OTTAWA — Canada has agreed to deploy its $1.3-billion border enhancement plan along with thousands of frontline personnel to strengthen security on the U.S. boundary in exchange for the White House pausing 25-per-cent tariffs for at least 30 days.

Prime Minister Justin Trudeau made the announcement on social media on Monday afternoon shortly after his second phone call of the day with U.S. President Donald Trump.

“I just had a good call with President Trump. Canada is implementing our $1.3 billion border plan — reinforcing the border with new choppers, technology and personnel, enhanced coordination with our American partners, and increased resources to stop the flow of fentanyl. Nearly 10,000 frontline personnel are and will be working on protecting the border,” he wrote.

Trudeau added that Canada will also be making new commitments to appoint a “fentanyl czar”; to list drug cartels as terrorists; and to launch a Canada-U.S. Joint Strike Force to combat organized crime, fentanyl and money laundering — promises he said will cost $200 million. Alberta Premier Danielle Smith had been calling on the federal government to appoint a “border czar” to appease the U.S. administration.

“Proposed tariffs will be paused for at least 30 days while we work together,” Trudeau added.

The six-year border spending plan was first announced in December.

Trump said in a statement on Truth Social that he was “very pleased with this initial outcome” but also noted that the 30-day period was “to see whether or not a final Economic deal with Canada can be structured.”

Smith wrote on social media: “Diplomacy has won the day. Let us ensure that continues as we know there is much more work ahead of us.”

Trump announced over the weekend he would be imposing 25-per-cent tariffs on Canada and Mexico as of Tuesday. Early on Monday, Mexico and the U.S. were able to secure a deal delaying the imposition of tariffs for at least a month in exchange for 10,000 Mexican soldiers at the U.S.-Mexico border to address Trump’s concerns over the flow of migrants and the deadly drug fentanyl into the U.S.

Opposition Conservative Leader Pierre Poilievre has called on Trudeau to send military troops, helicopters and surveillance to the border, something that Gen. Jennie Carignan, Canadian Forces Chief of the Defence Staff, has said she was prepared to do.

Poilievre also called on Canada Border Services Agency (CBSA) border agents “to patrol everywhere along the border, not just at official border crossings” and to hire at least 2,000 new CBSA agents to intercept illegal activity, such as illegal migrants, drug and gun smuggling.

“We’ll keep drugs, terrorists and other threats out, and we’ll save trade with the United States,” he said in a press conference in Vancouver on Monday.

There are 16 U.S.-based bank subsidiaries and branches with around $113 billion in assets currently operating in Canada, according to the Canadian Bankers Association. However, none of them enjoys the Schedule I charter granted to the big six Canadian banks by the federal government.

“Canada is tough … They are very, very tough to do business with, and we can’t let them take advantage of the U.S.,” Trump said earlier Monday.

Asked then what he would agree to to pause tariffs against Canada, Trump reiterated that he wanted to see the country becoming the U.S. 51st state — a comment he has made first seemingly as a joke but has increasingly sounded like a more serious threat. He said that as a state Canada wouldn’t be subject to any tariffs, but he also recognized “it would be a long shot.”
