Revered whistle blower, cerebral public policy analyst and indefatigable environmental activist, Ifere Paul, has forwarded a petition to antigraft agencies, Economic and Financial Crimes Commission (EFCC) and Independent Corrupt Practices Commission (ICPC), inviting them to investigate the fraudulent construction of Eula-Olum-Buanchor 14km roads projects from Obudu/Ikom Highway from eastern Boki by Governor Ben Ayade's Leophina Construction Ltd.
The road construction work awarded in 2010 which is 14km officially but has only 3km of asphalt done. The petitioner argues that the impression created by the construction company suggest that the road has been fully constructed which is false, and therefore necessitate an investigation on alleged fraud. Below is an excerpt of Petitioner Ifere Paul's letter dated 21 June 2016:

PETITION FOR THE INVESTIGATION OF THE CONSTRUCTION OF WULA-OLUM-BUANCHOR 14KM ROAD PROJECTS FROM OBUDU/IKOM HIGHWAY IN EASTERN BOKI BY LEOPHINA CONSTRUCTION COMPANY LTD.
I write in respect of the above subject matter seeking for an investigation into the shabby way the Leophina Construction Company Ltd handled the construction of Eula-Olum-Buanchor 14km roads projects.
Recently Sir, a billboard was erected at Olum junction, Eastern Boki, on the Obudu-Ikom highway.
It carries the following information:
“This road, WULA-OLUM-BUANCHOR was constructed by Cross River Rural Access and Mobility Project (CR-RAMP) with funding from Cross River State Government and African Development Bank (ADB) and supported by the Federal Government of Nigeria (FGN). “Speed kills!”
This information is, to say the least, very deceitful. It creates a false impression, and sends errorneous signals to the world, that this 14km road project started sometime in 2010 or thereabout, has been completed.
This is an assault on the people's sensibilities of the people and government, as it is very far from the truth. From a lay man's assessment, only about 25% of this road, could be said to have been done, as shown in the photographs. The proper ashphalting job has gone only about 3km away from the highway.
The erection of this billboard, therefore could be seen as an attempt to put a cloak on the face of unsuspecting government officials that may be sent there for the supervision of the projects.
It is important to state here that the company in charge of the construction of this road is none other than “Leophina Construction Nigeria Ltd”. The company happens to be own by Ben Ayade, the Governor of Cross River State.
