Fernandes, like Quenda, is a left-footed wide man capable of playing as a winger or wing-back on either side.
Braga are believed to want around £25million for the 18-year-old.
A fee significantly less than the £40million fee Chelsea paid for Quenda.
With a clear pathway to senior international football, Fernandes may now be viewed as the best-value alternative to the one that got away.
