CRS HOUSE OF ASSEMBLY 2016 had last week successfully completed it's First Quarter Oversight Function on the implementation of the 2016 State Appropriation Law.
Already, the 8th House of Assembly Economic Team led by the Rt. Hon. Speaker, John Gaul Lebo, presented it's finding and resolutions to the Executive Governor in Council with his select Economic Team.
Consequently, a select committee of the State Budget Implementation Committee will ensure compliance with the issues raised in the report and implement the recommendations.
The Report recommended thus:
1. The state Governance Architecture for MDA'S should be enhanced for effectiveness and efficiency.
2. Agencies engaged in social services or service delivery should be seperated from Revenue Generating MDA'S.
3. All Revenue generating MDA'S must improve their service delivery component as precursor to Revenue Generation.
4. All MDA's must adhere to the harmonised fee and Charges Law so as to reduce double taxation.
5. All MDA's must appear before the house committee on Finance and Appropriation with detailed 1st Quarter Performance Report, showing releases, expenditure and revenue.
The 8th Cross River State House of Assembly is adjudged to be the leading state House of Assembly in the Federation. The Speaker, John Gaul Lebo, chairs an association of all states Speakers in the country.
However, this House of Assembly is criticised for being a rubber-stamp of the Executive.
