue. Reclaiming state assets is a crucial step toward restoring accountability and ensuring that public resources are used for the common good. I encourage the department to remain steadfast in its mission.”
Governor Otu’s bold move to recover government property reflects his administration’s commitment to good governance, transparency, and the responsible management of state resources. By tackling illegal asset appropriation, the government is sending a clear message that public properties are meant to serve the people, not private interests.
As the Department of Asset Management and Recovery continues its work, Cross Riverians remain optimistic that these measures will lead to a more structured and efficient use of state assets, ensuring they are preserved and utilized for the benefit of all.
